Abstract

This study aims to examine the effectiveness of local taxes in Bojonegoro Regency in increasing local revenue. The data shows that the effectiveness of local taxes consistently exceeds 100%, indicating a very high level of effectiveness. The growth of local tax realization in real terms also shows a positive trend. Results and discussion include analysis of local tax effectiveness based on actual local tax data, comparison with previous research, research limitations, and deductive arguments. The conclusion contains a summary of the results and discussions that refers to the research objectives and suggestions for further research. In addition, this study presents a collection of academic journal articles focusing on consumer satisfaction, purchase decisions, and the impact of corporate brand symbolism on consumer satisfaction and loyalty. The article also includes tables with factor loadings for various measurement items relating to empathy, delivery service, reliability, brand image, product quality, price satisfaction, food quality, promotion satisfaction, and consumer hospitality. The research methodology uses quantitative methods with a descriptive approach, analyzing data from 2015 to 2019. Local tax effectiveness is calculated using a specific formula. This article aims to provide a deeper understanding of the impact of local taxes on local revenue and contribute to the literature on local tax effectiveness, particularly in the context of Bojonegoro Regency. Overall, this research offers insights into local tax effectiveness, its implications for local revenue, and broader implications for consumer satisfaction and loyalty in the context of corporate branding.

Abstract

This research aims to explore the implementation of Thematic Bureaucratic Reform, especially in the context of improving the social welfare database system in Malang City. Thematic Bureaucratic Reform is known as an approach that focuses changes and improvements to a particular sector in an effort to improve the quality of public services. Social welfare is an important aspect of development policy, and an efficient and integrated database system is the basis for supporting the planning and implementation of welfare programs. This research will analyze the challenges, potential and impact of implementing Thematic Bureaucratic Reform on improving the social welfare database system at the regional level, with a focus on Malang City. This research methodology uses qualitative data which includes analysis of policy documents and related Malang city government report documents. It is hoped that the findings of this research will provide in-depth insight into the role of database systems in supporting the effectiveness of Thematic Bureaucratic Reform, as well as potential improvements that can be implemented at the regional level. The research results show that bureaucratic reform in data base governance has been carried out with the SiBANSOS innovation. The existence of this managed system will facilitate regular data collection which can be carried out by related parties. It is hoped that this research can provide practical and strategic recommendations for strengthening the social welfare database system in Malang City, with the aim of increasing bureaucratic efficiency, increasing information accessibility, and ultimately, strengthening government efforts to improve community welfare as a whole.

Abstract

In Balongpanggang District, Gresik Regency, there is a presto milkfish business which is run directly by Mrs. Suliana. Bu Suliana's presto milkfish is famous for its cheap, five-star taste in the Balongpanggang District area, so Bu Suliana's presto milkfish is in our spotlight as a community empowerment program team at Wijaya Putra University. We see the importance of promoting food products typical of Gresik Regency with additional innovation in delivery and packaging to make them more attractive and increase selling value. The problems experienced by Mrs. Sulianah's pressure milkfish business are limited capital, the milkfish cooler is still in the same place as the vegetables and fruit and she only has one milkfish pressure cooker. So it cannot produce presto milkfish in large quantities. Apart from that, there is a lack of optimizing business opportunities through social media and marketplaces as well as simple business management. In fact, in terms of selling capital and production equipment, it is the most important thing in the business development process. Optimizing marketing and financial management is also no less important so that the business can survive for the future. The assistance solution we offer for business development is providing business development. The method we implement is first, procurement of production support equipment units, in this case cooling machines and pressure cookers as well as vacuum sealer machines for packaging. Second, holding training and direct promotion practice. Third, regular monitoring of sales. We hope that Sulianah's presto milkfish business can develop well, so that it can support the economy of fishermen producing milkfish in Gresik. The outcomes of this PPM program are participating in the proceedings of the PKM CSR conference so that this PPM proposal is published widely so as to provide additional knowledge benefits for society. Apart from that, Ms. Suliah's PPM Milkfish Presto will also be published in online mass media under the media name INews.id.

Abstract

Women's representation in legislative institutions is an important indicator in measuring political progress and gender development in a region. This study focuses on the development of women's representation in the legislative institution of Tuban Regency, as well as the political dynamics that influence the process. The main objectives of this study are to analyze changes in the quantity and quality of women's representation in legislative institutions and to identify factors that support and hinder women's political participation. Using a mixed approach, data were collected through in-depth interviews, surveys, and document analysis. The results show that although there has been an increase in the number of women elected, they still face challenges in actively participating and influencing policy. Local political culture factors, party support, and political education were found to have significant influences on women's success in politics. This study suggests the need for systematic efforts to overcome these obstacles and strengthen support for women, to achieve better gender equality in legislative institutions. These findings have important implications for policymakers, political parties, and the community in formulating more effective strategies to encourage women's political representation.

