Abstract

Objective: This study aims to analyze the effectiveness level of electronic-based village financial administration management in the implementation of the Si Manis application in Karangrejo Village. With a focus on village development financial management. This study also aims to evaluate the use of the Si Manis application in Karangrejo Village on the quality or impact provided by the Si Manis Application to the Karangrejo Village Government. Method: The research approach used in this study is qualitative research with a descriptive approach. The focus of this study is the effectiveness of financial administration management in the Si Manis Village Application in Karangrejo Village, based on the theory of effectiveness according to Champbell (1989) to measure the success of a program's effectiveness, which contains variables of program success, program target accuracy, program goal achievement, and program monitoring. Results: The results of this study indicate that the use of the Si Manis application in Karangrejo Village has succeeded in increasing the effectiveness of recording financial reports for Karangrejo Village Development. And the results of this study are in line and in accordance with the theory according to Champbell (1989) which contains 4 indicators in determining the level of effectiveness of a program. Novelty: This study provides a new and significant contribution to valid data results because it uses new data and sources. This research also presents novelties by specifically examining the effectiveness of the Si Manis application in Karangrejo Village. It also provides recommendations based on local data that can serve as a reference for developing electronic-based village financial administration management policies in other regions.

Abstract

Objective: This study aims to describe and analyze the implementation of e-government in village asset management through the Village Asset Management System (SIPADES) application in Sumokali Village, Candi District, Sidoarjo Regency.  The main objective of this study is to evaluate the extent to which the SIPADES application supports effectiveness, efficiency, and transparency in village asset management. Method: This study uses a qualitative method with a descriptive approach. Data is collected through interviews, observations, and documentation from relevant parties, as well as the collection of supporting documents. Results: The results of the study show that in the organizational aspect, the organizational structure in the village has been formed but human resources are still limited. In terms of interpretation, operators' understanding of the application is still low due to the lack of socialization from related agencies. Meanwhile, in the application aspect, even though the initial SOPs and training are available, the implementation of the SIPADES application still faces technical obstacles such as system disruptions and errors during working hours, which cause operators to have to work outside of working hours. Novelty: This research makes a new contribution by revealing the specifics of the obstacles to the implementation of SIPADES at the village level through the implementation theory approach of Charles O. Jones. Focusing on the local context of Sumokali Village provides a real picture of the challenges and opportunities in the implementation of application-based e-government in rural areas.

Abstract

Objective: This study aims to analyze the implementation of the E-Buddy application in digital official letter management in Keboguyang Village, Jabon District, with a focus on its effectiveness, encountered obstacles, and the role of village officials. Method: A qualitative descriptive approach was employed, with data collected through interviews, observations, and document analysis. The research applied George C. Edward III’s policy implementation theory—covering communication, resources, disposition, and bureaucratic structure—and utilized Miles & Huberman’s model for data analysis, including data reduction, presentation, and conclusion drawing. Results: Findings indicate that the E-Buddy application has positively influenced administrative efficiency by accelerating processes, enhancing organization, and promoting transparency. Training programs significantly improved officials’ technical understanding, while the application facilitated smoother and more structured administrative workflows. Novelty: A unique contribution of this study lies in the participatory knowledge dissemination observed, where village officials proactively shared insights from technical guidance with peers, independent of formal training. This grassroots initiative highlights an overlooked dimension of community-driven capacity building in digital governance, offering valuable insights for broader e-government implementation in rural contexts.

Abstract

Objective: This study aims to evaluate the effectiveness of the E-Buddy application in accelerating administrative services and strengthening digital governance in Wonoayu Village. Method: A descriptive qualitative approach was adopted, with data collected through interviews, observations, and documentation to provide an in-depth understanding of the application’s implementation. Results: The findings reveal that E-Buddy has successfully improved the efficiency of correspondence delivery and record management, thereby enhancing the productivity of village officials and contributing to more transparent administrative practices. However, the utilization of available features remains suboptimal due to limited adaptability among users and technical disruptions during system updates, which constrain its full potential. Novelty: This study highlights the dual role of E-Buddy as both an enabler of administrative modernization and a reflection of the challenges inherent in digital transformation at the village level. The novelty lies in uncovering the gap between system design and practical use, emphasizing the need for continuous training, user adaptation, and technical reinforcement to fully optimize digital administrative tools in rural governance.

Abstract

Objective: This study aims to analyze the obstacles faced by BUMDes Kebonagung in providing Motor Vehicle Tax (PKB) and Land and Building Tax (PBB) payment services through the JConnect SiPandai application developed by Bank Jatim, with a focus on system quality, information quality, and user satisfaction. Method: A qualitative case study was conducted from January to March 2025 using in-depth interviews with the BUMDes Director, direct observations, and analysis based on the DeLone & McLean information system success model. Results: The findings indicate that the system quality still encounters technical challenges, including login failures during peak hours, limited integration with external parties, and exclusive smartphone-based access. Nevertheless, the information quality was perceived as accurate, relevant, and real-time, thereby supporting tax management. Although user satisfaction decreased due to technical barriers, the active role of BUMDes as facilitators helped maintain service accessibility. Novelty: This study contributes new insights into village-based digital tax services by highlighting the critical interplay between system reliability, information quality, and institutional support, an area that has rarely been examined in prior research on local-level digital governance.

