Abstract

Masyarakat pesisir sebagai bagian dari warga negara dikonotasikan masyarakat yang berekonomi lemah, kontras dengan perannya sebagai pahlawan protein bagi kecerdasan bangsa. Lebih lanjut kondisi kultural juga bisa mendorong masyarakat pesisir semakin terjun ke jurang kemiskinan. Ketergantungan masyarakat nelayah pada sumber daya laut yang tersedia mengakibatkan terjadi kepasrahan, dan ini berakibat tidak adanya peningkatan kualitas sumber daya manusia (SDM). Berdasarkan gambaran keberadaan masyarakat pesisir yang masih dalam taraf kemiskinan maka menuntut pemerintah untuk berupaya dalam pengentasan kemiskinan pada masyarakat pesisir. Hal ini sebagai bentuk bahwa pemerintah berkewajiban dalam memberikan perlindungan dan cara-cara melakukan pengelolaan sumber sumber daya pesisir yang ada kepada masyarakat pesisir.

Abstract

Sorong city waste is a mixture of organic and inorganic waste. Based on the type of waste, Sorong City is divided into plastic, paper or cardboard, glass or bottles, metal or cans, B3, and organic waste. The survey results and direct measurements in the field show that Sorong Municipal Waste is also dominated by organic (51.37%) and plastic (17.12%) with densities of 286.0242 kg/m3 and 123.9438 kg/m3, respectively. To manage plastic waste, you can start by collecting it, selecting the type, flaking it, chopping it, and finally melting it. The method used in this service is a counseling method for the people of Remu Utara Village, Sorong City, who convey the role of the community in managing plastic waste to improve the quality of the urban environment. The results of this service are: (1) there is an increase in public awareness regarding the importance of processing plastic waste to maintain the quality of the urban environment by encouraging the community to actively participate in plastic waste management; (2) the community gains understanding in order to change people's behavior regarding the use and disposal of plastic waste. Society reduces the use of disposable plastics such as plastic bags, plastic straws, and plastic containers. Apart from that, the community also conducts waste segregation and reuse of plastic products to reduce the negative impact. Communities can carry out recycling of waste that can have economic value; and (3) the community is actively involved in plastic waste management activities, which can also collaborate with the local government to collect waste, conduct educational campaigns, and conduct environmental cleaning activities, as well as form a community concerned with waste.

Abstract

The location of the counseling is Klagulus Village, Makbon District, Sorong Regency, Southwest Papua Province. Persuasive counseling techniques using lecture methods and outreach regarding transmigration. This activity was carried out at the extension center in Klagulus Village, Makbon District, Sorong Regency, and the number of counseling participants was 46 heads of families representing several settlements. The transmigration counseling participants are community leaders, RW, RT, PKK, and vulnerable poor residents who are the targets of the transmigration program. The method used is descriptive-qualitative. The result of this service is that the delivery of transmigration program counseling material is carried out through three stages, namely socialization, implementation of activities, and program planning. This outreach program is intended to convey to the community the transmigration programs that will be built in Klagulus Village as well as the implementation of transmigration.

Abstract

This research aims to analyze the Strategic Environmental Assessment (SEA)  in the revision of the Sorong Regency Regional Spatial Planning (RTRW) for 2012-2032. This research uses a qualitative descriptive method to achieve two objectives: (a) Provide a comprehensive analysis of the phenomenon being studied, and (b) be sensitive in collecting descriptive qualitative information while maintaining the unity of the research object, which means the data in the case study is studied thoroughly. The results of the research show that (a) In the Strategic Environmental Assessment (SEA) in the 2012-2032 Revision of the Regional Spatial Plan (RTRW) of Sorong Regency, it was identified that there were 8 KRP Spatial Structure Plans and 6 Spatial Patterns that had the potential to influence environmental conditions, based on analysis of the impact of sustainable development issues on spatial planning policies; (b) The results of the analysis regarding the influence of sustainable development issues on policies, plans and programs show that of the 9 KRPs analyzed, only 3 items require a study of SEA content, while the other 6 items do not require a study of SEA content. In addition, of the 6 Spatial Patterns in the KRP, all require a study of SEA content; and (c) The purpose of the alternative formulation is to agree on improvements to the KRP based on the results of the alternative formulation, supporting follow-up steps will be formulated as a result of the implementation of the KRP.

