Abstract

The absence of a standardized operational-level practical test instrument for Technology Nautical Study Program cadets has led to inconsistencies in evaluating critical competencies, ultimately affecting the quality of training and readiness in maritime operations. This community service activity was initiated to address this gap by identifying the root causes behind the lack of implementation, such as inadequate alignment between practical assessments and core competencies, and by highlighting the consequential impact on vocational education quality. Using a qualitative approach through lectures, training sessions, and Participatory Action Research (PAR), this study involved lecturers and cadets from AMSS and Poltekpel Barombong. The intervention focused on socializing and implementing a competency-based assessment instrument that, based on preliminary indicators and observational data, demonstrated improvements in measuring participant skills with increased objectivity, validity, and reliability. However, limitations remain in that the instrument currently addresses only operational-level competencies and does not fully encompass all practical scenarios aligned with core competencies. The findings underscore the need for further research to expand and refine assessment tools, particularly at the management level, thereby contributing to enhanced vocational training and competency-based education in the nautical field.

Abstract

Pollution of the environment, especially the marine environment, can cause death and damage to living creatures in the sea, such as fish, coral reefs and other marine resources. This research describes the implementation of MARPOL 73/78 Annex I and the implementation of MARPOL Annex I is analyzed using qualitative and quantitative methods for ships entering the Makassar port area. The observation approach is carried out on the ship and in the marine environment of the ship which is anchored and berthed. Interviews were conducted directly with the crew using a questionnaire form following MARPOL Annex I requirements. For the quantitative method, the weight in each item of MARPOL Annex I requirements is determined based on the score for each item divided by the overall item score (100%). From the results obtained from a sample of 15 ships and 30 Engineering Officers who answered questions, several items of MARPOL Annex I requirements for all ships based on observations and interviews did not follow/meet the requirements in elements and sub-elements, such as in element 3,37% of the ppm alarm separation equipment (OWS) did not function and 63% did. In element 4 related to the disposal of waste oil in special areas, 24% said yes and 76% said no. In element 5, sub-element 3,70% of ships recorded the discharge of tank cleaning water, in sub-element 4, only 15% of ships recorded the discharge of oil residue in the Oil Record Book, while 85% did not record it in the Oil Record Book. In sub-element 5, only 45% of ships recorded the discharge of oil residue in the Oil Record Book while 55% did not record it and in sub-element 9, only 35% of ships recorded damage to OWS machine equipment in the Oil Record Book. Even though the implementation of MARPOL Annex I appears to have not been successful enough to meet the standards in elements 3, 4, 5, elements 1, 2, 6 and 7 of the data processing results have met the standards according to the required provisions. To minimize the occurrence of oil pollution from ships in the Makassar port area, the development plans to be achieved must still be implemented in full in accordance with regulatory standards. Based on the results obtained, training (drill) related to plans for preventing and handling emergency waste pollution from ships continues to be carried out in accordance with the provisions and all activities carried out are recorded, and the company continues to improve the capabilities and skills of human resources (HR) who work on its ships so that the implementation of MARPOL Annex I in the Port Area can continue to be maximized.

Abstract

Engine room fire remains one of the most critical threats to ship safety because it involves the interaction of fuel systems, lubrication systems, hot surfaces, electrical installations, confined-space operations, and emergency response constraints. Although international regulations such as SOLAS, STCW, and IMO Model Courses have established a comprehensive normative framework, fire incidents in ship engine rooms continue to occur. This condition indicates a persistent gap between regulatory standards, technological capability, and operational implementation onboard. Previous studies have examined engine room fire from different perspectives, including technical failure, fire detection, suppression systems, human factors, and safety barriers. However, most of these studies remain fragmented and do not sufficiently explain how technical readiness, managerial implementation, and human capability interact in real ship operations. This article aims to develop an integrated fire safety model for ship engine rooms by synthesizing those three dimensions into one analytical framework. The study applies an integrative literature review and conceptual model development approach based on maritime safety regulations, peer-reviewed maritime fire studies, and organizational safety theory. The results show that effective fire prevention and response depend on the simultaneous strength of technical systems, procedural discipline, and crew capability. The proposed model offers practical implications for shipping companies, maritime education institutions, and safety regulators in strengthening evidence-based fire safety in commercial vessels.

Abstract

Kegiatan ini kita dapat mengingatkan kesadaran masyarakat tentang manfaat keselamatan pelayaran dan perawatan mesin tempel khususnya di daerah Pesisir Pantai Gandoriah Pariaman. Melalui survei yang dilakukan, dapat diidentifikasi bahwa penyuluhan mengenai Keselamatan Pelayaran dan Perawatan pada Mesin Tempel memberikan hasil yang sangat bermanfaat, ini dapat dari hasil analisis angket yang disebarkan kepada peserta pengabdian diperoleh nilai 86,4 dengan kriteria sangat bermanfaat. Dan pada kegiatan ini para peserta juga samgat besungguh-sungguh mengikuti penyuluhan yang diberikan, ini dilihat dengan banyaknya pertanyaan-pertanyaan yang muncul dari peserta. Dan melalui kegiatan ini juga pengetahuan dan keterampilan masyarakat tentang cara menggunakan life jacket untuk penyelamatan diri dan perawatan mesin tempel yang merupakan salah satu metode untuk keselamatan dan perawatan jadi meningkat. Dengan pemahaman keselamatan dan perawatan ini diharapkan masyarakat sudah dapat mengatasi permasalahan yang yang sering terjadi pada saat melakukan penangkapan ikan di laut. Sehingga hasil dari tangkapan ikan dapat berdampak langsung terhadap ekonomi keluarga dan masyarakat setempat serta Kabupaten Pariaman pada umumnya.

Abstract

Maritime transportation plays a vital role in global trade and economic connectivity, particularly in archipelagic countries such as Indonesia. Despite advances in navigation technology, safety regulation, and seafarer certification, human and organizational factors remain recurrent concerns in maritime accidents. This study synthesizes how maritime safety education can be managed to reduce human-error risk through a structured integrative literature review and qualitative content analysis. The revised evidence base comprises 37 retained sources, including 31 peer-reviewed journal articles and six official or professional documents covering international and Indonesian regulation, accident investigations, and recognized maritime practice. Because the study relies on secondary evidence and does not test primary quantitative data, the relationships in the proposed model are treated as conceptual propositions rather than empirically established causal effects. Across heterogeneous evidence, fatigue, limited situational awareness, ineffective communication, inadequate training, and weak safety culture recur as interrelated risk themes. The synthesis organizes maritime safety education through interconnected planning, organizing, actuating, and controlling functions, supported by competency-based curriculum design, qualified instructor development, simulator-supported experiential learning, Bridge Resource Management and Engine Room Resource Management, continuous competency assessment, and feedback from accidents and near-miss reports. The proposed adaptive and learner-centered model positions seafarer competence and safety culture as two linked pathways through which integrated education management may reduce human-error risk. The model provides a conceptual basis for empirical validation and for continuous improvement by maritime education institutions, shipping companies, and regulators.
