Abstract

Indonesia merupakan negara kepulauan yang memiliki wilayah laut yang sangat luas mencapai 3,25 juta km2 atau sekitar 63 % wilayah Indonesia serta garis pantai yang sangat panjang sepanjang 80.791 km2. Posisi strategis wilayah laut indonesia baik dari segi geopolitik dan geoekonomi menuntut adanya perubahan kebijakan yang lebih mengedepankan pengembangan potensi laut/maritim Indonesia. Pembangunan tol laut sebagaimana yang dimaksud dalam kebijakan Presiden Jokowi memang menjanjikan banyak perubahan utamanya kesenjangan antara kawasan barat dan kawasan timur Indonesia. Pelabuhan-pelabuhan inilah yang kemudian akan menopang pembangunan Tol Laut yang akan dibagi-bagi menjadi beberapa trayek angkutan laut yang menghubungkan wilayah Barat dan Timur Indonesia. Penelitian Efektivitas Penyelenggaraan Tol Laut ini menggunakan metode gabungan (mix method), yaitu mengkombinasikan antara pendekatankomparatif dan deskriptif kuantitatif, Lokasi survey dilakukan di Kota Ternate dan daerah hinterlandnya. Efektivitas pelaksanaan tol laut pada trayek T-5 belum mampu untuk menekan disparitas harga yang terjadi. Penurunan indeks harga hanya terjadi di Pasar Galela untuk komoditas Cabe besar dan daging sapi, sedangkan sisanya untuk semua komoditas selain beras medium di ketiga pasar menunjukkan kenaikan indeks harga, Rute pelayaran tol laut yang bersinggungan dengan jalur swasta yang telah lebih dulu bersaing sehingga jalur tol laut yang baru beroperasi akan sulit bersaing serta lama dan panjangnya jalur yang harus dilalui oleh jalur tol laut sehingga jalur swasta masih lebih diminati karena jalur yang lebih pendek dan waktu yang relative cepat walaupun dengan harga yang jauh lebih mahal, Trayek T-5 belum mampu untuk memenuhi kebutuhan akan komoditi bahan pokok pada wilayah yang dilaluinya, sehingga sektor swasta masih berperan besar dalam pemenuhan kebutuhan bahan pokok daerah tersebut.

Abstract

Penelitian ini merupakan penelitian kuantitatif dengan menggunakan pendekatan survey. Tujuan penelitian yaitu (1) Menganalisis kesiapan pemenuhan alat pemadam kebakaran terhadap keselamatan pelayaran pada kapal yang berbendera Indonesia, (2) Menggambarkan seberapa besar pengaruh kesiapan pemenuhan alat pemadam kebakaran terhadap keselamatan pelayaran pada kapal yang berbendera Indonesia.Penelitian dilaksanakan di Pelabuhan Soekarno Hatta Makassar, Pelabuhan Tanjung Perak Surabaya, dan Pelabuhan Tanjung Priok Jakarta dengan sampel penelitian yang berjumlah 117 responden. Hasil penelitian menunjukkan bahwa kesiapan pemenuhan alat pemadam kebakaran berpengaruh terhadap keselamatan kapal yang berbendera Indonesia dengan persamaan regresi ???????? = 10,415 + 0,642????????.. Hal tersebut memberi gambaran bahwa semakin tinggi kesiapan pemenuhan alat pemadam kebakaran maka semakin tinggi pula keselamatan pelayaran kapal berbenderakan Indonesia. Besarnya pengaruh kesiapan pemenuhan alat pemadam kebakaran terhadap keselamatan kapal yang berbendera Indonesia ditunjukkan dengan nilai koefisien korelasi sebesar 0,805 dan besarnya kontribusi pemenuhan alat pemadam kebakaran terhadap keselamatan pelayaran kapal sebesar 64,8% sedangkan 35,2% ditentukan oleh variabel lain di luar penelitian ini. ,

