Abstract

In 2015, the Health Office of Banyumas Regency records 7 cases of maternal deaths, 243 cases of infant deaths, and 41 cases of under-five deaths. Compared to 2015, maternal mortality increases in the first three months of 2016. This research aims to identify the causes of maternal deaths that occur in 2016 in Banyumas Regency using the Health Belief Model conceptual framework. The results show that the cause of maternal death in Banyumas Regency is the lack of antenatal services due to the lack of knowledge and awareness of mothers, social status of women in the community, availability of health facilities, vulnerabilities received, benefits of antenatal services, barriers to access to health services, and quality of health facilities and health workers. The problem solving plan is based on the HBM concept framework that can be prepared consisting of stakeholder advocacy, health promotion programs through counseling for pregnant women, programs to improve access to health facilities, and intervention programs for health workers.

Abstract

Lack of knowledge and information on sexual and reproductive health has led to an increase in reproductive health problems, such as sexual violence and abuse, marriage and teenage pregnancy. There are several government programs related to youth health, but only a few young people can use and take advantage of these programs. This study aims to outline the needs and expectations of adolescents in sexual education and reproductive health. The method used is a qualitative method and an in-depth interview was conducted. Use deliberate sampling techniques to determine samples. The interview results showed that all adolescents had heard of adolescent reproductive health (KRR), but they could not fully explain the definition and scope of KRR. The availability of KRR information and services around the residence is still poor, and although there is no regular schedule and incomplete, most are obtained from the school. The services that young people need include youth-friendly counseling, counseling and health checks. The expected facilities are easy-to-use facilities, affordable costs and flexible service hours. Support from policy makers, plan implementers, schools and youth residential communities are needed to provide youth-friendly and easily accessible KRR services.

Abstract

Background: On 2020, Health Functional Position Competency Test in Banyumas Regency has been rescheduled repeatedly and just happened in November. This makes difficulty on health workers promotion process, because the health workers who will increase their functional position level don't have competency certificate yet. This study aims to evaluate planning and preparation stages on Health Functional Position Competency Test in Banyumas Regency 2020. Methods: This study is a qualitative research with case study design and located in Banyumas Regency with the number of informants as many as 9 people. The informant consists of main informant and supporting informant. Data analysis used content analysis with thematic network approach. Results: Evaluation of planning and preparation stages on Health Functional Position Competency Test explained that the available resources are not fully ready for doing implementation process. The available of human resources don't have a good understanding about technical process in planning and preparation stages. This happened because the guidelines that have been used not explain clearly about technical implementation of Health Functional Position Competency Test. So, it is needed to create SOP and increase socialization activity, so the availability of human resources like organizer team, examiner team and health workers from UPTD/Hospital understand detail information about technical implementation of Health Functional Position Competency Test. Conclusion: In 2020, rescheduling of Health Functional Position Competency Test happened because the turnover of some employees occurred and it's not supported by the availability of SOP as a technical guideline. In addition, COVID-19 pandemic also affected the situation due to limited face to face activity.

Abstract

Isu strategis tenaga kesehatan yang masih dihadapi hingga saat ini antara lain adalah pengembangan tenaga kesehatan belum dapat memenuhi pelayanan/pembangunan kesehatan. Selain itu, kualitas tenaga kesehatan di Indonesia belum memiliki daya saing dalam memenuhi permintaan tenaga kesehatan dari luar negeri. Undang-Undang Nomor 36 tahun 2014 Pasal 88 merupakan bentuk tanggung jawab pemerintah terhadap peningkatan kualitas tenaga kesehatan. Di Kabupaten Banyumas, sebanyak 4,39% atau 221 orang dari jumlah total tenaga kesehatan memiliki latar belakang lulusan pendidikan di bawah Diploma III. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan UU Nomor 36 tahun 2014 Pasal 88 tentang Tenaga Kesehatan lulusan pendidikan di bawah Diploma III di Kabupaten Banyumas. Penelitian ini merupakan penelitian studi kasus menggunakan riset implementasi yang dilakukan di wilayah Dinas Kesehatan Kabupaten Banyumas. Metode pengumpulan data yang akan dilakukan adalah wawancara mendalam dan studi data sekunder. Implementasi kebijakan UU Nomor 36 Tahun 2014 Pasal 88 tentang Tenaga Kesehatan lulusan pendidikan di bawah Diploma III di Kabupaten Banyumas dilaksanakan melalui program Rekognisi Pembelajaran Lampau. Kebijakan UU No 36 Tahun 2014 diimplementasikan melalui kebijakan yang disusun oleh Pemerintah Daerah Kabupaten Banyumas berupa Peraturan Bupati dan Peraturan Daerah. Implementasi kebijakan UU No 36 Tahun 2014 telah dilaksanakan di Kabupaten Banyumas sejak lama. Meski begitu, perlu dilakukan evaluasi terhadap kebijakan tenaga kesehatan tersebut sehingga dapat disusun strategi pengembangan tenaga kesehatan di masa yang akan datang.

