Abstract

Penelitian ini untuk mengetahui implementasi kebijakan penyelenggaraan pemilihan Kuwu serentak di masa Pandemi Covid-19 tahun 2021 di Kabupaten Indramayu dan menemukan model proses implementasi kebijakan tersebut. Dalam implementasi kebijakan tersebut, proses pelaksanaan dan tahapan penyelenggraan pemilihan kuwu serentak telah berjalan optimal, namum masih belum sepenuhnya efektif. Perumusan masalah penelitian, yaitu: (1) bagaimana implementasi kebijakan penyelenggaraan pemilihan Kuwu serentak di masa Pandemi Covid-19 tahun 2021 di Kabupaten Indramayu?; dan (2) bagaimana model implementasi kebijakan penyelenggaraan pemilihan Kuwu serentak tersebut?. Metode penelitian yang digunakan adalah penelitan deskriptif dengan pendekatan kualitatif melalui studi kasus. Pengumpulan data dengan teknik wawancara secara langsung, observasi, dan teknik dokumentasi. Analisis data dilakuka dengan teknik analisis data secara kualitatif. Hasil penelitian ini menunjukkan implementasi kebijakan penyelenggaraan pemilihan Kuwu serentak di masa Pandemi Covid-19 Tahun 2021 di Kabupaten Indramayu sudah berjalan cukup efektif sesuai tahapan kebijakan/program yang telah ditetapkan sebelumnya. Meski masih adanya faktor-faktor kendala yang dihadapi pelaksana kebijakan, namun dapat diselesaikan sesuai kemampuan dan adanya komitmen para penyelenggara, serta dukungan dari berbagai sumber daya yang ada, sehingga tujuan dan sasaran kebijakan tersebut dapat tercapai secara optimal.

Abstract

This research aims to investigate the implementation of Corporate Social Responsibility (CSR) at CV Mekar Abadi using an approach of three main theories: legal effectiveness, management and Islamic business ethics. The main objective is to gain an in-depth understanding of the company's CSR practices and identify relevant barriers and solutions in the context of the wood industry. The research method used involved a field study approach with interviews and observations at CV Mekar Abadi. In addition, literature studies are used to support the identification of a conceptual framework in analyzing the company's CSR implementation. This triangulation approach allows researchers to gain a holistic and in-depth understanding of a company's CSR practices. The research results show that CV Mekar Abadi faces a number of challenges, including price fluctuations and market instability in the wood industry. Even though companies have managed to survive the COVID-19 pandemic, the impact of policy changes related to the pandemic has become an additional obstacle in implementing broader CSR programs. In overcoming these challenges, the proposed solutions include increasing transparency, developing inclusive CSR programs, and in-depth understanding of Islamic business ethics. The research conclusions emphasize the importance of adapting CSR according to the business context and provide useful recommendations for similar companies facing similar challenges.

Abstract

This study was conducted to determine the implementation of the household PHBS development program in the working area of UPTD Puskesmas Jatibarang. The research focused on motivating, facilitating, directing, communicating, and controlling aspects carried out by UPTD Puskesmas leaders and PHBS program managers in the UPTD Puskesmas Jatibarang working area, Indramayu Regency. In addition, identifying and analyzing the constraining factors in the implementation of the PHBS coaching program. This study used a qualitative method with a descriptive phenomenological approach. Samples were selected purposively, with key informants being the head of the UPTD Puskesmas Jatibarang and the PHBS program manager. Research informants were PHBS cadres, housewives, and community leaders.  Data collection techniques through in-depth interviews and observations of PHBS management informants at the puskesmas level, PHBS cadres, housewives, and community leaders, as well as documentation techniques. Data analysis techniques through qualitative data analysis techniques, through data reduction, data display, and conclusion drawing/verification. The results showed that the achievement of 10 indicators of PHBS in the work area of the UPTD Puskesmas Jastibarang in 2011 had reached 82.1%, while in 2012 the program achievement was seen to increase to 90.3% or an average of 86.2% per year. However, judging from the achievement of the total percentage of healthy households in 2012 only reached 36.4% or decreased compared to 2011 which had reached 56.3% of healthy households, so that the PHBS program in the family setting has not been fully effective.  There are still internal and external constraints in the management of the PHBS program, as well as the need for coordination and synergistic cooperation with cross-program, cross-sector and other related.

