Abstract

This study analyzes the issue of land and building tax (PBB-P2) in rural and urban areas in Medan City using a socio-economic analysis approach. This approach aims to look at the relationship between social and economic conditions and the level of community participation. The main problem that is the focus of this study is to include the level of community participation in each administrative area in Medan City by combining socio-economic disparity analysis. This study is motivated by factual data related to PBB-P2 which indicates the difference in income in each area of Medan City. This difference indicates a correlation with the socio-economic disparity of the community, especially PBB-P2 is the main supply in Regional Original Revenue (PAD). This study is classified as a type of qualitative research using a descriptive analysis approach. Data collection was carried out by or through interviews, documentation and field observation methods. There are two types of data in this study, including primary sources as the primary source and secondary sources as complementary or reinforcing sources. The results of the study include the relationship between socioeconomic disparities and community participation. Socioeconomic disparities occur due to differences in the significance of income in each region, so that, according to him, this encourages community participation in paying taxes. Then, the behavior pattern of people in paying taxes is also influenced by technological aspects. This can be seen in rural areas where the intensity of community participation in paying taxes is increasing. The information shows that there is a duality relationship between social disparities based on socioeconomic circumstances and technological advances as part of efforts to increase community participation in paying land and building taxes.

Abstract

Efforts to increase the purchase of domestic products as a step of economic development, especially local industries, face serious challenges. Product quality has not been maximized, complicated regulations are part of the problem. This study aims to describe problems related to obstacles to the procurement of goods and services through the e-purchasing method at the North Sumatra Provincial Goods and Services Procurement Bureau. This study uses a qualitative descriptive method and uses a case study approach. The study was conducted at the Goods and Services Procurement Bureau of the Regional Secretariat of North Sumatra Province which is located in the center of Medan City. There are two types of data in this study, namely primary data including primary data, then secondary data, namely supporting data, both data come from the collection of research documents, interviews and observations during the research process. The analysis focuses on the factors that affect the effectiveness of procurement of goods and services through e-purchasing in the North Sumatra Province area. The results of the study illustrate that obstacles in the procurement of goods and services are caused by aspects of the quality of local products that still do not reach the desired standards, so that this has an impact on the limited supply of existing goods. Most local product providers have also not followed administrative regulations so that some goods that are considered to meet the desired quality are hampered, this situation is mostly felt by small and medium-sized providers of goods and services. As for the obstacles to e-purchasing as a method of providing goods and services that are perfect, including the lack of knowledge of goods and services providers related to the work system and its regulations. This is due to the lack of information, socialization, and education provided by the government in strategic areas of the center of goods and services providers. This research is expected to be able to be considered and input for making regulations for local industrial development in the North Sumatra Province area.

Abstract

Usaha Mikro, Kecil, dan Menengah (UMKM) memainkan peran penting dalam perekonomian Indonesia, khususnya dalam era digitalisasi yang semakin berkembang. UMKM tidak hanya berkontribusi pada peningkatan pendapatan masyarakat, tetapi juga membuka lapangan pekerjaan dan menjaga stabilitas ekonomi. Meskipun memiliki potensi besar, UMKM menghadapi berbagai tantangan, terutama dalam hal manajemen sumber daya manusia dan adaptasi terhadap teknologi digital. Penerapan manajemen strategi ini diperlukan untuk membangun strategi yang tepat dan efisien agar pelaku UMKM mendapatkan peningkatan pendapatan. Penelitian ini bertujuan untuk menyajikan strategi kewirausahaan dan praktik terbaik yang dapat diterapkan oleh pelaku UMKM guna meningkatkan kinerja bisnis mereka melalui pemasaran digital. Metode yang digunakan dalam penelitian ini meliputi survei, sosialisasi, pelatihan, dan pendampingan. Survei dilakukan untuk mengevaluasi masalah dan kebutuhan mitra UMKM, sementara sosialisasi awal dilakukan untuk memberikan informasi terkait masalah pembiayaan modal usaha. Pelatihan mencakup perubahan mindset dan perilaku, penggunaan aplikasi Grab Merchant, serta teknik pemasaran digital sebagai langkah pengimplementasian manajemen strategi dalam upaya optimalisasi pendapatan kelompok binaan dinas koperasi UKM, perindustrian & perdagangan di kota Medan. Pendampingan dilakukan sebagai bentuk keberlanjutan program pelatihan, termasuk monitoring dan kunjungan langsung ke pelaku UMKM. Internalisasi pengetahuan dan wawasan digital kepada pelaku UMKM dapat meningkatkan daya saing dan branding produk, efisiensi biaya operasional, serta adaptasi terhadap teknologi. Pelatihan dan pemberdayaan melalui program khusus terbukti efektif dalam memperkuat kapasitas manajemen sumber daya manusia di kalangan UMKM. Partisipasi dalam komunitas bisnis lokal juga membuka peluang bagi UMKM untuk memperluas jaringan profesional dan membangun kemitraan yang saling menguntungkan. Transformasi digital dan pemasaran digital merupakan solusi yang tepat untuk meningkatkan pendapatan UMKM dan membantu pemerintah dalam meningkatkan Produk Domestik Bruto. Pengabdian kepada masyarakat, melalui integrasi strategi kewirausahaan dan dukungan berkelanjutan, dapat memperkuat ekosistem bisnis lokal serta memperbaiki kualitas hidup pelaku UMKM.

