Abstract

Globalization has become a major driver of innovation in the Indonesian government sector, especially in the digitalization of public services, institutional restructuring, and the implementation of technology-based policies. This article aims to examine the relationship between government innovation and government restructuring in Indonesia, with a focus on the application of digital technology, public budget management, and increasing human resource (HR) capacity. This study uses qualitative analysis with descriptive research methods. related to the condition of government innovation and institutional restructuring in Indonesia by accurately describing the nature of symptoms or signs of further development in the relationship between the research object and other social phenomena using online data on innovation and institutions in Indonesia. The results of the study show that the Indonesian government has made various efforts such as the development of e-government, e-budgeting, and the Smart City program to improve transparency, efficiency, and effectiveness of public services. Bureaucratic reform also plays an important role in driving innovation, especially through institutional restructuring that allows adaptation to local needs and global demands. However, the main challenges in implementing this innovation include the inequality of access to technology between developed and disadvantaged regions, especially in eastern Indonesia, and the gap in HR competency. The novelty of this article emphasizes the importance of cross-sector collaboration, both at the central and regional levels, to ensure the success of innovation in government. Policy support, infrastructure investment, and human resource development in disadvantaged areas are needed so that innovation can drive inclusive and equitable economic growth throughout Indonesia.

Abstract

Waste is the residue of daily human activities and/or natural processes in solid form. Waste can be a burden and can also be a resource that needs to be processed to support environmental waste management. This study aims to analyze the role of local governments in sustainable waste management by evaluating the alignment of regional policies, the effectiveness of legal implementation, and institutional strengthening strategies and multi-stakeholder collaboration. The method used is qualitative descriptive-analytical with a case study approach in several regions, supplemented by document analysis (Regional Regulation, RPJMD, Law No. 18/2008 and No. 32/2009) and SIPSN data for 2024. The results of the study indicate that although regional policies such as Regional Regulation No. 12/2010 in West Java have adopted sustainable principles (3R, producer responsibility), their implementation still faces obstacles such as lack of regulatory harmonization, limited institutional capacity, and low public awareness. Strategic recommendations include strengthening recycling infrastructure, increasing multi-stakeholder collaboration, and locally-based education to achieve sustainable waste management.

Abstract

Penelitian ini bertujuan untuk menganalisis pemanfaatan Dana Desa dalam meningkatkan Indeks Desa Membangun (IDM) di Kecamatan Bone, Kabupaten Bone Bolango, Provinsi Gorontalo. Pendekatan yang digunakan adalah kualitatif deskriptif dengan metode studi kasus pada empat desa yang telah mencapai status desa mandiri, yaitu Desa Segitia, Monano, Cendana Putih, dan Molamahu. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan dokumentasi, kemudian dianalisis dengan teknik analisis tematik. Hasil penelitian menunjukkan bahwa pemanfaatan Dana Desa yang diarahkan pada pembangunan infrastruktur produktif seperti jalan usaha tani dan kolam bioflok, serta program pemberdayaan ekonomi lokal, berkontribusi langsung terhadap peningkatan dimensi ketahanan sosial dan ketahanan ekonomi dalam indikator IDM. Pendampingan oleh tenaga profesional juga terbukti memperkuat partisipasi warga dalam perencanaan pembangunan dan meningkatkan akuntabilitas penggunaan anggaran. Penelitian ini merekomendasikan perlunya penguatan perencanaan pembangunan desa berbasis data IDM (village development planning), serta penerapan sistem monitoring digital untuk mendorong transparansi dan pengambilan keputusan berbasis bukti. Temuan ini memperkuat pentingnya pemanfaatan Dana Desa yang tidak hanya bersifat fisik, tetapi juga transformatif dalam mendorong kemandirian desa secara berkelanjutan

