Abstract

This study aims to determine how the application of good governance principles in public services in Matakali District, Polewali Mandar Regency. The research method used in this study is qualitative descriptive method. Data sources are obtained from primary data and secondary data, data collection techniques through observation, interviews and documentation. This research uses the theory of good governance principles from Sedarmayanti (2009) based on four indicators to measure the success of good governance principles, namely accountability, transparency, openness and the rule of law. The results of this study show that the application of good governance principles in public services in Matakali District, Polewali Mandar Regency is seen from 4 variables of the application of good governance principles, including: 1. The principle of Accountability has been implemented well, this shows that the officers have carried out their public service duties effectively and responsibly in Matakali District. 2. The principle of transparency in public services is divided into two criteria including ease of obtaining information, indicating that the public has not been able to get broad access to information due to the unavailability of technology-based information centers such as WhatsApp, Instagram, Facebook or supporting websites in Matakali District; and Government openness in providing information services, indicating that the sub-district officials have provided information services openly in Matakali sub-district. 3. The principle of Openness is still not implemented optimally, this shows that there are still informants who do not know the existence of complaint boxes in Matakali District. 4. The rule of law shows that it has been carried out properly by carrying out duties in accordance with SOPs and without discriminating the services provided.

Abstract

The level of community participation in the implementation of development planning deliberations at the Sumbang Village level is quite high, because the community begins to be active in the implementation of Musrenbang by attending the implementation of Musrenbang and proposing opinions and suggestions regarding the work program that will be implemented for one year; and Factors that affect the level of community participation in the Development Planning Deliberations at the Sumbang Village level include:  Factors to the community's activity in participating in participation, factors for the activeness of village governments, factors for the availability of resources, be it in the form of funds, human resources, or infrastructure facilities in Musrenbang in Sumbang Village, Curio District, Enrekang Regency.

Abstract

This paper aims to determine the Implementation of Digital Archives in Supporting Accountability of Accountable ASN Data in the Information System at the BKPSDMD Makassar City. This research uses a qualitative approach and produces descriptive data. Data collection is done by observation, interviews and documentation. Data is processed using interactive model analysis, namely data condensation, data presentation and conclusion testing. The results showed that the implementation of the State Civil Apparatus (ASN) data information system at the Makassar City BKPSDMD in this case regarding digital archives has been implemented but is still not optimal. There are 4 indicators that are taken into consideration in looking at the implementation of the policy, namely in terms of communication, resources, disposition and bureaucratic structure. Of the four indicators, the obstacles in implementing and implementing digital archives are resources because first, the availability of staff within the scope of the BKPSDMD Makassar City is still very lacking and indeed until now there are several contract and honorary workers employed at the BKPSDMD Makassar City Office because of the many jobs that are the main duties and functions of employees,  and secondly regarding the facilities and infrastructure in the BKPSDMD Makassar City office is still very minimal due to the lack of supporting devices in applying digital archives for staff and complete equipment is only provided in certain parts.

Abstract

This study aims to determine the role of the government in determining the purchase price of oil palm fresh fruit bunches in Central Mamuju district and government obstacles in determining the purchase price of oil palm fresh fruit bunches in Central Mamuju district. This research is a qualitative research with 4 informants. Data collection was carried out using observation, interview and documentation techniques. The data analysis technique used consists of data condensation, data presentation and conclusion drawing.The results of this study indicate that the role of the government in determining the purchase price of oil palm fresh fruit bunches in Central Mamuju district can be seen from three roles: 1) as a regulator, 2) as a stabilizer, 3) as a dynamizer has played a good role in regulating, supervising and maintaining the stability of FFB prices. There are several obstacles to the role of the government in setting FFB prices, namely oil palm companies that do not comply with the price policy set, farmers' understanding of the rules that are still lacking and cooperation and support from the government that is less than optimal.

Abstract

This study aims to see whether Sustainable Supply Chain Governance can maintain the sustainability of the lipa sabbe' woven silk industry in South Sulawesi and to describe the collaboration that occurs in both cross-sectors in maintaining the sustainability of the lipa sabbe' woven silk industry in South Sulawesi. The data validity check was carried out by triangulating sources. Data analysis techniques used data reduction, data presentation, and drawing conclusions. The results of the study indicate that cross-sector collaboration in the lipa sabbe' woven industry in South Sulawesi which makes Soppeng Regency the upstream sector and Wajo Regency the downstream sector in the large supply chain in fact does not collaborate with each other as key actors controlling the flow of the lipa sabbe' woven industry in South Sulawesi. The two regencies that exist in fact form their own industrial flows, thus creating aspects of regional competitiveness that threaten sustainability in the lipa sabbe' woven industry and do not create sustainable development in the large supply chain from upstream to downstream. The recommendation in this study is that the government is expected to be able to create coordination along the supply chain of the lipa sabbe' woven fabric industry through cooperation between governments so that the supply chain process runs systematically and collaborates with each other, thus creating efficient sustainable development in the lipa sabbe' woven fabric industry in South Sulawesi.