Abstract

Participation of citizens in using voting rights as a key element to success of Election. However, voter participation in Medan regional elections since reforms until now, tends experience a low participation rate. Thus, political socialization education is important, in order to maintain quantity and quality in the 2020 Medan City Head Election. The objectives of this activity include: First, disseminating information about the stages, schedule and objectives of the election. Second, increase citizens' knowledge and awareness of rights and obligations in elections. Third, increase voter participation in elections. Method of socialization through lectures and discussions from speakers to activity participants by applying strict health protocols.. The results of socialization activities show the enthusiastic attitude of the Community of the Sovereign People's Movement of North Sumatra in participating in this activity. Socialization participants argue that this activity can increase their knowledge of the rights and obligations of citizens ahead of the Election. Evidently, socialization participants are committed to participate in inviting the people of Medan to participate and follow the entire process of the simultaneous election stage 2020.

Abstract

Institutional strengthening of Electoral Commission is a model to increase voter participation in 2020 Medan Mayoral Elections. Purpose of activities in improving voter participation through; First, describe trend of voter participation in Medan. Second, explain the Readiness of the Medan Municipal Election Commission in 2020 Regional Head Elections. Third, explaining institutional strengthening of Electoral Commission in increasing voter participation in Medan. Method of implementation of activities through a panel discussion with Blended learning based on webinars, and face-to-face with Selection Committee of Medan District. Results of devotion show; First, trend voter participation in regional head elections tends to be low, so a social and cultural approach is needed in increasing participation in Medan. Second, readiness of Medan Municipal Election Commission in the 2020 regional elections is readiness of human resources, socialization, participation and adaptation of new normal life. Third, institutional strengthening of Electoral Commission in increasing voter participation should be done to Ad Hoc institutions such as District Election Committee, Voting Committee, Voter Data Update Officer and Voting Organizing Group to better understand duties, functions and protocols of health. In addition, new innovations in political socialization and political education through information technology media provide public awareness and increase voter participation

Abstract

Penelitian ini bertujuan untuk mengetahui dan menjelaskan kinerja Dinas Pendidikan Kota Medan dalam Penerapan Sistem Zonasi dalam Upaya Pemerataan Pendidikan di Kecamatan Medan Baru serta menjelaskan apa faktor yang mempengaruhi kinerja Dinas Pendidikan Kota Medan. Metode dalam penelitian ini adalah kualitatif dengan teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Lokasi penelitian di Dinas Pendidikan Kota Medan. Informan dalam penelitian ini adalahh Staff Seksi Penilaian Kurikulum SMP, Staff Seksi Sarana Prasarana SMP, masyarakat dan Staff PPDB SMP Negeri 10 Medan. Teori yang digunakan dalam penelitian ini adalah manajemen organisasi dan kinerja organisasi publik dengan menggunakan indikator kinerja menurut Dwiyanto (2012:50) dan teknik keabsahan dalam penelitian ini triangulasi sumber, triangulasi teknik, dan triangulasi waktu. Hasil dari penelitian ini menunjukkan bahwa Dinas Pendidikan Kota Medan memiliki sumber daya yang cukup dari kualitas dan kuantitas, namun sosialisasi mengenai sistem zonasi belum maksimal dan tidak adanya pendataan serta tindak lanjut untuk siswa yang tidak lulus mendaftar dari sistem zonasi. Keluhan yang disampaikan masyarakat ditangani dengan adanya help desk, serta adanya Bantuan Siswa Miskin, dan Dinas Pendidikan Kota Medan melakukan koordinasi dengan Disdukcapil dan Diskominfo dalam pelaksanaan sistem zonasi Dinas Pendidikan ikut mengontrol sistem zonasi meskipun sebagai verifikator saja.

Abstract

The Family Planning Village (KB) program is one of the government's programs in the form of strategic innovation in implementing the priority activities of the Family Planning and Family Development (KKBPK) population program as a whole in the field. One of the implementations of the KB Village policy was carried out in the Gaharu Village, East Medan District. information about the community. This study aims to see how the implementation of the KB village program in the Gaharu sub-district, East Medan District. The research method used is descriptive research method with a qualitative approach. . The data obtained was then analyzed qualitatively by examining all the data that had been collected which was supported by the results of interviews with a theoretical approach according to Edward there were four variables in policy implementation namely; communication, Resources, Disposition and Bureaucratic Structure. From the research results it can be seen that there are still obstacles in process in implementing the KB Village Program. communication with the public is still relatively minimal. This resulted in the community not understanding the purpose of the KB Village program. The management has been provided with coaching and training, but there are still some managers who do not understand their duties and responsibilities. There is no commitment from the implementor to continue implementing the KB Village Program. The lack of management commitment to achieving common goals is also an obstacle in implementation.

Abstract

Banjir rob merupakan permasalahan utama yang selalu terjadi di daerah pesisir pantai seperti Desa Bagan Serdang. Namun keadaan dilapangan, implementasi pembangunan infrastruktur desa sebagai penanggulangan bencana banjir rob masih berjalan lambat dan belum maksimal. Metode yang digunakan dalam penelitian ini yaitu penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan teknik observasi, wawancara dan dokumentasi. Hasil dari penelitian yang telah dilakukan menunjukkan bahwa proses pembangunan infrastruktur desa sebagai penanggulangan bencana banjir rob di Desa Bagan Serdang masih berjalan lambat dan belum maksimal. Hal tersebut dikarenakan masih ditemui masalah dalam proses implementasi pembangunannya seperti sumber daya manusia Pemerintah Desa yang tidak sesuai antara pendidikan terakhirnya dengan profesi saat ini, derajat pencapaian yang belum maksimal, pembangunan yang lambat, pedoman pelaksanaan yang tidak terstruktur, dan manfaat dari pembangunan infrastruktur desa seperti drainase dan TPT masih kurang dirasakan oleh masyarakat. Maka dari itu, seharusnya pihak Pemerintah Desa bisa memperbaiki kinerja mereka untuk lebih cepat dan tepat dalam proses pembangunan infrastruktur desa sebagai penanggulangan bencana banjir rob ini dan manfaatnya dapat segera dirasakan oleh masyarakat.
