Abstract

In the era of digitalisation, public information services are a crucial aspect in supporting transparency and accountability in government agencies. The Directorate General of Mineral and Coal still faces several obstacles in delivering information services, including a limited number of face-to-face service staff and the absence of an efficient feedback system. Therefore, this study aims to develop an online consultation information system to improve service efficiency and flexibility. The system was developed using the RAD software development method, which includes the stages of needs analysis, system design, coding, and testing. The implementation was carried out using the PHP programming language with the CodeIgniter framework and MySQL database. A key feature of the system is real-time queue monitoring for business entities, which represents a novelty compared to previous research. System testing was conducted using black box and User Acceptance Testing (UAT) methods, involving employees and business representatives as end users. The results show that the system functions well according to user needs and is expected to enhance the quality of public information services at the Directorate General of Mineral and Coal.

Abstract

Distributed Denial-of-Service (DDoS) attacks are a serious threat to network infrastructure that can cripple services by flooding systems with malicious traffic. This study implements the attributes of the Border Gateway Protocol (BGP) Community together with Remote Triggered Black Hole (RTBH) as an effective mitigation strategy for the Communication and Information Service of East Java Province. The developed solution leverages BGP routing capabilities to quickly identify and discard attack traffic at the network edge through coordinated route marking. Implementation includes the use of BGP Community tags (300:222) to flag dangerous traffic routes, automatic blackhole routing setup through coordination with upstream service providers, and validation of the framework through real-time simulations using GNS3. The results show this solution can mitigate volumetric attacks in seconds, with a 100% blocking rate for marked prefixes while maintaining normal operation for unaffected routes. This approach offers significant improvements in response speed and scalability for government networks facing advanced DDoS threats. The findings of the study provide practical implementation guidance and empirical evidence supporting BGP-based DDoS mitigation, particularly for the Indonesian government's digital infrastructure.

Abstract

The implementation of e-Government in the regions still faces obstacles, especially related to the readiness of management information systems, the quality of human resources, and leadership capacity in directing change. This study aims to analyze the influence of Management Information Systems, Human Resource Management, and Leadership on the implementation of e-Government by using quantitative research methods and multiple linear regression analysis. The results of the study showed that the Management Information System and Human Resource Management did not have a significant influence on the implementation of e-Government, while the Leadership variable was proven to have a significant effect with a significance value of 0.003. These findings indicate that the success of e-Government is more determined by leadership that is able to influence the direction of the organization, build a digital culture, and make strategic decisions oriented towards the transformation of public services. The novelty of this research lies in strengthening the perspective of digital leadership in the government sector, namely how leadership capacity plays a key factor in encouraging the adoption and sustainability of e-Government, beyond the role of technology and human resources. Based on these results, it is suggested that the Regional Government, especially Ciamis Regency, strengthen digital leadership through technology-based leadership training and increased leadership involvement in the government's digital transformation process.
