Abstract

Efficiency in the process of applying for personal housing loans through the Indonesian Navy is a strategic step to improve member welfare. This study examines the implementation of automation of the loan application system and inclusive socialization as an effort to accelerate the administrative process, increase transparency, and expand access to information to all members, including those in remote areas. Automation allows for the digitization of document submission, data integration between departments, and automatic notifications that speed up the process and minimize uncertainty. Meanwhile, inclusive socialization through face-to-face training, online seminars, and internal media ensures members understand the procedures and benefits of the program. The results of the study show that the synergy between automation and socialization improves service efficiency, transparency, and member satisfaction with the loan program. This approach also builds trust and awareness that the program supports welfare without discrimination. With effective implementation, this strategy is expected to increase member motivation and loyalty to the institution, while strengthening the economic stability of their families.

Abstract

This study explores the dynamics of interaction between competence, performance, and organizational culture in the government sector through a qualitative library research approach. The purpose of the study is to analyze the complex mechanisms that affect the effectiveness of government organizations in the context of digital transformation. The research method uses systematic analysis of academic literature from international databases with the PRISMA protocol, including identification, extraction, categorization, and narrative synthesis. The results of the study revealed that competence, organizational culture, and performance have a dynamic interconnection that is influenced by technological, psychological, and structural factors. Digital transformation requires government apparatus to develop adaptive competencies, build a responsive organizational culture, and configure sustainable performance. The research emphasizes the importance of a holistic approach to institutional capacity building, which goes beyond traditional approaches to innovative, inclusive, and meaningful management models.

Abstract

Marore Island is one of the 92 outermost islands in Indonesia located near the border between Indonesia and the Philippines. Its position adjacent to ALKI III makes Marore Island a strategic area and prone to criminal acts or violations at sea such as smuggling, terrorism, illegal entry, illegal logging and illegal fishing. This study aims to formulate an alternative strategy for the development of maritime defense area empowerment on Marore Island to overcome several problems that occur in order to improve state defense. The stages carried out are the identification and evaluation of internal and external factors, the selection of strategies with a SWOT quadrant matrix followed by the SWOT matrix for alternative strategies selected and Borda to determine the selected priority strategies. From the results of the research, the Stability Strategy was obtained, which is to maximize the improvement of weakness factors for the use of opportunities and the results of the weight calculation are known that the WO 8 strategy has the highest weight and is a priority strategy, namely the development of electronic observation facilities by utilizing state defense policies.
