Abstract

Penelitian ini bertujuan menganalisis pengelolaan Dana Desa dalam pengembangan UMKM binaan di Desa Hessa Perlompongan, Kecamatan Air Batu, Kabupaten Asahan, dengan menggunakan teori pengelolaan George R. Terry yang mencakup fungsi perencanaan, pengorganisasian, pelaksanaan, dan pengawasan. Penelitian ini menggunakan metode kualitatif deskriptif melalui wawancara, observasi, dan dokumentasi, serta dianalisis dengan tahapan reduksi, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pengelolaan Dana Desa belum optimal. Partisipasi UMKM dalam perencanaan masih rendah, pembagian tugas dan kapasitas SDM pelaksana belum memadai, serta komunikasi dan pengawasan belum berjalan efektif. Meski demikian, Dana Desa tetap berperan penting dalam peningkatan jumlah UMKM binaan dari 2022 hingga 2024. Kesimpulannya, penerapan fungsi manajemen George R. Terry memerlukan perbaikan pada aspek partisipasi, kapasitas SDM, komunikasi, dan pengawasan guna memperkuat pemberdayaan UMKM secara berkelanjutan.

Abstract

This study investigates the implementation of the Character Education Strengthening Program at State Junior High School 4 Binjai, Indonesia. The research aims to analyze how the principles of organization, interpretation, and application interact to support the effectiveness of the program in shaping students’ moral and social behavior. Using a qualitative descriptive design, data were collected through observations, in-depth interviews, and document analysis involving teachers, students, and school administrators. The findings reveal that the success of the program depends on the coherent integration of structural, pedagogical, and behavioral dimensions. The organizational framework provides clear coordination and shared responsibility among school stakeholders, while teachers play a central role in interpreting character values into daily educational practices. The consistent application of the five core values like religiosity, nationalism, independence, cooperation, and integrity has fostered a positive school culture and improved students’ moral awareness. Furthermore, collaboration between the school, parents, and community enhances the sustainability of the program. The study concludes that character education becomes effective when implemented as a holistic moral ecosystem rather than a stand-alone policy. The findings emphasize the importance of leadership, teacher capacity, and community participation in cultivating ethical, disciplined, and socially responsible youth. This research contributes to the broader discourse on education reform and provides strategic insights for policymakers to strengthen character-based learning across schools in Indonesia.

Abstract

Village autonomy is a form of decentralization that grants villages the authority to manage community interests based on original rights and local values. In this context, Badan Usaha Milik Nagori (BUMNag) plays a vital role in supporting economic independence through the sustainable utilization of local resources, as mandated by Law Number 6 of 2014 concerning Villages. However, the development of BUMNag in Nagori Cingkes still encounters various challenges, including technical limitations, weak institutional capacity, and low community participation. This study employs a qualitative descriptive method to explore the dynamics of BUMNag’s development in Nagori Cingkes. Data were collected through in-depth interviews, field observations, and document studies involving village officials, BUMNag administrators, and local community members. The analysis is based on the theory of village autonomy by H.A.W. Widjaja (2003), which emphasizes the village's right, authority, and obligation to manage its resources independently and responsibly. The findings reveal that while village autonomy has been initiated through the establishment and management of BUMNag, its development remains limited. Business operations are currently focused only on the clean water sector, while other potentials such as agriculture and tourism remain untapped. Although basic services are being provided, BUMNag’s economic contribution is still minimal due to the absence of significant profit generation. Therefore, it is recommended that the Nagori Cingkes government diversify BUMNag’s business units, improve human resource capacity through training, develop business plans based on local potentials, and increase community participation to realize sustainable village-owned enterprise development.

