Latar Belakang bahwa dalampemberian pelayanan pemerintahan hendaknya konsep good governance diterapkan dengan maksimal, khususnya prinsip akuntabilitas dan transparansi. Penelitian ini bertujuan; 1) untuk menganalisis dan menggambarkan penerapan prinsip akuntabiltas dalam pelayanan Izin Mendirikan Bangunan(IMB), dan 2) untuk menganalisis dan menggambarkan penerapan prinsip transparansi dalam pelayanan Izin Mendirikan Bangunan(IMB) di Kabupaten Sidenreng Rappang. Lokasi penelitian di Kantor Pelayanan Terpadu Satu Pintu (PTSP) Kabupaten Sidenreng Rappang.Penelitian dilaksanakan selama tiga bulan yaitu mulai September 2019 s.d Maret 2020.Sumber Data didapatkan dari hasil wawancara dengan aparat birokrasi dan masyarakat pengguna jasa.Teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan kepustakaan.Teknik Analisis data yaitu deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa Akuntabilitas Pelayanan Izin Mendirikan Bangunan (IMB) pada Kantor Pelayanan Terpadu Satu Pintu (PTSP) Kabupaten Sidenreng Rappang belum sepenuhnya akuntabel dalam pelayanan kepada pengguna jasa berdasarkan acuan pelayanan yang tidak konsisten, solusi pelayanan dimana kemudahan pelayanan masih bersifat diskriminasi, dan prioritas pemenuhan kepentingan pengguna jasa belum dikonsentrasikan sepenuhnya untuk kepentingan pengguna jasa. Transparansi pelayanan pemerintahan Izin Mendirikan Bangunan (IMB) yang diselenggarakan oleh kantor Pelayanan Terpadu Satu Pintu (PTSP) kabupaten Sidenreng Rappang dapat digambarkan bahwa kualitas pelayanan sudah semakin terbuka dan informasi terkait pelayanan Izin Mendirikan Bangunan (IMB) kepada masyarkat dapat berjalan maksimal. Hal ini berdasarkan beberapa indikator yang digunakan yaitu keterbukaan dan standarisasi pelayanan yang sudah dilakukan oleh aparat birokrasi baik secara langsung maupun secara tidak langsung. Proses pelayanan juga telah diterapkan secara cepat, efektif, sesuai dengan Standar Operasional Prosedur (SOP) yang telah ditetapkan. Terkait mengenai transparansi pelaporan kegiatan pelayanan sudah diterapkan secara periodik dan teratur. Hanya saja, tindakan aparat birokrasi yang masih cendrung tidak adil dan diskriminatif.

Village Head Decision Making Model in the Development of Pirsa Culinary Tourism in the Village of If the Riase District of Pitu Riase District Sidenreng Rappang in 2020. This study aims to find out how the Village Head Decision Making Model in the Development of culinary tourism in the Village of PIRSA if Riase and to find out what approach was taken by the Village Head in making decisions PIRSA culinary tourism development activities in the Village If Riase. The population of this study was 34 stakeholders and a sample of 34 people. The sampling technique used is the saturated sampling technique. This type of research is quantitative descriptive. Data collection techniques are observation, questionnaire (questionnaire), and literature. Data analysis techniques use descriptive statistics. The results showed that the percentage of each indicator can be seen that the development of PIRSA culinary tourism in the fact, experience, intuition, logic, and system analysis approach that is 40-60% is categorized unfavorably in the development of culinary tourism.

The purpose of this research is to determine the effect of professionalism of the apparatus on the Public Service of Timoreng Panua, Panca Rijang District, Sidenreng Rappang Regency. The population in conducting this research is the whole community who have received services and community leaders with male and female sex with 696 family heads. The sampling technique used is the Yount Table with the results of 70 samples, taken based on purposive sampling technique. The type of research used is quantitative descriptive research. Data collection techniques used are using observation techniques, questionnaires, and literature study. Data analysis technique is using validity, reliability using SPSS 16.0 and Likert Scale. Based on research taken from the results of the questionnaire, it was obtained that the recapitulation of Bureaucratic Behavior variable was 62.9% including the "Good" category. Recapitulation of Service Quality variable of 65.1% included in the category of "Good".