Abstract

This study aims to determine the development strategy of Lejja Nature Tourism Object, Marioriawa District, Soppeng Regency. This type of research is a qualitative research with data collection techniques of observation, interviews, and documentation. The data analysis technique uses SWOT analysis which is considered to be able to facilitate researchers to formulate strategies for developing Lejja Nature Tourism Objects, Marioriawa District, Soppeng Regency.The result of this study indicate that the development of lejja nature tourism object, Marioriawa district, Soppeng regency has several factors that support its development, namely the promotion strategy, while the form of promotion carried out by the perusda is by using mass media and word of mounth of visitors who have visited. For strategy accessibility. The management has improved access to tourist attractions. So that the trip is not disturbed anymore. For regional tourism area strategy. Lejja nature tourism is a protected forest area so that apart from swimming we can also enjoy the coolnes of the surrounding nature. And as for the result of the swot analysis of the strength,weakness,opportunity,and threat factor were greate than other factors so that the strategy for developing natural tourism objects could be maximized by developing strategies that maximize the strengths and opportunities of the object. Abstract

This study aims to determine the supervisory function of the environmental service in handling environmental pollution in the city of Makassar. The type of research used in this study is descriptive qualitative, namely problem-solving procedure investigate by observing a current state of the object of research based on visible fact or as they are. The result of this study indicate that the Makassar City Environmental Service has the main tasks of formulate, foster, coordinate and controling policies in the environment sector including environment impact analysis, environment impact recovery and compliance with environmental law. Besides that, the Supervision Function of the Environmental Service in Handling Environmental Pollution in Makassar City. The Department of the Environment has not maximized in supervising the management of Domestic waste, especially plastic waste with consideration of factors, including the lack of understanding by the industry regarding plastic waste. The government's supervision strategy in the management of domestic waste, especially plastic waste, requires continuity between the government, industrial entrepreneurs and NGOs to achieve the objectives of good supervision and management of domestic waste, especially plastic waste.

Abstract

This research aims to determine the role of the government in waste management in Tompo Balang Village, Makassar City. This research uses the theory of Arif and Bintoro Tjokroamidjojo with the indicators of regulator, motivator, dynamist, facilitator and mobilizer. This type of research is descriptive with a qualitative approach. Data collection techniques use observation, interviews and documentation. Data analysis techniques use data reduction, data presentation and drawing conclusions. The results of this research show that the Tompo Balang sub-district, Makassar City, has carried out its role as a regulator, motivator, dynamist, facilitator and mobilizer. However, the facilitator and mobilizer indicators have not been implemented optimally because the facilities provided have not been implemented evenly and there has been no follow-up to the stalled waste management program. The supporting factor for the government's role in waste management in Tompo Balang sub-district, Makassar City is that waste is the main program of the Makassar City government and sub-district areas that have waste sources. Factors inhibiting the government's role in waste management in Tompo Balang sub-district, Makassar City are the lack of waste management facilities and infrastructure as well as the low level of public awareness of waste management

Abstract

This research aims to determine the implementation of the People's Online Aspiration and Complaints Service (LAPOR) in the Makassar City Communication and Informatics Service andtheinhibitingfactorsinimplementingthePeople'sOnlineAspirationandComplaintsService (LAPOR) in the Makassar City Communication and Informatics Service. This research uses a qualitative approach with descriptive methods. Data collection was carried out by observation, interviews and documentation. Data analysis techniques use data condensation, data presentation and drawing conclusions/verification. The results of this research indicate that the implementation of the People's Online Aspiration and Complaints Service (LAPOR) in the Makassar City Communication and Information Service has not been implemented well. This refers to 5 indicators of complaint management where the only indicators that are good are Justice with the impartial actions of theLAPORmanagementadmininhandlingcomplaintswhiletheindicatorsthatarenotgoodin implementing this LAPOR system are Commitment to resolving complaints and direct socialization of the LAPOR system, Clarity in direct delivery of information about complaint procedures, ease of application of the LAPOR system and quick response in terms of the time period for resolving complaints in accordance with the SOP. The inhibiting factors in implementing the LAPOR system are the lack of human resource competency for each OPD, the absenceofasupervisoryteamthatcontrolsthefollow-uptohandlingcomplaintsinthefield,the lack of people who know about the existence of the LAPOR system, technical obstacles to the LAPOR application such as complicated complaint procedures and applications that are sometimes slow or unresponsiveness and lack of authority from DISKOMINFO Makassar City to intervene in complaints at the OPD