Abstract

Program penyediaan air minum dan sanitasi berbasis masyarakat (PAMSIMAS) (merupakan program pemerintah untuk meningkatkan akses masyarakat terhadap layanan air minum dan sanitasi yang layak di Indonesia. Penelitian ini bertujuan untuk menganalisis implementasi program PAMSIMAS di Desa Sentang, Kabupaten Serdang Bedagai dengan fokus pada implementasi terhadap proses, kendala-kendala yang dihadapi, serta dampak yang dihasilkan. Metode penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan teknik observasi, wawancara dan dokumentasi. Data yang dianalisis secara kualitatif menggunakan teori implementasi kebijakan menurut Merilee S. Grindle dengan menggunakan dimensi Isi Kebijakan (Content of policy). Hasil penelitian menunjukkan bahwa implementasi program PAMSIMAS di Desa Sentang menghadapi berbagai tantangan, termasuk keterbatasan sumber daya, baik dalam bidang sumber daya manusia dan sumber daya finansialnya. Kurangnya partisipasi masyarakat dalam proses pelaksanaan program pamsimas Dengan demikian, implementasi program pamsimas di Desa Sentang ini dapat dikatakan belum berjalan baik dikarenakan belum adanya manfaat yang dirasakan oleh masyarakat.

Abstract

This study examines the planning, implementation, and service-quality implications of digital literacy strategies in North Sumatra’s public service delivery. Data were gathered from planning documents, including the Strategic Plan (Renstra), Work Plan (Renja), and the Government Agency Performance Accountability Report (LAKIP) of the Communication and Informatics Agency (Diskominfo), using a qualitative case study methodology. In-depth interviews were also conducted with key officials. The thematic analysis indicates a clear gap between policy planning, program implementation, and service outcomes. Although digital literacy has been incorporated into regional planning documents, its implementation is constrained by limited technical capacity among civil servants and the public, uneven program coverage, and the absence of legally binding cross-sectoral regulations. As a result, digital public service applications have not yet fully improved public engagement, service efficiency, and information transparency, particularly among vulnerable groups and rural communities. This study does not go into great detail about the role of national initiatives and private sector partners because it is restricted to provincial policy. However, in order to guarantee that digital literacy actually becomes a cornerstone of bureaucratic reform and inclusive public service delivery, the findings provide unique value in the form of a thorough understanding of the necessity of regional regulations, a critical competency-based literacy curriculum, behavior change based evaluation, and a multi-stakeholder collaborative ecosystem

Abstract

This study implements the Penta-Helix collaborative model in an empowerment program for traditional fishing households in Medang Deras Subdistrict, Batubara Regency, North Sumatra Province, through innovative interventions in coastal waste management, transforming waste into calcium-based products. The study aims to address suboptimal coastal waste management and the economic marginalization of fishing communities. The model engages five key actors: the Batubara Regency Government, academics from the University of Sumatera Utara, the private sector represented by PT Indonesia Asahan Aluminium, traditional fishing communities, and media personnel affiliated with the Indonesian Journalists Association. Employing an action research methodology, the study began with surveys, observations, interviews, and focus group discussions with the Penta-Helix actors, followed by empowerment interventions through structured training in coastal waste management. The intervention was implemented via knowledge transfer and training across four stages: (1) collection of coastal waste, (2) processing waste into calcium powder, (3) application of innovative products to meet household needs, and (4) continuous mentoring. The findings indicate that the innovation intervention significantly enhanced local knowledge and skills, increased environmental awareness, and fostered entrepreneurial capacities within traditional fishing households. Moreover, the Penta-Helix actor collaboration successfully established innovation-driven community groups acting as ambassadors to expand the program’s impact. The study recommends institutionalizing the Penta-Helix model within regional development strategies, complemented by fiscal incentives, to strengthen inclusive and sustainable coastal economies.

long-term economic development in order to improve the quantity and quality of life in the society surrounding it. The goal of this research is to describe the execution of PT. Pertamina Hulu Energi NSB & NSO's CSR program in Rayeuk Meunye Village, Tanah Luas District, North Aceh Regency, with the program's target community being the Rayeuk Meunye Village Community. In this study, a descriptive method with a qualitative approach was used, and data was collected through observation, interviews, and recording. The general head of PT. Pertamina, the Head of Public Relations of PT. Pertamina, public relations staff/employees, and the Rayeuk Meunye village community were the ten informants involved for this study. Data analysis technique consisting of three stages: data reduction, data display, and conclusion drafting. The findings of this study reveal that PT. Pertamina Hulu Energi NSB & NSO's CSR initiative in the form of cocoa planting is ineffective since not all community members are targeted. Furthermore, the benefits perceived by the community have not been dispersed equitably because some people do not focus on operating the program. As such, the desired change is discovered, not everyone feels the change with the program since there are still people who do not collaborate in running the program, they set it aside and consider this cocoa cultivation program is a side job.

