Abstract

This study aims to uncover teachers' perceptions of the implementation of the Independent Curriculum in the 3T (Underdeveloped and Remote Areas) region, focusing on a case study of Juanga Public Elementary School on Morotai Island. Using a descriptive qualitative approach, data were obtained through in-depth interviews, non-participatory observation, and document analysis. The results indicate that teachers have positive perceptions of the Independent Curriculum because it provides flexibility in learning and is oriented towards student character development. However, limited training, infrastructure, and resources hinder its implementation. A key finding of this study is the utilization of local potential as a curriculum adaptation strategy, which has proven effective in supporting project-based learning in remote areas. This confirms that the success of education policy implementation is determined not only by national policies but also by teachers' creativity in managing local resources. This research contributes to the development of education policy implementation theory and provides practical recommendations for the government in designing more contextual training programs for teachers in the 3T (Underdeveloped and Remote Areas) region.

Abstract

Bullying is a pattern of aggressive behavior, the most vulnerable children face a higher risk of being bullied. The Halmahera Christian Church (GMIH) Elementary School is located in Daeo Village, South Morotai District. As a school under the Ministry of Religion which is located in a Muslim-majority environment, it does not alienate the school community because the school has Muslim teachers and accepts Muslim students. Bullying education is appropriate for children from marginalized communities, children with different gender identities, these criteria are what moved us to create outreach activities about bullying so that religious harmony is maintained. The implementation method is by socializing and playing games to train cohesiveness between teams. The results of the activity provide an understanding of bullying, the impact on friends, and respect for differences. The principal and teachers were also very enthusiastic and received us very well, they hope that activities like this will not only happen once but repeatedly.

Abstract

The purpose of this activity is to increase awareness of clean living behaviors and create a healthy and independent environment as an effort to realize a health care village in achieving the SDGs. This activity is motivated by community problems, namely the low knowledge and awareness of clean and healthy living behaviors in Tanjung Saleh Village and Sakita Village. In fact, there are still many residents who dispose of garbage not at one shelter location, lack of environmental cleanliness, and there is garbage disposal on the coasts. The two villages have also never been touched by the socialization program of higher education thridharma in Morotai Island Regency. Thus, the community service team of the Faculty of Dentistry and Education, University of the Pacific, Morotai carried out community service activities and socialization to increase awareness of clean and healthy living behaviors. The service method uses a participatory approach that involves all teams and partners, namely the Tanjung Saleh and Sakita village communities to jointly discuss, provide solutions to problems, and find concrete solutions to overcome environmental hygiene problems. The stages of this service activity have been carried out by conducting a survey of the location of service, team preparation and consumption needs while in the village. Socialization activities about clean and healthy living behaviors to the community have been carried out with a participatory approach involving all teams and partners, namely the people of Tanjung Saleh and Sakita villages. In general, this service activity ran smoothly, which can be measured from the results of the training evaluation, there was a significant increase in the understanding of villagers. The average pretest score before training was 35, while the average posttest score after training increased to 95. So that the output of this service activity is fulfilled, which means that there is an increase in residents' awareness and knowledge of environmental problems. Abstract

This Integrated Social and Educational-Based Program aimed to enhance community participation and social tolerance in Pilowo Village, South Morotai District, Pulau Morotai Regency. The program was initiated due to limited and sporadic community participation that had not been systematically integrated into village development initiatives. The implementation employed a participatory-collaborative approach through stages of socialization, collective community service activities, educational and recreational events, and a public dialogue session at the end of the program. Evaluation was conducted using mixed methods involving 78 respondents through pre-test and post-test questionnaires, interviews, and focus group discussions. The results indicated significant improvements in social participation (M=3.12 to 4.36), social tolerance (M=3.25 to 4.41), and awareness of education and community empowerment (M=3.05 to 4.28) with significance value p<0.001. Qualitative findings revealed strengthened social interaction, cross-group communication, and collective commitment toward program sustainability. The program demonstrates that a structured participatory approach effectively strengthens social capital and supports inclusive and sustainable village development.
