Abstract

Abstrak Salah satu proses kerja dalam publikasi NOTAM adalah proses verifikasi permohonan publikasi NOTAM sesuai standar dan peraturan yang berlaku. Namun, proses verifikasi yang dilakukan sering dihadapkan pada masalah yang dapat memengaruhi efisiensi proses kerja. Penelitian ini bertujuan untuk memberikan saran dalam meningkatkan efisiensi proses publikasi NOTAM penggunaan wilayah ruang udara. Metode yang digunakan adalah deskriptif kualitatif dengan analisis terhadap kasus-kasus yang mendukung usulan saran. Hasil analisis menunjukkan bahwa kasus yang sering ditemukan dalam proses verifikasi publikasi NOTAM penggunaan wilayah ruang udara adalah terkait waktu pengajuan permohonan yang tidak sesuai LOCA dan koordinat wilayah airspace reservation yang tidak clockwise. Berdasarkan data tersebut, solusi yang dapat diambil adalah dengan melakukan imbauan kembali dengan pihak pemohon dan melakukan pengembangan website Nav-Earth dengan pemberian warning saat plotting.

Abstract

Indonesia wajib meningkatkan kualitas informasi dan sdm penerbangan karena merupakan pasar terbesar dengan pertumbuhan tertinggi dalam industri penerbangan di ASEAN. Salah satunya adalah dengan meningkatkan kualitas data NOTAM. Penelitian ini bertujuan untuk meminimalisir kesalahan pada saat permohonan publikasi NOTAM. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif, dengan mengumpulkan data melalui observasi untuk menganalisis prosedur yang dilakukan. Hasil penelitian menunjukkan bahwa tidak sesuainya waktu pengajuan permohonan NOTAM terkait penggunaan wilayah udara  yang seharusnya 7 hari sebelum publikasi, penulis menyarankan sumber data untuk mematuhi yang tertera dalam LOCA dengan cara mengadakan sosialisasi ulang kepada sumber data terkait.

Abstract

Komunikasi yang efektif dan tepat waktu sangat penting dalam dunia penerbangan untuk menjamin keselamatan dan kelancaran operasional, salah satunya melalui pemberitahuan NOTAM. Penelitian ini bertujuan untuk mengidentifikasi permasalahan dalam pengajuan form Request NOTAM. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif, dengan mengumpulkan data melalui observasi untuk menganalisis prosedur yang dilakukan. Hasil penelitian menunjukkan bahwa pengajuan form Request NOTAM Replace (RQNTMR) dilakukan di luar jam yang telah ditetapkan, yang mengarah pada kekeliruan dalam pengolahan data. Untuk mengatasi permasalahan ini, penulis menyarankan sosialisasi lebih lanjut mengenai prosedur pengajuan NOTAM yang benar.

Abstract

Pertumbuhan jumlah penumpang pesawat di Indonesia mendorong perlunya peningkatan efisiensi dan efektivitas operasional bandar udara. Penelitian ini bertujuan untuk menganalisis implementasi Manajemen Operasi berbasis Trafik (MOT) di Bandar Udara Internasional Yogyakarta, dengan fokus pada mekanisme pelaksanaan, unit-unit yang terlibat, serta dampaknya terhadap operasional bandar udara. Metode yang digunakan adalah kualitatif deskriptif melalui observasi, wawancara, studi literatur, dan dokumentasi. Hasil penelitian menunjukkan bahwa keberhasilan penerapan MOT bergantung pada koordinasi erat antar unit, termasuk Airport Operation Landside & Terminal, Apron Movement Control, Aviation Security, Airport Facilities, Airport Technology, Airport Service Improvement, dan pihak maskapai. Kolaborasi ini memungkinkan pertukaran informasi yang cepat dan akurat, optimalisasi fasilitas, serta penugasan sumber daya manusia yang lebih efisien. Kesimpulannya, MOT mampu meningkatkan kinerja operasional bandara secara efisien dan efektif dan menjadi acuan bagi bandara lain dalam menghadapi lonjakan trafik penumpang.

