Abstract

Abstrak – Kemajuan teknologi, khususnya dibidang informasi, transportasi, dan sains, telah menciptakan evolusi peran negara sebagai aktor Hubungan Internasional (HI). Negara harus berbagi peran dengan aktor HI lainnya, seperti: organisasi internasional (OI), organisasi pemerintah/ non-pemerintah (IGOs/NGOs), kelompok epistemik, perusahaan multinasional (MNCs), dan individu. Pergeseran peran negara dalam usaha membela negara mengubah warna disiplin ilmu HI, yaitu pendekatannya. Kajian ini mendalami pergeseran peran negara dan implikasinya bagi sudut pandang HI, serta mengkaji evolusi lingkungan strategis. Hasil studi menemukan bahwa selain negara, universitas adalah salah satu calon aktor HI. Hal ini diidentifikasi melalui empat aspek berikut, yaitu: (1) aspek bela negara menuntut peran sentral (mayor) dan peran sektoral (minor) negara sebagai subyek HI dimana negara berbagi peran dengan Universitas, (2) aspek bela negara mempengaruhi pendekatan Realisme dengan perilaku anarkisnya bergeser ke pendekatan alternatif: Horizontalisme dengan perilaku gotong-royongnya, (3) aspek bela negara menuntut perubahan lingkungan strategis dari Era Global (Globalisasi) ke Era Horizontal (Horizontalisasi) atau dengan istilah “Globalinium”, dan (4) aspek bela negara menjadi krusial saat disandingkan dengan kepentingan nasional di pentas Internasional.Kata Kunci : bela negara, hubungan internasional, era horizontal, globalinium, negara, universitasAbstract – The development of technological in the fields of information, transportation, and science, have created the evolution of the role of the state as an actor of International Relations (IRs). States should share roles with other IRs actors, such as international organizations (IO), government/ non-governmental organizations (IGOs / NGOs), epistemic groups, multinational corporations (MNCs), and individuals. The shifting role of the state in the effort to defend a state changed the color of the discipline of IRs, particularly in its approach. This study explores the shifting role of the state and its implications to IRs paradigm, and examines the evolution of the strategic environment. The results found that beside the “state”, the “university” can be one of the IRs actors. This is identified through the following four aspects: (1) the state defense aspect demands the major role and the minor role of the state as the subject of IRs in which the State shares its role with the university, (2) the state defense aspect affects the Realism approach with the anarchy shifts to alternative approaches: Horizontalism with its “gotong-royong”, (3) the state defending aspect demands a strategic environmental change from the Global Era (Globalization) to the Horizontal Era (Horizontalization) or with the term “Globalinium”, and (4) the state defending aspect were crucial when it juxtaposed with national interests on the international stage.Keywords: state defending, international relations, horizontal era, globalinium, state, university

Abstract

The era of the internet of things (IoT) changes activities to digital or referred to as digitization. The convenience offered by digitization has an impact on the convenience of daily activities such as administrative activities, also referred to as administrative digitization. However, there are several exchanges of this administrative data as well as opening up opportunities for digital crimes in the form of theft of personal data in the digital space. Law No. 27 concerning Personal Data Protection is necessary to address the rampant data leakage. This regulation, which has not been ratified for a month, has not yet received public attention. In fact, public attention to this regulation is needed considering that personal data crimes continue to occur. Based on this need for expansion of attention, the service team conducted a socialization of understanding of the Personal Data Protection Law on the internet. The counselling was conducted in Baros Village, Baros District, Serang Regency by involving local communities that use social media for their daily activities. The socialization activity was carried out with a series of activities in the form of a pre-test, a presentation lecture, and an evaluation in the form of a post-test distribution. The results showed that the socialization increased participants' understanding of the importance of personal data protection and the important contents of the Personal Data Protection Law.

Abstract

The development of internet technology is an interesting thing in the utilization of economic activities. E-commerce is one of the interesting topics that has surfaced in current business activities. Sales and promotion to expand the market is the main goal of using e-commerce. In this regard, the service team conducted e-commerce socialization activities for students at the Yayasan Al-Kamilah to provide participants with a basic understanding of the meaning of e-commerce and its forms. In carrying out the activity, the service team distributed pre-tests which were followed by socialization activities and distribution of post-tests. From the activities carried out, the participants were very enthusiastic about learning more of e-commerce, because the participants only understood about the marketplace. In addition, after the socialization activities, participants also understood the economic benefits of e-commerce.

