Abstract

Penelitian ini bertujuan untuk menganalisis Kebijakan Perlindungan Sosial dalam Program Jaminan Pensiun bagi para pensiunan di Kota Medan. Penelitian ini akan mengidentifikasi apakah program tersebut diperlukan oleh para pekerja dan menilai apakah manfaat pensiun yang diberikan sudah memadai untuk memenuhi kebutuhan dasar, seperti makanan, biaya kesehatan dan transportasi. Hasil penelitian diharapkan dapat memberikan masukan bagi pemerintah dalam mengoptimalkan kebijakan program jaminan pensiun, dengan mempertimbangkan berbagai faktor, termasuk manfaat, syarat kepesertaan, iuran yang dibayarkan, serta peningkatan partisipasi. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi, data sekunder, dokumentasi dan studi pustaka. Selanjutnya penelitian ini menggunakan indikator Analisis keijakan menurut William Dunn (2003), pada perumusan masalah, penulis hanya akan mengguanakan perumusan masalah sebagi fokus dalam analisis kebijakan pada program jaminan pensiun. Perumusan masalah pada penelitian ini adalah proses sistematis yang melibatkan beberapa langkah penting untuk memahami isu-isu kebijakan secara mendalam. Hasil penelitian menunjukkan bahwa kebijakan dalam Program Jaminan Pensiun belum dapat mensejahterakan para pensiunan. Hal ini terbukti dari pendapatan yang mereka terima tidak dapat memenuhi kebutuhan dasar seperti makanan, kesehatan, dan transportasi. Selain itu, banyak pensiunan kesulitan mempertahankan standar hidup yang layak karena Pendapatan yang diterima setelah pensiun jauh lebih rendah dibandingkan saat mereka masih bekerja.Oleh karena itu, kebijakan Program Jaminan pensiun perlu ditinjau lebih lanjut untuk mengatasi kesenjangan penerima manfaat dibandingkan dengan negara-negara di Asia dan Eropa.

Abstract

Tingginya angka kelahiran di Kabupaten Humbang Hasundutan dengan TFR 3,17 menunjukkan bahwa strategi Dinas Kesehatan PPKB belum sepenuhnya efektif. Penelitian ini bertujuan menganalisis strategi yang diterapkan dalam menurunkan angka kelahiran menggunakan pendekatan kualitatif. Analisis mengacu pada teori Koteen dalam Salusu (2004) yang mencakup empat strategi: organisasi, program, pendukung sumber daya, dan kelembagaan. Hasil menunjukkan bahwa strategi organisasi dilakukan melalui perluasan layanan dan kemitraan lintas sektor; strategi program melalui distribusi alat kontrasepsi, layanan gratis, dan penyuluhan; strategi pendukung dengan pemanfaatan dana BOKB, PLKB, dan sarana; serta strategi kelembagaan melalui kerja sama dengan BKKBN dan instansi terkait. Strategi tergolong komprehensif dan adaptif, namun pelaksanaannya masih terkendala anggaran, fasilitas, dan rendahnya kesadaran Masyarakat.

Abstract

Pengembangan Pantai Mangrove di Desa Tanjung Rejo, Kabupaten Deli Serdang, merupakan potensi wisata alam yang menawarkan ekosistem mangrove, panorama pantai, serta produk UMKM masyarakat. Namun, destinasi ini masih menghadapi kendala seperti akses jalan yang rusak, fasilitas wisata yang terbatas, dan promosi yang minim. Penelitian ini bertujuan untuk menganalisis sejauh mana pengembangan Pantai Mangrove berkontribusi terhadap peningkatan pendapatan masyarakat serta hambatan yang dihadapi. Penelitian menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, studi kepustakaan, dan dokumentasi. Informan penelitian meliputi kepala desa, pengelola wisata, pelaku UMKM, dan wisatawan. Hasil penelitian menunjukkan bahwa meskipun pengembangan wisata telah meningkatkan pendapatan masyarakat melalui UMKM berbasis mangrove, aspek fasilitas dan aksesibilitas masih perlu dibenahi. Promosi digital serta kolaborasi antara pemerintah, masyarakat, dan swasta dinilai penting untuk memperkuat daya tarik wisata. Kesimpulannya, Pantai Mangrove berpotensi besar meningkatkan kesejahteraan masyarakat jika dikelola secara berkelanjutan.