Abstract

Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Tujuan untuk mengetahui (1) Gambaran penerapan Computer Based Assesment (CBA) pada PUKP 05 Semarang dan PUKP 07 Makassar, (2) Efektitifitas penerapan Computer Based Assesment (CBA) terhadap PUKP 05 Semarang dan PUKP 07 Makassar.Penelitian dilaksankan di Politeknik Ilmu Pelayaran Semarang dan PoliteknikIlmu Pelayaran Makassar dengan jumlah populasi yang berasal PUKP 05 Semarang sebanyak 378 peserta dan yang berasal dari PUKP 07 Makassar sebanyak 229 peserta. Penarikan sampel menggunakan rumus Taro Yamane sehingga sampel penelitian untuk PUKP 05 Semarang sejumlah 194 peserta dan untuk PUKP 07 Makassar sejumlah 145 peserta. Hasil penelitian menunjukkan bahwa penerapan Computer Based Assesment (CBA) pada PUKP 05 Semarang dan PUKP 07 Makassar berjalan dengan baik. Hal tersebut terbukti dari tingginya tanggapan responden terkait indikator-indikator yang membangun variabel penelitian. Selanjutnya dari hasil wawancara menunjukkan bahwa dengan diterapkannya Computer Based Assesment (CBA) pada PUKP 05 Semarang dan PUKP 07 Makassar memberi kemudahan bagi peserta ujian pada saat pelaksanaan Ujian Keahlian Pelaut (UKP). Selain kemudahan dalam proses ujian, penerapanComputer Based Assesment (CBA) juga dapat menghemat waktu dan biaya operasional pelaksanaan Ujian Keahlian Pelaut (UKP). Dengan demikian maka efektifitas penerapan Computer Based Assesment (CBA)pada PUKP 05 Semarang dan PUKP 07 Makassar berada pada kategori tinggi.

Abstract

Penelitian ini bertujuan untuk mengetahui penerapan Plan Maintenance System (PMS) yang diterapkan di Mv Great Zhou. Adapun jenis penelitian menggunakan metode kualitatif dengan pendekatan deskriptif. Data diperoleh melalui wawancara langsung dengan muallim dan masinis. Observasi langsung juga dilakukan saat peneliti menjalani praktek di atas kapal untuk mendapatkan data tambahan. Hasil dari penelitian ini menunjukkan bahwa penerapan rencana perawatan belum sepenuhnya terlaksana. Dapat dilihat dari beberapa item perawatan yang seharusnya di laksanakan tapi tidak terlaksana secara maksimal yang disebabkan karena padatnya jadwal kapal.

Abstract

This research aims to identify Pelra human resources with GT 35-250 Tonnage in navigating, especially determining the position of the ship during shipping and to determine the implementation of regulatory standards related to the competency of Pelra HR with GT 35-250 Tonnage in carrying out manning on board. The data analysis technique used in this research is a quantitative descriptive analysis technique using a reliable questionnaire. This technique uses a percentage of qualitative data that is quantitative to make it easier to obtain final results from two or more variables and then the data is qualitative again. The data analysis technique used is multiple linear analysis with SPSS 26.0 software. Based on the results of the data analysis above, Pelra's resources with GT 35-250 Tonnage in navigating to determine the position of the ship on the voyage, viewed from the results of the data analysis above, show that the human resources of people's shipping in carrying out navigation when determining the position of the ship are said to be good and need to be improved several times. so that human resources can be maximized in navigation when determining the position of the ship, while the implementation of regulatory standards related to the competency of Pelra's HR with GT 35-250 Tonnage in carrying out manning on board, based on research results, is said to be good, but it is still necessary to improve the competency of HR according to regulatory standards in carrying out manning on board the ship in order to reduce risks and dangers when determining the position of the ship. Abstract

This research aims to determine the efficiency of using solar cells in non-conventional ship electrical systems. The method that will be used in the research is the use of primary data and secondary data which will provide a comprehensive approach in this research. Based on the analysis above, a system with solar cells can produce Wh of energy per day, to meet daily energy needs with Wh of the Watts used every day. By using the battery capacity, the system has very large energy reserves, allowing the system to be used every day and will be very efficient in meeting load needs, with excess energy capacity. With a generator capacity with more than enough Wattage to meet the daily energy needs of the existing load, this means there is excess energy that can be stored in the generator.