Abstract

In the 21st century there are still many cases of violation of children's rights which are quite concerning. Apart from economic demands, this problem arises due to the lack of knowledge about children's rights. Yet these rights are protected both nationally and internationally. Not to mention the implementation of the Sustainable Development Goals (SDGs), which consist of 17 global goals that also encourage the fulfillment of children's rights. Therefore counseling on children's rights that is carried out at the Yayasan Al Kamilah is one of the means to prepare children to know their rights. So that in the end they are able to implement these rights in various fields. In addition, an understanding of children's rights within the framework of the SDGs is also expected to be able to protect oneself well from various threats of violations of children's rights, such as violence and exploitation.

Abstract

Diplomacy in business is needed to make market expansion activities more effective. This step by MNCs is then referred to as business diplomacy and also benefits the state because it can simultaneously become a means of diplomacy and achieve state interests. Mayora Indah Ltd. is a giant MNC from Indonesia that can dominate the global market. The success of Mayora Indah Ltd. in filling the global market can be seen in the popularity of Kopiko as their flagship product. This article aims to determine the strategies of business diplomacy taken by Mayora Indah Ltd to achieve the company's interests successfully. This article will then review the concepts related to business diplomacy proposed by Alammar & Pauleen (2016) as a foundation for analyzing the case study. This research finds that in the core knowledge competencies, Mayora Indah Ltd. applies internal knowledge through exposure to Kdrama producers related to Kopiko, with the aim that they can understand the product that will later be aired. Meanwhile, on multi-perspective consideration, Mayora Indah Ltd. invests in manufacturing in the Philippines and buys coconut commodities for environmental scanning.

Abstract

The rapid development of digitalization has had an impact on the rise of crime in cyberspace. Technological sophistication that allows the free exchange of information via internet networks allows criminal acts on the internet or cyberspace to become increasingly diverse. The large number of crimes committed by criminals using computer technology and internet networks means that socialization is considered important to build public awareness. People who understand information security can protect their personal information and prevent misuse of information in cyberspace. The method used in this service through outreach is Community Based Research (CBR) which involves the active role of students and lecturers by including the help of community organization groups. The outreach carried out by the service team aims to increase participants' understanding of the importance of maintaining information security. This outreach is useful for minimizing the potential for spreading detrimental information. The results of the evaluation of socialization activities show an increase in participants' understanding and awareness of the importance of being careful in disseminating various information on the internet, both personal information and news information. In this way, the service team hopes that the material presented to participants in the socialization activities will be applied in everyday life and make them more careful and critical in using various information in cyberspace.

Abstract

The purpose of this study is to determine the implementation of financial technology cooperation between Indonesia and Singapore. This study will explain the impact of the corporation’s implementation as well as opportunities and challenges for both countries in financial technology. The research method used is a qualitative method with a descriptive analysis approach. Data is collected through interviews and literature review. The findings show that the Financial Services Authority, as the regulator of financial technology in Indonesia, has introduced many innovations for the financial technology industry in Indonesia. One of them is the regulatory sandbox, which has been applied to support and develop the financial technology industry in Indonesia. In addition to the sandbox, the exchange of information on market conditions in both countries is also important, especially for expanding into international markets in both countries. Singapore's assistance in introducing financial technology material into the university curriculum is also a realisation of the cooperation. The conclusion of this study is that the cooperation is very helpful for Indonesia, which is a country with a large potential financial technology market, to develop better. Therefore, this financial technology cooperation helps people to have access to financial services. Abstrak Tujuan penelitian ini adalah untuk mengetahui realisasi dari kerja sama teknologi finansial antara Indonesia dengan Singapura. Penelitian ini menjelaskan dampak dari implementasi kerja sama serta peluang dan tantangan bagi kedua negara dalam bidang FinTech. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan analisis deskriptif. Pengumpulan data dilakukan dengan melakukan wawancara dan studi literatur. Hasil penelitian menunjukkan bahwa Otoritas Jasa Keuangan sebagai regulator FinTech di Indonesia telah banyak sekali mengadopsi beberapa inovasi bagi industri FinTech, salah satunya adalah regulatory sandbox yang sudah diaplikasikan untuk membantu dan mengembangkan industri FinTech. Selain sandbox, pertukaran informasi mengenai kondisi pasar di kedua negara juga merupakan hal yang penting untuk dapat melakukan ekspansi ke pasar internasional, khususnya kedua negara. Bantuan Singapura untuk membantu materi FinTech masuk ke dalam kurikulum perguruan tinggi juga merupakan realisasi dari kerja sama tersebut. Simpulan penelitian ini adalah bahwa kerja sama tersebut sangat membantu bagi Indonesia yang merupakan negara dengan potensi pasar FinTech besar untuk dapat berkembang dengan lebih baik lagi. Kerja sama FinTech secara mendasar berdampak dalam membantu masyarakat untuk dapat mengakses layanan jasa keuangan. Abstract