Abstract

Objective: This study aims to analyze the Implementation of Village Information System (SID) in improving Public Information Disclosure in Kendalpecabean Village, Candi District, Sidoarjo Regency. Method: This study uses a descriptive qualitative approach with data collection techniques through observation, interviews and documentation.  Results:  The results of the study show that SID contributes significantly in improving transparency, public services and efficiency of village administration. However, there are still several obstacles such as limited human resources who do not fully understand technology, and the preparation of standard operating procedures (SOPs) is not optimal. Policy implementation is analyzed using the theory of Erward III which includes indicators of communication, resources, disposition and bureaucratic structure. Novelty: The findings of the study show that although the infrastructure and commitment of the implementers have been supportive, training, the preparation of SOPs and efforts to increase public trust in SID still need to be improved. This research emphasizes the importance of strengthening capacity and support from local governments so that the implementation of SID is more optimal in village governance.

Abstract

Objective: This research aims to describe the public value of the implementation of the E-PAKLADI application in supporting the implementation of e-governance in Beji Village, Pasuruan Regency. The research background is based on the need to improve the efficiency, transparency, and accountability of population administration services through digital innovation at the village level. Method: The research was conducted using a descriptive qualitative method using the purposive sampling technique of relevant informants, and data collection was obtained through observation, interviews, and documentation analyzed using the Miles & Huberman mode approach. Results: Based on the results of the research, it was obtained that first, from the aspect of legitimacy and support, the E-PAKLADI program has a strong legal basis and infrastructure support from the village government. Second, from the aspect of operational capabilities, this application is effective in facilitating access to services and increasing transparency, although there are still obstacles such as network disruptions and application maintenance. Third, from the aspect of substantial value, E-PAKLADI is able to improve administrative efficiency, strengthen community participation, and minimize administrative errors through digitalization. Novelty: The novelty of this research lies in the comprehensive analysis of the application of the public value framework of O'Flynn  in the context of villages, which shows that the success of digital innovation is not limited to the use of technology alone, but also to legitimacy, resource support, and community acceptance.

Abstract

Objective:  This study aims to identify strategies that can be implemented by the village government to maximize the utilization of the Prodeskel application technology. Method: This research is a descriptive qualitatvive study. The informant in this study is the Secretary of Keper Village. Data collection techniques were carried out through interviews, observation, and documentation. The focus of this research is the optimization of village potential through the utilization of the Prodeskel application technology using three indicators: goals, decision alternatives, and limited resource. The data analysis by Miles & Huberman. Results: The optimization of the Prodeskel application in Keper Village demonstrates clear objectives in improving the digital data system, transparency, and the development of village potential, particulary in the agricultural sectors of rice and melon. The chosen alternative strategy, namely training, has not been implemented consistently, with a significant time gap since 2022-2023, thus requiring evaluation and strategic adjustments. Despite limited resources in terms of human resources, time, and constantly changing regulatrions, the village government has shown organizational resilience by continuing to optimize the use of Prodeskel in accordance with the local context and capacity. Novelty: The study highlights the resilience and adaptive capacity of a village government in optimizing digital application technology (Prodeskel) for local development, particularly under constraints of limited resources and evolving regulations, which has not been extensively documented in prior research.

Abstract

Objective: This study aims to explain the implementation of the Palapa One Data Portal as an e-government-based public service innovation in Mojokerto Regency and how the portal realizes public value. This portal was developed to make it easier for the public to access data sourced from various local government agencies in a transparent and integrated manner. Method:. The method used is qualitative descriptive with data collection techniques through interviews and document analysis. The research informants included village apparatus and the community using the portal, while the analysis was conducted using the Public Value Strategic Triangle framework by Mark Moore and the Public Value Scorecard by Gomez & Meynhardt. Novelty; This research presents a novelty because it analyzes the implementation of the Palapa One Data Portal in Mojokerto Regency with a Public Value perspective, using Mark Moore's theory and  Gomez & Meynhardt's Public Value Scorecard. This study differs from previous studies that have generally focused on large cities or the technical aspects of e-government, as it emphasizes on how regional data portals can create public value across aspects (economic, social, political, educational, and ecological) as well as operational challenges in data updates.

Abstract

Objective: The purpose of this study is to analyze the factors that contribute to or hinder efforts to improve the quality of public services, especially in the service of issuing heirs' letters through the Si Superlaris program at the Tulangan Village Office, Tulangan District, Sidoarjo Regency. Improving service quality is closely related to human resource development and the application of service quality dimensions. Methods: This study uses a qualitative descriptive approach, and the five main dimensions are physical evidence, reliability, responsiveness, assurance, and empathy. Data is collected through thorough interviews, observations, and documentation with key informants such as implementing devices. Results: The results of the study show that these five dimensions have a positive impact on service quality, although there are obstacles in the form of limited human resources, time constraints, and lack of public awareness in preparing required documents. These obstacles do not reduce the effectiveness of the Si Superlaris program which is able to increase service efficiency and public trust. Novelty: The novelty of this research lies in the analysis of the implementation of the Si Superlaris program at the village level as a website-based heir's letter administration service. The integration of the SERVQUAL dimension in the context of village government shows that the principle of service quality can be applied effectively to local administrative services and become a model for other community service innovations.
