Abstract

Inclusive education ensures equal access to education for persons with disabilities. This study examines the implementation of inclusive basic education policies in Malang City and the challenges in mainstreaming disability rights. Despite the government's commitment through Law No. 8/2016 and PP No. 13/2020, disparities persist. Of 285 primary schools, only 95 offer inclusive education, with many lacking disability-friendly facilities. Using a descriptive qualitative approach and secondary data analysis, findings reveal key challenges: limited trained teachers, inadequate support staff, and insufficient infrastructure. The study highlights the need for enhanced teacher training, expanded inclusive schools, and improved facilities to ensure equitable education access.

Abstract

Penelitian ini bertujuan untuk mengevaluasi tingkat akuntabilitas dalam pelayanan publik melalui implementasi Surabaya Single Window (SSW), sebuah sistem perizinan daring yang dikembangkan oleh Pemerintah Kota Surabaya. Dengan pendekatan kualitatif deskriptif, data dikumpulkan melalui studi literatur terhadap buku, jurnal, laporan, dan berita yang relevan. Analisis difokuskan pada aspek transparansi, efisiensi, dan efektivitas layanan perizinan yang disediakan oleh SSW. Hasil penelitian menunjukkan bahwa SSW telah berhasil meningkatkan efisiensi dan efektivitas dalam proses perizinan, serta meningkatkan transparansi dan akuntabilitas pelayanan publik. Fitur-fitur seperti audit trail, sistem keamanan berbasis reCAPTCHA dan password, serta penyediaan pedoman perizinan yang lengkap mendukung terciptanya pelayanan yang akuntabel. Namun, masih terdapat beberapa aspek yang perlu diperbaiki, seperti transparansi dalam proses penerbitan Surat Keputusan (SK) perizinan dan ketiadaan fitur peringatan untuk backup data. Dengan melakukan perbaikan pada aspek-aspek tersebut, diharapkan SSW dapat memberikan layanan perizinan yang lebih efisien, transparan, dan responsif terhadap kebutuhan masyarakat, serta memperkuat akuntabilitas dalam pelayanan publik di Kota Surabaya.

Abstract

This community service aimed to improve the financial performance of MSMEs, particularly Warkop Teras Sepande Candi in Sidoarjo, through training in financial reporting using the Accurate Online application. Using the Asset-Based Community Development (ABCD) approach, the program focused on applying technology to enhance business efficiency. The use of Accurate Online significantly reduced the time needed for preparing financial reports, allowing business owners to focus more on growth strategies. It also improved report accuracy by minimizing manual errors and increased transparency to meet regulatory standards, strengthening trust with banks and auditors. The training helped MSMEs understand and utilize the application, fostering a more tech-savvy and adaptive work culture. The results not only benefited Warkop Teras Sepande but also provided a practical model for other MSMEs in managing financial records with technology. This initiative is expected to inspire broader adoption of digital tools to boost MSME competitiveness and business sustainability.

Abstract

A number of social safety net programs have been provided to the community, one of which is through BLT-DD. BLT-DD is a new type of social assistance where the village government is given the authority to manage the technical implementation in each village by involving stakeholders to be able to implement this policy with full responsibility. This authority was given as the government's final step to be able to capture poor and vulnerable people who have not been touched by any social assistance, either from the central or regional government in Tuban Regency. In implementing the Village Fund BLT policy, it is necessary to have a monitoring system from upstream to downstream to ensure that the assistance provided is appropriate and on target. This research aims to determine participatory supervision in the implementation of BLT-DD in Tuban Regency. This research uses qualitative research methods with descriptive research type. Policy implementation is carried out by referring to government laws and regulations, both from Village Ministerial Decree No. 6 of 2020 to Tuban Regent's SE Number 140/2112 /414.106/2020 including activities for forming data collection teams, data collection mechanisms, setting targets, methods and mechanisms distribution, and monitoring and evaluation. In collaborative supervision, a coordination system has been implemented between the Inspectorate, PMD Service, Social Service and Village Government and BPD. This confirms the government's commitment to ensuring that social assistance is provided in an appropriate and targeted manner to poor and vulnerable communities at the village level.