Abstract

Referral services under BPJS Health in Medan City continue  to encounter issues such as delays, mismatched facilities, and limited empathy from healthcare personnel, contributing to rising public dissatisfaction. This study aims to analyze the influence of BPJS Health service quality on user satisfaction in referral services in Medan City. A quantitative approach was employed through questionnaire distribution to BPJS participants who had accessed referral services, with validity and reliability testing conducted on the instrument. Data were analyzed using correlation tests and simple and multiple linear regressions to determine the relationships and effects among variables. The results show that both service quality and referral process quality have strong and significant impacts on user satisfaction. Responsive service, clear procedures, timeliness, and effective coordination between healthcare facilities were found to enhance participants’ perceptions of service quality. The study concludes that improving service quality particularly within referral mechanisms is essential for increasing user satisfaction and improving the effectiveness of healthcare delivery in Medan City.

Abstract

This study aims to analyze the level of community satisfaction with the waste collection service on Berdikari Street, Padang Bulan Village, Medan Baru District, Medan City, and to examine the influence of service quality (SERVQUAL dimensions) on that satisfaction. The research uses a descriptive quantitative approach with a survey method. Data were collected via questionnaires from local residents, covering service quality indicators across five SERVQUAL dimensions (tangibles, reliability, responsiveness, assurance, and empathy). Data analysis was conducted by calculating a Community Satisfaction Index (CSI) and performing a Pearson correlation test to assess the relationship between service quality and satisfaction. The results show that the community’s satisfaction level falls into the “satisfied” category with a CSI value of around 78.5%. However, two service dimensions  reliability and responsiveness scored lower than the others, indicating the need for improvements in collection schedule punctuality and speed of response to complaints. The statistical analysis confirms a significant positive relationship between service quality and community satisfaction. In conclusion, the better the perceived quality of the waste collection service, the higher the community’s satisfaction; thus, improvements in reliability and responsiveness are recommended to further enhance resident satisfaction.

Abstract

This study aims to analyze the influence of digital marketing as a sales tool on the marketing performance of street vendors (PKL) along Gates 1–4 of the University of North Sumatra. The background of the study is based on the increasing use of social media, especially Instagram, as a promotional and marketing communication tool in the informal sector. The study used a quantitative approach with a non-probability sampling technique, and data collection through a five-point Likert scale questionnaire. The results of the validity and reliability tests showed that the research instrument met the eligibility criteria, although one item in the digital marketing utilization variable was declared invalid. Correlation analysis showed a strong positive relationship between variables, while the results of multiple linear regression proved that digital marketing (X1) and its utilization through Instagram (X2) had a significant effect on marketing performance (Y), both partially and simultaneously. The coefficient of determination (R² = 0.819) indicated that 81.9% of the variation in marketing performance was explained by the two independent variables. These findings confirm that the existence of digital accounts and active content management through Instagram play an important role in increasing business visibility, attracting customers, and encouraging increased sales of street vendors in the area. Thus, digital marketing is a relevant and effective strategy in strengthening the competitiveness of small businesses in the digital era.

Abstract

This study aims to assess the extent to which the use of the Indonesian Standard Quick Response Code (QRIS) affects the satisfaction of FISIP University of North Sumatra students in conducting transactions at SMEs around the campus. The method used is a descriptive-associative quantitative approach with data collection through questionnaires, observation, and documentation. A total of 30 respondents were selected using purposive sampling. All instruments were declared valid and reliable based on the results of the tests conducted. The analysis showed a very strong relationship between the use of QRIS and student satisfaction, with a correlation coefficient of 0.888 and an R Square value of 0.788. A simple linear regression test also proved that the use of QRIS had a significant effect on student satisfaction (p < 0.001). These results confirm that the factors of convenience, speed, security, and comfort offered by QRIS significantly increase student satisfaction in transactions at SMEs around USU.

Abstract

The informal sector, particularly street vendors, plays a strategic role in urban economies by providing employment opportunities and affordable goods and services. One of the key determinants of street vendors’ economic performance is business location strategy. This study aims to analyze the effect of location placement strategy on the sales turnover of street vendors in the Universitas Sumatera Utara (USU) area, specifically at Gate 1 to Gate 4. This study employs a quantitative approach using a survey method. Data were collected through a five-point Likert-scale questionnaire measuring location strategy dimensions—accessibility, visibility, proximity to pedestrian flows, vendor clustering, and supporting facilities—as well as sales turnover. Data analysis was conducted using validity and reliability tests, Pearson correlation, and multiple linear regression with SPSS software. The results indicate that all research instruments are valid and reliable. Simultaneously, location placement strategy has a positive and significant effect on sales turnover. Partially, all location dimensions significantly influence sales turnover, with supporting facilities and spatial arrangement emerging as the most dominant factor. These findings highlight the critical role of spatial and environmental factors in enhancing the economic performance of street vendors in campus areas.