Digital transformation is one of the priority programs during Joko Widodo's administration. Digital transformation brings the government bureaucratic governance system into the e-government era. This digital transformation in the bureaucratic sector makes public services easier and is a means of data transparency. The digitalization of bureaucracy also facilitates government performance in certain fields, especially administration. However, bureaucratic digitalization efforts are faced with challenges in the form of data breach crimes. As a result, there are still doubts in society regarding the bureaucratic digitalization system. Socialization regarding understanding the PDP Law is an effort contributed by educational staff which aims to spread awareness about the law itself and the importance of maintaining the security of personal data. The aim is to increase people's caution in handing over their personal data in the digital realm. This socialization was carried out in Serua Village, Depok City involving members of the Healthy Village Working Group. The results of the outreach activities showed an increase in participants' understanding and awareness of the benefits of the PDP Law and the importance of protecting personal data. After receiving socialization, the participants became knowledgeable about what features are useful for protecting their data on their respective devices. Apart from that, participants also viewed that the PDP Law could protect their personal data because the law reflected law enforcement efforts for people's personal data.Transformasi digital adalah salah satu program prioritas di masa pemerintahan Joko Widodo. Digitalisasi birokrasi juga memudahkan kinerja pemerintah di bidang tertentu, khususnya administrasi. Namun, upaya digitalisasi birokrasi dihadapkan pada tantangan berupa kejahatan pembobolan data. Dampaknya, masih terdapat keraguan dalam masyarakat terhadap sistem digitalisasi  birokrasi. Sosialisasi mengenai pemahaman UU PDP merupakan upaya kontribusi dari tenaga pendidik yang bertujuan untuk menyebarkan kesadaran mengenai undang-undang itu sendiri serta pentingnya menjaga keamanan data pribadi. Tujuannya adalah untuk meningkatkan kehati-hatian masyarakat dalam menyerahkan data pribadi mereka di ranah digital. Sosialisasi ini dilakukan di Kelurahan Serua, Kota Depok dengan melibatkan anggota Pokja Kelurahan Sehat. Hasil kegiatan sosialisasi menunjukkan adanya peningkatan pemahaman dan kesadaran peserta terhadap manfaat UU PDP serta pentingnya melindungi data pribadi. Setelah mendapatkan sosialisasi, para peserta menjadi memiliki pengetahuan terkait fitur apa saja yang bermanfaat bagi perlindungan data mereka di gawai masing-masing. Selain itu, peserta juga memandang bahwa UU PDP dapat melindungi data pribadi mereka adalah karena undang-undang tersebut mencerminkan upaya penegakan hukum bagi data pribadi masyarakat.

Abstract

This study will analyze South Korea's gastro-diplomacy efforts to improve national branding in Indonesia from 2015 to 2018 using the Korean Wave. This study also discusses South Korea's initiative to preserve its culture through food, including kimchi. South Korea makes these efforts to attract the global world and strives to continue to build a good image. Seeing that South Korea, with its Drama and K-pop culture, has been glanced at by international countries, South Korea is trying to market its food products. This study aims to analyze the gastro-diplomacy efforts carried out by South Korea to further promote South Korean food culture in Indonesia by using qualitative descriptive methods. Data sources were obtained from book documents, research journals, and credible internet media as supporting primary sources related to South Korean gastro diplomacy. According to the study's final findings, using kimchi gastro diplomacy in Indonesia has increased the number of kimchi lovers, South Korean restaurants in Indonesia, and imports and exports, especially in the food industry. Because the taste of South Korean and Indonesian cuisine is similar, Indonesian people easily like South Korean cuisine. Therefore, gastro diplomacy is used by South Korea to further promote South Korean food culture, especially in the field of cuisine.

Abstract

Transformasi digital adalah salah satu program prioritas di masa pemerintahan Joko Widodo. Transformasi digital membawa sistem tata kelola birokrasi pemerintahan ke era e-government. Transformasi digital di sektor birokrasi ini mempermudah pelayanan publik serta sebagai sarana transparansi data. Digitalisasi birokrasi juga memudahkan kinerja pemerintah di bidang tertentu, khususnya administrasi. Namun, upaya digitalisasi birokrasi dihadapkan pada tantangan berupa kejahatan pembobolan data. Dampaknya, masih terdapat keraguan dalam masyarakat terhadap sistem digitalisasi birokrasi. Sosialisasi mengenai pemahaman UU PDP merupakan upaya kontribusi dari tenaga pendidik yang bertujuan untuk menyebarkan kesadaran mengenai undang-undang itu sendiri serta pentingnya menjaga keamanan data pribadi. Tujuannya adalah untuk meningkatkan kehati-hatian masyarakat dalam menyerahkan data pribadi mereka di ranah digital. Sosialisasi ini dilakukan di Kelurahan Serua, Kota Depok dengan melibatkan anggota Pokja Kelurahan Sehat.