Abstract

Even though it has great fishery potential, in fact the coastal area is very synonymous with poverty, and Tuban Regency is no exception. One of the government's policies in dealing with poverty in coastal areas is the construction of the Tuban Fish Plaza (PIT). PIT is a place for buying and selling and auctioning fishery products, be it fresh fish, smoked fish and other processed fish on a small, medium and large scale that is built in a modern way and rented out free of charge. However, this policy has not had a significant impact on the income of traders. The purpose of this study was to determine the impact of PIT development policies in increasing the income of coastal communities in Tuban Regency. This research uses Literature Review research with secondary data analysis. The results showed that a number of fish traders who previously traded on the roadside and sidewalks experienced a decrease in income after selling at PIT. Apart from the impact of the Covid-19 pandemic, this relocation policy is also considered to keep traders away from buyers. On the other hand, the absence of standardization of prices determined by the government has resulted in unfair price competition by a number of traders. From these findings, it can be said that this development policy has not been optimal due to the absence of an adequate governance system to regulate adequate management and business processes.

Abstract

Village digitalization is urgent in achieving sustainable development, especially in realizing the concept of smart village. Smart village is designed as an effort to develop the village’s potential and resources through the application of digital technology in various aspects of governance. This study discusses the implementation of the smart village concept in Kepatihan Village, Menganti District, Gresik Regency, with a focus on the dimensions of smart government, smart economy, smart society, and smart infrastructure. The research used a qualitative approach method with interviews, observations, and documentation studies to obtain comprehensive data related to the information and communication technology used in the governance of Kepatihan Village. The results of the study show that Kepatihan Village has adopted various digital innovations, such as the use of the Premium Village Information System (SID) and collaboration with the Gresik Regency Communication and Informatics Agency in managing the village website. In addition, digital technology is also utilized to support local economic growth through a digital-based micro, small, and medium enterprises marketing platform. However, obstacles in the continuity of technological features training and optimization are still challenges in realizing a more effective and sustainable smart village. The conclusion of this study confirms that although digitalization steps have been implemented, it is necessary to increase human resource capacity through continuous training and strengthening the synergy between the government, community, and private sector to accelerate digital transformation of the village. With the right strategy, Kepatihan Village can continue to develop as an independent, innovative, and highly competitive village in the context of sustainable development.

Abstract

Digital transformation in the public sector is a strategic step to improve public service efficiency, transparency, and quality. However, the success of this transformation is highly dependent on the level of digital literacy of government officials as implementers of digital policies and programs. This study aims to analyze the digital literacy of government officials in Kepatihan Village, Menganti Subdistrict, Gresik Regency, in the context of public sector digital transformation. The research method used is descriptive qualitative with a case study approach. Data were collected through in-depth interviews, observation, and analysis of related documents. The research participants consisted of government officials from Kepatihan Village who were directly involved in implementing digital technology in public services. The results showed that the level of digital literacy of Kepatihan Village government officials varied, with most officials demonstrating a basic understanding of digital technology, but still limited in advanced technical capabilities and practical applications. Factors such as age, education, and work experience influence this level of digital literacy. In addition, the study found infrastructure constraints and technical support that still need to be improved to smooth the digital transformation process. This research provides recommendations to improve the digital literacy of government officials through continuous training and mentoring, as well as strengthening information technology infrastructure. Thus, it is expected that the digital transformation of the public sector in Kepatihan Village can run more effectively and provide maximum benefits to the community.

Abstract

Inclusive education ensures equal access to education for persons with disabilities. This study examines the implementation of inclusive basic education policies in Malang City and the challenges in mainstreaming disability rights. Despite the government's commitment through Law No. 8/2016 and PP No. 13/2020, disparities persist. Of 285 primary schools, only 95 offer inclusive education, with many lacking disability-friendly facilities. Using a descriptive qualitative approach and secondary data analysis, findings reveal key challenges: limited trained teachers, inadequate support staff, and insufficient infrastructure. The study highlights the need for enhanced teacher training, expanded inclusive schools, and improved facilities to ensure equitable education access.

Abstract

Penelitian ini bertujuan untuk mengevaluasi tingkat akuntabilitas dalam pelayanan publik melalui implementasi Surabaya Single Window (SSW), sebuah sistem perizinan daring yang dikembangkan oleh Pemerintah Kota Surabaya. Dengan pendekatan kualitatif deskriptif, data dikumpulkan melalui studi literatur terhadap buku, jurnal, laporan, dan berita yang relevan. Analisis difokuskan pada aspek transparansi, efisiensi, dan efektivitas layanan perizinan yang disediakan oleh SSW. Hasil penelitian menunjukkan bahwa SSW telah berhasil meningkatkan efisiensi dan efektivitas dalam proses perizinan, serta meningkatkan transparansi dan akuntabilitas pelayanan publik. Fitur-fitur seperti audit trail, sistem keamanan berbasis reCAPTCHA dan password, serta penyediaan pedoman perizinan yang lengkap mendukung terciptanya pelayanan yang akuntabel. Namun, masih terdapat beberapa aspek yang perlu diperbaiki, seperti transparansi dalam proses penerbitan Surat Keputusan (SK) perizinan dan ketiadaan fitur peringatan untuk backup data. Dengan melakukan perbaikan pada aspek-aspek tersebut, diharapkan SSW dapat memberikan layanan perizinan yang lebih efisien, transparan, dan responsif terhadap kebutuhan masyarakat, serta memperkuat akuntabilitas dalam pelayanan publik di Kota Surabaya.
