Abstract

This study on inclusive marketing strategies to increase participation in pension funds among informal sector workers in Indonesia was conducted using a descriptive method with a mixed-methods approach, with a sample of 100 informal workers in the Greater Jakarta area. The study concluded that barriers to pension fund/DPLK participation among informal sector workers include: the perception that pension funds are illiquid (difficult to withdraw) at 28%, lack of education at 22%, the fact that participation is not mandatory or a lack of awareness at 19%, the lack of digital access at 13%, the perception that the system is absurd at 13%, and the perception that it is only for office workers at 5%. A transformation of the pension fund/DPLK marketing strategy is needed, shifting from a product-oriented approach to a participant-centered one. Segmentation of informal workers to increase pension fund participation can be divided into 1) traditional informal groups (lower tier), such as day laborers, street vendors, domestic workers, small-scale merchants, and micro-scale ride-hailing drivers; and 2) modern informal groups (upper tier), such as contractors, content creators, artists, consultants, and gig economy workers with medium to large-scale economic activities. Concrete recommendations to increase DPLK participation among informal workers involve shifting the DPLK approach from a conventional model to an inclusive-digital model, with a focus on 1) prioritizing community-based financial literacy, 2) flexibility, and 3) inclusivity through pension digitization.

Abstract

A strategic evaluation studyan analysis of reader numbers and book collections at Community Reading Centers (TBM) in Indonesiawas conducted using a mixed-methods approach with an evaluative-descriptive design, involving 172 TBM managers from 27 provinces in Indonesia. The study concluded that 50% of TBMs had fewer than 30 children as readers, 39% had 30–60 readers, and only 11% had more than 70 children as readers. Regarding the adequacy of book collections, 58% of TBMs have “inadequate” collections, 24% have “possibly adequate” collections, and only 18% have “adequate” collections. Only a small fraction of TBMs have reached the ideal threshold for book collection autonomy. There is a paradox in the current literacy ecosystem and TBMs: high visitation rates (with 49% of TBMs having more than 30 child readers) are not matched by adequate book collection standards (only 18% are adequate). There is a need to integrate funding sources for TBMswhether from the government, village funds, or private-sector CSR initiativesto strengthen the national literacy foundation and ensure the continued existence of TBMs. There is a need for more adequate scalability of TBM book collections, the importance of national book grants, and equitable access based on region to transform Indonesia’s literacy profile from merely providing “physical access” to achieving high-quality “mastery of the material.”

Abstract

Research on the analysis of individual DPLK membership and its characteristics to increase the penetration of pension funds for workers in the informal sector was conducted using a descriptive qualitative approach with content analysis using questionnaires, interviews, and document studies. The research findings concluded that the individual characteristics of DPLK participants consist of: 1) belonging to the low-income group, 2) the highest contribution paid is Rp. 100,000 per month, 3) contributions may vary each month, 4) retirement age is determined based on financial goals, and 5) the motivation to join the DPLK is due to the lack of a pension program for old age or emergency funds. Currently, the composition of DPLK participants consists of: 20% individual participants (on their own initiative) and 80% corporate participants (enrolled by companies), while of the 560,000 individual DPLK participants, 70% come from the informal sector and 30% come from the formal sector. There are 86.4% of informal workers who have not prepared for retirement funds and 89.4% of informal workers who do not have voluntary pension programs. However, informal workers are interested in DPLK as a program for income continuity in their old age with the support of education and the availability of digital access. In terms of potential, if 25% of current informal workers participate in DPLK with a minimum contribution of IDR 50,000 per month, the potential accumulation of funds will reach IDR 132 trillion over the next 10 years as part of increasing pension fund penetration among informal sector workers.