Abstract

This research aims to determine the conditions of loading activities on people's cruise ships regarding the cargo of cement packing bags on people's cruises, and the cement packing bag transportation system on people's cruise ships that is in accordance with guidelines by referring to the principles of handling and regulation. In this research, primary and secondary data collection methods were used. Quantitative descriptive research is used to solve problems regarding the conditions of loading activities at ports and public shipping vessels on cement packing bags on public shipping ships and the cement packing bag transportation system on public shipping ships which refers to the principles of cargo handling and management. Based on the results of questionnaire calculations, the conditions of loading activities on people's shipping vessels regarding cement packing bag cargo on people's shipping, depend on human resources, facilities and infrastructure, as well as health and safety, while the results of observations on several activities of the transportation and stopping system on people's shipping vessels must be taken into account. regarding the stowage plan, there is preparation of the loading space/cleaning of holds in the cement bag loading rack, which is not properly coordinated by the officer in charge/officer, the stability of the ship needs to be considered, the condition and location of the loading and unloading equipment, the volume of the loading space and the carrying capacity of the ship, Destination port of cargo, quantity, weight, type and nature of cargo in each hold. The author made observations on 6 ships.

Abstract

This research aims to determine the causes of the KM Reski People's Shipping Ship Accident in the waters of Balang Caddi Island-Pangkajene Islands. The data analysis method in this research is quantitative and qualitative description. In this research, the sample selection was carried out using purposive sampling, namely a sampling technique with certain considerations, in this case all those on board the people's shipping vessels in the waters of Balang Caddi Island-Pangkajene Islands. The data collection method used in this research is an interview, which is unstructured but at a minimum the researcher uses a plan of questions to be asked as an interview guide. Based on the results of interviews by 35 respondents, in this case passengers, ship owners and captains, by asking questions with three indicators, namely related to safety equipment, decisions on safety regulations, and education and knowledge of human resources, it turns out that after interviews were conducted and analyzed, these three indicators were said to be low/fair, this is said to be the result of the KM Reski ship accident in the waters of Balang Caddi Island, due to lack of knowledge and lack of availability of safety equipment. .

Abstract

This research aims to determine the effectiveness of loading and unloading operational services at the New Makassar Container Terminal. The method that will be used in the research is qualitative by collecting primary and secondary data, then referring to several relevant literature studies, articles and research journals. Based on the analysis above, the efficiency and effectiveness of container loading and unloading activities at the new terminal is effective because the port is divided into two terminals, 60% of ship visits are at Soekarno Hatta (terminal 1) 40% of ship visits are at Makassar new port (Terminal 2), port selection is based on stakeholders, choose the next port, accessibility, distance, and road conditions/congestion at certain access points. The manager loses if the accumulation takes a long time, this is the maximum holding time for coins is 5 days, while the storage accumulation costs are 1 to 5 days with a cost of 18 thousand, if it exceeds the maximum day then there is a fine for storage accumulation with a calculation of 18 thousand per day with a maximum of 10 days. and if it exceeds 10 days, the fine will be increased to 32 thousand per day. The effectiveness of the workforce and infrastructure at the Makassar New Port terminal is very adequate.

Abstract

Reefer ship merupakan kapal pengangkut muatan cargo yang memiliki ruang memuat dengan fasilitas refrigerasi yang berbeda diantara jenis kapal lainnya. Kapal ini sangat sesuai dengan kondisi yang ada dengan ketersedian reefer ship yang dilengkapi direct cooling system sebagai sistem pendingin muatan. MV Ju Long I mengangkut muatan beku ikan tuna dalam palka cargo reefer yang menjadi komoditi unggulan pada masyarakat China daratan dan wilayah sekitarnya. Sehingga penanganannya membutuhkan keahlian dalam menjaga kualitas muatan beku tersebut. Sehingga penelitian ini bertujuan dalam mengetahui penanganan muatan beku dan dingin dan kendala-kendalanya pada saat cargo handling. Sebagai penelitian kualitatif, maka hasil observasi terhadap perilaku ABK MV Ju Long I dan tenaga kerja bongkar muat, kemudian wawancara terhadap Perwira memberikan gambaran bahwa masih terdapat muatan beku yang mengalami kerusakan akibat ketidakseimbangan dan pembagian muatan secara sistematik pada beban muatan dingin sehingga terjadi susunan yang runtuh yang mengakibatkan muatan/ikan tuna mengalami kerusakan dan keterlambatan operasional kapal.
