Abstract

Indonesia currently holds the 5th position globally in reported bullying cases, showing a prevalence rate of 41.10%. The pervasive nature of bullying within the education sector affects nearly every school in the country. This service activity is designed to tackle this issue head-on by highlighting the crucial role of gender awareness values in preventing bullying. The strategy involves a comprehensive approach, incorporating socialization sessions and focus group discussions, primarily targeting high school students. The intervention commences with informative sessions covering essential aspects like gender concepts, bullying education, and the interconnectedness of gender equality and bullying behavior. Subsequently, interactive discussions are facilitated through focus group discussions. The resulting positive outcomes indicate an enhanced understanding among students regarding gender-related learning and its pivotal role in preventing bullying. The service output includes actionable solutions, such as advocating for education on gender awareness, eliminating the culture of silence, strengthening gender-based school programs, encouraging cross-sector collaboration, and establishing an effective digital complaint platform to address bullying more efficiently.

Abstract

Globally, the number of sexual disclosures (SH) in academia reaches 58%, the second highest after the military sector. This problem remains unresolved due to a lack of internal support and cross-sector mentoring. This study aims to formulate a Pentahelix collaboration model to mitigate SH in higher education. The research method uses a systematic literature review (PRISMA). The results show that a lack of understanding of gender equality and a culture of silence cause SH in higher education. Prevention of SH begins with policies that regulate and accommodate higher education for the benefit of victims. The main obstacle is the lack of understanding of gender equality and the evaluation of SH cases. Additionally, limited mass media space is another obstacle. For the effectiveness of the policy, collaboration between the government, private sector, community, media, and academics is essential through the Pentahelix. The government is responsible for developing law enforcement, while other sectors are aware of the negative impacts of violence against children. The researcher proposes eight phases for policy implementation, starting from defining violence against children to assessing policies that have been implemented.

Abstract

After the COVID-19 pandemic, all sectors must still implement health protocols while continuing to work virtually to fulfill their obligations. The GERINDRA Party is one of the major parties in Indonesia that continues to carry out political communication to carry out its functions. The virtual leadership model and competitive organizational culture are applied in running an adequate organization. This research aims to analyze virtual leadership and competitive culture in post-pandemic organizations. The research method is carried out with bibliometric analysis which utilizes vos viewer software to conduct analysis and participatory research because the author is at the research location. The result is that virtual leadership is applied with several conditions, including leaders understanding the perceptions of members and organizations, leaders acting as the key to success, leaders being obliged to work remotely, leaders following the flow of globalization, and mastering ICT. Then the competitive organizational culture is applied with innovation, knowledge, collaboration, and target markets.

Abstract

Ecoprint making is one of the opportunities that can be done by the community, especially women, particularly in this digital era to increase income. The training on ecoprint-making in Mojorejo Village targets women from various professions, including housewives, sewing groups, PKK mothers, and others. This is one of the leading work programs chosen by the community service team. The community service team chose this work program with the aim of empowering women through training and mentoring programs for making ecoprint batik. Additionally, the ecoprint-making training tends to be more straightforward and easier to follow. This work program is a leading program due to its simple method, easy-to-find materials, and ability to produce high-value products. We carry out this training in stages, incorporating lecture methods, question and answer sessions, practical exercises, and modules. This training activity resulted in the creation of ecoprint products made directly by participants, such as tote bags, cloth, and headscarves. This activity results in the cessation of the Standard Operating Procedure for running the Ecoprint program under the village's auspices.

Abstract

The urgency of this community service stems from the persistence of gender-biased organizational practices within student bodies, which risk perpetuating inequality from an early stage. Addressing this issue in schools is essential to cultivate gender-aware leadership, foster inclusive organizational cultures, and support the national agenda for gender equality in education. This community service activity aims to strengthen gender relations and inclusive organizational culture within intra-school student organizations (OSIS). Conducted at SMAN 2 Bojonegoro, the activities involved socialization sessions and Focus Group Discussions (FGDs) with OSIS members. The program emphasized the understanding of gender concepts, equality, and the development of a supportive organizational environment. Results indicate that gender stereotypes still influence the division of tasks and leadership roles among students. The discussions revealed limited understanding of gender-inclusive practices, which led to organizational inequality and conflicts. However, the intervention successfully raised awareness, with post-test evaluations showing improved perspectives on gender fairness and inclusive organizational culture. This program concludes that sustained mentoring and gender-sensitive leadership practices are essential to transform student organizations into inclusive environments. The outcomes recommend continuous gender education, inclusive policy design, and intersectoral collaboration for long-term impact.

