Tourism activities in Nusa Penida have experienced a very rapid increase in recent years, mainly in Jungutbatu Village, which is the village where Nusa Penida tourism began around 1970. After the transition from the seaweed farming activities in recent years, now the community relies on the tourism sector. The rapid development of marine tourism and the importance of this to the economy of the community of Jungutbatu Village, requires its management be carried out properly and sustainably. The purposes of this study were to determine the management of marine tourism in Jungutbatu Village through the application of four management functions (Planning, Organizing, Actuating, and Controlling), and to analyze tourist perceptions on the application of sustainable tourism management in Jungutbatu Village. The research approach was descriptive qualitative and data collection methods were observation, interviews, questionnaires and literature study. The results of this study indicated that the management of marine tourism in the Jungutbatu Village was carried out by involving various parties such as the community, entrepreneurs, non-governmental organizations, and the government. The planning, organizing and actuating processes that involved and accommodated the interests of various parties built a sense of responsibility and awareness to participate in the controlling process. Good management led to a good perception of tourists who came to visit, which in turn affected satisfaction and then influenced loyalty to revisit or recommend the marine tourism area of Jungutbatu Village to others. Keywords: management, perception, sustainable tourism, marine protected areas

Abstract

Deviant behaviour refers to actions that violate the norms, values of the local culture and society. The study employs a qualitative approach, using interviews, questionnaires, observations, and document analysis to collect data from various stakeholders, including government, tourism associations, tour guides, and foreign tourists. The study finds that tour guides play a crucial role in providing accurate information and education about the destinations and the expected behaviours of tourists. However, many foreign tourists prefer traveling without tour guides due to financial, personal, or informational reasons. The study suggests that the role of tour guides needs to be supported by other parties, such as the government, law enforcement, and the community, to ensure the quality and sustainability of tourism in Bali.

Abstract

This study analyses the potential, challenges, and strategies for sustainable tourism development in Nusa Penida through a SWOT approach supported by field observations and semi-structured interviews. This study uses a descriptive qualitative method with data collected from field practice activities of students of the Travel and Tourism Business Study Program, Bali Tourism Polytechnic, in June 2025. The SWOT analysis was formulated into an IFAS and EFAS matrix, and validated by triangulation using literature and reports from relevant agencies. The results show that Nusa Penida has key strengths in the form of iconic natural beauty and strong local cultural potential, but faces serious challenges such as limited infrastructure, minimal public facilities, limited human resource capacity, and pressure on the environment. The IFAS and EFAS results place Nusa Penida in the aggressive quadrant, indicating the need to leverage internal strengths to capture significant external opportunities. Recommended development strategies include strengthening infrastructure and safety, digitizing tourism services, developing inclusive tourism packages, increasing local human resource capacity, and community-based environmental conservation. With a collaborative and sustainable approach, Nusa Penida has the potential to become a leading tourist destination that is resilient, inclusive, and adaptive to the dynamics of global tourism.