Abstract

The Ledig Program is an excellent program from the Indramayu Regent, the problems found in this program are the limited human resources and financial resources in Cangkingan Village, that the transition of services from manual to digital is not a small cost in addition to changing the mindset of village officials. With the problems that have been mentioned, the researcher has the aim of analyzing the Implementation of the Ledig Program in improving public services in Cangkingan Village. The research method used is descriptive qualitative. In the implementation of the Ledig Program in improving public services, Cangkingan Village has made self-service for residents who want to get services online and the results will be directly delivered by village officials to the applicant's home. In addition, with the Ledig Program, Cangkingan Village has developed online facilities by creating an “online lapak” marketpalce for villagers who are registered to have MSME businesses. The obstacle to implementation is that all digital development is charged to Village Fund sources, which is a challenge for the Cangkingan Village Head, where the budget is limited and not only for digitalization developers.

Abstract

The regional development planning policy carried out through Musrenbang according to the level of government has long been implemented. This research aims to find out the concept and performance of development planning policies through the Development Plan Consultation (Musrenbang) so far, as well as problems and solutions in the future. The research method used is descriptive method with qualitative approach through literature study. The results of the study indicate that the concept and performance of the implementation of regional development planning policies as a whole in order to produce an effective development implementation based on more adequate planning has not been achieved effectively. Implementation of regional development planning policies through Musrenbang is also still faced with a number of obstacles, both internal and external. This is related to factors such as socio-economic and technological conditions, less than optimal public support, attitudes and resources owned by the group, less than optimal support from the central government and regional governments themselves, as well as weak commitment and leadership abilities among several implementing officials at the regional level.

Abstract

Kebijakan pengelolaan wilayah pantai dan pesisir di Kabupaten Indramayu telah dituangkan dalam Rencana Induk Pembangunan Perikanan dan Kelautan (RIPPK) 2013-2032 seiring dengan diundangkannya Undang-Undang RI Nomor 27 Tahun 2007 tentang Pengelolaan Wilayah Pesisir dan Pulau-Pulau Kecil dan diikuti dengan diterbitkannya beberapa peraturan daerah dan keputusan Bupati Indramayu. Permasalahannya bahwa pengelolaan pelabuhan perikanan di Kabupaten Indramayu belum sepenuhnya efektif, diantaranya terlihat dari belum optimalnya produksi ikan, peningkatan PAD dari retribusi TPI, dan rendahnya kesejahteraan masyarakat dan nelayan. Penelitian ini bertujuan untuk menganalisis strategi dalam pengelolaan pelabuhan perikanan tahun 2020. Hasil penelitian ini menunjukkan terdapat 7 (tujuh) strategi yang dapat dipilih oleh Pemerintah Daerah Kabupaten Indramayu dan Dinas/Badan/Lembaga terkait maupun pihak lainnya dalam pengelolaan pelabuhan perikanan di Kabupaten Indramayu. Meskipun demikian diperlukan penajaman untuk menghasilkan strategi implementasi pengelolaan pelabuhan perikanan yang efektif, efisien, dan akuntabel sesuai peraturan dan perundang-undangan yang berlaku, serta nilai-nilai kearifan lokal di daerah.

