Abstract

This study aims to develop a system-based assessment model for SMK graduates in ICT that is adjusted to the industrial occupation map. Specific objectives include: (1) designing a system-based assessment model, (2) determining the level of model feasibility, and (3) testing the usability of the assessment model. This study uses a development method (research and development) with the Design Science Research Methodology (DSRM) approach. The research procedure consists of four stages: needs analysis, system design, system creation, and evaluation and testing of the assessment model. Data collection techniques are carried out through observation, interviews, documentation studies, and the distribution of USE questionnaires for usability testing. The study results indicate that the developed assessment model has met the feasibility aspects based on expert assessment and has a high level of usability, ease of use, and user satisfaction, as indicated by the test results using the USE Questionnaire. This model is also able to map graduate competencies based on industry needs more accurately and objectively. In conclusion, the developed system-based competency assessment model has proven to be feasible and effective in measuring and mapping the competencies of vocational high school graduates in the field of ICT according to the needs of the world of work. The implementation of this model is expected to increase the competitiveness of vocational high school graduates and strengthen the quality of vocational education in Indonesia.

Abstract

This study aims to analyze the implementation of the Information Security Management System (ISMS) policy in Bitung City as part of its digital transformation initiative. The policy is crucial to ensure the security, integrity, and availability of public information amid increasing cybersecurity threats in the digital era. This research employs a descriptive qualitative approach using in-depth interviews, document analysis, and observations as data collection techniques. The findings reveal several obstacles in implementing the ISMS policy, including limited human resources, a lack of awareness about information security among civil servants, and the absence of a dedicated information security management team. Budget constraints and inadequate cross-sectoral coordination further hinder effective implementation. Although Bitung City has established regulatory frameworks such as mayoral regulations and regional laws related to e-government systems (SPBE), the enforcement remains suboptimal. The study recommends strengthening human resource capacities, enhancing stakeholder collaboration, and adopting standardized security protocols based on SNI ISO/IEC 27001 to ensure effective ISMS implementation, ultimately supporting Bitung’s vision as a secure and reliable digital city.

Abstract

This research aims to design and implement KIDOS (Knowledge Information Domain System) as an innovative solution within the educational management system in North Sulawesi Province. KIDOS is an advancement of the Education Management Information System (EMIS), utilizing artificial intelligence (AI) and text mining technologies. Specifically, the system is designed to manage qualitative knowledge from school principals through analysis of best practice essays, mapped against the 14 Principles of Educational Management. KIDOS provides a digital platform for principals to document and share best practices and delivers automated feedback, sentiment analysis, and actionable managerial recommendations. The research methods included system design, functional testing, and evaluation using the IS Success Model and Technology Acceptance Model (TAM). The results indicate that KIDOS operates effectively, is well-accepted by users, and provides strategic insights for educational policy-making. The system is expected to strengthen data- and knowledge-based management practices and serve as a model for AI-based EMIS development in other regions. KIDOS demonstrates the importance of adaptive and contextual digital transformation in improving the quality of education services.

Abstract

The development of technology in the field of the internet has had an impact on innovation in education. The technological changes are increasingly favored because they are perceived as easier, time-saving, and can serve as an alternative to improving the quality of learning, knowledge, and academic achievement. The growing digitalization and widespread use of technology and the internet among the public have encouraged many people to use e-learning. Therefore, tutoring services have adapted to these changes, transitioning from traditional face-to-face sessions to online tutoring. However, despite the growing interest in online tutoring, it does not guarantee success for users compared to similar competitors. This study analyzes the factors influencing user satisfaction with tutoring services and their implications for net profit. The research tests three hypotheses using the structural equation model with a total of 150 respondents.

Abstract

Penelitian ini bertujuan untuk mengkaji peran teknologi informasi dan komunikasi (ICT) dalam mendukung proses penelitian. Penelitian menggunakan metode studi pustaka dengan mengumpulkan data dari berbagai literatur seperti jurnal, buku, dan artikel ilmiah yang relevan. Hasil penelitian menunjukkan bahwa ICT memberikan kontribusi yang signifikan pada berbagai tahap penelitian, mulai dari pengumpulan data menggunakan perangkat lunak seperti Google Forms, analisis data dengan program SPSS, hingga penyimpanan dan kolaborasi melalui Google Drive dan Dropbox. Selain itu, ICT juga mendukung publikasi hasil penelitian secara digital melalui platform jurnal bereputasi. Dengan pemanfaatan teknologi yang tepat, peneliti dapat meningkatkan efisiensi dan efektivitas proses penelitian. Penelitian ini menyimpulkan bahwa kehadiran TIK merupakan elemen penting dalam menunjang pengembangan ilmu pengetahuan di era digital.

Abstract

Human resources information system (HRIS) merupakan sistem yang bertujuan untuk mengumpulkan, menyimpan, mengelola, menganalisis, dan membagikan informasi yang relevan kepada sumber daya manusia di dalam suatu perusahaan. Melalui penggunaan HRIS, perusahaan dapat mengelola sumber daya manusia mereka dengan lebih baik, meningkatkan produktivitas karyawan, dan pada akhirnya, mendukung pencapaian tujuan dan kinerja perusahaan secara keseluruhan. Penelitian ini bertujuan untuk menganalis bagaimana HRIS yang diterapkan oleh PT Bank Sumut dapat meningkatkan efektivitas dan efisiensi dalam hal pengelolaan sumber daya manusia. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif yang bertujuan untuk mengeksplorasi fenomena di lapangan. Adapun metode pengumpulan data pada penelitian ini, yaitu melalui observasi, wawancara, dokumentasi, dan triangulasi. Adapun metode analisis data yang dilakukan pada penelitian ini, yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa penerapan HRIS di PT Bank Sumut telah membawa dampak positif dalam meningkatkan efektivitas dan efisiensi operasional perusahaan, khususnya terkait dalam hal pengelolaan sumber daya manusia. HRIS memungkinkan perusahaan untuk memiliki akses yang lebih baik terhadap informasi penting terkait dengan sumber daya manusia. Akan tetapi, masih terdapat beberapa permasalahan yang muncul dari penerapan HRIS, seperti berkembangnya ketentuan dan peraturan, keterbatasan programmer, perkembangan teknologi, serta ketergantungan terhadap jaringan internal perusahaan sehingga belum dapat diakses secara mobile. Oleh karena itu, dibutuhkan evaluasi dan pengembangan pada sistem HRIS pada PT Bank Sumut.

