Abstract

The environment is all forms that are around humans and can be an influence either directly or indirectly on human life. In order to realize waste management in accordance with applicable regulations, a waste bank program was created. One of the waste bank programs in Sidoarjo Regency is a waste bank in Larangan Village. One of the active waste banks in Larangan village is the “Anggrek” Garbage Bank which has received several award achievements. However, in its implementation the "Orchid" Waste Bank still has problems in the bureaucratic structure, there are still vacancies due to lack of human resources so that the management of dry and wet waste is still one-sided. This research was conducted with the aim of describing and analyzing the implementation of the "ANGGREK" Waste Bank Program in Larangan Village, Candi, Sidoarjo and knowing the supporting factors and obstacles. The research method used is descriptive qualitative method. The data obtained by interviews, field observations. Then the data is processed using qualitative analysis techniques where the data presented is not in the form of numbers, but in the form of words from the results of the data obtained (interviews, observations, and documentation) based on the Implementation of the "ANGGREK" Waste Bank Program in Larangan Village, Candi, Sidoarjo and then described and expanded. The results of the research on the Implementation of the "Orchid" Waste Bank Program in Larangan Village, Candi, Sidoarjo are that the bureaucratic structure of the "Orchid" waste bank program has the authority to carry out the weighing of the "Orchid" waste bank, the management carries out the authorities and responsibilities in accordance with applicable regulations. In terms of resources, there are still 4 people who are the administrators of the waste bank with 52 customers with limited human resources so that sometimes queues occur in the waste weighing process, while equipment resources have been provided at several points.

Abstract

The success of a village development is influenced by one of the roles of the Village Head, thus the role of the Village Head is very important for village development and to increase public awareness to take part in village development. The purpose of this study was to determine the role of the Village Head in development in Keret Village, Krembung District, Sidoarjo Regency. This study focuses on one role theory, namely stabilizers. The method used is qualitative descriptive data obtained through observation, documentation, interviews and using sources from books, journals, and policy documents. The results of this study state that the role of stabilizers in village development in Keret Village. It is still not optimal in terms of development, in terms of stabilizers, it is still trying to improve the development of stabilizers by providing guidance and training to the community so that they can manage and develop rural economic business activities.

Abstract

The Sidoarjo People’s Service System Innovation (SIPRAJA) is an innovation of the Sidoarjo Regency/City government. This study aims to analyze and describe the obstacles that occur in innovation in the Sidoarjo people service system (SIPRAJA) in Sidokerto Village, Buduran District, Sidoarjo Regency, namely yhe conditionof the community that is still difficult to adapt or keep up with increasingly shophisticated times and the internet network is lacking stable. This research uses systems innovation theory. The research method uses a qualitative descriptive approach using data collection techniques in the form of interviews, documentation, and observation. The results of this study indicate that the innovation of the Sidoarjo People’s Service System (SIPRAJA) in Sidokerto Village, Buduran District, Sidoarjo regency, nemly focusing on the innovation system providing convenience in mail management services effectively and efficiently.

Abstract

One form of e-government implementation carried out by the Office of Population and Civil Registration of Sidorjo Regency is by issuing the latest breakthrough in managing Population administration in the form of online services (PLAVON). The purpose of this study is to describe and implement e-government through online services (PLAVON) for dukcapil and to find out and describe the obstacles in implementing e-government through services via online (PLAVON) dukcapil. The type in this research is descriptive research through a qualitative approach.The implementation of e-government on legal infrastructure indicators uses guidelines through regulations from the Sidoarjo Regency Government. Second, institutional infrastructure, namely coordination with related parties at the Population and Civil Registration Office of Sidoarjo Regency. Third, human infrastructure, namely Pulungan Village government employees, they understand very well the use of online services (Plavon). Fourth, technological infrastructure, namely the existing facilities in Pulungan Village itself, is also good, there are facilities and infrastructure. While the obstacles in implementing e-government are the lack of socialization from the Pulungan Village Government, the internet network is less stable, and not all people can access the Plavon application, especially for the elderly or elderly.

Abstract

This scientific article presents a program designed to foster sustainable economic independence within Kemlagi Village, Indonesia, by harnessing the potential of small businesses. The program aims to motivate and engage the local community through effective communication schemes and empowerment initiatives, maximizing the village's resources and potential. By focusing on the branding of local honey products, the program enhances the value and marketability of these products while promoting the understanding of the significance of branding among the villagers. The training method involves short sessions covering branding strategies and media utilization, followed by interactive Q&A and discussions. The results highlight increased knowledge and skills in branding, paving the way for the village to transform into a sought-after Honey Tourism Village. The implications of this study shed light on how local communities can achieve economic sustainability through targeted empowerment programs and brand development. Highlights: Engaging Rural Communities: The program aims to motivate and involve local residents directly in maximizing their village's potential by harnessing the power of branding for local products. Enhancing Marketability: Through targeted training sessions, the program seeks to equip villagers with the knowledge and skills needed to elevate the value and market appeal of their local honey products. Abstract

