Abstract

Perkembangan teknologi informasi dan komunikasi telah mendorong transformasi digital dalam tata kelola pemerintahan, termasuk penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE). Pemerintah Aceh, melalui Dinas Komunikasi, Informatika, dan Persandian Aceh, berupaya mengimplementasikan SPBE guna meningkatkan efisiensi, transparansi, dan akuntabilitas pelayanan publik. Namun, dalam penerapannya, masih terdapat kendala seperti keterbatasan sumber daya manusia, infrastruktur teknologi yang belum optimal, serta belum terintegrasinya berbagai aplikasi yang digunakan. Penelitian ini bertujuan untuk mengevaluasi implementasi SPBE di Dinas Komunikasi, Informatika, dan Persandian Aceh, mengidentifikasi hambatan yang dihadapi, serta memberikan rekomendasi strategis untuk meningkatkan efektivitas sistem pemerintahan berbasis elektronik di tingkat daerah. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Data dikumpulkan melalui wawancara dan observasi langsu. Hasil penelitian menunjukkan bahwa implementasi SPBE di Dinas Komunikasi, Informatika, dan Persandian Aceh masih menghadapi beberapa kendala utama, di antaranya: keterbatasan sumber daya manusia dengan kompetensi teknis yang sesuai, belum optimalnya infrastruktur jaringan dan kapasitas bandwidth, serta kurangnya integrasi antar aplikasi pemerintahan yang menyebabkan duplikasi data dan ketidakefektifan layanan. Rekomendasi untuk meningkatkan efektivitas SPBE, direkomendasikan adanya penguatan kapasitas SDM melalui pelatihan berkala, peningkatan infrastruktur teknologi informasi, serta integrasi sistem dan aplikasi guna menciptakan layanan digital yang lebih efisien dan responsif terhadap kebutuhan masyarakat.

Abstract

Abstract. Korean dramas, as a form of popular cultural product, play a significant role in representing social and cultural values, including gender constructions rooted in patriarchal systems. This study aims to examine how patriarchal culture is represented in the Korean drama When Life Gives You Tangerines using a descriptive qualitative approach and Roland Barthes’ semiotic analysis method. The drama is analyzed as a cultural text rich in meaning, where symbols, narratives, and characters reflect patriarchal ideologies. The findings reveal that the drama reinforces patriarchal myths, such as gender role division, educational discrimination, and social legitimacy of gender inequality, as well as the reinforcement of traditional values that position women in subordinate roles. This representation demonstrates that popular media like Korean dramas play a major role in reproducing patriarchal ideology through seemingly natural cultural portrayals. Abstract

The United States' import tariff policy against Indonesia in 2025 has sparked diplomatic dynamics and public debate, particularly after President Donald Trump announced a tariff reduction from 32% to 19%, accompanied by Indonesia's commitment to purchase Boeing aircraft, energy, and agricultural commodities from the United States. This study aims to compare the news framing of this policy in four national online media outlets: Kompas.com, Liputan6.com, CNBC Indonesia, and CNN Indonesia. The method used is Robert N. Entman's framing analysis, focusing on four framing elements: defining problems, diagnosing causes, making moral judgments, and suggesting remedies. The results show differences in perspective: Liputan6.com emphasizes diplomatic achievements, CNBC Indonesia links tariff reductions to trade-offs regarding purchasing obligations, Kompas.com emphasizes risks to industry and trade imbalances, while CNN Indonesia highlights four conditions for policy implementation. The study's conclusion confirms that media use framing to direct public interpretation, ranging from policy legitimacy to criticism of sovereignty, and confirms the relevance of Entman's model for analyzing political-economic issues in Indonesia

Abstract

Religious mentoring is a means of forming Muslim personalities and inculcating moral values. This mentoring activity is routinely carried out by teachers at the Integrated Muhammadiyah Middle School in Bengkulu City. The purpose of this research is to analyze the process of implementing mentoring activities carried out on students of the Integrated Muhammadiyah Junior High School in Bengkulu City. This study uses a qualitative approach with data collection techniques, namely observation, interviews, documentation. The data obtained by the researcher is then categorized and collected from research questions, then the researcher can conclude the research and use SWOT analysis. The research subjects were all students of the Integrated Muhammadiyah Middle School. From the results of the research that in the process of carrying out these mentoring activities students routinely listen to studies or lectures, facilitate students' interests and talents, train students to be brave and confident, motivate them to be able to be responsible, and interact more with the Al-Qur'an. Mentoring activities for students of the Integrated Muhammadiyah Middle School in Bengkulu City are carried out in groups, namely one group consisting of 5-10 students with 1 (one) mentor each, this activity begins with reading Bismillah together and continues with reading Al-Fatihah , then provision of mentoring material by each coach. Besides that, this activity can also help students (mente) in memorizing prayer readings, asmaul husna, even short surahs, then with this mentoring activity it also helps in increasing self-confidence in students (mente).

