Abstract

Penelitian ini bertujuan untuk mengetahui peran Humas Perguruan Tinggi Negeri Badan Hukum (PTN BH) dalam implementasi kebijakan keterbukaan informasi, dengan fokus kajian penelitian mengenai peran humas dalam implementasi Undang - Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik pada Humas Perguruan Tinggi Negeri Badan Hukum (PTN BH) di kota Bandung yaitu Institut Teknologi Bandung, Universitas Pendidikan Indonesia, dan Universitas Padjadjaran. Peneliti ingin mengetahui peran humas PTN BH di kota Bandung sebagai penasehat ahli, fasilitator komunikasi, fasilitator proses pemecahan masalah, dan teknisi komunikasi dalam implementasi kebijakan keterbukaan informasi. Peneliti menggunakan studi deskriptif dengan jenis data kualitatif. Pengumpulan data dilakukan dengan melalui wawancara mendalam, observasi, studi dokumentasi atau studi pustaka. Temuan dari penelitian ini menunjukkan bahwa pada tiga Perguruan Tinggi Negeri Badan Hukum, sudah melaksanakan peran yang dimilikinya berupa implementasi kebijakan keterbukaan informasi, berperan sebagai penasehat ahli bidang komunikasi, menjadi fasilitator komunikasi dalam proses pemecahan masalah serta menjadi teknisi komunikasi. Namun demikian, ada beberapa hal yang menuntut peningkatan guna menjadikan lebih baik. Karenanya peneliti menyarankan agar masing - masing humas PTN BH di kota Bandung meningkatkan aktivitas evaluasi mengenai keterbukaan informasi yang dilaksanakannya, lebih mensosialisasikan kewajiban untuk membuka informasi pada publik internal, dan membuat struktur birokrasi Pejabat Pengelola Informasi dan Dokumentasi yang lebih efisien.

Abstract

Background: Since new media is developing, it is important to examine new media literacy, especially in the era of 4.0. The government’s public relations also need new media literacy since the government needs to establish a harmonic relationship with the public to achieve sympathy, trust, teamwork, and support in government policy implementation. Purpose: This research aims to evaluate the digital competence of members of government public relations in the Magelang government apparatus forum. Methods: Digital competence is measured by questionnaires of functional and critical prosuming. This research uses a quantitative survey method. The survey includes the assessment of beliefs, opinions, and characteristics by using questionnaires. Questionnaires are used to collect the data by using items of questions for respondents. The research object is the government apparatus in Magelang, while the respondents are government public relations officers. The quantitative method is expected to comprehensively describe digital literacy by government public relations officers in the Magelang government apparatus. Data analysis uses descriptive statistics. Conclusion: Based on data analysis, members of government public relations in the Magelang government apparatus forum agree that they have functional and critical prosuming. Implications: This research implies local government of Magelang to improve new media literacy for local government public relations so the government can achieve the public relations objective of harmonic relationship establishment with the public.

Abstract

Background: The Ministry of Communication and Digital Affairs created an advertising campaign for the “Makan Bergizi Gratis” Program. This advertisement drew much criticism from netizens because it used generative AI. Netizens considered the use of AI disrespectful to local animators and Indonesia’s creative industry. Purpose: This study aimed to determine the network and classification of comments on the AI-generated advertisement of “Makan Bergizi Gratis” released on YouTube by the Ministry of Communication and Digital Affairs. Methods: This study adopted a quantitative-qualitative (mixed method) approach with two methodological tools: social network analysis and content analysis. Results: Comments on the advertisement of “Makan Bergizi Gratis” are dominated by argumentative, critical comments directed at the Ministry of Communication and Digital Affairs. In this criticism, netizens expressed disappointment due to the use of generative AI in the advertisement, which devalued animators and human-made animation works. Conclusion: Based on the analysis of the comments, netizens are divided into three groups: individuals who understand that the advertisement is AI-generated and call it generative AI; individuals who understand that the advertisement is AI-generated and call it AI animation; and individuals who call it animation. The researchers also concluded that Indonesians are struggling to distinguish between animation, generative AI, and AI. Implications: Policymakers, communication practitioners, and academics must share the vision that the development and use of generative AI require a strong framework of communication ethics to guide responsible practices. This research could also be an evaluation source for the Ministry of Communication and Digital Affairs. It could trigger all creative industry players in Indonesia to formulate a code of ethics for using generative AI in Indonesia.
