Abstract

Pandemi Covid-19 adalah penyakit yang disebkan oleh virus corona. Covid 19 tidak hanya berdampak pada kesehatan, tetapi juga berdampak pada ekonomi masyarakat. Untuk mengurangi dampak ekonomi, pemerintah membuat kebijakan Bantuan Langsung Tunai (BLT) Dana Desa. Desa Jipang Kecamatan Bontonompo Kabupaten Takalar adalah salah satu desa di Indonesia yang menyelenggarakan BLT Dana Desa. Ada beberapa kendala yang dihadapi pada saat pengimplementasian kebijakan seperti dalam pengimputan data, misalnya data yang di input merupakan data yang belum diperbaharui. Sehingga terjadi kesalahan seperti terdapat beberapa nama yang menerima bantuan selain (BLT dana desa). Tujuan dari penelitian ini yaitu untuk mengetahui implementasi kebijakan bantuan langsung tunai dana desa Di Desa Jipang Kecamatan Bontonompo Selatan Kabupaten Gowa dan untuk mengetahui faktor penghambat implementasi kebijakan bantuan langsung tunai di Desa Jipang Kecamatan Bontonompo Selatan Kabupaten Gowa. Metode penelitian yang digunakan peneliti yaitu metode penelitian kualitatif. Teknik Pengumpulan data yang digunakan oleh peneliti yaitu wawancara, observasi, dan dokumentasi. Metode tersebut digunakan untuk menjawab rumusan masalah dan hasilnya menjelaskan bahwa Bantuan langsung tunai di Desa Jipang selama proses bantuan langsung tunai berlangsung tidak berjalan sebagai mana mestinya atau kurang optimal, hal ini terbukti dari faktor-faktor implementasi kebijakan yaitu struktur birokrasi, sumber daya, komunikasi, dan disposisi

Abstract

Badan usaha miliki desa memiliki fungsi untuk meningkatkan semangat kewirausahaan desa dalam rangka meningkatakan perekonomia desa, namun saat ini masih terdapat beberapa desa di Kecamatan Bangkala Kabupaten Jeneponto yang belum memaksimalkan peran BUMdes dikarenakan beberapa peramasalahan yang mendasar, Kegiatan ini dilaksanakan dengan tujuan untuk memberikan pelatihan pengelolaan BUMDes kepada pemerintah desa di Kecamatan Bangkala Kabupaten Jeneponto, agar masalah yang ada dapat ditemukan solusi pemecahannya. Dari kegiatan ini pemerintah desa mendapatkan pengetahuan dalam merumuskan landasan hukum pembentukan dan pengelolaan BUMDes. Selain itu kegiatan ini telah membantu pengurus BUMDes dan pemerintah Desa dalam menentukan jenis usaha yang dapat dikembangkan sesuai dengan potensi atau sumber daya yang dimiliki. Abstract. Village-owned enterprises (BUMDes) have the function of increasing the entrepreneurial spirit of the village to improve the village economy, but currently, there are still several villages in Bangkala District, Jeneponto Regency that has not maximized the role of BUMdes due to some basic problems. BUMDes management training to village governments in Bangkala District, Jeneponto Regency, so that solutions to existing problems can be found. From this activity, the village government gains knowledge in formulating the legal basis for the formation and management of BUMDes. In addition, this activity has helped the BUMDes management and the village government in determining the type of business that can be developed by the potential or resources they have.

Abstract

This research aims to examine the pattern of debureaucratization in the activities carried out by the government to support SMEs. The research method used is qualitative research with an exploratory type. Findings indicate that debureaucratization measures, such as utilizing digital platforms to empower creative communities, simplifying administrative processes in providing financial support and training, as well as issuing policies supporting SME development, have enhanced accessibility and responsiveness of services for SMEs. However, there are still structural constraints in the SME ecosystem affecting its growth, such as limited access to finance and infrastructure. Moreover, the implementation of policies and programs supporting SMEs is still suboptimal, resulting in limitations on SMEs' contribution to the Gross Regional Domestic Product (GRDP). Further research is recommended to delve deeper into the structural factors influencing SME growth, such as access to finance and infrastructure, and to conduct further evaluation of the implementation of policies and programs supporting SMEs, taking into account the administrative and institutional factors that affect their effectiveness.

Abstract

Implementasi kebijakan kesehatan berbasis komunitas untuk peningkatan gizi anak di Desa Patobong Pinrang telah menghasilkan peningkatan signifikan dalam pengetahuan masyarakat tentang gizi seimbang dan praktik makan yang baik. Ini tercermin dalam perubahan positif dalam praktik makan di rumah tangga, peningkatan akses terhadap sumber gizi berkualitas, dan pembentukan kelompok dukungan gizi yang memberikan dukungan teknis dan sosial yang penting. Melalui pendekatan partisipatif dan kolaboratif, program ini menciptakan lingkungan yang mendukung bagi kesehatan dan kesejahteraan anak-anak, serta memperkuat kapasitas masyarakat dalam mengelola masalah gizi secara mandiri dan berkelanjutan. Dengan demikian, program ini memberikan landasan yang kuat untuk peningkatan kesehatan dan kesejahteraan anak-anak di Desa Patobong Pinrang. Abstract. Implementation of community-based health policies to improve child nutrition in Patobong Pinrang Village has resulted in a significant increase in community knowledge about balanced nutrition and good eating practices. This is reflected in positive changes in household eating practices, increased access to quality nutritional sources, and the creation of nutrition support groups that provide important technical and social support. Through a participatory and collaborative approach, this program creates a supportive environment for children's health and well-being, and strengthens community capacity to manage nutrition problems independently and sustainably. Thus, this program provides a strong foundation for improving the health and welfare of children in Patobong Pinrang Village.