Abstract

This study examines the effectiveness of the NOTAM service in Indonesian airspace delegated to Singapore, managed by the Medan Regional AIS Unit. Using a qualitative descriptive method with gap analysis, the research compares actual operations with ICAO and LOCA standards. Data were collected from July 2024 to August 2025 through observation, document review, and interviews. Analysis of three delayed NOTAM cases shows that while internal AIS procedures are generally compliant, effectiveness is hindered by delayed data submissions from external agencies. These delays violate ICAO Doc. 10066, limiting verification time, increasing operational stress, and posing flight safety risks. The study concludes that the core problem lies in the lack of compliance and awareness among external stakeholders. It recommends stronger dissemination of ICAO regulations, improved inter-agency coordination, and routine evaluations to ensure timely, accurate, and safe aeronautical information services.

Abstract

This study explores the strategic use of garbarata as an advertising medium at Minangkabau International Airport, Padang. The garbarata, which is a connecting bridge between the terminal and the aircraft, has great potential as an exclusive advertising space and has high exposure to passengers. However, this potential has not been optimally maximized. This study uses a qualitative approach with a case study method. Data collection was conducted through in-depth interviews with airport management, direct observation of the garbarata conditions, and analysis of documentation related to advertising policies and non-aeronautical asset management. The results of the study indicate that there are several main obstacles in the use of garbarata as a promotional medium. These obstacles include minimal promotional activities to potential advertisers, unclear pricing systems for advertising space rentals, lack of collaboration with advertising agencies, and limitations in the provision of design services and visual creativity. This has led to low interest of companies in utilizing this media as part of their marketing strategy. To overcome these problems, this study proposes several development strategies, including: increasing active and planned promotional activities, setting flexible and competitive rental prices, strategic collaboration with professional advertising agencies, and providing creative design services to support the effectiveness of advertising messages. This strategy is expected to attract more companies to advertise on the aerobridge, thereby increasing the airport's non-aeronautical revenue. With proper optimization, the aerobridge will not only serve as a functional passenger facility but can also transform into a strategic asset supporting the airport's sustainable commercial development and creating added value for both the operator and its business partners.

Abstract

The advancement of information technology in the Industrial Revolution 4.0 era has brought significant changes in airport service management, particularly in operational safety and efficiency. One crucial component is Ground Support Equipment (GSE), which is still predominantly managed manually, resulting in ineffective supervision. This study aims to identify weaknesses in the manual GSE reporting system and to design a mobile application-based digital reporting system at BLU Office of Class I UPBU Aji Pangeran Tumenggung Pranoto Samarinda. The research employed a qualitative approach using observation, interviews, and document studies. The results indicate that the manual system leads to supervision delays, data loss potential, and low monitoring effectiveness of operational vehicles. The implementation of a mobile application equipped with QR Code features, automatic verification, notification reminders, and operational dashboards improves reporting speed, data accuracy, and real-time supervision effectiveness. The digitization of GSE reporting contributes to strengthening airside operational safety standards and has the potential for replication in other airport environments in Indonesia.

Abstract

I Gusti Ngurah Rai International Airport – Bali is one of the airports with the busiest flight traffic in Indonesia, for both domestic and international routes. The high intensity of operational activities on the airside demands optimal management of all supporting elements, one of which is Ground Support Equipment (GSE). GSE plays a vital role in supporting aircraft movements and handling baggage, cargo, and passengers. Therefore, the provision of well-organized Equipment Parking Area (EPA) facilities in the Make Up and Break Down areas is crucial to ensure smooth and safe operations on the apron. This paper aims to examine the effectiveness of EPA provision and management in supporting GSE work efficiency, while identifying challenges and providing solutions to various emerging problems. The method used is a descriptive qualitative approach through direct observation, field documentation, and analysis of the actual layout compared to the provisions of the Directorate General of Civil Aviation Regulation No. PR 21 of 2023 concerning Technical and Operational Standards for Civil Aviation Safety Regulations. This research also complements EPA management practices at other airports in Indonesia, to provide a constructive comparative perspective. The study results indicate that the current management of the EPA at I Gusti Ngurah Rai Airport is not optimal. The main problems identified include irregular parking of GSE vehicles, the absence of zoning based on vehicle type, minimal markings, and a weak monitoring system due to limited personnel. As a result, congestion often occurs on GSE operational routes, which can disrupt the smooth operation of ground handling services. Based on these findings, proposed improvements include redesigning the EPA layout based on vehicle classification, installing signs and vehicle flow maps in strategic areas, and implementing an integrated technology-based monitoring system such as CCTV and digital access control.
