Abstract

The rapid development of information and communication technology has had a significant impact on society, particularly through the use of social media as the primary means of disseminating information. However, this convenience has also triggered serious problems related to the spread of fake news (hoaxes), which can cause public unrest and even have implications for social and legal stability. This study aims to analyze the enforcement of laws against the criminal act of spreading fake news through social media, examine the urgency of the Electronic Information and Transactions Law (EIT Law), and formulate alternatives for reformulating Article 28(1) of the EIT Law to make it clearer and more applicable. The method used is a normative legal approach with qualitative analysis, supported by case studies and observations of the implementation of the law by the Cyber Crime Unit of the West Kalimantan Regional Police, as well as an examination of the Joint Ministerial Decree of 2021. The results of the study indicate that law enforcement against hoaxes still faces challenges in terms of proving legal elements and the ambiguity of the wording of the norms in the ITE Law. Additionally, the urgency for regulatory updates is high, as the improper application of certain provisions in some cases has led to potential violations of the right to freedom of expression. Therefore, a reformulation of Article 28(1) is necessary, emphasizing objective terminological boundaries and the actual impact of false information. This reformulation is expected to provide legal clarity, enhance enforcement effectiveness, and ensure the protection of civil liberties in the digital age.

Abstract

Purpose - This study analyzes the integration of Maqasid sharia Principles into the digital accounting information system (DAIS) in Indonesian Islamic Microfinance (BMTs). Method - This is a descriptive quantitative study with a survey method distributed to 226 of 455 key decision-makers across accredited BMTs, consisting of members of the Supervisory Board, Board of Committees, Managers, Heads of Operations/Finance, and Heads of Marketing. Result - This study found that integrating Maqasid sharia on DAIS is highly effective (84%). The highest scores were recorded for Hifdzul Maal (6.28), Hifdzul Aql (6.26), Hifdzul Diin (6.24), and Hifdzul Nasl (6.18), while Hifdzul Nafs (6.05) showed the lowest score. Implication - This study highlights the need for greater attention to the Hifdzul Nafs dimension by expanding access to microfinance for low-income communities and strengthening partnerships with other institutions. Policymakers and BMT management should integrate regular monitoring and evaluation to improve the effectiveness and offer valuable insights on financial inclusion and social welfare in Indonesia. Originality - This is the original study that firstly evaluates the integration across the five Maqasid sharia dimensions and provides a comprehensive assessment of its alignment with Islamic principles.

Abstract

Heritage Building Information Modelling (HBIM) muncul sebagai evolusi dari Building Information Modelling (BIM) konvensional, menawarkan solusi digital yang komprehensif untuk memahami, mendokumentasikan, dan merekonstruksi warisan bangunan secara virtual. Makalah ini menyajikan tinjauan pustaka sistematis terhadap studi kasus penerapan HBIM di Indonesia, dengan tujuan menganalisis konsep dasar HBIM, meninjau kebijakan dan tingkat adopsi BIM di Indonesia, serta mengevaluasi metodologi, manfaat, dan tantangan yang dihadapi dalam studi-studi terdahulu. Empat studi kasus utama di Indonesia — Au Bon Marche-Braga di Bandung, Istana Alwatzikhoebillah Sambas, Pura Besakih di Bali, dan Bangunan Herman Yohannes serta Tjahjana Adi di Kompleks Pantja Dharma UGM — dianalisis secara komparatif. Hasil tinjauan menunjukkan bahwa HBIM secara signifikan meningkatkan kemampuan dokumentasi historis dan real-time, memfasilitasi manajemen fasilitas, mendukung kolaborasi multidisiplin, dan berfungsi sebagai alat edukasi yang efektif. Namun, implementasinya di Indonesia masih menghadapi berbagai tantangan, termasuk keterbatasan keterampilan teknis, kurangnya standarisasi, data voids, biaya awal yang tinggi, dan birokrasi. Meskipun pemerintah Indonesia telah menunjukkan komitmen terhadap adopsi BIM melalui roadmap dan regulasi, pemahaman yang belum menyeluruh dan kurangnya integrasi sistemik masih menjadi hambatan.

Abstract

CEISA can facilitate services and supervision by Customs officers in terms of customs and excise. However, there are still DGCE offices that develop applications independently, which means they are not integrated with CEISA. This study aims to apply the EUCS technique at one of the Type A Customs and Excise Supervision and Service Offices in Indonesia to analyse the degree of user trust in the CEISA system. This study employs a quantitative design and utilizes the End-User Satisfaction (EUS) technique to assess user trust in the CEISA system. By distributing surveys, this research employs quantitative approaches to gather data from 100 respondents, namely employees of the Type A Customs and Excise Supervision and Service Office in Indonesia, who are end-users of the CEISA system. The SPSS software was used to analyse the data using multiple linear regression. The findings demonstrated that Content, Format, Ease of use, and Timeliness in the CEISA system have a significant influence on user trust. In contrast, Accuracy in the CEISA system does not have a significant influence on user trust.