Abstract

Kekerasan terhadap Anak dapat terjadi dimana saja baik di sekolah, rumah, ataupun di ruang publik. Bentuk tindak kekerasan dapat berupa kekerasan verbal ataupun non-verbal dan dapat dilakukan oleh siapa saja. Dampak kekerasan dialami baik oleh korban, pelaku, ataupun saksi dengan besaran dampak dari yang ringan sampai berat termasuk percobaan bunuh diri dan kehamilan remaja. Strategi yang dapat mencegah, menangani, dan menanggulangi kekerasan adalah pelatihan kecakapan hidup. Kegiatan pengabdian ini bertujuan untuk meningkatkan pengetahuan, sikap, dan kecakapan hidup remaja berkaitan dengan upaya melindungi dari kekerasan. Metode pelaksanaan kegiatan terdiri dari brainstorming, penyuluhan, diskusi, dan simulasi. Media yang digunakan antara lain modul, lembar balik, dan lembar simulasi. Peserta kegiatan pengabdian terdiri dari 33 remaja yang aktif mengikuti kegiatan Pramuka dan PMR. Evaluasi hasil kegiatan dilakukan dengan menggunakan kuesioner pre-test dan post-test, kuis bergambar, dan praktik. Hasil kegiatan ini terdiri dari identifikasi paparan kekerasan yang dialami peserta, persepsi peserta mengenai peranan kecakapan hidup dalam melindungi diri dari kekerasan, dan peningkatan pengetahuan serta keterampilan peserta berkaitan dengan 12 macam kecakapan hidup. Terdapat peningkatan pengetahuan peserta sebelum dan sesudah mengikuti kegiatan ini. Diharapkan manfaat kegiatan dapat dirasakan oleh seluruh peserta dan membantu mencegah terjadinya kekerasan terhadap anak.

Abstract

Latar Belakang:Masalah kesehatan pada anak sekolah banyak disebabkan kurangnya kebiasaan PHBS oleh anak usia sekolah. Strata tatanan PHBS sekolah dasar di Kabupaten Lumajang belum mencapai target. Permasalahan tersebut menginisiasi Dinas Kesehatan Kabupaten Lumajang mengimplementasikan program inovasi Buku Harian Anak Terhebat (Terbiasa Hidup Bersih dan Sehat) pada anak sekolah dasar sebagai proses pembiasaan PHBS.  Tujuan:Mendeskripsikan implementasi BHAT di beberapa sekolah dasar/sederajat sebagai upaya meningkatkan strata tatanan PHBS sekolah dasar di Kabupaten Lumajang. Metode:Penelitian ini merupakan case report dari implementasi BHAT di Kabupaten Lumajang, menggunakan data sekunder dari laporan pelaksanaan program BHAT dan PHBS sekolah dasar. Hasil: BHAT adalah modifikasi penerapan indikator PHBS di sekolah dan rumah oleh anak sekolah dasar. Penerapan tersebut harus dipantau oleh guru dan orang tua, melalui pengisian BHAT secara harian dan mingguan. Monitoring I terhadap hasil pemantauan pelaksanaan BHAT dilakukan oleh guru, sedangkan monitoring II dan evaluasi dilakukan oleh Puskesmas.Pengembangan BHAT diawali pada bulan Februari 2016, melibatkan beberapa lintas sektor di Kabupaten Lumajang, yaitu Dinas Pendidikan, Kementerian Agama, Badan Perencana Pembangunan Daerah, Tim Penggerak PKK dan Dewan Pendidikan. Implementasi BHAT dimulai bulan Agustus 2016 pada 125 sekolah dasar/sederajat di Kabupaten Lumajang, dengan sasaran siswa kelas 4 dan 5. Rekapitulasi pemantauan pelaksanaan BHAT pada bulan September dan November 2016 serta Januari dan Maret 2017, menunjukkan peningkatan capaian indikator sehat pada PHBS anak di rumah (harian dan mingguan) serta di sekolah. Capaian tersebut berkontribusi pada peningkatan strata IV (sehat)  tatanan PHBS sekolah dasar, dari 25.26% pada tahun 2015 menjadi 28.24% pada tahun 2016. Kesimpulan: Implementasi BHAT pada beberapa sekolah dasar/sederajat terbukti mampu meningkatkan strata tatanan PHBS sekolah dasar, sehingga sasarannya perlu diperluas. Strategi pengembangan BHAT untuk sustainabilitas program, yaitu adanya regulasi daerah yang memperkuat implementasi BHAT di seluruh sekolah dasar di wilayah Kabupaten Lumajang.  Kata kunci: Buku Harian Anak Terhebat, Strata Tatanan PHBS sekolah dasar, indikator PHBS

