Abstract

Adanya lebih dari satu madzhab fiqih dalam satu daerah atau negara menyebabkan adanya perbedaan di dalam amaliah satu ibadah. Seringkali perbedaan amaliah tersebut di anggap sesuatu hal yang salah oleh satu pihak atau saling menyalahkan di antara mereka dan tidak jarang diakhiri dengan permusuhan. Misalnya dalam satu tempat ada sekelompok jamaah yang berkeyakinan imam harus mengeraskan bacaan bismillah pada sholat jahr sedangkan kelompok lain tidak mengeraskan bacaan bismillah pada sholat jahr kemudian mereka sholat jama?ah dalam satu masjid, tentu hal ini akan menimbulkan permasalahan. Contoh lain, bacaan qunut dalam sholat shubuh. Penelitian ini akan membandingkan amaliah shalat jama?ah di antara madzhab Imam Syafi?i dan madzhab Imam Ahmad di dalam Matan Ghayah wa at-Taqrib dan Matan Zaad Al-Mustaqni. Fokus penelitian adalah menganalisis perbedaan amaliah sholat berjamaah serta bagaimana cara menyikapi perbedaan-perbedaan tersebut. Metode penelitian yang digunakan adalah metode kualitatif dengan analisis komparatif dan termasuk penelitian kepustakaan (library research). Data primer yang ada, yaitu kitab Matan Ghayah wa at-Taqrib dan kitab Zaad Al-Mustaqni akan dibandingkan dan dianalisis satu persatu kemudian di cari perbedaan di antara kedua matan tersebut. Selanjutnya akan dijelaskan cara menyikapi perbedaaan-perbedaan tersebut. Hasil penelitian menunjukkan terdapat perbedaan-perbedaan pokok di antara kedua matan. Perbedaan-perbedaan tersebut antara lain: hukum shalat jama?ah, hukum niat menjadi imam bagi imam, hukum membaca surat Al-fatihah bagi makmum, keabsahan keimaman anak kecil (yang belum baligh) dan keabsahan posisi makmum laki-laki sendirian berdiri di sebelah kiri imam atau makmum sendirian di belakang imam atau di belakang barisan seorang diri. Perbedaan-perbedaan fiqih sudah terjadi pada masa awal agama Islam yang disebabkan perbedaan metode istimbath atau menyimpulkan hukum dari dalil (Al-Qur?an dan Sunnah). Maka, perbedaan fiqih pada umumnya dan khususnya di dalam permasalahan sholat harus disikapi dengan ilmu yang benar, akal pikiran terbuka, lapang dada dan tidak fanatik kepada satu kelompok (golongan) atau madzhab.

Abstract

In the construction sector, the Construction Safety Management System (SMKK) has been determined by the Regulation of the Minister of Public Works No. 10 of 2021 as a reference for addressing the risk of industrial accidents and improving building safety. Full implementation of occupational safety (K3) can minimize the risk of work accidents. However, in reality, there are still many obstacles for companies and employees, and many accidents in the workplace are caused by unsafe behavior factors by the workers themselves. The methodology used in this study involves various approaches, such as literature review and primary data acquisition through questionnaires targeting respondents in construction project environments. The collected data will be analyzed using the Structural Equation Modeling method to identify important variables. Data processing was performed using the Smart-PLS version 4.1.0.1 application to determine the outer and inner models. Hypothesis testing was conducted using bootstrapping, considering the Original Sample values, T-statistics, and P-values. Based on the results, it is concluded that safety leadership has a significant indirect influence on improving safety performance. The strengthening of leadership aspects has the largest impact on improving safety culture, which then influences the improvement of construction safety performance, with an original sample (O) value of 0.273, a sample mean (M) of 0.277, a standard deviation (STDEV) of 0.177, a T-statistic value of 2.324, and a P-value of 0.001. Furthermore, effective safety evaluation (e.g., constructive and systematic evaluation) can help build a stronger safety culture, which in turn will improve overall safety performance. The implementation of innovation in construction processes or safety technology can also encourage better safety behavior among workers, which then contributes to improved safety performance.

