Abstract

Penelitian ini dilakukan dengan bertujuan ingin mengetahui peran kepemimpinan yang strategis dan inovatif dalam pelayanan di sektor publik dan implementasi inovasi yang ada di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Kabupaten Pangandaran, yaitu tentang Inovasi dalam Pelayanan pengeluaran perizian usaha bagi masyarakat. Dengan dilatarbelakangi karena pemberian pelayanan sebelumnya menggunakan pencacatan secara manual yang kurang efektif. Metode yang digunakan dalam penelitian ini yaitu metode kualitatif dengan deskriptif. Model analisis data yang digunakan oleh penulis yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Dengan hasil penelitian yang diperoleh bahwa kepemimpinan yang memiliki inovasi yang harus memiliki perubahan-perubahan dalam organisasi yang sesuai dengan lingkungannya. Kemampuan ini sangat penting, mengingat seorang pemimpin menjadi pelopor utama dalam memulai perubahan tersebut. Oleh karena itu konsistensi pimpinan dalam membina dan mengelola organisasi di lingkungan DPMPTSP melakukan perubahan khususnya dalam hal pelayanan kepada masyarakat dengan perubahan dari permohonan dan pencatatan manual diganti dengan menggunakan sistem teknologi.Kata kunci: Kepemimpinan Inovatif, Inovasi Sektor Publik, Pelayanan.

Abstract

Technological innovation is a science which will continue to develop over time, therefore knowledge, skills, and understanding are needed in life, especially in educational institutions. Many researchers have conducted studies on educational system innovations because the implementation of information systems in educational institutions has made a positive contribution to education management. The existence of an educational information system provides convenience in communicating, exchanging information quickly and accurately, as well as an increase in educational services. This research is based on the implementation of the Edunav Information System as an information system innovation which is applied to educational institutions. Edunav is an application for student progress reports in learning in the form of e-reports. The form of the reported activity from the learning process includes attendance, homework, quizzes, unit tests and so on. This study aims to uncover the factors which drive the Edunav Information System to be implemented and the benefits derived from it at the SMP-SMA Kesatuan Bangsa Bilingual Boarding School Yogyakarta. The method used in this research is a qualitative research method with a case study approach. The data of this research are obtained from in-depth interviews, observation, and literature study. In-depth interviews were conducted with several informants by means of a snowball. The results of this study show that there are several factors which encourage the implementation of the Edunav Information System at the Kesatuan Bangsa School, which are 1) complex problems occur in the field as there is no integrated system; 2) manual data processing which is recorded in books; 3) the existence of school initiatives to make changes from conventional to digital schools by increasing the use of information technology; 4) increasing competitiveness among schools is significant, especially for private schools. The perceived benefits of the Edunav Information System are 1) as an information system for schools, parents, and students; 2) as a media to support education; 3) as a means of control for schools, parents and students.

Abstract

Pelayanan publik salah satu kajian penting dalam penyelenggaraan pemerintahan, dalam pemenuhan kebutuhan dan kepentingan masyarakat sesuai dengan tugas utamanya. Kualitas pelayanan publik mencerminkan sejauh mana pelayanan tersebut memenuhi atau bahkan melebihi harapan konsumen, berdasarkan kinerja aktual dari penyedia layanan. Tujuan penelitian ini mengkaji kualitas pelayanan publik di Kantor Kelurahan Cigembor. Metode yang digunakan analisis deskriptif, karena memuat penjelasan mengenai masalah atau kondisi yang diteliti. Fokus penelitian ini adalah memahami indikator-indikator yang menentukan keberhasilan kualitas pelayanan, menurut Zeithml et al. (1990), yaitu: tangible, reliability, responsiveness, assurance, dan empathy. Pelayanan Kantor Kelurahan Cigembor terus perupaya meningkatkan kualitas pelayanan salah satunya dengan memberikan kesempatan untuk masyarakat mengadu atau menyampaikan kebutuhan langsung lewat group yang sudah dibuat oleh kepala lurah pada aplikasi Whatsap

Abstract

Strengthening tourism governance (good tourism governance) is a strategic approach in encouraging the development of sustainable and participatory local tourism. This study aims to analyze the role of local governments and local actors in implementing the principles of good governance, participation, accountability, transparency, and effectiveness in the development of the Pasundan Mini Ranch Sapi tourist attraction in Ciamis Regency. The research method used is qualitative descriptive with data collection techniques through observation, interviews, and documentation studies. The results of the study indicate that strengthening human resources (HR) is a key aspect in the tourism management strategy, supported by collaboration between local governments, BUMDes, and local communities. Although there are limitations in digital promotion and service capacity, training initiatives and service innovations have encouraged the creation of more adaptive and inclusive governance. This study recommends the need for a local-based tourism HR strengthening policy that is integrated with the regional development planning system.

Abstract

Penelitian ini bertujuan merumuskan desain pengembangan smart governance tourism dalam mendukung pembentukan Kawasan Ekonomi Khusus (KEK) Pangandaran. Smart governance tourism dipahami sebagai tata kelola pariwisata yang memanfaatkan teknologi digital, keterbukaan informasi, serta partisipasi multi-aktor untuk meningkatkan efektivitas pelayanan publik dan daya saing destinasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus melalui wawancara mendalam, observasi lapangan, serta analisis dokumen kebijakan terkait pariwisata dan KEK. Temuan menunjukkan bahwa tata kelola pariwisata di Pangandaran masih berada pada tahap awal dan belum terintegrasi secara digital, infrastruktur teknologi belum merata, serta kolaborasi antar pemangku kepentingan belum berjalan optimal. Selain itu, budaya organisasi pemerintah daerah masih cenderung birokratis dan kurang adaptif terhadap inovasi digital, sehingga menghambat implementasi smart governance. Penelitian ini merumuskan kebutuhan integrasi sistem digital lintas sektor, penguatan budaya organisasi adaptif, peningkatan kolaborasi pemerintah–swasta–masyarakat, dan penyusunan roadmap strategis sebagai elemen utama dalam desain smart governance tourism. Hasil penelitian berkontribusi pada pengembangan model tata kelola pariwisata cerdas yang kontekstual untuk mendukung percepatan KEK Pangandaran. Kata kunci: smart governance tourism, budaya organisasi, KEK Pangandaran, digitalisasi pariwisata, tata kelola publik.

Abstract

Globalization and digitalization have had a significant impact on the sustainability of local culture, including traditional children's games (Kaulinan Barudak Sunda). The purpose of this study is to determine and analyze the supporting factors and inhibiting factors in the preservation of the Sundanese kaulinan barudak culture in Bungur Village, Jalatrang Village, Ciamis Regency. This study used a qualitative approach, with data collection techniques through field studies and literature review. The results indicate that the Kaulinan Barudak Sundanese tradition persists through community support, village educational tourism programs, and the involvement of schools and cultural activists. This traditional game contains social, moral, educational, and cultural values ​​that are important for the character and identity development of the younger generation. However, challenges such as the dominance of digital games, limited resources, and a lack of long-term policy support remain major obstacles. Therefore, a local Penta Helix collaboration involving the village government, cultural communities, educational institutions, academics, and the community is needed for contextual and sustainable cultural preservation.