Abstract

Feeding is influential for the survival of fish in the aquarium environment. Until now, most people do manual feeding. With manual feeding, the aquarium owner often forgets to feed the fish in the aquarium, whether it's too little or too much, both in terms of scale or timing of the feeding. In addition, if the aquarium owner is doing activities outside the home, the fish will not get food. This study adopts descriptive and casual methods. The first one is used to describe the system concept and the system design plan used. This fish-feeding system with NodeMCU ESP8266 based on the Internet of Things (IoT) can be implemented to control the feeding of fish in an aquarium environment. The purpose of this automatic feeding system is to ensure that the feed given to the fish in the aquarium is evenly distributed. Feeding the fish unevenly will cause the aquarium water to become cloudy. Turbid water can cause the ornamental fish in it to die besides being unpleasant to look at. Based on the results of testing the accuracy of the distance between the ruler and the ultrasonic sensor 5 times, an average error of 1.795% was found. In other words, the success of the ultrasonic sensor in detecting the distance of objects (fish) is 98.205%.

Abstract

Pajak pendapatan berarti dalam perekonomian negeri, ialah pajak selaku anggaran serta guna mengendalikan. Sebagian pengeluaran negeri yang memakai dana pajak merupakan pembangunan infrastruktur, bayaran pembelajaran, bayaran kesehatan, subsidi Bahan Bakar Minyak( BBM), pembayaran pegawai negara serta pembangunan sarana universal. Berartinya guna pajak tersebut menjadikan pajak buat menunjang jalannya roda pemerintahan serta pembiayaan pembangunan. Dalam hal ini tekah diterapkan layanan aplikasi INFO PAJAK di Sulawesi Tenggara dalam upaya mengefektivitaskan skema pembayaran atau perolehan informasi pajak kendaraan bermotor untuk bisa dilakukan dengan lebih mudah. Dalam hal ini akan dibahas oleh penulis meneganai efektivitas aplikasi info pajak di Sulawesi Tenggara.

Abstract

AThis research aims to examine the analysis of the competency development of the State Civil Officials in Tangerang Regency. This study uses a descriptive qualitative research method with an inductive approach. Primary data collection comes from observations and interviews with informants, namely employees who have the authority and duties in developing the competence of Officialsin Tangerang Regency, and Secondary Data obtained from documents at the Tangerang Regency Personnel and Human Resources Development Agency. Researchers used the data analysis technique of the Miles & Huberman model. Competency development carried out by the Tangerang Regency Personnel and Human Resource Development Agency has not been running effectively due to a lack of cooperation built by the Tangerang Regency Personnel and Human Resource Development Agency, the implementation of the Training Needs Analysis has not been maximized, the ineffectiveness of the implementation of education and training, there is still political intervention in the implementation of transfer, as well as the lack of motivation for civil servants in Tangerang Regency. So that the Personnel and Human Resources Development Agency for Tangerang Regency needs to build cooperation by conducting information dissemination and field visits related to the conditions for developing civil servant competencies, maximizing the SIMPEG and SIDAK applications to streamline the implementation of Training Needs Analysis, increasing supervision in organizing training and carrying out transfer management based on the principle put the right people in the right places.

Abstract

Village institutions are not only administrative entities, but also agents of change capable of bridging community interests and government policies. Based on this, this research examines the development of village institutional functions in supporting government administration in Cikeruh Village, Jatinangor District, Sumedang Regency. The research uses qualitative methods to emphasize problems regarding what they are according to phenomena in the field which originate from data, words or writings from individuals or behavior observed with informants from village officials, village institutions and the community. The research results show that developing the institutional capacity of Cikeruh Village requires strengthening village administration, increasing community participation, and optimizing resource management to achieve effective and efficient governance. Through active participation in Musrenbang and various empowerment programs, the community not only gets better infrastructure but also strengthens economic capacity, improves the quality of life, and builds strong togetherness. To optimize the development of institutional capacity in Cikeruh Village, it is recommended that the village government increase investment in training village officials, utilize information technology for more efficient administration, and strengthen coordination and communication between institutions. Community participation must continue to be encouraged through empowerment programs and Musrenbang, with the aim of building togetherness and improving the quality of life.
