Abstract

The Ministry of Communication and Information (KOMINFO) has an important role in handling the phenomenon of cybercrime, especially misuse of personal data. The total number of alleged cases of violations of personal data protection from 2019 to May 14, 2024 reached 124 cases. The most violations were data leaks, which were 111 cases. This places Indonesia in the top 10 countries with the most data leaks from January 2020 to January 2024 according to Surfshark, a virtual private network (VPN) company from the Netherlands. Because of this case of personal data leaks, many other institutions have also felt the impact and the impact is not only felt by related institutions but also by the Indonesian people. The Electronic Information and Transactions Law (UU ITE) and the Personal Data Protection Law (UU PDP) were formed because of the urgent need for the people, nation, and state of the Republic of Indonesia today and in the future to be able to compete in the era of globalization. The purpose of this study is to determine how effective the Ministry of Communication and Information is in handling cybercrimes related to misuse of personal data that often occurs in the era of globalization, not only that, this study was also conducted to determine how harmonious the relationship between the Ministry of Communication and Information with other institutions is so that handling misuse of personal data can be carried out more optimally. This study uses a normative legal approach. This study focuses on the analysis of laws and regulations related to the ITE Law and the PDP Law. This type of normative research uses qualitative analysis, namely by analyzing data from library research then processing, generalizing, and analyzing it to answer the problem, then conclusions are drawn regarding the effectiveness of the Ministry of Communication and Information (KOMINFO) in handling cybercrimes related to misuse of personal data. This study shows the findings that there is a fairly severe gap that can be experienced by the Ministry of Communication and Information in carrying out the job description related to personal data protection. This gap does not only come from outside but also from within the Ministry of Communication and Information itself. So if the gap is not immediately closed and fixed, it will have an impact on the programs of the Ministry of Communication and Information, other institutions, and the wider community. The focus of this research will be limited to the many changes that have occurred in the Ministry of Communication and Information itself. This research is relevant to the legal and policy context, especially related to personal data protection. By analyzing this personal data protection policy, it is expected to provide useful input for policy makers, especially for the Ministry of Communication and Information in fixing the gaps that occurred previously so that they do not happen again in the future.

Abstract

Higher education institutions increasingly leverage information technology (IT) to improve their services. IT services are crucial in managing and supporting students, faculty, and staff. As IT governance evolves, measuring performance to identify potential service delivery issues becomes essential. This research adopts the COBIT 2019 framework, particularly the Deliver, Service, Support (DSS) domain, as a structured approach to assessing IT services' capability and maturity levels at a public university in Indonesia. The research methodology involves identifying measurement areas, collecting data, evaluating capability and maturity levels, validity testing, and providing recommendations. The study results show that the IT service maturity level of the university related to management practices in managed operations (DSS01), managed service requests and incidents (DSS02), and managed problems (DSS03) has reached level 3. Five activities in the IT service management have not been performed optimally: monitoring incidents and problems to improve task reliability, integrating key internal IT processes with outsourced service providers, comparing measures and plans with insurance policy requirements, evaluating physical modifications to IT sites to re-evaluate environmental risks, and including review knowledge in the service review meeting with the business customer. The validity results indicate that most of the measurement results align with the actual conditions of IT services, with an average validity score of 4.14. This study suggests specific improvements related to those five activities feasible for the university to implement to enhance its IT services.

Abstract

Managing inventory data is an important factor to think about. The amount and state of data might fluctuate due to routine data gathering activities. Consequently, the volume and complexity of these operations are beyond the capabilities of existing standard recording systems. To provide error-free access to inventory data, it is critical to record and maintain the data accurately. Computerisation has given effective online system-based solutions to these difficulties, thanks to technical breakthroughs. Even though they still used old-fashioned recording techniques, the Kretek village office was one of the first to use this technology. Efforts to handle inventories, outbound items, and loans have been greatly simplified by the new web-based information system. The system was built using PHPMyAdmin and the development technique was Prototype. Testing is conducted using Blackbox Testing and User Acceptance Test (UAT) to guarantee system performance and dependability, which is the goal of this study. This study employs a qualitative approach, drawing on information gathered via in-depth interviews and careful observation. Then, observation, interviews, and a review of the relevant literature were used as methods of data gathering. Comparing the two testing methods for this system, we find that Blackbox testing confirms that the application is functioning as expected and that all features and functions are functioning properly. On the other hand, UAT testing assigns values to each feature, so we see that the menu and features are good and acceptable, with 80% for display, 70% for application menu, 80% for operation process, 80% for convenience level, and 70% for percentage value.

Abstract

This study aims to analyze the implementation of Accounting Information Systems (AIS) in Micro, Small, and Medium Enterprises (SMEs) in Indonesia using the Systematic Literature Review (SLR) approach. AIS is important in improving operational efficiency, transparency, and accuracy of MSME financial data, which ultimately supports strategic decision-making and business competitiveness. However, implementing AIS in SMEs faces various challenges, such as low financial literacy, limited access to technology, and difficulties in integrating new systems with existing business practices. This study identifies key factors in AIS implementation, including the type of system used, the role of stakeholders, perceived benefits, and integration of AIS with other systems. The results show that successful AIS implementation depends on understanding local needs, access to formal financing, and social support. With the growing digitalization, SMEs have an excellent opportunity to improve their performance through proper AIS adoption. The findings of this study are expected to serve as a strategic guide for the future development of SMEs.

Abstract

Information technology within a company plays a crucial role in providing timely and accurate information that aligns with the needs of managers in decision-making. The quality of an Accounting Information System is reflected in a system that successfully integrates all necessary elements and sub-elements to produce high-quality information. This study aims to assess the influence of User Involvement and Cloud Computing on the Quality of Accounting Information Systems (QAIS) in private national banks located in Bandung, Indonesia. The method used in this study is SEM (Structural Equation Model) with the PLS (Partial Least Square) approach. The research sample consists of 81 respondents from 14 private banks. The results reveal that User Involvement has a notable and substantial impact on the Quality of Accounting Information Systems, contributing 49.7%. User engagement in the development and utilization of accounting information systems is vital for improving system quality.
