Abstract

East Sumba Regency is located in East Nusa Tenggara (NTT) Province, Indonesia, a region known for its abundant natural resource potential, especially New and Renewable Energy (NRE) sources such as biomass, wind, and solar. The people of East Sumba Regency have long utilised NRE, as reflected in traditional concepts and practices, including the local wisdom of "Marapu". This potential and socio-cultural conditions encouraged the central and regional governments to develop NRE projects, referring to the "Asta Cita Pemerintah" concept through the national programme "Sumba Iconic Island" (SSI), with a target of achieving 100% energy availability from NRE by 2024. This study aims to identify, analyse, and implement poverty alleviation strategies through renewable energy management, while ensuring that local wisdom-based regulations can be implemented effectively. The data collection techniques employed are observation, documentation, and focus group discussions (FGDs). The analysis method employed was descriptive analysis, which involved describing the collected data using the PESTLE and SOAR approaches. The results of the study indicate that the most effective strategy for poverty alleviation through the management of new renewable energy (NRE) based on local wisdom in the East Sumba district is the S-A strategy.

Abstract

This study aimed to understand the forms of natural dye revitalization in the dyeing process of threads used for producing ikat textiles and its impact on the household economy of ikat artisans. Various studies related to revitalization are employed as the analytical framework for this research. A qualitative research method with a case study strategy was used. Data were collected through interviews, observations, and documentation, and subsequently analyzed using thematic analysis. The study was conducted in two locations, namely Lambanapu Village and Kambatatana Village in East Sumba Regency. The findings reveal that the revitalization of natural dyes in the two research locations can be categorized into three forms: new tools, new natural dye materials, and new extraction techniques. From a household economic perspective, the production of ikat textiles has become a primary source of income, used to meet basic needs, fund children's education, and support traditional ceremonies. This study concludes that the revitalization of natural dyes not only strengthens cultural heritage but also enhances economic and environmental sustainability.

Abstract

Wee Paboba Village is located in North Wewewa District, SBD, has potential such as rich traditions and local knowledge especially in terms of land management and food utilization. However, the village community is still very dependent on traditional agricultural practices, the curriculum is less relevant to the local context, has not been able to utilize digital information for various purposes, limited knowledge in making organic fertilizer and animal feed, and limited access to information on social issues, especially in the school environment such as bullying. The purpose of this community service is to be able to identify and solve development problems in Wee Paboba Village, which is reflected in programs designed based on local needs and potential. Partners for this community service include village officials, housewives, farmer groups, livestock breeders, and students. The implementation method in this community service is descriptive qualitative. The results of this research in the field of local food, the village community now has new processed products with high economic value, in the field of education, children have a better interest in learning, in the field of digital information, village officials can manage information independently, in the field of agriculture, farmers and livestock breeders can save production costs, and in the social field, students better understand the importance of preventing bullying.

Abstract

This study aims to determine the role of women in tourism development in Raja Prailiu Village, East Sumba Regency, and to identify the obstacles faced by women in tourism activities. This research is motivated by the importance of women's involvement in meeting family economic needs while preserving the weaving culture. This study uses a qualitative descriptive method. Data were obtained through observation, interviews, and documentation. Research informants consisted of six women who are active in tourism activities in Raja Prailiu Village. Data sources used include primary data from interviews and secondary data from books, journals, articles, and related documents. Data analysis techniques used the Miles and Huberman model which includes data reduction, data presentation, as well as drawing conclusions and verification. The results of the study show that women have an important role in tourism development, namely as weavers, craft product sellers, tour guides, and actors in preserving culture and cleanliness of the tourist environment. However, women also face various obstacles, such as increasing the number of tourists, high prices of raw materials, limited time due to dual roles, lack of English language skills, and low tourist awareness of environmental cleanliness. This research contributes to showing the importance of the role of women in tourism development and becomes a consideration for the government and the community in supporting tourism development in Raja Prailiu Village.

Abstract

Community economic empowerment is a strategic approach to addressing the complex, multidimensional nature of rural poverty. This study aims to analyze the policy formulation process for an economic empowerment program to alleviate poverty in Dewa Tana Village, Central Sumba Regency. The method used was community service (PkM) with a participatory approach, implemented in three stages: planning, implementation, and monitoring and evaluation. The research subjects comprised 15 participants, including village officials and community leaders. Implementation techniques included lectures, discussions, demonstrations, and a Participatory Rural Appraisal (PRA) approach using social maps, cause-and-effect diagrams, and economic seasonal calendars. The results showed an average increase in participants' understanding of 22% based on pre-test and post-test scores across policy concepts, structural factors, cultural factors, and poverty analysis. The findings also identified that the main obstacles to policy formulation include geographical, socio-cultural, and institutional factors, as well as the low quality of human resources and limited community participation. This activity resulted in a follow-up plan in the form of a policy model based on local potential and strengthening synergy between academics and the village government. This research recommendation emphasizes strengthening community participation, increasing human resource capacity, and developing sustainable programs tailored to local needs to enhance the effectiveness of poverty alleviation policies.

Abstract

Desa Dewa Tana merupakan desa yang berada di kecamatan Umbu Ratu Nggay Barat, kabupaten Sumba Tengah, provinsi Nusa Tenggara Timur. Hasil observasi menunjukkan bahwa permasalahan sengketa tanah, kualitas SDM yang terbatas, tata kelola desa yang kurang baik dan stunting mengakibatkan permasalahan tersebut semakin berkembang. Tujuan kegiatan ini adalah mensosialisasikan hukum agraria dan upaya pemberdayaan SDM dalam menekan tingkat kemiskinan. Metode yang digunakan adalah sosialisasi dengan teknik ceramah dan diskusi. Hasilnya adalah; pada aspek hukum, kegiatan tersebut membuka wawasan Mitra dalam membedakan hak-hak agraria, peraturan yang berlaku, hak guna dan ulayat atas tanah yang bersifat turun-temurun yang dibuktikan menurunnya jumlah kasus sengketa tanah sebesar 40%. Pada aspek peningkatan kualitas SDM, Mitra menyadari bahwa pentingnya peningkatan kualitas SDM desa saat ini yang dilihat dari aspek pengetahuan, keterampilan dan sikap melalui pemberdayaan aparatur dan masyarakat desa seperti pendidikan dan pelatihan. Pada aspek kebijakan atau strategi desa, Mitra dapat menyusun kebijakan strategis desa yang tepat untuk menyelesaikan permasalahan kemiskinan seperti melalui program pembangunan dan pemberdayaan masyarakat. Selain itu, diperlukan mobilisasi tenaga kerja, transfer sumber daya dan penggunaan teknologi dalam sektor pertanian. PkM selanjutnya diharapkan dapat menjalankan kegiatan sosialisasi secara keberlanjutan kepada desa konflik untuk terus memantau perkembangan kesadaran masyarakat akan hukum agraria.