Performance in the Office of the Personnel and Human Resources Development Agency of Sidenreng Rappang Regency. The population in this study were 43 people. The sample is 43 people. The chili dance technique used is purposive sampling. This type of research is descriptive quantitative. Data collection techniques used are observation, interviews, questionnaires, literature study. The data analysis technique used is descriptive statistics and The results showed that the supervision was in the good category with a percentage of 65.5%. The performance is in the poor category with a percentage of 60%. Based on the value of t count> t table or 9.411> 2.019 then H0 is rejected and Ha is accepted, which means it is significant. So, the effect of supervision has a significant effect. Supervision Improvement of Employee Performance in the Office of the Personnel and Human Resources Development Agency of Sidenreng Rappang Regency with a percentage of the contribution of influence of 68.4%.

Penelitian ini bertujuan untuk mengetahui Pengaruh Profesionalisme Kerja Aparat terhadap Kualitas Kerja Di Kantor Desa Bulo Wattang Kecamatan Panca Rijang Kabupaten Sidenreng Rappang. Populasi dalam penelitian ini adalah 1453 dan sampel 94, penelitian ini menggunakan tipe penelitian deskriptif kuantitatif. Teknik pengumpulan data yang digunakan adalah observasi, kuesioner, Study Kepustakaan. Teknik Analisis data yang digunakan adalah Statistik Deksriptif, uji Kualitas Data, uji Asumsi Klasik, analisis regresi sederhanadan Pengujian Hipotesis serta Skala Likert. Hasil penelitian ini menunjukkan bahwa Pengaruh Profesionalisme Kerja Aparat terhadap Kualitas Kerja di Kantor Desa Bulo Wattang Kecamatan Panca Rijang Kabupaten Sidenreng Rappang menunjukkan bahwa kategori Profesionalisme Kerja Aparat di Kantor Desa Bulo Wattang sebesar 36,7% dengan kriteria “Kurang Setuju”, kemudian kategori Kualitas Kerja di Kantor Desa Bulo Wattang sebesar 37,2% kriteria “Kurang Setuju” dan kategori Pengaruh Profesionalisme Kerja Aparat terhadap Kualitas Kerja di Kantor Desa Bulo Wattang Kecamatan Panca Rijang Kabupaten Sidenreng Rappang sebesar 28,1% kriteria “Kurang Setuju”. The purpose of this study is to determine the Implementation of Management Functions in the Lagading Village Office, Pitu Riase District, Sidenreng Rappang Regency, to determine the increase in human resources in the lagading village office, Pitu Riase sub-district, Sidenreng Rappang district and to determine the application of management functions to improving human resources in lagading village office, pitu riase sub-district, sidenreng rappang district. The population in this case was 1,291 people, while the sampling used was accidental sampling, using quantitative descriptive research, and data collection techniques were observation, questionnaires, and literature study. The data analysis technique used is descriptive statistics, data quality test, using frequency tables, regression methods and hypothesis testing. The results showed the application of the management function in the lagading village office, pitu riase sub-district, Sidenreng Rappang district with an average percentage value of 64.5% in the good category, while the increase in human resources in the lagading village office, pitu riase sub-district, Sidenreng Rappang district with an average percentage 65%. The application of the management function to improving human resources in the lagading village office, pitu riase sub-district, Sidenreng Rappang district has a significant effect of 19% and the remaining 81% is influenced by other variables that are not included in the conceptual framework of this study. This shows that the implementation of the management function to increase human resources in the lagading village office, Pitu Riase sub-district, Sidenreng Rappang district has not been optimal.Keywords: coordination and implementation of government.

Government's Strategy in Implementing Online Learning Systems during the Covid-19 Pandemic in Pitu Riawa District, Sidenreng Rappang Regency. (Supervised by Mr. Muhammad Ikbal and Mrs. Erfina).The purpose of this study is to determine the government's strategy in implementing an online learning system during the Covid-19 pandemic in Pitu Riase District, Sidenreng Rappang Regency and also to find out what factors influence government satregi in implementing an online learning system during the Covid-19 pandemic in the District Pitu Riase, Sidenreng Rappang Regency.The study population was 2230 parents / guardians / guardians of students from 26 schools. While the research sample was 96 people. While the sampling used is quota sampling, using quantitative descriptive research, and the data collection techingues used in this study are by using techinque 1). Observation, 2). Questionnaire, 3). Interview, 4) Literature study. The collected data were then analyzed using a frequwncy tabel and using tehe SPSS 21 application.The resluts of this study indicate that the Government's Strategy in Implementing Online Learning Systems during the Covid-19 Pandemic in Pitu Riawa district, Sidenreng Rappang regency can be categorized as good with a percentage of 62.8%. The factors that affect the online learning system strategy during the Covid-19 pandemic are a). The information system factor has an impact of 0.6%, b). The learning process ability factor has an impact of 2%, c). Allocation factors for means of impact are 7.2 and 10.4% d). The standard organizational structure has an impact of 1.5%, e). The policy factor regarding HR management has an impact of 6.2%.