Abstract

The rapid evolution of digital media has significantly transformed social, economic, and political landscapes, providing new forms of communication, empowerment, and control. This theoretical framework integrates the perspectives of Herbert Schiller, Manuel Castells, and Paul Virilio, focusing on three core concepts: power dynamics, technological acceleration, and inequalities in access and participation. Through an extensive literature review, this research critically examines key texts and scholarly debates surrounding the contributions of each theorist, aiming to develop a comprehensive understanding of digital media’s impact on society. The methodology combines rigorous textual analysis with collaborative academic discussions, ensuring a balanced evaluation of each theorist’s ideas while highlighting intersections and divergences. Schiller emphasizes the role of media in reinforcing capitalist interests, Castells highlights the empowering potential of digital networks, and Virilio explores the implications of speed in shaping public perception. By addressing both strengths and critiques, this framework offers a deeper insight into the dual role of digital media as a catalyst for social change and a mechanism of inequality. The findings contribute to ongoing discourse on the role of digital platforms in contemporary society, emphasizing their potential for democratization while also presenting risks of reinforcing existing power imbalances. This theoretical framework lays the foundation for empirical research and interdisciplinary exploration in media studies. Furthermore, it highlights the need for critical engagement with the evolving digital landscape, urging scholars to examine how digital media can both empower and marginalize, offering a nuanced understanding of its complex role in modern life. Abstract

Access to information is becoming so easy and cheap. But the effect, a flood or an information tsunami, can be disruptive, extending the pattern of thought to human behavior. So from that some experts offer a predictive strategy, dealing with the disaster. One of the public instruments that has an important role to play is the journalists. Journalists become information gatekeepers from the public to the public. Because of its crucial role in the circulation of information, in the conduct of the profession, journalists have guidelines set out in UU No. 40 tahun 1999 and the Kode Etik Jurnalistik (KEJ). Verification discipline becomes the essence of journalistic activity. Conducting a disciplinary verification, will greatly determine the quality, validity, and credibility of the information presented. Unfortunately, verification disciplinary practice is sometimes not fully carried out. Including journalists from the area. Using the Bill Kovach & Tom Rosenstiel disciplinary verification concepts outlined in the Kode Etik Jurnalistik (KEJ), as well as the Pedoman Pemberitaan Media Siber (PPMS) on this study will look at how the coverage process, the treatment of sources, up to the practice of the discipline verification of local print and cyber media journalists. Using methods of case study research and comparative studies can deepen and compare journalists of print and cyber media of the region namely Radar Tulungagung and Afederasi.com practise the discipline of verification. But not entirely practiced well, more specifically in treating the source. This is due to factors of online media development, corporate operations and leadership policies

Abstract

This study aims to analyze the influence of budget participation and information asymmetry on budgetary slack, with Dark Triad characteristics as a moderating variable. The study was conducted in 54 hospitals in East Kalimantan, with 27 hospitals responding to the questionnaire. This research is included in the category of correlational research. The study sample consisted of 69 respondents, selected using the probability sampling method. Data was collected through the distribution of questionnaires via WhatsApp links, with a response period of two months. Data analysis was performed using the Structural Equation Modeling (SEM) - Partial Least Square (PLS) method, supported by Smart PLS software. The results show that budget participation has a positive and significant effect on budgetary slack. Additionally, information asymmetry also has a positive and significant effect on budgetary slack, meaning that the higher the information asymmetry, the greater the tendency for budgetary slack to occur. Furthermore, Dark Triad characteristics were found to moderate the relationship between budget participation and budgetary slack, as well as the relationship between information asymmetry and budgetary slack. In other words, individuals with Dark Triad traits tend to amplify the effects of budget participation and information asymmetry on the creation of budgetary slack. These findings emphasize the importance of strict supervision and effective budget control systems to minimize the negative impact of budgetary slack, particularly in organizational environments such as hospitals.

Abstract

Digital transformation in the government sector has become an urgent necessity to achieve transparent and accountable financial governance, in line with increasing public demands for public information disclosure and the implementation of good governance principles. This study aims to comprehensively analyze the implementation of E-Budgeting systems in enhancing public financial transparency and accountability at the Communication and Information Department of Padang City, focusing on identifying implementation processes, evaluating the contributions to transparency, analyzing the effects on accountability, and identifying constraints along with management strategies. The research employs a qualitative approach with an instrumental case study design involving methodological triangulation through semi-structured in-depth interviews, participatory observation, and document analysis. Data analysis is conducted using Braun and Clarke's six-phase inductive thematic analysis. Findings demonstrate that the phased implementation of E-Budgeting, with comprehensive system integration, has successfully improved budgeting process efficiency from 2-3 weeks to 3-5 working days, provided real-time information access to stakeholders, and created digital audit trails that strengthen transparency and accountability. The research offers practical implications for local governments to adopt holistic implementation models in digitalizing financial management while contributing theoretically to the development of effective e-government implementation frameworks in developing countries.