Abstract

Penylenggaraan Otonomi Daerah di Indonesia hingga saat ini masih dipandang sebagai suatu cara untuk mewujudkan kesejahteraan masyarakat, keadilan sosial, dan penyelenggaraan pemerintahan yang efektif dan efisien yang dilakukan oleh pemerintahan daerah. Namun masih adanya permasalahan dalam pelaksanaan Otonomi Daerah, termasuk di Kabupaten Kuningan Jawa Barat, yaitu masih kurang optimal dalam memainkan peranan yang strategis sesuai kewenangan daerah. Hal itu diantaranya, yaitu masih terdapat kesenjangan antara kedudukan dan fungsi DPRD dengan rangkaian aktivitas yang dapat dikembangkan oleh lembaga itu dalam realitas kehidupan politik. DPRD sebagai lembaga perwakilan daerah kurang mampu menangkap berbagai aspirasi yang timbul dan berkembang dalam masyarakat.Tulisan ini bertujuan untuk menguraikan permasalahan dalam penerapan peran dan fungsi DPRD Kabupaten Kuningan selama ini dan sejauhmana kondisi serta pengaruh lingkungan strategis (peluang dan kendala), sehingga dapat dirumuskan strategi dan upaya penanggulangannya. Mengingat penting dan strategisnya kedudukan Sekretariat DPRD yang merupakan unsur pendukung bagi kelancaran tugas-tugas DPRD, di mana Sekretariat DPRD bertanggungjawab untuk mengkoordinir dan mengorganisir sumber daya DPRD, sehingga menjadi satu kesatuan yang utuh dan selaras satu sama yang lain. Untuk itu diperlukan konsep peningkatan peran Sekretaris DPRD yang visioner, yaitu pemimpin yang mempunyai visi ke depan, dan mampu melaksanakan misi lembaga, serta melakukan pelayanan sesuai kewenangan, tugas pokok, dan fungsinya secara efektif, efisien dan akuntabel.

Abstract

The problem with this research is that the implementation of the policy of using village funds in Pabean Udik Village, Indramayu District, Indramayu Regency still seems less than optimal. The research method used is a descriptive method with a qualitative approach. The analysis unit in this research includes all implementing elements and village communities in the use of Village Funds in Pabean Udik Village. Data collection techniques are library studies and field studies using direct interview techniques, field observations, and documentation techniques. Data analysis using qualitative descriptive data analysis techniques. The results of this research show that the implementation of the policy for using village funds in Pabean Udik Village is quite good, but there are still several obstacles in implementing this policy. However, there have been efforts made by the village government to overcome every problem that arises and develops at the village community level in the use of village funds in accordance with the village's authority.

Abstract

The tidal floods that often hit Kandanghaur Subdistrict require the involvement of the Indramayu District Disaster Management Agency (BPBD) in mitigation efforts. Therefore, this study aims to determine the role of the Indramayu District BPBD as a regulator, dynamizer, and facilitator in mitigating tidal floods in the villages of Eretan Wetan and Eretan Kulon, as well as to identify the inhibiting factors. This study uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The results show that BPBD has carried out its role as a regulator, facilitator, and dynamizer in tidal flood mitigation. In its role as a regulator, there is already a clear legal basis and implementing organization for tidal flood mitigation. The role as a catalyst has been carried out through the dissemination and training of the Destana program to the community. Meanwhile, the role as a facilitator is carried out through assistance and the provision of aid or facilities in the form of evacuation, the establishment of command posts and public kitchens, as well as the preparation of Jitupasna documents and Rehabilitation and Reconstruction Plan documents. However, the implementation of these roles has not been optimal due to constraints such as limited budgets, low community participation, inter-agency coordination challenges, and social and cultural resistance from the community.

Abstract

This article discusses the efforts of regional governments in realizing good governance through improving the performance of sub-district government officials. Regional governments need to carry out service reform as an effort to improve things that focus more on achieving the vision, mission and goals of government organizations in accordance with the main tasks, functions and authority and strive to provide services to the community, including the District SKPD within Indramayu Regency. The results of this research show that the sub-district is a regional apparatus as a regional technical implementer which has a certain work area led by the sub-district head and has a strategic position.  Public service management reform in the District SKPD as all forms of change efforts in public (public) service management are implemented by the District Government to the community in the form of providing government administration services, either with payment or without payment to meet community needs or interests. One type of public service that can be provided by the District Government to the wider community is government administrative services, such as providing KTPs, Family Cards (KK), and other civil services. However, the need for the sub-district government to improve service reform strategies that refer to the Total Quality Service (TQS) concept, by improving the quality of public service management in the sub-district SKPD can include aspects of human resource capabilities, facilities and infrastructure, procedures implemented, and administrative services provided by service providers (District Government).
