Abstract

The population has increased dramatically in recent years, including in Samarinda, East Kalimantan. Ironically, the large population is not supported by the quality of life. This problem makes the government strive to discipline the community in a nonviolent way through the Keluarga Berencana (KB) program. These efforts are manifested in the policy mechanism which links the health science and political social aspects (biopolitics). The effort to control the population is not only because of the health policy’s interest but also as a political-strategic policy. The purpose of this study is providing an analysis of Keluarga Berencana program as the strategy to overcome the health issues and as the implementation of biopolitics. This research uses quantitative methods using document-based literature studies and interviews. In Samarinda, the government has synergized policies and budgets at all level of government, in the form of activities and programs for the establishment of Keluarga Berencana village, decreased the fertility rate, increased number of contraceptive prevalence rate, cooperation and coordination with the Provincial BKKBN and the ministry of health, as well as increasing the quality and quantity of PLKB/PKB, involving Babinsa Koramil and providing free Keluarga Berencana program activities. These activities is an implementation of biopolitical policy to control the population. If there is an imbalance between the population and the burden and ability of the state, then the country will slowly go to the more complex social problems.

Abstract

Abstract This article tries to apply the concept of governmentality in Michael Foucault's perspective in analyzing the Family Planning discourse which began to be implemented in 1970, precisely under the "New Order" regime under President Suharto in Indonesia. This Governmental analysis tries to reveal the existence of efforts to regulate society and change their paradigm about child ownership which in the "Old Order" regime was fully supported by the government under President Soekarno. This paper finds that the initial initiation of the Family Planning program and the discourse of small happy and prosperous families is an attempt by the new regime to change their paradigm. Abstract

Konflik kemanusiaan ini berakar dari klaim teritorial yang kompleks serta ketegangan politik yang telah berlangsung selama beberapa dekade. Di tengah berbagai upaya internasional untuk melindungi warga sipil melalui kerangka kerja Responsibility To Protect (R2P). Penelitian ini bertujuan untuk mengkaji kegagalan implementasi Responsibility to Protect (R2P) dalam konflik Israel-Palestina.Metode yang digunakan adalah deskriptif kualitatif, dengan pengumpulan data melalui observasi, wawancara, dan studi literatur. Hasil penelitian menunjukkan bahwa status Gaza yang ambigu dan belum diakui secara resmi, serta veto yang diberikan oleh negara-negara besar di Dewan Keamanan PBB, memperburuk kegagalan implementasi R2P. Meskipun PBB telah mengeluarkan sejumlah resolusi yang menuntut gencatan senjata, perbedaan kepentingan politik antarnegara, terutama dukungan Amerika Serikat terhadap Israel, menghambat tercapainya solusi yang adil dan efektif. Kesimpulannya, tanpa perubahan signifikan dalam dinamika politik internasional, perlindungan warga sipil di Palestina akan tetap menjadi tantangan besar.

Abstract

The Israeli-Palestinian conflict, especially after October 7, 2023, has attracted significant attention from the international community. Although global sympathy for Palestinian victims is increasing, online spaces are also witnessing a rapid increase in hate speech by Israelis against Palestinians. This research aims to analyze how the Israeli government employs tactics of governmentality to produce and sustain social control, drawing on Michel Foucault’s theoretical framework. Furthermore, this study examines the government's indoctrination efforts against Israelis, which culminates in the construction of a narrative of dehumanization and the cultivation of hatred against Palestinians. This study used a descriptive qualitative method and used a literature review for data collection. The findings show that the indoctrination carried out by Israel, built through the discourse of dehumanization of Palestine (the regime of truth), has succeeded in instilling hatred of Palestinians among Israelis. This indoctrination and discourse formation effort is carried out through a number of mechanisms, such as the conscription system, the instrument of nationalism, and the formation of a collective perception of Israel.

Abstract

This study aims to analyze the involvement of the Nusantara Nature Conservation Foundation (YKAN) in mangrove management in Berau Regency. This study explains how YKAN, as a broker organization in an advocacy network, encourages the local Forlika community to obtain resources from global partnerships. This study uses a qualitative descriptive method. The research data is sourced from primary data through interviews and uses primary data from relevant literature studies related to the research variables. The results of this study show that there is cooperation between each actor in international relations in managing mangrove areas in Berau Regency. YKAN's partnerships with global and local institutions give YKAN a strategic position in transnational advocacy networks. YKAN functions as a liaison that advocates for the needs of coastal communities at the international level, so that YKAN's role is to represent local communities in cross-actor cooperation in Berau Regency.