Abstract

Rencana Tata Ruang Wilayah (RTRW) memiliki peran penting dalam pembangunan karena berfungsi sebagai pedoman dalam penyusunan dokumen sektoral, pemanfaatan ruang dan pengendalian pemanfaatan ruang, serta mewujudkan keterpaduan, keterkaitan, dan keseimbangan perkembangan antar wilayah di Kabupaten Sorong. Selama proses penyusunannya, materi yang dimuat dalam RTRW didasarkan pada keadaan Kabupaten Sorong sebelum tahun 2012 dan perkembangan hingga tahun 2022. Penelitian ini termasuk penelitian deskriptif yang bertujuan untuk mendiskripsikan rencana tata ruang wilayah Kabupaten Sorong. Metode pengumpulan data dalam penelitian melalui melalui focus group discussion (FGD) dan dianalisis dengan analisis kualitatif. Hasil Kajian peninjauan kembali Rencana Tata Ruang Wilayah Kabupaten Sorong Tahun 2012-2032 memiliki ruang lingkup penelitian yaitu (a) Rencana struktur ruang; (b) Rencana pola ruang wilayah; (c) Penetapan kawasan strategis; (d) Arah pemanfaatan ruang dan pengendalian pemanfaatan ruang. Urgensi pengaturan Revisi Rencana Tata Ruang Wilayah Kabupaten Sorong dilatar belakangi masalah-masalah terkait keselarasan antara kebijakan nasional, regional, lokal dan sektoral mengenai penataan ruang di Kabupaten Sorong terutama terkait penyelenggaraan otonomi daerah di bidang penataan ruang, dengan memperhatikan seluruh proses penataan ruang yang meliputi perencanaan tata ruang, pemanfaatan ruang dan pengendalian pemanfaatan ruang. Regional Spatial Planning (RTRW) has an important role in development because it functions as a guide in preparing sectoral documents, space utilization and controlling space use, as well as realizing integration, linkage and balanced development between regions in Sorong Regency. During the preparation process, the material contained in the RTRW was based on the situation of Sorong Regency before 2012 and developments until 2022. This research is descriptive research which aims to describe the spatial plan for the Sorong Regency area. The data collection method in the research was through focus group discussions (FGD) and analyzed using qualitative analysis. The results of the review of the Sorong Regency Spatial Planning Plan for 2012-2032 have a research scope, namely (a) Spatial structure plan; (b) Regional spatial pattern plan; (c) Determination of strategic areas; (d) Direction of space utilization and control of space utilization. The urgency of regulating the Revision of the Regional Spatial Plan for Sorong Regency is motivated by problems related to the harmony between national, regional, local and sectoral policies regarding spatial planning in Sorong Regency, especially regarding the implementation of regional autonomy in the field of spatial planning, taking into account the entire spatial planning process which includes planning. spatial planning, space utilization and control of space utilization.

Abstract

The potential of the Sorong Special Economic Zone (KEK Sorong) extends beyond merely creating jobs and attracting investment. It also opens doors for infrastructure development, improved connectivity, and enhanced human resource quality in the region. By integrating key sectors such as fisheries, agro-industry, and logistics, KEK Sorong is expected to establish a sustainable economic ecosystem and bring positive impacts to the local community. Land acquisition in KEK Sorong is crucial to address these disparities. This research employs qualitative methods. Data analysis in this research is qualitative analysis. The findings of this study are: (a) Land ownership in KEK Sorong includes four existing business entities that were established before it was designated as a KEK, namely PT. Semen Indonesia (Persero) Tbk, PT. Henrison Inti Persada, PT. Perahu Catamaran Papua, and PT. Satu Suku Pertanian; (b) The land area planned, based on the cumulative results of delineation of land ownership maps, the planned location for land acquisition in the Sorong Special Economic Zone (KEK) covers 2,205,000 m² or 208.5 Ha, which is under the customary land ownership of the Kami Clan; (c) The land acquisition location for KEK Sorong in Southwest Papua Province, based on an overlay with the Sorong Regency Spatial Plan (RTRW), shows that most of KEK Sorong is designated as an industrial area with a total area of 291.7 Ha; (d) Land use in KEK Sorong includes utilization for plant growth and corporate activities, as well as a port; (e) The social impact of land acquisition activities includes both social impacts and individual and family impacts.

