Abstract

University library service effectiveness is heavily influenced by the psychological dynamics and quality of interaction between librarians and users. However, limited human resources often lead to high workloads and emotional fatigue, reducing responsiveness during peak hours. This study analyzes university librarians' attitudes toward circulation and reference services and identifies their underlying factors using Icek Ajzen’s Theory of Planned Behavior (TPB) framework. Employing a qualitative descriptive method, data were gathered through direct observations, in-depth interviews with librarians at the Institute of Informatics and Business (IIB) Darmajaya Bandar Lampung, documentation, and data triangulation from the library’s suggestion box reports. The integration of TPB indicators reveals distinct behavioral patterns: under attitude toward the behavior, librarians successfully cultivate a welcoming environment through standard greeting courtesies; however, excessive workloads and multitasking significantly diminish service responsiveness during peak periods. Under subjective norms, structured guidance from superiors and a collaborative peer environment serve as vital social pressures that enforce librarian professionalism. Regarding perceived behavioral control, continuous professional training provided by the Indonesian College Library Forum (FPPTI) serves as an essential external resource that enhances librarians' emotional regulation and self-efficacy when handling diverse user characters. The study concludes that while structural constraints impair operational speed, social support and professional training effectively reinforce positive psychological controls and professional attitudes in library services.

Abstract

This study aims to analyze the implementation of the Senayan Library Management System (SLiMS) 9 Bulian as a library automation system at the SMPN Satu Atap 01 Way Serdang Library, Mesuji Regency. The background of this research is based on the suboptimal utilization of SLiMS in supporting library management and services, particularly related to human resource readiness and the use of system features. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation involving the head librarian and library staff. The data analysis focused on perceived ease of use, perceived usefulness, and attitude toward technology usage based on the Technology Acceptance Model (TAM). The results indicate that SLiMS facilitates collection management, membership administration, and circulation services, thereby improving the effectiveness and efficiency of librarians’ work. However, the implementation of SLiMS has not been fully optimized due to limited supporting facilities and insufficient technical competence in utilizing all system features. This study concludes that SLiMS has significant potential to enhance the quality of school library services if supported by continuous training and adequate institutional support.

Abstract

This study analyzes efforts to preserve static archives at the Lampung Provincial Library and Archives Service using the standard reference of the guidelines of the Regulation of the Head of the National Archives of the Republic of Indonesia Number 23 of 2011 concerning Guidelines for Static Archive Management. This study uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The informant in this study is a static archive archivist. The results of the study show that preventive and curative preservation has been carried out according to standards, with the support of digitalization cooperation with ANRI. However, there are obstacles in the form of the use of materials that are not yet lignin-free, the absence of independent restoration spaces, as well as limited human resources, and budgets that hinder preservation programs. It is necessary to improve human resource competence, eliminate standards for preservation materials, and strengthen the budget so that the static archives of Lampung Province can be maintained as the collective memory of the nation.

Abstract

Coffee is one of the main agricultural commodities in Lampung Province and plays an important role in local economic development. Although Lampung is one of Indonesia’s largest coffee-producing regions, its coffee has not yet achieved strong competitiveness in global markets, and farmers still receive limited economic benefits. This study examines the role of the Lampung Provincial Government in strengthening coffee as a leading regional commodity and identifies the challenges affecting its development. A qualitative case study approach was used, with data collected through interviews, observations, and document analysis. The results show that the provincial government acts as a regulator, facilitator, coordinator, and innovator in supporting the coffee sector. However, the implementation of these roles is not yet optimal. Challenges include limited implementation of certification and geographical indication programs, unequal stakeholder participation, weak farmer bargaining power, and limited involvement of farmers in value-added activities. The findings indicate that the competitiveness of Lampung coffee is influenced not only by production factors but also by governance and institutional conditions. This study contributes to the literature on local economic development and collaborative governance by showing that successful commodity development requires strong collaboration among government, farmers, cooperatives, and businesses. Practically, the study highlights the need to strengthen farmer institutions, expand value-added processing, and improve coffee branding to increase competitiveness and farmer welfare.

Abstract

Document control is a crucial aspect of office work related to the management of records. Given the vital role records play in providing accurate, timely, relevant, and complete information, records management must be optimized to support decision-making and policy formulation by leaders. Well-managed office records are easier to retrieve when needed. This study aims to examine the management of inactive records as well as the inhibiting and supporting factors at BBPOM Bandar Lampung. The research employed a descriptive method with a qualitative approach, using data collection techniques such as observation, interviews, literature review, and documentation. Data analysis included reduction, presentation, and verification, while data validity was tested through source and technique triangulation. The findings indicate that the management of inactive records at BBPOM generally aligns with established mechanisms, as BBPOM has implemented a Records Retention Schedule (RRS) for the storage and disposal of records. However, there are several challenges in record management, such as limited storage space and large volumes of records, which have resulted in many records being improperly organized. Additionally, data from 2018-2021 show that the lack of human resources (HR) in archiving and limited facilities also hinder the management of inactive dynamic records, causing delays in task completion within the set deadlines. According to ANRI regulations, HR is a key factor in records management. Nevertheless, there are also supporting factors for managing inactive dynamic records at BBPOM, such as scheduled record destruction, the existence of a comprehensive archiving SOP, and a proposal to increase HR in archiving by 2025