Abstract

Abstract:  This study aims to increase Regional Original Revenue (PAD) in Dairi Regency and reduce reliance on federal subsidies by improving tax collection and management. The main objective is to evaluate the strategies used by the Dairi Regency Regional Revenue Agency (BAPENDA) to optimize PAD through intensification and extensification of local taxes. Using a descriptive and qualitative approach, the study gathered data through interviews, observations, and document analysis. The findings highlight BAPENDA’s efforts to modernize tax collection, including the implementation of digital payment systems and collaboration with village leaders to extend tax operations. Despite a 15% increase in tax revenue from hotels and restaurants following the introduction of Tapping Boxes, challenges such as staffing shortages and uncollected revenue persist. The study suggests that improving human resources, public awareness, and infrastructure is crucial for long-term success. Future research should assess the socioeconomic impact of PAD optimization on local businesses and services, and explore strategies for sustainable revenue growth.

Abstract

Pelayanan publik oleh aparatur pemerintah masih menghadapi berbagai kelemahan, terutama dalam pelayanan perizinan yang kerap dianggap rumit. Untuk mengatasinya, pemerintah meluncurkan inovasi pelayanan berbasis elektronik melalui sistem Online Single Submission Risk Based Approach (OSS-RBA). Penelitian ini bertujuan menganalisis strategi Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Binjai dalam meningkatkan pelayanan perizinan melalui sistem tersebut. Dengan menggunakan metode kualitatif deskriptif dan pendekatan analisis SWOT, hasil penelitian menunjukkan bahwa penerapan OSS-RBA di Kota Binjai sudah berjalan baik, namun masih membutuhkan strategi pendukung. Kekuatan sistem ini terletak pada kecukupan SDM dan adanya pelayanan pendampingan, sementara kelemahannya meliputi kurangnya koordinasi antar instansi dan minimnya sosialisasi kepada masyarakat. Peluang terlihat dari adanya inovasi pelayanan ‘jemput bola’ dan pengembangan teknologi informasi, sedangkan ancamannya mencakup rendahnya pemahaman masyarakat dan kendala teknis seperti akses internet. Oleh karena itu, diperlukan strategi yang mencakup peningkatan komunikasi, edukasi, dan sosialisasi untuk mengoptimalkan pelaksanaan OSS-RBA.

Abstract

Road infrastructure development is expected to improve the welfare of rural communities. The Liang Melas Datas area in Karo Regency experienced severe road damage for more than two decades, which constrained mobility, public-service access, and agricultural distribution. This study analyzes the social and economic impacts of road construction implemented during 2022-2024. A descriptive qualitative case-study design was employed. Data were collected through observation, interviews, and documentation involving 12 informants comprising village heads and residents of Kutambelin, Polatebu, and Kuta Pengkih. Data were analyzed using the Miles and Huberman interactive model through data collection, reduction, display, and conclusion verification. The findings indicate that improved roads facilitated mobility, social interaction, and access to education and health services, although emergency health referrals still required approximately 40 minutes. Economically, informants estimated an income increase of 20-30%, while corn transportation costs declined from IDR 25,000 to IDR 6,000 per sack. Agricultural marketing expanded, and small businesses, transportation services, and tourism activities began to develop. However, these benefits remained uneven because most residents depended on traditional agriculture and faced limited capital and skills. Community empowerment, public-service improvement, and local economic development are therefore required to optimize the road’s benefits.