Abstract

The implementation of the Occupational Safety and Health Management System (SMK3) in construction projects is an absolute necessity considering the high potential risk of work accidents. This study aims to evaluate the extent to which SMK3 is implemented in the construction project of the POLRI and BIN Flats (Rusun) in the Core Area of ​​the Government Center (KIPP) of the National Capital City (IKN). The research method used is a quantitative approach by distributing questionnaires to 106 respondents consisting of project managers, supervisors, and field workers. The results of the analysis show that the average level of SMK3 implementation is in the good category (mean = 4.06 on a scale of 5). The highest indicators are in the safety culture aspect and the role of the K3 manager. However, there are still challenges in the logistics and coordination aspects across jobs. This study recommends increasing the integration of safety technology and regular training for workers.

Abstract

Micro hydro power plants (PLTMH) are small-scale power plants that are generally built in places that are not touched by the electricity network but the area has sufficient water potential to generate electrical energy. The Puncak Regency of Central Papua is surrounded by mountains and valleys. The only way of transportation is the air route. The condition of Puncak district is also known as a conflict-prone area, so road access is not yet connected between regencies, so currently in and out using the air way. The existing PLTMH can be managed properly so that the community and district government can carry out their activities as usual. For the sake of the progress of the beloved Puncak Regency, it is one of the responsibilities for the community, the government, community leaders and security to take care of it together so that the area we love can progress.

Abstract

Tujuan penulisan tesis ini adalah untuk mengetahui dari segi sistem instrumentasi bendungan untuk mencegah apakah faktor-faktor penyebab kerusakan/kegagalan atau jebolnya bangunan bendungan. Metode yang digunakan didalam penelitian ini adalah dilakukan instrumentasi geoteknik pada tubuh bendungan dan sekitarnya yang meliputi pemasangan alat-alat (instrumen) pemantau, melakukan pengukuran atau pembacaan instrumen terpasang serta melakukan evaluasi dan analisis terhadap keamanan bendungan pelaksanaan bangunan proyek Bendungan Sei Gong yang merupakan salah satu bendungan di Kota Batam yang akan menjadi sumber air masyarakat Kota Batam secara sistematis, faktual dan akurat. Diharapkan untuk memperoleh data dan informasi mengenai perilaku bendungan terutama pada saat konstruksi, pengisiaan awal, dan saat pengoperasian air waduk, serta menilai dan memeriksa keamanan bendungan. penjaminan tentang keamanan bendungan menjadi tuntutan yang sangat utama/penting, dan jaminan keamanan bendungan tersebut, disamping amat sangat tergantung kepada akurasi perencanaan dan pada saat pelaksanaan pembangunannya juga tergantung kepada tahap operasi dan pelaksanaan pemeliharaan, serta pengamatan (surveillance), pemantauan (monitoring) secara intensip dan terus menerus terhadap perilaku bendungan dan bangunan fasilitasnya.

Abstract

The implementation of VE in the construction sector is an approach carried out systematically by a team from many disciplines that focuses on value and function. The implementation of VE in construction projects has the potential for significant savings from the project budget. In the construction world, project owners are often faced with various constraints such as budget constraints, increasing material costs, and the need for time efficiency. VE offers a solution to overcome these constraints with a functional analysis-based approach that aims to increase value by reducing unnecessary costs without reducing the quality of the final product. The implementation of VE carried out in construction projects, the techniques and alternatives used vary, this is due to the approach used, cultural conditions, and different procurement systems. The purpose of this study is to identify VE practices in Indonesia, examine the success factors in these practices, knowledge and experience of VE, and the constraints often faced in VE practices. The research method was carried out by distributing questionnaires to respondents who had knowledge of VE. The data obtained from the questionnaire were analyzed using descriptive analysis. The results of the analysis show that the implementation of VE in Indonesia is carried out on projects that are being proposed and on projects that are underway, the knowledge and experience of construction actors are the main success factors, construction actors have sufficient knowledge about VE, and the lack of knowledge about VE is the main obstacle in the implementation of VE in Indonesia.