Abstract

This study aims to determine how the application of good governance principles in public services in Matakali District, Polewali Mandar Regency. The research method used in this study is qualitative descriptive method. Data sources are obtained from primary data and secondary data, data collection techniques through observation, interviews and documentation. This research uses the theory of good governance principles from Sedarmayanti (2009) based on four indicators to measure the success of good governance principles, namely accountability, transparency, openness and the rule of law. The results of this study show that the application of good governance principles in public services in Matakali District, Polewali Mandar Regency is seen from 4 variables of the application of good governance principles, including: 1. The principle of Accountability has been implemented well, this shows that the officers have carried out their public service duties effectively and responsibly in Matakali District. 2. The principle of transparency in public services is divided into two criteria including ease of obtaining information, indicating that the public has not been able to get broad access to information due to the unavailability of technology-based information centers such as WhatsApp, Instagram, Facebook or supporting websites in Matakali District; and Government openness in providing information services, indicating that the sub-district officials have provided information services openly in Matakali sub-district. 3. The principle of Openness is still not implemented optimally, this shows that there are still informants who do not know the existence of complaint boxes in Matakali District. 4. The rule of law shows that it has been carried out properly by carrying out duties in accordance with SOPs and without discriminating the services provided.

Abstract

The anti-smoking campaign in Betoambari District is an effort to increase public awareness of the dangers of smoking and reduce the prevalence of smoking in the area. Through a series of stages of preparation, implementation, and evaluation, this campaign has achieved significant impact. The survey results show an increase in public awareness of the health risks caused by smoking, as well as a decrease in smoking prevalence among residents. The success of this campaign is supported by the effectiveness of its messages, which are informative, relevant, and attract attention, as well as the important role of mass media and community activities in spreading anti-smoking messages. To ensure the sustainability of the program, ongoing measures such as regular counseling, educational campaigns in schools, and the formation of anti-smoking communities are important. In conclusion, this anti-smoking campaign has made a significant contribution to increasing public awareness and reducing the prevalence of smoking in the Betoambari District, with the hope of continuing to have a long-term positive impact on the health of the local community.

Abstract

The level of community participation in the implementation of development planning deliberations at the Sumbang Village level is quite high, because the community begins to be active in the implementation of Musrenbang by attending the implementation of Musrenbang and proposing opinions and suggestions regarding the work program that will be implemented for one year; and Factors that affect the level of community participation in the Development Planning Deliberations at the Sumbang Village level include:  Factors to the community's activity in participating in participation, factors for the activeness of village governments, factors for the availability of resources, be it in the form of funds, human resources, or infrastructure facilities in Musrenbang in Sumbang Village, Curio District, Enrekang Regency.

Abstract

The 100-day work period concept is often used to evaluate the initial performance of elected officials, including in Indonesia. While useful as an early indicator, this concept tends to oversimplify the complex policymaking process into campaign promises that must be fulfilled in a short timeframe. This study highlights the phenomenon of oversimplification during this period, where policies often focus on visible short-term outcomes at the expense of sustainability and long-term impact. Using semi-structured interviews, policy document analysis, and data triangulation, the research identifies that policy evaluations during the 100-day period frequently emphasize administrative and statistical achievements without considering deeper social changes. The study recommends a more sustainable approach to policy formulation and evidence-based evaluation involving various stakeholders. The findings suggest that policy success should be measured based on its ability to foster inclusive change, reduce social inequality, and improve community quality of life in the long term. Further research is needed to develop ongoing evaluation mechanisms to assess the impact of policies beyond the 100-day work period.

Abstract

The wave of regional expansion in Indonesia has created new dynamics in the evolution of local government bureaucracy, especially in the balance between procedural formalization and organizational adaptability. This study analyzes the comparison of procedural rigidity versus bureaucratic adaptability between new autonomous regions (DOB) and parent regions in the context of the expansion of Buton Regency. Using a mixed methods design with a comparative case study approach, involving 270 respondents from Buton, South Buton, and Central Buton Regencies. Data were collected through structured surveys, in-depth interviews, participant observation, and document analysis. The results showed that the Buton Regency showed the highest formalization (4.12) but the lowest adaptability (3.52), while both DOBs showed superior adaptability (3.94 and 3.87) with more moderate formalization. The parent region experienced a strong negative trade-off (r=-0.48) between formalization and adaptability, while DOB showed a more complex and less linear relationship. As a result, DOB managed to achieve a more optimal balance through fresh start advantage, while the parent region experienced institutional lock-in that hampered adaptability. This finding challenges the assumption that institutional maturity always contributes positively to organizational effectiveness.

Abstract

This paper aims to determine the Implementation of Digital Archives in Supporting Accountability of Accountable ASN Data in the Information System at the BKPSDMD Makassar City. This research uses a qualitative approach and produces descriptive data. Data collection is done by observation, interviews and documentation. Data is processed using interactive model analysis, namely data condensation, data presentation and conclusion testing. The results showed that the implementation of the State Civil Apparatus (ASN) data information system at the Makassar City BKPSDMD in this case regarding digital archives has been implemented but is still not optimal. There are 4 indicators that are taken into consideration in looking at the implementation of the policy, namely in terms of communication, resources, disposition and bureaucratic structure. Of the four indicators, the obstacles in implementing and implementing digital archives are resources because first, the availability of staff within the scope of the BKPSDMD Makassar City is still very lacking and indeed until now there are several contract and honorary workers employed at the BKPSDMD Makassar City Office because of the many jobs that are the main duties and functions of employees,  and secondly regarding the facilities and infrastructure in the BKPSDMD Makassar City office is still very minimal due to the lack of supporting devices in applying digital archives for staff and complete equipment is only provided in certain parts.
