Abstract

This article shed more light on several policies can be adopted by the Indonesian government in terms saving the tourism-communities and tourism itself during Covid-19 pandemic. However, travel restriction policies in various countries also demanded the solidarity of tourists to stay at home, avoiding crowds, and delaying travel plans during the COVID-19 pandemic. It clearly causes the tourism sector to be heavily affected. As a solution , this research used the systematic literature review method to collecting data from 63 article that relevant to this topic. The results of this research classified into three main point that inovation can be raise by re-emphasising alternative forms of tourism through responsible torism and sustainable tourism. Utilization of technology (e-tourism) is a new form of transformation in the tourism sector, it can help tourist screening, case and contact tracing. Therefore, several policy should be created by central to local government that concern about communities sustainability during it’s condition.

Abstract

Kerja sama antar daerah (KAD) merupakan salah satu strategi penting dalam memperkuat pembangunan ekonomi lokal melalui sinergi lintas wilayah dan kolaborasi dengan mitra internasional. Artikel ini menganalisis efektivitas kemitraan antara Pemerintah Kota Madiun dan INADATA Consulting, sebuah perusahaan konsultan asal Amerika Serikat, dalam meningkatkan pertumbuhan ekonomi daerah. Penelitian ini menggunakan metode studi literatur untuk menelaah dampak kerja sama tersebut terhadap pengembangan UMKM, pariwisata, dan sumber daya manusia di Kota Madiun. Hasil analisis menunjukkan bahwa kolaborasi ini berhasil mendorong pertumbuhan ekonomi Kota Madiun, yang tercermin dari peningkatan peringkat pertumbuhan ekonomi daerah secara signifikan pada tahun 2024. Selain itu, kerja sama ini juga memperluas akses pasar ekspor bagi produk lokal, memperkuat kapasitas pelaku usaha, serta meningkatkan serapan tenaga kerja. Respon positif dari stakeholder lokal menandakan bahwa model kemitraan internasional ini dapat dijadikan contoh bagi daerah lain dalam mempercepat pembangunan ekonomi yang inklusif dan berkelanjutan. Dengan demikian, kerja sama antara pemerintah daerah dan konsultan internasional terbukti efektif dalam memperkuat daya saing daerah di era globalisasi. Tantangan yang dihadapi, seperti perbedaan budaya kerja dan keterbatasan kapasitas SDM, dapat diatasi melalui komunikasi intensif dan adaptasi strategi yang berkelanjutan.

Abstract

Kenaikan harga bahan pokok menjadi isu strategis yang mempengaruhi stabilitas ekonomi dan kesejahteraan masyarakat. Artikel ini membahas kerja sama antardaerah antara Kota Surabaya dengan Kabupaten Nganjuk, Mojokerto, dan Blitar dalam mengendalikan harga bahan pokok. Penelitian ini bertujuan untuk menganalisis kerja sama antardaerah dalam pengendalian harga bahan pokok antara Kota Surabaya dengan Kabupaten Nganjuk, Mojokerto, dan Blitar. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan pendekatan studi literatur, mengumpulkan data dari jurnal ilmiah, dokumen kebijakan, dan sumber media terpercaya. Hasil penelitian menunjukkan bahwa kerja sama ini berperan signifikan dalam menstabilkan harga dan pasokan bahan pokok melalui koordinasi teknis, rantai pasok terintegrasi, dan hubungan langsung antara produsen dan pasar. Efektivitas kerja sama tercermin dari penurunan fluktuasi harga, peningkatan kesejahteraan petani, dan efisiensi distribusi. Namun, tantangan seperti kurangnya kerangka kelembagaan yang kuat dan sistem informasi terpadu masih menjadi hambatan. Secara keseluruhan, kerja sama ini tidak hanya mendukung ketahanan pangan regional tetapi juga berkontribusi pada pembangunan berkelanjutan (SDGs), khususnya dalam menjamin akses pangan yang terjangkau dan bergizi bagi masyarakat.

Abstract

This study aims to analyse the role of the East Java Provincial Transportation Agency in improving the quality of inter-city bus transportation services within the province (AKDP) based on Soekanto's role theory (in Solahudin et al, 2022), which is reviewed using three indicators: regulatory role, service role, and supervisory role. The research employed a qualitative research method with techniques of interviews, observation, and documentation of the Transportation Agency, Organda, PO owners, drivers and conductors, as well as passengers at Bungurasih Terminal. The results of the study show that in terms of regulation, the Transportation Agency has established tariff policies and Minimum Service Standards (SPM), but these have not functioned optimally as operational guidelines, as reflected in the low transparency of tariff information and the varying quality of the fleet. In terms of service, although safety inspection procedures and service facilities are available, the quality of safety, comfort, terminal facilities, as well as access to information and complaint mechanisms have not been consistently felt by users. In terms of supervision, tariff compliance control and SPM implementation remain weak and tend to be tolerant of irregularities. The main findings indicate a serious gap between normative standards and field practices, resulting in standards losing their coercive power as quality guarantors. Therefore, this study recommends strengthening the enforcement of standards in a firm and consistent manner, increasing the transparency of service and tariff information, and conducting supervision that is oriented towards tangible results for the community.

