Abstract

Dampak covid-19 dilihat dari fenomena yang terjadi di lapangan sangat menarik untuk dapat di teliti, khususnya pada kegiatan ekspor impor pada Pelabuhan Teluk Bayur. Tujuan penelitian ini untuk mengetahui perkembangan kegiatan ekspor-impor dimasa pandemi Covid-19  khususnya pada kegiatan ekspor-impor di Pelabuhan Teluk Bayur. Manfaat penelitian ini memberikan pengetahuan bagi pengelola pelabuhan, eksportir, importir dan institusi. Jenis penelitian yang digunakan adalah penelitian kualitatif. Sedangkan teknik pengambilan sampel menggunakan metode purposive sampling. Berdasarkan Hasil penelitian kegiatan ekspor impor di Pelabuhan Teluk Bayur mengalami penurunan selama adanya pandemi covid-19 tidak hanya memiliki dampak kesehatan, namun juga berdampak besar bagi perekonomian dunia, terutama bidang ekspor dan impor. Kata Kunci : Dampak covid-19, Ekspor, Impor

Abstract

The absence of a standardized operational-level practical test instrument for Technology Nautical Study Program cadets has led to inconsistencies in evaluating critical competencies, ultimately affecting the quality of training and readiness in maritime operations. This community service activity was initiated to address this gap by identifying the root causes behind the lack of implementation, such as inadequate alignment between practical assessments and core competencies, and by highlighting the consequential impact on vocational education quality. Using a qualitative approach through lectures, training sessions, and Participatory Action Research (PAR), this study involved lecturers and cadets from AMSS and Poltekpel Barombong. The intervention focused on socializing and implementing a competency-based assessment instrument that, based on preliminary indicators and observational data, demonstrated improvements in measuring participant skills with increased objectivity, validity, and reliability. However, limitations remain in that the instrument currently addresses only operational-level competencies and does not fully encompass all practical scenarios aligned with core competencies. The findings underscore the need for further research to expand and refine assessment tools, particularly at the management level, thereby contributing to enhanced vocational training and competency-based education in the nautical field.

Abstract

This community service was held in response to the initial finding that Maritime English instruction at SMK Negeri 10 Padang remains hampered by a lack of textbooks aligned with IMO Model Course 3.17, limited teacher training, and students’ insufficient mastery of navigational terminology. The project introduced and disseminated the textbook Maritime English for Navigational Watch Officers developed according to IMO, SMCP, technical terminology, formative exercises, a glossary, and supporting visual resources. A participatory outreach methodology was employed, comprising presentations, group discussions, maritime communication simulations, and a practicality questionnaire. This event took place on 21 July 2025 in the school prayer hall, with participants including Poltekpel Sumbar team, SMK Negeri 10 Padang’s teachers, teaching staff, and students. Quantitative results indicated average “Yes” practicality scores of 70 % from 17 teachers and 83 % from 40 students, particularly regarding ease of use, engaging design, and support for independent learning; concerns remained over textbook ownership and the potential to replace teacher presence. Qualitative feedback underscored the need for online modules, a translated edition, audio–video content, and field visits to Poltekpel Sumbar. The discussion highlights the effectiveness of bilingual instruction, scaffolding, dialogic teaching, and experiential learning in enhancing navigational watch officer competencies. Pedagogical implications include enriching contextual and interactive media; institutional implications stress the importance of formal MoUs, sustainable funding, and local cadre teams; strategic implications advocate for additional ESP maritime titles and digital platforms. The project is envisioned as a replicable model for vocational collaboration to bolster graduate competitiveness in the global shipping industry.

Abstract

Shipping is an integral part of the national maritime transportation system and serves as a vital means of supporting the achievement of national development goals. According to the International Maritime Organization (IMO) 2019, passenger ships—including Roll-on/Roll-off (Ro-Ro) passenger ships—are required to utilize all available navigation aids, such as radar and ARPA, to conduct effective surveillance and assess the risk of collision. This study employs a descriptive qualitative method, with informants selected through purposive sampling, namely the Captain, First Mate, Second Mate, Third Mate, and Helmsman. Data were collected through interviews, observations, and documentation using interview and observation checklists. Data analysis was conducted through data reduction, fishbone diagrams, data presentation, and drawing conclusions. The results of the study indicate that the effectiveness of Radar and ARPA usage on the KMP. Wira Berlian is influenced by human, methodological, equipment, measurement, and environmental factors, including the vigilance of the officer on watch, radar configuration procedures, component condition, CPA/TCPA monitoring, as well as weather and vessel traffic density