Abstract

The ongoing construction of the project requires a fairly large allocation of funds, and it is necessary to reconsider whether the design used is optimal. This can be done by reviewing the project planning design so that it is possible to make cost savings by identifying and reducing unnecessary costs without reducing the level of quality, reliability and function of the project itself. Carrying out value engineering techniques, namely carrying out cost analyzes by comparing the costs per item with the details of each job from the contractor's offer to find the cheapest price up to the negotiation stage for cost savings and efficiency. The AHP (Analytic Hierarchy Process) method can be used as a solution to problems in finding decisions, and for assessment using a Likert scale questionnaire. Value engineering in the planning review by taking a case study of an ongoing project in the Pengambengan area of ​​Bali, namely the integrated fishing port project. There are 3 alternatives compared to the planning budget, namely breakdown analysis techniques (Work Breakdown Structure), cost modeling techniques (Cost modeling techniques), and Delphi techniques (Delphi Teqhnique). In value engineering, you can see the price comparison for each work item for planning reviews. The results for the final review based on value engineering RAB planning estimate Rp. 1,626,877,637,500. The stages in the AHP method analysis are determining the objective of the analysis, namely value engineering in selecting contractors, determining the analysis criteria: Cost Budget Plan, Detailed Drawings, Technical Specifications, and Implementation Time, as well as determining alternative options

Abstract

The Banten Provincial Government continues to encourage the involvement of local business actors in procurement of goods and services. This is an effort to encourage job opportunities and economic equality in Banten Province. In 2024, the construction business sector will contribute 11.69 percent to the Banten Province economy. The objectives of this study are: 1) To analyze the distribution of local entrepreneurs' involvement in construction and consulting projects in Banten Province. 2). To determine the level of local entrepreneurs' involvement in construction and consulting projects in Banten Province. 3). constraints that influence the involvement of local entrepreneurs in construction services & consulting services projects in Banten Province. The research method is literature study and in-depth interviews with purposive sampling. The research location is Banten Province. Data analysis is descriptive analysis and the relative importance index (RII) calculation method. Construction Service Business Entities (BUJK) in Banten Province have 2,261 BUJK. The distribution of local business involvement in construction projects is generally concentrated in Tangerang Regency, namely 607 BUJK or 26.847%. Contractor services in Banten Province are 92.26% and Consultant services are 7.74%, where the amount varies in each Regency/City. The level of involvement of local business actors in Banten Province in construction projects is 70.01%. Meanwhile, the involvement of local consultant entrepreneurs is 29.99%. The obstacle for local entrepreneurs not being able to get involved in their own business environment (company domicile) is 60.4% because the work is only controlled by certain individuals and 18.9% stated that local entrepreneurs lack the finances to carry out government projects.

Abstract

Engineering, Procurement, and Construction (EPC) projects face complex challenges such as multidisciplinary coordination, tight schedules, material procurement risks, and design change dynamics, which require the crucial role of Construction Management Consultants (CMCs) in ensuring the achievement of time, cost, and quality targets. This study analyzes the influence of expert competence, quality management, and communication on CMC performance in the coal processing facility construction project in Tanjung Enim, South Sumatra. The study employs a quantitative approach using research instruments developed based on indicators of expert competence, quality management, and communication. Instrument validation was conducted using item analysis with Pearson's product-moment correlation coefficient, while reliability was measured using Cronbach's Alpha coefficient. Data were analyzed using partial correlation and multiple regression techniques. The results of the study indicate: (1) Expert competence has a significant positive effect on KMK performance (ry1 = 0.377 > 0) with the regression equation Ŷ = 19.843 + 0.144 X1; (2) Quality management has a significant effect (ry2 = 0.543 > 0) with the equation Ŷ = 19.040 + 0.174 X2; (3) Communication makes an important contribution (ry3 = 0.471 > 0) with the equation Ŷ = 19.590 + 0.152 X3. Multiple regression analysis shows that the three variables together explain 82% of the variance in performance (ry123 = 0.9272 > 0) with the equation Ŷ = 3.9547 + 0.200 × X1 + 0.1995 × X2 + 0.2237 × X3. These findings confirm that the performance of construction management consultants on EPC projects is significantly influenced by expert competence, quality management, and communication. The study recommends the need for standardization of competencies, implementation of an integrated quality management system, and development of an effective communication model to improve the performance of CMC on similar projects.