Abstract

Meningkatnya jumlah konten di platform youtube shorts menghadirkan tantangan dalam menyaring informasi yang relevan serta menghindari konten yang mengandung kata-kata negatif. Penelitian ini mengembangkan sistem information retrieval dengan metode string matching untuk mencocokkan kata kunci yang dimasukkan pengguna dengan metadata video, seperti judul, hashtag, dan transkripsi audio. Sistem ini dirancang sebagai aplikasi berbasis web menggunakan PHP dan Python dengan framework Laravel serta PostgreSQL sebagai basis data. Pengujian dilakukan untuk mengevaluasi tingkat akurasi dan performa sistem. Hasil pengujian menunjukkan bahwa sistem mencapai akurasi hingga 82,5% saat menggunakan lebih dari 10 kata kunci, dengan 33 data valid. Pengujian performa juga menunjukkan bahwa MacBook Pro M1 memiliki efisiensi terbaik dibandingkan perangkat lainnya. Penerapan semantik dalam sistem memungkinkan peningkatan akurasi dengan mengurangi ambiguitas makna kata kunci.

Abstract

In the digital era, IKIP Siliwangi Cimahi seeks to enhance educational service quality by improving its new student admission process, which has faced issues like limited information, access difficulties, and data errors. This qualitative case study explores the planning, organization, implementation, supervision, impact, strengths, weaknesses, and design of a management information system (SIM) for admissions, using POAC management, SIM, and academic selection theories. Data were collected via observation, interviews, documentation, and FGD, and analyzed through triangulation. Results show that the SIM is well-structured, improves information access and registration efficiency, and is managed and supervised effectively. Benefits include faster, more transparent admissions, though challenges remain with internet access and occasional technical issues. This study contributes to the field of educational management by providing an in-depth analysis of the development and implementation of a well-structured Management Information System (SIM) for new student admissions at IKIP Siliwangi of Bandung at Cimahi.

Abstract

Effective and transparent public service is a key indicator of good governance, especially in the education sector. Initial findings revealed that the administrative services at the Takalar District Education Office were still manual, unintegrated, and lacked accessible information. This study aims to develop a centralized, transparent, and easily accessible public service system available on web platforms. The research employed a Research and Development (R&D) approach with development stages synthesized from various instructional models, including ADDIE, 4D, Borg and Gall, Prototyping, and Dick & Carey. The stages included needs analysis, system design, prototype development, expert validation, user testing, and limited implementation. Data were gathered through observation, interviews, and questionnaires administered to administrative staff and teachers. The final product was administrative service system website. System evaluation based on ISO/IEC 25010 demonstrated validity across all standards aspects: functionality, efficiency, compatibility, usability, reliability, security, maintainability, and portability. Based on the development and testing software results confirm that the system is functional, user-friendly, and effective as a digital public service solution for improving administrative performance in the education sector.

Abstract

The Winnowing Algorithm is a system built to determine the similarity of the title of a proposed thesis with previously existing thesis titles, so it is necessary to apply an algorithm to determine the similarity of titles. One of the algorithms for determining the similarity of titles is the Winnowing algorithm. The Winnowing algorithm is a method used to detect similar words/sentences (common subsequence) in two thesis titles being compared. Two thesis titles are known to have the same words / sentences if a fingerprint is found in the document, this fingerprint will be used as a basis for comparison between thesis titles, this algorithm will look for fingerprints (similarities in the two thesis titles) by changing the n-gram of the title into the form The number value is called a hash value, the technique for finding this value is hashing. The research results show that the winnowing algorithm is proven to be effective in detecting similarities in thesis titles in information systems study programs with a threshold of 10%. The system built is able to provide accurate and fast results in identifying similarities in thesis titles, and this system really helps students in finding topics that are original and have never been researched before. Apart from that, the supervisor can easily verify the similarity of the thesis title to avoid plagiarism.

Abstract

The development of an increasingly demanding era brings various types of technology. Almost all fields of human work that use information and communication technology that change people's lives require very fast and accurate information exchange. Star Skincare is a skincare sales company based in Surabaya. Nowadays skin care has grown rapidly in society. In this case, the e-commerce strategy has a huge impact on the rights of the distributor. Star Skin Care's skincare sales marketing strategy uses a hybrid sales system and virtual sales. The purpose of this study is to evaluate how the e-commerce sales system at Star Skin Care currently works. Then the customer's perspective can be restored so that recovery can be achieved in terms of the services carried out and the creation of customer satisfaction.The method used in this study is qualitative to describe and explain the state being studied. The existence of hybrid and virtual delivery systems makes it easier for people to obtain information when transacting.

Abstract

Background: Digital transformation in the health sector aims to improve the quality and efficiency of services. However, the implementation of SIMRS, RME, and SATUSEHAT still faces various obstacles, such as infrastructure limitations, low digital literacy among health workers, and data security issues. Evaluating the effectiveness of digitization and the factors that influence it is important.Objective: This study aims to analyze the influence of digital transformation and information management on the efficiency of healthcare services at Hospital B.Methods: This study uses a quantitative correlational approach with a Likert scale questionnaire. A total of 57 respondents from healthcare workers and management were selected using purposive sampling. Data were analyzed using multiple linear regression after undergoing validity, reliability, and classical assumption tests.Results: The majority of respondents were female (63%), had more than 10 years of work experience (58%), and held functional positions (62%). Digital transformation did not significantly affect service efficiency (p = 0.432), while information management had a significant effect (p = 0.012). Both variables explained 19.8% of the variation in service efficiency (R² = 0.198).Conclusion: Hospitals are advised to prioritize strengthening information management through enhancing human resource capacity, integrating information systems, and developing digital infrastructure. Further research is recommended to explore other variables such as organizational culture and digital leadership
