Abstract

Regional autonomy is a strategic instrument for building and empowering local communities in order to achieve equitable, civilised and humane economic development. This concept is synonymous with public services, so its implementation must be based on ethics. Ethics, including bureaucratic ethics, have a dual function: as a guideline for public bureaucracy in exercising its authority so that actions taken are considered good and commendable, and as a standard for evaluating bureaucratic behaviour that reflects integrity and professionalism. In this context, local wisdom is an important foundation because it contains noble values born from the life experiences of the local community, such as mutual cooperation, mutual assistance, diversity, and good character. These values have been a hallmark of Indonesian civilisation since the era of the archipelago's kingdoms until today. This study aims to examine the concept of regional autonomy ethics based on the local wisdom of the Indonesian people, with Pancasila as the highest moral guideline and philosophy of life. The study uses a qualitative method with a descriptive literature review approach, analysing relevant literature on the relationship between government ethics, regional autonomy, and local wisdom values. The findings indicate that integrating bureaucratic ethics with local wisdom can strengthen the legitimacy of regional policies, enhance public participation, and promote the creation of a clean, transparent, and public service-oriented governance system. The implications of this research underscore the need for the formulation of regional autonomy policies that consistently accommodate local cultural and moral values for sustainable development.

Abstract

Environmental degradation in Indonesia is becoming increasingly alarming due to growing demographic pressures, industrialisation, and weak natural resource management. This study aims to analyse the factors causing environmental degradation and formulate strategies for environmentally sustainable regional development as a means of achieving sustainability. This study employs a literature review method, drawing from 45 relevant scientific documents, books, and government policies. Literature selection was conducted using purposive sampling based on topic relevance and depth of analysis. The analysis was conducted thematically to identify patterns of relationships between demographic, economic, socio-cultural, and institutional factors and environmental conditions. The results of the study indicate that environmental degradation in Indonesia is the result of complex interactions between these factors, which reinforce each other. Environmental development efforts will only be effective if they are systematically integrated into national and regional development strategies, combining ecological perspectives, environmentally friendly technological innovations, good governance, and ethical values and local wisdom. The implications of this research emphasise the need to strengthen cross-sectoral synergies, public participation, and the adoption of clean technology as key pillars in maintaining ecosystem sustainability while promoting inclusive economic growth.

Abstract

Strengthening Nation and Character Building based on Islamic values has become an urgent need amid global moral crisis, radicalism, and the disorientation of values among the younger generation. This study aims to formulate a concept of Islamic education based on tazkiyah that can shape a complete Muslim personality while contributing to the formation of national character. This study employs a qualitative approach using literature review and content analysis of works by Islamic education scholars, particularly Al-Ghazali and Ahmad Sanusi, selected purposively due to the relevance of their thoughts to the research topic. Data sources include classical and contemporary literature, as well as previous studies discussing Islamic education philosophy, tazkiyah, and character development. The analysis was conducted thematically to identify the concepts, stages, and implementation of tazkiyah in education. The results of the study indicate that tazkiyah encompasses the purification of the soul (tazkiyah al-nafs), the purification of the mind (tazkiyah al-‘aql), and the purification of the body (tazkiyah al-jism), which proceed through three stages—Islam, Iman, and Ihsan—and integrate cognitive, affective, and psychomotor dimensions. This approach is considered relevant to be integrated into the Islamic education curriculum as a strategy for strengthening national character in a holistic manner. The implications of this research are theoretical, enriching the study of Islamic educational philosophy, and practical, serving as a reference for educators and policymakers in designing tazkiyah-based learning strategies.

Abstract

Regional autonomy in Indonesia is expected to be an instrument for improving public welfare, equitable development, and strengthening governance. However, in practice, this policy is often distorted by the pragmatic interests of regional leaders who tend to adopt capitalist logic for personal or group gain. This condition is exacerbated by high political costs in regional elections, which encourage political behaviour that rewards capital and ignores public interests. This study aims to analyse regional autonomy from a capitalism management perspective and identify its implications for community welfare and governance. The study uses a qualitative method with a library research approach, examining sources such as books, scientific journals, legislation, and relevant research reports. Data analysis is conducted descriptively and analytically through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that regional autonomy, without regulatory reinforcement and leadership integrity, has the potential to become a tool of capitalist hegemony at the local level. Regional policies are often directed towards facilitating the interests of large capital, both national and foreign, which exploit natural and human resources, making it difficult to realise the ideals of social welfare as mandated by the 1945 Constitution. The implications of this research emphasise the need for low-cost political reform, strengthening governance based on Pancasila values, and moral education to foster integrity among local leaders.
