Abstract

Regional autonomy is a strategic instrument for building and empowering local communities in order to achieve equitable, civilised and humane economic development. This concept is synonymous with public services, so its implementation must be based on ethics. Ethics, including bureaucratic ethics, have a dual function: as a guideline for public bureaucracy in exercising its authority so that actions taken are considered good and commendable, and as a standard for evaluating bureaucratic behaviour that reflects integrity and professionalism. In this context, local wisdom is an important foundation because it contains noble values born from the life experiences of the local community, such as mutual cooperation, mutual assistance, diversity, and good character. These values have been a hallmark of Indonesian civilisation since the era of the archipelago's kingdoms until today. This study aims to examine the concept of regional autonomy ethics based on the local wisdom of the Indonesian people, with Pancasila as the highest moral guideline and philosophy of life. The study uses a qualitative method with a descriptive literature review approach, analysing relevant literature on the relationship between government ethics, regional autonomy, and local wisdom values. The findings indicate that integrating bureaucratic ethics with local wisdom can strengthen the legitimacy of regional policies, enhance public participation, and promote the creation of a clean, transparent, and public service-oriented governance system. The implications of this research underscore the need for the formulation of regional autonomy policies that consistently accommodate local cultural and moral values for sustainable development.

Abstract

Environmental degradation in Indonesia is becoming increasingly alarming due to growing demographic pressures, industrialisation, and weak natural resource management. This study aims to analyse the factors causing environmental degradation and formulate strategies for environmentally sustainable regional development as a means of achieving sustainability. This study employs a literature review method, drawing from 45 relevant scientific documents, books, and government policies. Literature selection was conducted using purposive sampling based on topic relevance and depth of analysis. The analysis was conducted thematically to identify patterns of relationships between demographic, economic, socio-cultural, and institutional factors and environmental conditions. The results of the study indicate that environmental degradation in Indonesia is the result of complex interactions between these factors, which reinforce each other. Environmental development efforts will only be effective if they are systematically integrated into national and regional development strategies, combining ecological perspectives, environmentally friendly technological innovations, good governance, and ethical values and local wisdom. The implications of this research emphasise the need to strengthen cross-sectoral synergies, public participation, and the adoption of clean technology as key pillars in maintaining ecosystem sustainability while promoting inclusive economic growth.

Abstract

Regional autonomy is a constitutional mandate that grants broad authority to regions to regulate and manage their own government affairs and local interests in accordance with laws and regulations. This policy not only serves as the foundation for good governance, but also as a strategy for empowering regions in facing the demands of globalisation. This study aims to analyse regional autonomy management from a human resource management (HRM) perspective, focusing on the role of regional leaders and the competence of civil servants (ASN) in supporting the effectiveness of regional governance. The research design is descriptive qualitative with a case study approach. The research population includes all government officials in the New Autonomous Regions (DOB) that are the research locations, while the sample was selected purposively based on their direct involvement in the planning, implementation, and evaluation of regional policies. Data were collected through in-depth interviews, observations, and document reviews, then analysed using thematic analysis to identify patterns and relationships between variables. The results of the study indicate that the success of regional autonomy management is greatly influenced by visionary leadership, professional civil servant competence, and an organisational culture oriented towards public service. Effective human resource management implementation can strengthen institutional capacity, improve service quality, and promote regional autonomy. These findings imply the need for strengthening capacity building of civil servants, implementing a merit-based system in recruitment and promotion, and conducting consistent performance evaluations to ensure the sustainability of regional autonomy.

Abstract

Socioanthropology is a science that studies the characteristics and relationships between societies and their cultures. A nation's civilization is a reflection of the characteristics and relationships between these societies and their cultures. Culture itself serves as a nation's identity, encompassing human morals and reason. Maturity of thought and maturity in society, nation, and state are essential prerequisites for establishing relationships between societies and their characteristics. These can be described as the customs of local communities rooted in hundreds, even thousands of years. Since entering the reform era in 1998, democratic life in Indonesia has demonstrated a phenomenon rare in any other country in the world. This maturity of thought and maturity in society, nation, and state is also referred to as democratic life. Democracy will thrive if the characteristics and relationships between societies and their cultures are well-established; this combination of human morals and reason is called civil society. Indonesia has adopted multi-party democracy for the second time since its independence on August 17, 1945, with the establishment of 12 multi-party political parties. Since the reform era in May 1998, Indonesia has returned to liberal democracy with a multi-party system consisting of dozens of political parties. This contrasts with the US and the UK, the birthplaces of liberal democracy, which only have two political parties.

Abstract

Humans are monodualistic beings who have roles as individuals and social beings. As individuals, humans are given the intellect, thoughts, and feelings to develop themselves and meet their life needs independently. As social beings, humans live in society, nation, and state, so they need each other. In modern society, various organizations have emerged, including government organizations that according to the political trias consist of the legislature, executive, and judiciary. At the highest executive level there is a president, while at the village level there is a village head. The Village Head, who is democratically and traditionally elected, plays an extension of the community to regulate, maintain, and motivate residents in the development process. The success of village development is highly dependent on the leadership of the Village Head in mobilizing community participation. As God's creatures with the highest degree, humans have the responsibility as caliphs on earth to maintain the balance and continuity of life. In everyday life, the essence of human beings as individuals and social beings is obvious; When faced with difficulties, human beings need the help of others, while in personal affairs, they tend to maintain privacy as a form of individuality. This balance between individual and social roles is the basis for the progress of society, including at the village level, where cooperation between leaders and citizens is the key to the success of sustainable development.

Abstract

The disruption era requires an inclusive and comprehensive observation and research, especially in the world of education in Indonesia. God created humans as caliphs (God's representatives) on earth. Therefore, God gives something that can be seen by humans, heard by humans, felt by humans, and made by humans with the concept of thinking according to the teachings of Alquran. The Word of God, I sent Alqur'an down to the earth for people who want to think (have sense/faith). The famous French philosopher, Descartes said, "I think then I am". For God, nothing is impossible in this world. In the book al-Ghunyah, al-Jailani mentions that those who are pious in a hadith the Prophet said, "The definition of takwa is summarized in the words of Allah," Verily Allah commands (you) to be fair and do good, give to relatives, and Allah prohibit from vile actions, munkar, and hostility. He gives teaching to you so you can take lessons. " (Q.S. An-Nahl/16: 90). The lesson here is interpreted as a learning process in Islamic religious education in the reconstruction of human resource management. In Law No.20/2003 concerning National Education System, the implementation of education must hold several principles, namely education is held in a democratic and just manner and not discriminatory by upholding human rights, religious values, cultural values, and national plurality with a systemic unity with the system open and multi-meaningful. In addition, the implementation must also be in a process of civilization and empowerment of students that lasts a lifetime by giving example, developing willingness, and developing students' creativity in the learning process through developing a culture of reading, writing and counting for all citizens to empower all components of society through participation in the implementation and quality control of education services. The author uses descriptive research methods with library research research. The author makes use of the literature on education and human resource management. In the field of education the main purpose of research and development is not to formulate or test a theory, but to develop effective products for use in schools.

Abstract
