ABSTRACT The creative economy based on local culture serves as a crucial foundation in achieving sustainable development, particularly in support of Indonesia’s Golden Generation 2045 vision. This study aims to explore strategies for developing a culture-based creative economy in Penglipuran Tourism Village, Bali, using a literature review approach. Penglipuran was selected as the research locus due to its international recognition for successfully integrating cultural preservation with economic development through tourism and community-based creative enterprises. The analysis is based on recent scholarly literature focusing on local cultural potential, youth participation, digital integration, and cross-sector collaboration. Findings reveal that the development of a culture-based creative economy positively contributes to increasing community income, strengthening cultural identity, and promoting environmental conservation. However, challenges remain, such as cultural globalization, excessive commodification, limited local human resources, and unequal community participation. Therefore, a holistic strategy is needed—grounded in the principles of the Triple Bottom Line (people, planet, profit) and aligned with the Sustainable Development Goals (SDGs), especially SDG 8, 11, and 12. This study recommends enhancing youth capacity, preserving cultural authenticity, and digitizing cultural products to reach wider markets. Penglipuran can serve as a national model for developing inclusive, sustainable, and competitive creative economy villages while strengthening cultural foundations toward realizing the Golden Generation 2045. ABSTRAK Ekonomi kreatif berbasis budaya lokal menjadi salah satu fondasi penting dalam mewujudkan pembangunan berkelanjutan, khususnya dalam upaya mendukung visi Indonesia Emas 2045. Penelitian ini bertujuan untuk mengkaji strategi pengembangan ekonomi kreatif di Desa Wisata Penglipuran, Bali, melalui pendekatan kajian pustaka (literature review). Desa ini dipilih sebagai locus penelitian karena keberhasilannya mengintegrasikan pelestarian budaya dengan pengembangan ekonomi melalui sektor pariwisata dan usaha kreatif masyarakat lokal. Analisis dilakukan terhadap literatur ilmiah terkini yang membahas potensi budaya lokal, peran generasi muda, pemanfaatan teknologi digital, serta model kolaborasi lintas sektor. Hasil kajian menunjukkan bahwa pengembangan ekonomi kreatif berbasis budaya lokal memiliki dampak positif terhadap peningkatan pendapatan masyarakat, penguatan identitas budaya, dan pelestarian lingkungan. Namun, terdapat sejumlah tantangan seperti globalisasi budaya, komodifikasi berlebihan, keterbatasan SDM lokal, serta kesenjangan partisipasi antar kelompok masyarakat. Untuk itu, diperlukan strategi yang holistik berbasis pada prinsip Triple Bottom Line (people, planet, profit) dan tujuan pembangunan berkelanjutan (SDGs), terutama SDG 8, 11, dan 12. Penelitian ini merekomendasikan penguatan kapasitas generasi muda, pelestarian budaya secara otentik, serta digitalisasi produk budaya untuk memperluas jangkauan pasar. Desa Penglipuran dapat dijadikan model nasional dalam mengembangkan desa wisata berbasis ekonomi kreatif yang inklusif, berkelanjutan, dan berdaya saing, sekaligus memperkuat fondasi budaya dalam menyongsong Generasi Emas 2045.