Abstract

The management of tourist destinations requires a governance pattern that involves various stakeholders so that it can run effectively and sustainably. Sedudo Waterfall Tourism in Nganjuk Regency is a natural tourist destination whose management involves local governments, village governments, and traditional leaders. The involvement of these various actors makes collaboration an important aspect in tourism management. This study aims to analyze the application of collaborative governance in the management of Sedudo Waterfall Tourism by focusing on initial conditions, institutional design, facilitative leadership, collaborative processes, and collaboration results. The research method used is qualitative with a phenomenological approach to understand the experience and dynamics of the interaction of the actors involved, and is supported by data analysis using NVivo 12 Pro. The results of the study show that collaboration has been relatively harmonious, but there is still an imbalance of authority and resources, especially between local governments and traditional leaders. These findings suggest that stronger institutional and regulatory design is needed to support sustainable tourism management from a public administration perspective.

Abstract

This article examines how public administration shapes policy-making. Scholarship typically treats Classical Management, Neo-Classical Management, and New Public Administration (NPA) as successive stages, while policy studies often analyse decision-making, participation, and implementation separately. Consequently, literature lacks an integrated account of how shifting administrative logics structure policy-making and contribute to persistent governance challenges. Drawing on a systematic literature review guided by PRISMA, the study analyses 23 peer-reviewed, Scopus-indexed articles. Rather than aggregating empirical effects, it uses thematic coding to examine policy-making dynamics across paradigms, from Classical Management to NPA. Findings show each paradigm embodies a distinct logic: hierarchical technocratic control in the classical model; behaviourally informed but administratively managed decision-making in the neo-classical model; and collaborative, reflexive governance in the NPA model. Paradigms coexist rather than replace one another. In the Global South, although NPA principles support SDG 16.6 and 16.7, implementation is constrained by neo-classical reforms and residual classical bureaucracies, limiting participatory engagement envisaged by SDG 16.8. Effective governance reform requires aligning institutional capacity with participatory processes rather than adopting a new paradigm.

Abstract

The problem addressed in this study is the stagnation of women’s representation in the Bojonegoro District House of Representatives (DPRD), which remains at approximately 10–15% and has not reached the mandated 30% quota. This study aims to analyze the obstacles and formulate strengthening strategies for women’s political representation in local politics through the implementation of the 30% quota policy. This research is grounded in theories of gender representation, descriptive representation, and affirmative action policies in politics. The study employs a descriptive qualitative research method, with data collected through observation, in-depth interviews, and document analysis. The findings reveal that the implementation of the 30% quota policy in legislative elections tends to be merely administrative and has not substantially increased women’s electoral success. The main obstacles include entrenched patriarchal culture, limited political party support, and electoral constraints such as insufficient campaign funding and weak political networks. Based on these findings, the study recommends strengthening political party commitment to cadre development, enhancing electoral oversight mechanisms, and implementing continuous women’s political empowerment programs at the local level to transform women’s representation from symbolic participation into substantive political influence.

Abstract

This study is motivated by persistent gender disparities showing that increased women’s numerical representation in local legislatures has not ensured the substantive integration of gender perspectives. It examines the implementation of Regional Regulation No. 9 of 2025 on Gender Mainstreaming in the Bojonegoro District Parliament. The research addresses the gap between the formal adoption of gender mainstreaming policy and its limited operationalization within the legislative, budgeting, and oversight functions of the DPRD. This study is grounded in substantive representation theory and the gender mainstreaming framework to analyze institutional dynamics of gender-responsive policy implementation. The research employs a qualitative case study approach using in-depth interviews, observation, and document analysis, with data analyzed through the Miles-Huberman interactive model supported by NVivo coding to identify patterns of PUG implementation within the DPRD. The findings show that the implementation of Regional Regulation No. 9 of 2025 remains largely normative due to the absence of technocratic instruments translating the PUG mandate into concrete legislative procedures. Moreover, the uneven distribution of women in strategic positions limits the DPRD’s institutional capacity to consistently integrate gender perspectives. Although female legislators demonstrate substantive contributions, these remain individual rather than institutionalized due to weak organizational support and limited inter-institutional coordination.

Abstract

This study aims to analyze the transformational leadership style adopted by women leaders in Village-Owned Enterprises (BUM Desa) in transferring positive values, building trust, and innovation during the COVID-19 pandemic. The type of research used is descriptive qualitative research with a case study approach. The methods of data collection used in this study are observation, interviews, documentation, and data triangulation. The findings of this study indicate that: 1) The transformational leadership style in the existence of BUM Desa Binangun Jati Unggul has a strong influence in instilling positive values, being able to inspire subordinates, and being the key to innovative problem-solving. 2) Women have been effective in increasing the productivity of business units and showing the persistence of spirit in the joint movement in facing the COVID-19 pandemic crisis. However, problems are still related to the need for more skill development and the lack of employee independence at work. Women's transformational leadership style has presented a new concept of solid gender characteristics as an asset for a leader in making inclusive and change-oriented decisions. The women's leadership paradigm has underpinned that women can become ideal leaders to be relied upon in building gender equality. This is to achieve the vision and mission goals of Binangun Jati Unggul Village-Owned Enterprise in improving the welfare of the local community.