Abstract

Empowering people with disabilities through inclusive entrepreneurship is a strategic issue in building an equitable and competitive society. This research was conducted to analyze the role of young sociopreneurs in supporting inclusive entrepreneurship through collaborative business incubation programs in Malang City. The role of young sociopreneurs is considered crucial in overcoming socio-economic challenges faced by people with disabilities, particularly in accessing economic opportunities and achieving social integration. Unlike previous studies that mainly focused on general empowerment models or government-led initiatives, this research highlights the innovative contribution of young sociopreneurs as active facilitators in bridging resources, skills training, and business assistance. By employing a qualitative approach with in-depth interviews, observations, and documentation, this study involved sociopreneurs, government representatives, and beneficiaries with disabilities. The findings show that multi-stakeholder collaboration is the key to the success of business incubation programs. Young sociopreneurs not only foster economic independence but also enhance public awareness of the importance of social inclusion. This study contributes new insights by demonstrating how youth-driven sociopreneurship can be institutionalized into local development policies and ecosystem building. The results emphasize the potential of sustainable empowerment models that integrate social and economic inclusion of people with disabilities effectively into community-based development.

Abstract

Korupsi di tingkat pemerintahan desa merupakan tantangan serius yang dapat menghambat pembangunan dan merusak kepercayaan masyarakat. Penelitian ini bertujuan untuk menganalisis penerapan network governance sebagai strategi preventif untuk mencegah tindakan korupsi di tingkat pemerintahan desa. Pendekatan network governance menekankan kolaborasi antar pemangku kepentingan, termasuk pemerintah desa, masyarakat, organisasi non-pemerintah, dan stakeholder lain, dalam menciptakan sistem pengawasan yang transparan, akuntabel, dan partisipatif. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik analisis data sekunder. Data diperoleh melalui observasi dan dielaborasikan dengan data sekunder terkait. Hasil penelitian menunjukkan bahwa keberhasilan network governance dipengaruhi oleh empat dimensi utama: kontak antar aktor, tingkat kepercayaan, pertukaran informasi, dan pemanfaatan sumber daya bersama. Dengan memperkuat sinergi di antara pemangku kepentingan, risiko korupsi dapat diminimalkan melalui pengawasan yang lebih efektif dan pelibatan masyarakat dalam pengambilan keputusan. Penelitian ini merekomendasikan penguatan kapasitas pemerintah desa dalam mengelola jaringan kerja sama, penerapan teknologi informasi untuk meningkatkan transparansi, serta pengembangan budaya malu dan rasa tanggung jawab di kalangan aparatur pemerintahan desa. Implementasi network governance diharapkan menjadi pendekatan holistik yang mampu mendorong tata kelola desa yang bersih dan bebas korupsi.

Abstract

One of the strategies for dealing with health problems is the Desa siaga Program. Desa siaga is a village whose population has the resources and ability to prevent and overcome health problems, disasters, and health emergencies with independently. The effectiveness of health services is important in providing good services for the community. This study aims to determine the effectiveness of the Desa siaga Program in Karangtinoto Village Community Health Services and to determine the supporting and inhibiting factors in the implementation of the active Desa siaga Program in Karangtinoto Village. The results of the study have shown that the active Desa siaga has been running well in health services in Karangtinoto Village. This can be seen from the clarity of goals and objectives, the socialization of the program, the availability of adequate infrastructure, and the existence of internal and external supervision in its implementation. The inhibiting factors of this program are limited funds for developing the Desa siaga Program and the absence of cooperation with other parties in the success of the program. For this reason, the suggestions that researchers give are to increase the budget for the Desa siaga, need to build partnerships/cooperation with third parties, and need to provide training to Desa siaga’s officers.