Abstract

Background: The Banyumas Regency Government issued Regional Regulation Number 2, 2020 concerning the prevention and management of diseases in Banyumas Regency, which was implemented on April 21, 2020, especially the obligation to wear masks. However, in Banyumas Regency, community compliance in applying masks when outside the home tends to be low. This study aims to determine the factors that affect compliance with the obligation to use masks in communities outside the home in Banyumas Regency to prevent transmission of COVID-19. Methods: This study used quantitative methods with cross sectional approach. Results: The results showed the level of compliance with wearing masks in the Covid-19 pandemic era had a high level of adherence 60.5%. The factors that influence community compliance with the obligation to use masks outside the house in Banyumas Regency are attitude (p-value 0.001) and personality (p-value 0.003). Meanwhile, environmental factors (p-value 0.003), referral power (p-value 0.003), force encouragement (p-value 0.003) and supervision support (p-value 0.003) have no effect on people's compliance with using masks when outside the home. Conclusion: The government needs to increase repressive / corrective disciplinary measures that are stricter on violations of compliance with wearing masks that are consistent with the Regional Regulation that has been made. Intervention with the community is also needed to increase public understanding of the benefits of preventing the transmission of Covid 19 and how to use mask correctly.

Abstract

The importance of reproductive health education in Islamic boarding schools is often overlooked. Whereas the prevalence of reproductive health issues among teenage females in Islamic boarding schools remains high, including anemia, vaginal discharge, dysmenorrhea, premenstrual syndrome, and personal hygiene. These difficulties have an impact such as absenteeism at school, wasting and infertility. Peer education is seen to be capable of addressing these issues since adolescents in Islamic boarding schools engage with their peers more frequently than with their families, instructors, or health workers. The purpose of this activity is to increase participants' knowledge, attitudes, and skills on peer education and adolescent reproductive health. Adolescent reproductive health education, peer education training, and assistance in extracurricular activities that have the potential to help establish healthy madrasas are among the activities carried out. Thirty students who wanted to become peer educators took part in this activity. The results of the activities were evaluated using pre-test and post-test questionnaires, as well as the practice of health education and counseling. The result of this activity is an increase in participants' knowledge about adolescent reproductive health by 8.28 and peer education by 5.17 after participating in the activity. Participants are also able to recognize reproductive health issues that commonly arise in teens and how to prevent them.

Abstract

Maternal and Child Health (MCH) service programs as an indicator of the status of community's health status are available at every Public Health Center (PHC) in Banyumas District. However, these services are still inadequate to improve the health status of mothers and children. The condition of the COVID-19 pandemic in early 2020 caused several MCH services not to run as previously planned. This study aimed to describe the implementation and efficiency of MCH services in PHC in Banyumas Regency. The method used in this study was a quantitative approach using secondary data on health workers and the output of MCH services at the PHC. Data were analyzed using the Data Envelopment Analysis (DEA) method, with the unit of analysis being aggregate data at 10 selected PHCs using a purposive sampling technique. The results showed that 60% of the PHCs were technically efficient (VRS value 1,0), and 40% of the PHCs were technically inefficient (VRS value < 1,0). The analysis's findings indicated there were differences between efficient and inefficient PHCs in terms of the input (health personnel) and output (service use). The inefficiency of the PHC is caused by the less optimal utilization of health workers and the low utilization of PHC health services by the community. Additionally, to meet the coverage of service criteria set by the government, MCH services at the PHC in the Banyumas Regency region have been provided following the current standard operating procedures. Public Health Centers must maximize the utilization of health personnel to improve technical efficiency and condition service activities during the pandemic by adjusting regional policies while still complying with health protocols.
