Abstract

Kemajuan teknologi digital telah menyebabkan munculnya model E-Governance. E-Governance, juga dikenal sebagai Sistem Pemerintahan Berbasis Elektronik (SPBE) merupakan model penyelenggaraan pemerintahan melalui integrasi teknologi informasi untuk memberikan layanan kepada para pengguna. Di Provinsi Jawa Barat, Bapenda adalah salah satu perangkat daerah yang memiliki tanggung jawab untuk melaksanakan fungsi pendukung dalam urusan pemerintahan di bidang keuangan, termasuk perencanaan dan pengembangan pendapatan daerah, serta pengelolaan sistem informasi pendapatan yang merupakan kewenangannya. Dalam melaksanakan tugasnya, Bapenda Provinsi Jawa Barat harus mengikuti prinsip-prinsip integrasi, sinkronisasi, dan koordinasi, baik saat beroperasi di lingkungan internal maupun ketika berhubungan dengan instansi lain di luar wilayah Bapenda Jawa Barat. Maka dari itu, fokus utama penelitian ini adalah merancang Arsitektur Enterprise untuk Bapenda Jawa Barat di Bidang Pengelolaan Pendapatan dengan mengadopsi kerangka kerja TOGAF ADM. Penelitian ini bertujuan untuk menciptakan rancangan arsitektur enterprise untuk Badan Pendapatan Daerah Jawa Barat berfokus pada Bidang Pengelolaan Pendapatan dengan tujuan melakukan upaya peningkatan indeks SPBE di Provinsi Jawa Barat. Kata Kunci : Badan Pendapatan Daerah, Bidang Pengelolaan Pendapatan, Enterprise Architecture (EA), Sistem Pemerintahan Berbasis Elektronik, TOGAF ADM.

Abstract

The smart village is the digital transformation concepts used to organize the economic sector improvement within the village government's scope in supporting and realizing the SDG's sustainable development goals. The selection of objects in this study was based on the Developed Village Index (IDM) classification in the Advanced Village group. Desa Sembubuk is one of the villages in Jambi Province with the status of IDM Advanced Village. The Sembubuk Village Government can carry out smart village implementation to optimize and increase the effectiveness and efficiency of village economic improvement programs such as community skills training and BUMDes management. In implementing a smart village, there must be alignment between the government's strategic plans and technological needs. For this reason, Enterprise Architecture (EA) design is required. The guidelines for creating EA in this study use the TOGAF 9.2 framework. The result of this research is an IT Roadmap and EA design in Sembubuk Village, which can be used as a guide in implementing a smart village.

Abstract

The use of information systems in electronic-based government systems (SPBE) has become the main focus in an attempt to enhance the quality of public services in Indonesia. Bapenda West Java Province is one of the organizations responsible for managing regional revenue and providing services to the public. This research aims to design an enterprise architecture in the Revenue Control and Evaluation Division of the West Java Provincial Revenue Agency using TOGAF. This research was conducted as an attempt to enhance the quality of public services through the implementation of information technology in the Electronic-Based Government System (SPBE). Currently, the evaluation of SPBE in West Java Province shows a "Good" predicate but still requires improvement. The method applied is the use of qualitative methods by conducting interview sessions and evaluations of stakeholders. The data collected includes guidelines for regulations applied in designing SPBE architecture, information about the West Java Provincial Revenue Agency, and evaluations of business processes and available data. This research findings suggest that there are several adjustments that need to be made in the business process of the Revenue Control and Evaluation Division of Bapenda West Java Province, as well as the importance of developing service architecture, data and information, and applications. Thus, this study intended to design an enterprise architecture blueprint and IT Roadmap that can increase the value of SPBE in West Java Province.