Abstract

Southwest Papua Province, part of Indonesia, faces significant developmental challenges, especially extreme poverty influenced by its adherence to customary law. With a poverty rate of 14.2 percent, this research employs problem-solving methods like qualitative and descriptive approaches. The study reveals a collaborative approach to combat extreme poverty in the region, involving various stakeholders and supported by additional contributors. This coalition includes regional authorities, academics, businesses, private individuals, media, communities, and traditional institutions. Further support comes from banks, NGOs, markets, local industries, and small-scale entrepreneurs. Each party has a distinct role: the government oversees, academics provide frameworks, businesses support, communities drive progress, media spreads information, and traditional institutions plan interventions. This multi-stakeholder strategy is crucial in addressing extreme poverty in Southwest Papua Province, harnessing diverse roles for sustainable change.

Abstract

Land acquisition for the construction of the Sorong SEZ will be carried out in 2023. In the development plan, the land area required for the Sorong SEZ development plan reaches 523.7 ha, which is the property of the Kami clan. The object of land acquisition for this development consists of community land in Arar village with mixed garden land conditions. This community service activity aims to increase awareness and participation of the Arar Village community in the land acquisition process for public interest development in the Sorong Special Economic Zone (KEK), Southwest Papua. This community activity was held on February 1, 2024, at the Arar Village Meeting Hall and the Sorong KEK location. This community service activity is carried out with several activities, namely: (1) preparation for the activity location and preparation of presentation materials to be delivered; (2) licensing administration and outreach to the Arar Village Government, Babinsa, and the community; (3) carrying out outreach activities at the Arar Village Meeting Hall regarding the importance of community participation in land acquisition for public purposes in the Sorong SEZ; and (4) implementation of activities and inspection of affected locations, significantly growing plants and buildings at the Sorong KEK location. The implementation of land acquisition for the construction of the Sorong SEZ went smoothly, driven by the active participation of the people of Kampung Arar. Therefore, the recommendations for this activity are: (a) Land acquisition activities are very complex activities, requiring good synergy between the government and the community; and (b) In implementing land acquisition activities, the approach taken to the community is not only carried out formally but can also be carried out informally so that the community can fully participate in development in the community area.

Abstract

This Community Service program aims to enhance the competitiveness and added value of Kasia chili sauce, a flagship product of Kampung Arar. Kasia chili sauce is a distinctive product with significant potential to support the culinary tourism sector in the Kampung Arar area. However, a lack of effective marketing strategies has hindered the competitiveness of this product. Through this community service program, various activities are conducted to improve aspects of promotion, distribution, and packaging. Additionally, this initiative encourages collaboration with local culinary business owners to create a more integrated marketing ecosystem. The outcomes of this program are expected to increase the marketability of Kasia chili sauce, expand its market reach, and contribute to boosting the local community's income.

Abstract

The imbalance between population growth and residential land use by the Spatial Plan and land characteristics has given rise to various problems in Kabupaten Manokwari, including changes in land use and environmental degradation. This study analyzes land suitability as a basis for sustainable settlement development in Kabupaten Manokwari. The research method uses weighting analysis, LCU (Land Capability Unit) overlay, and settlement carrying capacity analysis. The results of the study indicate that (a) Based on the land capability analysis, land development in Kabupaten Manokwari that can be used as a settlement development area is class d and e because it has a flat topography contour and can be developed with a maximum land cover of 70% of the area with an area of 103,053.42 Ha and 44,736.64 Ha respectively; (b) The land carrying capacity of the settlement development area in Kabupaten Manokwari is 3,662.02 Ha; and (c) Sustainable settlement development in Kabupaten Manokwari based on physical components that the direction of raw water utilization in Kabupaten Manokwari is very good with an area of 147,790.06 ha, this shows that for Kabupaten Manokwari there are no obstacles in the utilization of raw water because it has water sources that can be utilized as raw water sources. These findings provide strategic recommendations for the development of residential areas by considering environmental and socio-economic sustainability aspects and supporting the achievement of SDGs goals, especially related to the availability of clean water and sanitation.
