Abstract

Purpose of the Study: This study aims to examine the influence of job satisfaction and organizational culture on improving service quality at the Investment and One-Stop Integrated Service Office of Central Maluku Regency. The focus is to determine which internal factors significantly drive better public service quality. Methodology: The study applies a quantitative approach using a survey method. Data were collected with structured questionnaires from 38 employees for the independent variables and 100 service users for service quality. Multiple regression analysis and hypothesis testing were performed using SPSS software to evaluate variable relationships. Main Findings: The results show that all independent variables collectively have a significant effect on service quality. However, partial testing indicates that only job satisfaction has a positive and significant impact on service quality. Employee performance shows a negative and non-significant effect, while organizational culture does not significantly influence service quality improvement at the Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu the Investment and One-Stop Integrated Service Office of Central Maluku Regency. Novelty/Originality of this Study: This study highlights the contrasting effects of internal organizational factors on public service quality by showing that job satisfaction is the only significant driver. The finding provides new insight into prioritizing human resource policies in public service institutions where organizational culture and employee performance may not directly enhance service outcomes.

Abstract

This study aims to analyze the role of work commitment in mediating work ethic on employee performance at the Trade, Industry and Manpower Office of West Seram Regency. This study uses a descriptive-quantitative approach with a causal correlation type, meaning that the relationship between the independent variable and the dependent variable is a causal relationship. The population used in this study were all employees at the Maluku Province BKD, totaling 144 people. The sampling method uses the Issac and Michael sample table, where if the population is 144 people, then at a 95% confidence level, the sample size is 100 people determined by simple random sampling using a lottery technique. Data were analyzed using path analysis. SThe results of the study concluded that (1) Work ethic has a positive and significant effect on the work commitment of employees of the Industry, Trade and Manpower Service of West Seram Regency, (2) Work ethic has a positive and significant effect on the performance of employees of the Industry, Trade and Manpower Service of West Seram Regency, (3) Work commitment has a positive and significant effect on the performance of employees of the Industry, Trade and Manpower Service of West Seram Regency and (4) Work ethic has a positive and significant effect on performance through the work commitment of employees of the Industry, Trade and Manpower Service of West Seram Regency.

Abstract

This study aims to determine and analyze the strategy for improving the quality of public administration services through the use of VLAN for information traffic at the Maluku Police ICT work unit. The research approach used is a qualitative approach. The informants of this study were members of the police at the Maluku Police ICT Work Unit. In addition, the author conducted in-depth interviews with key informants, namely the Head of the Maluku Police ICT Work Unit. Based on the results and discussion, it is concluded that the strategy implemented in improving the quality of public administration services through VLAN at the Maluku Police ICT Work Unit must focus on strengthening network security, improving HR competency, optimizing infrastructure, and mitigating cybersecurity risks and technical constraints. With a systematic approach and support from various parties, the use of VLAN can be an effective solution in improving efficiency, security, and transparency in public administration services in Maluku.

Abstract

This study aims to examine the effect of interpersonal communication and quality of work life on employee performance at the Department of Education and Culture of Maluku Province. The study employed a descriptive quantitative approach with a causal correlational design. The population consisted of 296 employees, with 127 respondents selected through simple random sampling. Data were collected using a closed-ended questionnaire based on a Likert scale and analyzed using multiple linear regression. The findings reveal that interpersonal communication and quality of work life have a positive and significant effect on employee performance, both partially and simultaneously. Interpersonal communication shows a more dominant influence than quality of work life, indicating the importance of effective workplace interaction in improving employee performance. In addition, a supportive quality of work life contributes to increased motivation, comfort, and work productivity. This study provides practical implications for human resource management in public organizations, particularly in enhancing employee performance through strengthening interpersonal communication and improving quality of work life on a sustainable basis

Abstract

This study aims to analyze the effect of organizational culture on employee performance with the work environment as a mediating variable at the Bureau of Government and Regional Autonomy, Regional Secretariat of Maluku Province. The research employs a quantitative approach using a survey method. The population consists of all 64 employees of the institution, and a full sampling technique is applied. Data are collected through a closed-ended questionnaire measured using a Likert scale. Data analysis is conducted using Structural Equation Modeling based on Partial Least Squares with the SmartPLS application. The results indicate that organizational culture has a significant effect on employee performance and the work environment. Furthermore, the work environment has a significant effect on employee performance. The indirect effect test confirms that the work environment significantly mediates the relationship between organizational culture and employee performance. These findings suggest that improving employee performance is more effective when supported by a strong organizational culture and a conducive work environment. Therefore, strengthening organizational culture and enhancing the work environment are essential strategies for improving employee performance in local government institutions.