Abstract

The Gartner Group estimates that 40% of all Enterprise Architecture (EA) programs discontinued due to failure to demonstrate sufficient value for the business. Business architecture has an important role to help companies achieve the desired business values. Before starting to design a business architecture, the steps that need to be done are identifying business processes, a business process is a series of activities that are interrelated to achieve certain business goals. Modelling the good business processes can help to avoid mistakes causing by quality from the beginning, further business process models have an impact on the quality of information system design. Therefore, the quality of the business process model has been recognized as an important factor for successful modelling in the company as well as the need to test the quality of business process models to keep the quality up to minimum standard. To validate the quality of business process model, we are using enterprise architecture quality framework. This framework defines the quality using certains levels, one of which uses the principle of validity with syntactical properness attribute. The syntactical properness attribute was tested through the Formal Petri nets method using WoPed tools. In this study, a case study from a manufacturing company in Indonesia is used as the test object. From the test results, 4 out of 10 business processes that has been tested did not meet the quality standards of the architectural model and improvements were made.

Abstract

Smart Village is a concept that adopts elements from the smart city concept, leveraging information technology. One of the Indonesian government's initiatives is to foster the development of Indonesia by empowering rural areas in pursuit of sustainable development. The selection of target areas is based on the classification of the Developing Village Index, with a focus on villages categorized as "Advanced." Tanjung Lalang Village is an "Advanced" village, making it suitable for implementing the smart village concept to address challenges and harness the village's resources and potential. The research methodology employed in this study is a literature review, which delivers an Enterprise Architecture design solution utilizing the TOGAF 9.2 framework tailored to meet organizational requirements. The findings of this study consist of an EA blueprint and an IT Roadmap for Tanjung Lalang Village, serving as a guide for the smart village development.Keywords: Enterprise Architecture; Smart Village; Economic Services; TOGAF 9.2; Sustainable Development Goals AbstrakSmart Village adalah suatu konsep yang mengambil komponen dari konsep smart city yang memanfaatkan teknologi informasi. Desa Tanjung Lalang merupakan desa berstatus “Maju” yang mampu menerapkan konsep smart village untuk membantu menyelesaikan permasalahan dengan memanfaatkan sumber daya dan potensi desa. Penelitian ini menggunakan metode studi pustaka untuk menyediakan solusi perancangan Arsitektur Enterprise dengan menggunakan framework TOGAF 9.2 yang disesuaikan dengan kebutuhan organisasi. Hasil dari penelitian ini berupa blueprint EA dan IT Roadmap di Desa Tanjung Lalang sebagai acuan pengembangan smart village.

Abstract

The Smart Village concept is an approach to village development that combines information technology with village life to achieve sustainable development in Indonesia. This concept aligns with the achievement of SDGs. The implementation of Smart Village aims to help villages maximize their potential and advance the development of rural areas. The research focused on Buahbatu Village, located in Bandung Regency. Evaluation of the achievement of SDGs in Buahbatu Village showed that there are still indicators that require improvement, especially in Goals 3 (Healthy and Prosperous Villages) with a score of 61.81, Goals 4 (Quality Village Education) which scored 39.95, and Goals 18 (Dynamic Village Institutions and Adaptive Village Culture) with a score of 3.67 the TOGAF 9.2 framework with a focus on the Smart Living dimension. This research results in an Enterprise Architecture blueprint that will be a strategic guideline for overcoming problems in health, education, and socio-cultural services.Keywords: Enterprise Architecture; Smart Village; SDGs; Smart Living; TOGAF   AbstrakKonsep Smart Village merupakan pendekatan dalam pembangunan desa yang menggabungkan teknologi informasi dengan kehidupan masyarakat desa untuk mencapai pembangunan berkelanjutan di Indonesia. Implementasi Smart Village bertujuan untuk membantu desa memaksimalkan potensi dan memajukan perkembangan wilayah pedesaan. Penelitian yang dilakukan berfokus pada Desa Buahbatu, yang terletak di Kabupaten Bandung. Evaluasi terhadap pencapaian SDGs di Desa Buahbatu menunjukkan bahwa masih ada indikator yang memerlukan perbaikan, terutama pada Goals 3 (Desa Sehat dan Sejahtera) dengan skor 61,81, Goals 4 (Pendidikan Desa Berkualitas) yang mendapatkan skor 39,95, dan Goals 18 (Kelembagaan Desa Dinamis dan Budaya Desa Adaptif) dengan skor 3,67. Penelitian ini bertujuan untuk merancang Enterprise Architecture untuk konsep Smart Village menggunakan framework TOGAF 9.2 dengan fokus pada dimensi Hidup Cerdas. Hasil penelitian ini berupa blueprint Enterprise Architecture yang akan menjadi pedoman strategis dalam mengatasi masalah pada layanan kesehatan, pendidikan, dan sosial budaya di Desa Buahbatu.