This study investigates the government's role in improving literacy rates in Sidoarjo, Indonesia, where reading interest is the lowest in ASEAN. Using a descriptive qualitative method, interviews with library officials revealed that innovative programs and digital media are key to enhancing public engagement. The research highlights the Sidoarjo government's implementation of smart city applications and digital resources to support education and public services. Results indicate that practical information and effective use of digital tools are essential for increasing literacy. This study underscores the importance of government initiatives in addressing literacy challenges and improving educational outcomes. Highlights: Government Initiatives: Smart city applications and digital tools boost literacy in Sidoarjo. Low Literacy Rates: Indonesia's lowest reading interest in ASEAN needs urgent intervention. Abstract

General Background: Village-Owned Enterprises (BUMDes) are essential for enhancing local economies through agricultural initiatives. Specific Background: In Krembung Village, Sidoarjo Regency, a banana planting program has been implemented to improve productivity and income. Knowledge Gap: However, challenges like high seedling mortality and inadequate practices hinder success. Aims: This study analyzes BUMDes strategies in executing the banana program, focusing on community involvement and resource management. Results: While strength and progress indicators are optimal, the value aspect is suboptimal due to significant seedling losses. Community support for banana cultivation has been strong. Novelty: The research highlights practical challenges and strategic approaches in managing BUMDes agricultural programs. Implications: Findings emphasize the need for better resource allocation and community engagement to enhance agricultural initiatives, providing insights for improving BUMDes operations and promoting sustainable rural development. Abstract

Specific Background:This study investigates the contributions of BUMDes Subur Makmur in Dukuhsari Village, Jabon District, to increasing Original Village Income (PADes). Aims:This research aims to analyze the roles of BUMDes Subur Makmur as a facilitator, mediator, and motivator in enhancing PADes. Results:Findings reveal that BUMDes Subur Makmur effectively facilitates access to capital through savings and loans, mediates essential services like PPOB, and motivates community participation in waste management through its integrated program (TPST). Novelty: This study contributes to the literature by detailing the multidimensional roles of BUMDes in rural development. Abstract

General Background: Community participation in infrastructure development planning is crucial for ensuring sustainable growth and addressing local needs. Specific Background: In Wedoroklurak Village, Candi District, Sidoarjo Regency, low levels of community engagement in planning processes have raised concerns among local authorities and scholars. Knowledge Gap: While existing literature emphasizes the importance of community involvement, there is limited research focusing on the specific factors influencing participation in rural Indonesian contexts, particularly in relation to leadership, communication, and education. Aims: This study aims to analyze the factors affecting community participation in infrastructure development planning in Wedoroklurak Village, employing a qualitative descriptive approach. Results: Data were collected through interviews, observations, and documentation from key informants, including the Village Head, village secretary, and community leaders. The findings reveal three primary factors influencing low participation: (1) effective leadership by the Village Head, characterized by openness and authenticity; (2) robust communication between the village government and the community, facilitating a platform for dialogue; and (3) the educational background of residents, which impacts their understanding of development processes. Novelty: This research highlights the interplay between these factors, contributing to the understanding of community dynamics in rural Indonesia. Implications: The results underscore the need for enhancing educational initiatives and fostering transparent communication strategies to boost community participation in development planning. By addressing these aspects, local governments can improve engagement, leading to more effective and sustainable infrastructure projects that meet the needs of the community. Abstract

The general background the empowerment of farmers is crucial for improving their welfare and ensuring sustainable agricultural development. Specific background This study focuses on the role of Farmer Group Associations (GAPOKTAN) in Dukuhsari Village as a platform for farmer empowerment. Knowledge gap Despite the recognized importance of farmer groups in community development, there is limited understanding of how these associations function to enhance farmers' welfare in specific contexts. Aims the research aims to analyze and describe the effectiveness of GAPOKTAN in empowering farmers within Dukuhsari Village. Results the findings indicate that GAPOKTAN has successfully facilitated the fulfillment of farmers' basic needs, improved access to resources, and fostered critical awareness among farmers. Participation of farmers in group activities has been instrumental in enhancing their involvement in agricultural management and empowerment processes. Novelty this study contributes to the existing literature by providing empirical evidence on the operational mechanisms of GAPOKTAN in a local context, highlighting its multifaceted role in promoting welfare among farmers. Implications the results suggest that strengthening GAPOKTAN and similar associations can lead to more effective agricultural policies and community development initiatives, ultimately contributing to better living standards for farmers and sustainable agricultural practices.