Abstract

The phenomenon of flexing on social media is increasingly developing as a form of self-image, especially among students. Flexing is a behavior that displays certain achievements, wealth, or lifestyles with the aim of gaining social validation. This study aims to explore the subjective meaning of the flexing phenomenon on social media and its impact on the digital identity and social relations of Communication Science students at Malikussaleh University. Using a qualitative approach and phenomenological method, this study serves the experiences and meanings of students purposively from Communication Science students of the 2022 intake who actively use social media. The data collection technique was carried out through in-depth interviews, which were then analyzed thematically. The results of the study showed that students interpreted flexing as part of personal branding but also as a form of social pressure. Flexing can increase self-confidence and motivation, but also cause anxiety and feelings of insecurity due to social comparison. In the context of social interaction, flexing has ambivalent impacts, such as expanding social networks but can also create social distance. This study emphasizes the importance of digital literacy and reflective awareness in using social media in a healthy way.

Abstract

The transformation toward digital marketing has become a critical challenge for rural micro, small, and medium enterprises (MSMEs) in the era of technological disruption, yet limited knowledge and infrastructure often hinder adaptation. This study aims to identify the effectiveness of product photography mentoring using smartphones as an innovative and affordable solution for developing visual marketing among MSMEs in Mekar Jaya Village. The community service program adopted a Community Development approach and participatory training methods involving 50 local MSME actors. Implementation was conducted in three stages: (1) preparation and needs analysis, (2) intensive training and hands-on practice, and (3) mixed-method evaluation and monitoring. Results indicated a significant improvement in participants’ skills, with a 77% average increase based on pre- and post-test evaluations. Product photo quality improved across lighting (50%), composition (50%), focus (35%), and background (45%). Economically, 40% of participants secured new customers, achieving an average monthly revenue increase of 32% one month post-program. The program’s success validated the Low-Cost High-Impact Visual Marketing model, which leverages community-owned technological resources, offering a cost-effective empowerment strategy compared to expensive equipment investments or professional outsourcing.

Abstract

Pariwisata merupakan sektor strategis yang berperan dalam peningkatan ekonomi, kesejahteraan masyarakat, dan pelestarian budaya. Di Aceh, pengembangan pariwisata memiliki kekhasan karena berlandaskan Qanun Aceh Nomor 8 Tahun 2013 yang mengintegrasikan prinsip syariah Islam dalam tata kelola kepariwisataan. Penelitian ini bertujuan menganalisis penguatan tata kelola kepariwisataan berbasis qanun di Aceh, dengan fokus pada efektivitas implementasi kebijakan, kapasitas kelembagaan, dan partisipasi pemangku kepentingan. Pendekatan yang digunakan adalah kualitatif deskriptif dengan pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Implementasi qanun telah berjalan melalui pengembangan destinasi Islami, festival budaya religi, dan regulasi pendukung. Namun, efektivitasnya masih terbatas akibat koordinasi antarinstansi yang belum optimal, kapasitas kelembagaan terbatas, dan minimnya kolaborasi dengan sektor swasta dan masyarakat. Selain itu, partisipasi publik masih bersifat instrumental dan mekanisme pengawasan syariah belum terstruktur secara sistematis. Dampak positif implementasi qanun terlihat pada peningkatan citra Aceh sebagai destinasi wisata Islami, pertumbuhan kunjungan wisatawan, dan upaya pelestarian budaya lokal. Penelitian ini menegaskan bahwa integrasi nilai syariah, penguatan kapasitas institusional, dan partisipasi publik merupakan fondasi utama dalam memperkuat tata kelola pariwisata Islami di Aceh.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk mengoptimalkan pemanfaatan Instagram sebagai media promosi Wisata Kota Tuo Pasar Bengkulu. Kelompok Pemanfaatan dan Pemeliharaan (KPP) Kawasan Wisata Kota Tuo menghadapi tantangan dalam memanfaatkan media sosial untuk menarik minat wisatawan dan mempromosikan potensi wisata lokal. Melalui pendekatan partisipatif, program ini memberikan pelatihan strategi media sosial, teknik fotografi dan videografi, serta desain grafis untuk pembuatan konten Instagram yang menarik. Kegiatan dilaksanakan pada Januari-Februari 2023, melibatkan anggota KPP yang aktif menggunakan media sosial dan berusia di bawah empat puluh tahun. Metode yang digunakan meliputi ceramah interaktif, workshop, pelatihan praktis, dan pendampingan pengelolaan akun Instagram. Hasil kegiatan menunjukkan peningkatan pemahaman tentang pentingnya media sosial dalam promosi wisata, peningkatan keterampilan produksi konten (foto dan video), serta terwujudnya akun Instagram resmi Wisata Kota Tuo. Program ini berhasil memberdayakan masyarakat dalam pemasaran digital dan diharapkan dapat meningkatkan kunjungan wisatawan ke Kota Tuo Pasar Bengkulu.