Abstract

Pelatihan Administrasi Keuangan dan Kesekretariatan bagi Generasi Z adalah langkah penting untuk mempersiapkan mahasiswa dalam organisasi kemahasiswaan dan kontribusi pembangunan masyarakat. Melalui metode ceramah dan pendekatan andragogi, pelatihan dilaksanakan di Villa Cahaya Claket dengan hasil yang menunjukkan peningkatan signifikan dalam pemahaman, keterampilan, dan kepercayaan diri peserta. Pelatihan ini juga berhasil membangun jaringan sosial yang kuat di antara peserta, dosen, dan praktisi yang terlibat. Saran untuk pengembangan program berkelanjutan, diversifikasi metode pembelajaran, dan pengukuran teratur diharapkan meningkatkan efektivitas dan dampak positif pelatihan pada Generasi Z. Kesimpulannya, investasi dalam pengembangan keterampilan administratif bagi mahasiswa penting untuk membangun generasi siap menghadapi tantangan masa depan. Financial Administration and Secretarial Training for Generation Z is an important step to prepare students to participate in student organizations and contribute to community development. Through lecture methods and an andragogy approach, training was carried out at Villa Cahaya Claket with results showing significant improvements in participants' understanding, skills, and self-confidence. This training was also successful in building a strong social network among the participants, lecturers, and practitioners involved. Suggestions for sustainable program development, diversification of learning methods, and regular measurement are expected to increase the effectiveness and positive impact of training on Generation Z. In conclusion, investment in developing administrative skills for students is important to build a generation ready to face future challenges.

Abstract

Penelitian ini bertujuan untuk mengkaji aspek implementasi kebijakan pendidikan dasar inklusif bagi penyandang disabilitas di Kota Malang. Fokus kajian diarahkan pada tiga dimensi utama, yaitu ketersediaan sumber daya manusia, kecukupan infrastruktur, dan dukungan kebijakan operasional di tingkat sekolah. Permasalahan utama dalam penelitian ini adalah bagaimana kebijakan pendidikan inklusif yang telah dicanangkan sejak tahun 2012 di Kota Malang dijalankan dalam praktik, serta tantangan-tantangan yang muncul dalam upaya mewujudkan layanan pendidikan yang setara bagi anak penyandang disabilitas. Meskipun regulasi nasional melalui Undang-Undang No. 8 Tahun 2016 dan Peraturan Pemerintah No. 13 Tahun 2020 telah memberikan landasan hukum yang kuat, kenyataannya baru 95 dari 285 sekolah dasar di Kota Malang yang menyelenggarakan pendidikan inklusif. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan analisis data sekunder dari berbagai sumber. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan masih menghadapi hambatan signifikan, terutama kurangnya guru pendamping khusus, keterbatasan pelatihan, serta infrastruktur yang belum ramah disabilitas. Diperlukan langkah-langkah strategis seperti peningkatan kapasitas guru, penguatan kebijakan di tingkat sekolah, dan perbaikan sarana untuk memastikan akses pendidikan yang inklusif dan berkeadilan.

Abstract

The essence of bureaucratic reform is the demand for very fundamental changes to the government bureaucratic structure which has so far been seen as having many internal problems within it. Bureaucratic reform aims to build organizations that are agile and oriented towards public services with a focus on improving bureaucratic institutions. Bureaucratic reform by all regional apparatus including the Regional Planning, Research and Development Agency (BAPPELITBANGDA) of Pasuruan Regency indicates that regional apparatus are obliged to prepare organizational institutions appropriately, both in terms of size, main tasks, and functions and also appropriate for use. One of the Pasuruan Regency government's efforts in institutional reform is to change the nomenclature of Regency Regional Apparatus from BAPPELITBANGDA to Regional Research and Innovation Agency (BAPPERIDA). The type of research used by researchers is descriptive research with a qualitative approach. The data sources used are secondary data and the data analysis techniques used are interactive analysis techniques. The research results show that BAPPELITBANGDA Pasuruan Regency has combined elements of planning, research, and development by following the latest nomenclature. This change impacts the main tasks and functions of BAPPELITBANGDA which does not focus on development planning alone. Still, research and development is one of its main tasks and functions, even though research and development is not yet running optimally. With changes in size and function in the context of rightsizing, it can provide a more appropriate bureaucratic structure, so that the Rightsizing Organization structure can have the right function and size so that it can improve organizational performance.