Abstract

Permasalahan pemilahan sampah di kawasan sentra wisata kuliner yang banyak berkembang di kota-kota besar termasuk salah satu diantaranya di Kota Surabaya menjadi tantangan tersendiri yang dihadapai pemerintah. Sentra wisata kuliner di Kota Surabaya hampir menghadapi masalah yang sama yakni sampah yang masih belum di pisah sesuai jenis sampah yang ada. Permasalahan pemilahan sampah di sentra wisata kuliner muncul akibat rendahnya kesadaran baik pengungjung maupun pelaku usaha mengenai pentingnya pengelolaan sampah yang baik. Sampah organik dan sampah anorganik seringkali tercampur menjadi satu karena kurangnya fasilitas dan juga kurang pemahaman tentang penting melakukan pemilahan sampah. Masalah pengelolaan sampah di sentra wisata kuliner menjadi tantangan yang semakin kompleks. Banyaknya pengunjung yang datang untuk menikmati berbagai hidangan sering kali menghasilkan volume sampah yang besar, terutama dari kemasan makanan dan minuman sekali pakai. Pada kegiatan ini tim Pengabdian Kepada Masyarakat sudah melakukan sosialisasi dan edukasi kepada pelaku usaha di kawasasn sentra wisata kuliner gayungan tentang pentingnya melakukan pemilahan sampah dan mempraktekkan pemilahan sampah. Harapannya setelah kegiatan ini dilakukan sampah -sampah yang ada di kawasan sentra wisata kuliner tidak hanya langsung dibuang tapi beberapa sampah yang memiliki nilai dan kemanfaatan bisa dipilah dan dikelola.

Abstract

This study aims to analyze the optimization of regional expenditure in the education sector of Surabaya City for the 2025 fiscal year in supporting regional development. The research uses a descriptive qualitative approach through observation, interviews, and documentation studies conducted at the Surabaya City Education Office. Data were obtained from relevant stakeholders involved in education budget management and supported by official documents related to policies and the implementation of education programs. The results show that the management of education expenditure has been aligned with the Regional Medium-Term Development Plan (RPJMD) and applies the money follow program principle, which prioritizes programs based on community needs and development priorities. Programs such as Regional School Operational Assistance (BOPDA), educational assistance for students, school infrastructure development, and community-based learning innovations have contributed to expanding access to education, improving the equity of educational services, and reducing dropout rates. In addition, the use of monitoring systems, periodic evaluation, and the involvement of multiple stakeholders in supervision has strengthened transparency and accountability in budget management. However, several challenges remain, including limited implementation time, procurement constraints, and economic conditions such as inflation. Overall, education expenditure in Surabaya has been managed relatively well in terms of effectiveness, efficiency, and accountability while still requiring continuous improvement

Abstract

Low budget absorption in local government work units remains an unresolved issue in many regions in Indonesia, including the education sector. This study aims to analyze the budget planning mechanism, the stages of budget preparation and approval, the influencing factors, and the relationship between planning quality and budget absorption levels in the Surabaya City Education Office. The study used a qualitative approach through literature review. The results indicate that the budgeting process has followed the normative flow according to regulations, but is still hampered by an incremental approach in proposal preparation, weak coordination between agencies, limited human resource competencies, and the lack of integrated performance data. The low budget absorption and the resulting backlog at the end of the year are proven to be rooted in weaknesses in the planning stage, not solely in implementation. This study emphasizes that improving regional budgeting requires a comprehensive and simultaneous approach at all stages of the budget cycle.

Abstract

This study aims to analyze financial performance using economic, effectiveness, and efficiency indicators in budget management, particularly related to Non-Tax State Revenue (PNBP) during the 2019–2024 period. The method used is a quantitative descriptive approach by comparing budgeted and realized figures for both revenue and expenditure. The results indicate that the economic level is categorized as economical, as reflected by actual expenditures being lower than the allocated budget. In terms of effectiveness, revenue performance is classified as highly effective, with most realizations exceeding the established targets. Meanwhile, the efficiency level falls into the highly efficient category, indicated by relatively low cost ratios compared to the outputs generated. However, some fluctuations occurred in certain years, reflecting dynamics in budget management. Overall, financial performance can be considered good, although continuous evaluation is still necessary to maintain stability and improve the quality of budget management in the future.

Abstract

This study aims to determine the effectiveness of advertisement tax revenue and to examine its contribution to increasing Regional Original Revenue (PAD) in Sidoarjo Regency from 2021 to 2025. This research employs a descriptive method with a quantitative approach, utilizing secondary data obtained from regional financial reports (LKPJ). The analytical techniques used include effectiveness analysis and contribution analysis of tax revenue to PAD. The results of this study indicate that advertisement tax revenue during the 2021–2025 period falls into the very effective category, as evidenced by the realization of tax revenue consistently exceeding the predetermined targets. In nominal terms, tax revenue has increased annually, reflecting the growing potential of the advertisement sector as well as improved performance in tax management by the local government. However, the contribution of advertisement tax to PAD remains relatively low, with a percentage of less than 1% of the total PAD. Overall, both advertisement tax revenue and PAD in Sidoarjo demonstrate effective performance with a positive growth trend. Therefore, continuous optimization is required through improved data collection and supervision, as well as the utilization of digital systems to maximize the potential of advertisement tax revenue in the future.

Abstract

Penelitian ini membahas peran Pendapatan Asli Daerah (PAD) dalam mendukung kemandirian fiskal Kota Surabaya pada periode 2021-2025. Keberhasilan desentralisasi fiskal diukur dengan kemampuan suatu daerah dalam membiayai urusan pemerintahannya sendiri. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Hasil penelitian menunjukkan bahwa PAD Kota Surabaya mengalami pertumbuhan yang positif yang berkisar 12-18% selama periode 2021-2025 dengan pajak daerah sebagai komponen utama yang berkontribusi sebesar 78,9% terhadap total PAD. Berdasarkan perhitungan Indeks Kemandirian Fiskal (IKF), Kota Surabaya memperoleh nilai 0,61 yang menjadikan Kota Surabaya termasuk dalam kategori mandiri. Hal ini mengindikasikan bahwa Kota Surabaya telah berhasil mengoptimalkan potensi fiskal daerahnya sehingga tidak bergantung pada transfer dari pemerintah pusat.