The purpose of this study was to find out how the government policy regarding the management of business entities owned by the village of Abbokongang, Kulo district, Sidenreng Rappang district and to find out how the management of enterprises owned by the village of Abbokongan, Kulo district, Sidenreng Rappang district. The population in all heads of families in Abbokongan Village A total of 508 family heads from the total population of 1864 people, while the sampling used was a purposive sampling technique where the sampling was taken with the consideration of the researcher, that of the 51 people selected they were people who knew about management. BUMDes. This type of research is quantitative with a quantitative descriptive type approach that aims to explain systematically and professionally. Data collection techniques used are observation, questionnaires, and literature study. The data analysis technique used is descriptive statistical analysis with the help of SPSS. The results obtained through questionnaires from policy implementation. The accumulation of the average percentage results of the 8 question items on the policy implementation indicators above, then the average percentage result is 73.3%, it can be concluded that this indicator is in the category "Well". The accumulation of the average percentage results from the 7 question items on the BUMDes management indicator above, then the average percentage result is 69%, it can be concluded that this indicator is in the "Good" category. The calculated f value is 0.003 with a significant level of 0.954 > 0.05 then the regression model can be used to predict the implementation variable or in other words there is an effect of implementation on the management of BUMDes. The value of correlation/relationship ® is 0.452, from the output obtained a coefficient of determination (R Square) of 0.205 which implies that the effect of implementation on BUMDes management is 20.4%.

This study aims to determine the role of the Village Consultative Body in Talawe Village, Watang Sidenreng District, Sidenreng Rappang Regency, which has an important position in the village government system. In Article 3 of Permendagri No.110/2016 it is stated that the purpose of setting up the Village Consultative Body is to emphasize the role of the Village Consultative Body in the administration of Village Government, to encourage the Village Consultative Body to be able to accommodate and channel the aspirations of the Village community, to encourage BPD in realizing good governance in the village. . research based on this method is a population survey research is a generalization area consisting of objects or subjects that have certain qualities and characteristics determined by researchers to be studied and then drawn conclusions. Data collection techniques are the most strategic steps in research because the main purpose of this research is to obtain data. The data collection techniques used in this study are as follows: Observation, Interview, Questionnaire, Literature Study. Research using quantitative research methods, the data in this study must be converted into numbers. Descriptive statistics are statistics that describe phenomena or data characteristics. Regarding the role of the Consultative Body in Talawe Village, Watang Sidenreng District, Sidenreng Rappang Regency. Of the three indicators, including: active role, participatory role, passive role, obtained an average percentage of 39.2% is in the Less Good category.

This study aims to determine the level of public compliance with health protocols during the Covid-19 pandemic in Pangkajene Village, Maritengngae District, Sidenreng Rappang Regency and the factors that affect the level of community compliance with health protocols during the Covid-19 pandemic in Pangkajene Village, Maritengngae District, Sidenreng Rappang Regency. The population in this study is the total population of 1,753 people. The number of samples was taken by means of a random sample using Yount's formula, resulting in 88 samples. Data collection techniques used are observation, interviews, questionnaires and literature study. The collected data is then used quantitative analysis techniques with frequency tables and SPSS 16. The results showed that the level of community compliance with health protocols during the Covid-19 pandemic in Pangkajene Village, Maritengngae District, Sidenreng Rappang Regency was categorized as good in terms of numbers. 65.33%. The indicator that has the highest value is the Completeness of Health protocols in Marittenggae District (Environment). Factors that affect the level of community compliance with health protocols during the Covid-19 pandemic in Pangkajene Village, Maritengngae District, Sidenreng Rappang Regency, namely the Gender Factor is categorized as good with a value 70.2%. The Age Group factor was categorized as good with a value of 64.2%. The marital status factor is categorized as unfavorable with a value of 58%. Education factor is categorized as good value 67.2%
