However, in recent years BBNKB revenues at the Bapenda of North Sulawesi Province have decreased. This research aims to determine and analyze the factors that influence BBNKB revenue at the Regional Revenue Agency of North Sulawesi Province which has not met the target, and to formulate appropriate strategies to increase BBNKB revenue. Data collection was carried out by observation, interviews and documentation. Data analysis was carried out in the stages of data reduction, data presentation and conclusions. The research method used is descriptive qualitative. The theory used is Bryson's Strategic Management (2016) and SWOT analysis by Rangkuti (2014), which is then combined with a litmus test by Bryson, (2016). The research results show that the factors that influence BBNKB receipts involve a reduction in the rate of Transfer of Title Fee for first-delivered Motor Vehicles, a decrease in people's purchasing power, and delays in payment of Transfer of Title Fees for first-delivered Motor Vehicles. Then the formulation of the recommended strategy to increase BBNKB revenues includes a strategy to increase the rate of transfer of title for motorized vehicles for the first delivery, a strategy for creating a system or application for reporting vehicles that have been sold or progressively online and a strategy for collaborating with automotive dealers to help promote new vehicles.

Abstract

Abstract

This research discusses the misalignment between strategic planning and annual planning in achieving key performance indicators (KPIs) at the national and regional levels, with a focus on Bekasi District, West Java. This alignment is critical to achieving community welfare. Gaps were found between the performance targets in the National Medium-Term Development Plan (RPJMN) and the Government Work Plan (RKP), especially on economic growth, poverty levels, and unemployment. An evaluation of the KPIs in Bekasi District also showed non-optimality, with a number of KPIs not achieved. Qualitative research methods were used to evaluate this. Clear KPI establishment, accurate data collection, regular monitoring, and root cause analysis are important steps in KPI evaluation. The results show that the KPI setting process in Bekasi District still does not fulfill the SMART (Specific, Measurable, Assignable, Realistic, Time Related) criteria thoroughly. There are weaknesses in senior management commitment, an unoptimized performance culture, and a lack of Critical Factor Success (CSF) approach in the formulation of performance indicators. In addition, the process of simulating the achievement of KPIs and midterm evaluation of the RPJMD was not adequately implemented; however, this process was not fully followed at both the national and regional levels. In addition, the process of simulating the achievement of KPIs and the midterm evaluation of the RPJMD were not adequately implemented. However, this process was not fully followed at both the national and regional levels.

Abstract

This study analyzes the implementation of the Program of Health Insurance for the Poor in Indonesia, focusing at the advantages and constraints faced by the beneficiaries, through a case study in Purbalingga District. By applying the approach of entitlement within the framework of healthcare access, it is found that the program brings positive impacts in increasing financial abilities of the beneficiaries, and creating good treatment from the medical workers. Yet, low supply side readiness of health infrastructure and service system dilutes the benefits of the program in poverty alleviation. The government of Indonesia is recommended to involve communities and local officers in the enumeration of the beneficiaries, to increase the participation of private healthcare providers in the program, and to establish clear rewards and punishment system for the health workers.

Abstract

Neighborhood Group (Rukun Tetangga/RT), an association of fifties households living in the same areas, is expected to promote participatory development in Indonesian decentralization. This study aims to analyze whether it could promote participatory development. To do so, a case study was conducted in three villages, namely Kedarpan, Serang and Sumilir, in Purbalingga district of Central Java province. Totally 240 household heads in 24RTs were randomly selected to be the respondents. Data were analyzed through qualitative and quantitative techniques. Three main findings emerge from this study. Firstly, community involvement was pseudo participation emphasizing more on resource mobilization but less in generating idea and controlling the government. Secondly, capacity of RTheads was good enough in term of informativeness, encouragement, fairness, creativity, responsiveness and submission to consensus, but slightly poor in term of accountability. Thirdly, RT was not able to empower community, so community understanding to decentralization terms, development programs and village governance was generally poor. Although some potentialities were found, it can be generally concluded thatRT is not completely successful in promoting participatory development. Complexities of institutional problems, whichinclude weak capacity, trouble in technical regulations and lack of support from government, are among the factors hampering RT to play its role. Thus, hand in hand with capacity development ofRThead, the government is supposed to establish regulations supporting the empowerment of RT, and involving other rural institutions to help performing the roles that still cannot be played by RT.