Abstract

The digital transformation of rural governance is critical to achieving Sustainable Development Goals (SDGs) and fostering community self-reliance. This study develops a comprehensive Enterprise Architecture (EA) framework tailored for smart rural communities using the TOGAF 9.2 methodology. The framework integrates business, data, application, and technology architectures to address inefficiencies, enhance transparency, and optimize governance processes in rural Indonesia. The research adopts the Design Science Research Methodology (DSRM) to ensure systematic artifact development and alignment with strategic goals. Key outcomes include improved administrative services, asset management, and community engagement, demonstrated through case studies involving systems such as SIMIDES, SISMANDES, and OpenSID. The proposed EA framework directly contributes to enhancing Village Development Index (IDM) scores, supporting SDGs like poverty alleviation, quality education, and reduced regional disparities. While the framework presents a scalable model for rural governance, challenges such as IT infrastructure limitations and stakeholder readiness remain. Future research should explore the integration of emerging technologies like IoT and AI to further enhance the model’s adaptability.

Abstract

Organizations must embrace emerging technology through Digital Transformation (DT) to remain competitive in the digital revolution era. While previous research has highlighted the critical role of DT strategy and architecture in driving DT success in large banks, these insights have not been thoroughly tested in small-scale banks. Small and medium-sized enterprise (SME) banks like BPR often encounter significant challenges in the DT journey, including limited infrastructure, reliance on outdated and poorly integrated systems, and slow technology adoption. These barriers hinder their ability to support the DT initiatives necessary for thriving in the digital age. This study aims to develop an enterprise architecture blueprint tailored to support DT in BPRACo, an SME-scale bank. The research follows a five-stage Design Science Research (DSR) methodology, encompassing problem explication, requirement specification, design and development, demonstration, and evaluation. Data were collected through semi-structured interviews, validated through document triangulation, and analyzed using the TOGAF 10 framework, covering phases from preliminary planning to migration. The resulting blueprint was integrated into BPRACo's DT Strategy for 2024-2026. This research enhances the understanding of enterprise architecture's role in DT within the context of SME banks. It offers practical guidance for BPRACo and similar institutions to implement prioritized enterprise architecture artifacts, facilitating a successful DT journey.

Abstract

Digital Transformation (DT) is a challenge for banks in Indonesia. Previous research has shown that IT strategy and architecture is one of the key governance mechanisms that play an important role in the success of DT in the Indonesian banking industry. However, this research has not been proven for the small-scale banking sector, in particular BPRCCo as an SME bank. Enterprise architecture (EA) is a method that can be used to align business and IT strategy. This research uses the Design Science Research (DSR) method, which includes problem explication, requirement specification, design and development, demonstration, and evaluation. Data was gathered through semi-structured interviews, validated using document triangulation, and analyzed using the TOGAF 10 framework, from the preliminary phase through technology architecture, producing blueprint for BPRCCo roadmap 2024-2026. This research contributes to the knowledge base of EA in DT for SMEs and guidance for BPRCCo and similar organizations in implementing prioritized artifacts for successful DT.

Abstract

The era of globalization is closely related to comprehensive technological developments in various fields. Digitalization in all sectors is undeniable, currently, digitalization is not only developing in cities, but several villages in Indonesia are starting to develop and build digital villages, known as smart villages. However, this has not developed optimally. Therefore, it is necessary to develop a smart village, especially in the health sector. In this study, a platform was designed that can be used to educate with the help of an application platform. The method used in this study was to conduct a survey with related parties and provide education on village programs to monitor the stunting of pregnant women and toddlers. In addition, the authors also held discussions to help the community. The hope of the educational platform related to stunting reduction is to support a national program to reduce stunting rates in Indonesia. Keywords: stunting; education platform; smart village
