Abstract

The development of information technology has driven a transformation in public communication strategies, particularly through social media. Tiktok, as one of the short-form video-based platforms, as experienced significant growth in Indonesia, with over 150 million users recorded in 2024. This platform is no longer used solely for entertainment purposes but has also been adopted by various institutions, including government bodies, as an effective and real-time medium for disseminating information to the wider public. This study aims to determine the effectiveness of the public relations division of the Bogor City Government in disseminating information to the public through the TikTok social media account @pemkotbogor. This research uses a quantitative method with a survey approach to collect data from active TikTok users who follow the account. The study was conducted in the Bogor City area using purposive sampling, selecting respondents based on their active use of TikTok social media. The results indicate that the public relations activities through the TikTok account @pemkotbogor are effective in spreading information to the community, demonstrated by high levels of understanding, interaction, and message reach. In conclusion, the use of TikTok social media by the Bogor City Government can serve as an efficient public communication strategy in the digital era; however, continuous improvement in content quality and interactivity is needed to reach a wider audience.

Abstract

The rapid development of digital technology has encouraged government institutions to implement digital transformation in order to improve the effectiveness and efficiency of public services. In the context of regional regulation enforcement, the Civil Service Police Unit (Satuan Polisi Pamong Praja / Satpol PP) plays a strategic role in maintaining public order and ensuring legal compliance within regional governance. However, the utilization of information technology within Satpol PP institutions is still influenced by several factors, including digital transformation, employee knowledge, and organizational readiness. This study aims to analyze the influence of digital transformation, knowledge, and organizational readiness on the utilization of information technology in supporting the enforcement of regional regulations within the East Java Provincial Satpol PP. The research employed a quantitative approach using survey methods. Data were collected through questionnaires distributed to 66 Satpol PP employees selected using random sampling. The data were analyzed using descriptive statistics, validity and reliability tests, classical assumption tests, and multiple linear regression analysis using SPSS software. The results show that digital transformation and organizational readiness have a significant positive influence on the utilization of information technology. Meanwhile, knowledge does not significantly affect the adoption of information technology. Organizational readiness was found to be the most dominant factor influencing technology utilization within the institution. This study concludes that strengthening digital transformation strategies and improving organizational readiness are essential for optimizing the use of information technology in supporting effective and responsive enforcement of regional regulations.

Abstract

Mount Ciremai is the highest mountain in West Java Province which is the main destination for climbing and natural tourism. One of the official climbing trails of Mount Ciremai is in Linggasana Village which has a basecamp as a center for climbing services and information. However, the delivery of climbing information at the Linggasana Village basecamp is still carried out conventionally, so that information is difficult for prospective climbers to access widely and quickly. This research aims to design and implement a Mount Ciremai Basecamp website in Linggasana Village as an integrated and easily accessible climbing information medium. The research method used is the Waterfall method which includes the stages of needs analysis, system design, implementation, and testing. The website is developed using web-based technology with an integrated database. The results of the study show that the website built is able to present climbing information effectively and help climbers in obtaining accurate information before climbing. The study also reveals that the website facilitates faster information updates, broader information coverage, and better documentation. The implications of this research indicate that the use of web-based information systems can enhance service quality, transparency, and climber preparedness, while also supporting safer and more sustainable climbing management. In conclusion, the implementation of the website provides an effective solution to overcome the limitations of conventional information delivery and contributes both practically and theoretically to the development of information systems in natural tourism management.

Abstract

The results of the study show that the State in order to provide legal protection for the rights of victims of false information (hoax) through Instagram media in order to create order by enacting Law Number 19 of 2016 concerning Amendments to Law Number 11 of 2008 concerning Information and Electronic Transactions. In addition, every victim of crime has the right to be protected as regulated in Law Number 31 of 2014 concerning Amendments to Law Number 13 of 2006 concerning Protection of Witnesses and Victims, however, these two laws do not specifically regulate in providing protection for the rights of victims of false information through Instagram media. Law Number 31 of 2014 that those who are said to be victims are those who experience physical, mental, and/or economic loss caused by a crime. In cases of spreading false information or hoaxes, people who are considered victims must experience the direct consequences of the crime, whether in the form of physical, mental or economic financial losses. As for the protection of the rights of victims due to false information, they can file for legal protection through a civil lawsuit. A party who has suffered material losses as a result of a criminal act can file a civil lawsuit to recover the losses suffered in accordance with civil law. Civil lawsuits can be filed based on either breach of contract or an unlawful act.

Abstract

This study examines the implementation of information technology (IT) in higher education and its role in enhancing teaching and learning effectiveness amid accelerated digital transformation. Although IT is widely promoted as a catalyst for improving instructional quality, empirical evidence shows that its impact remains inconsistent across institutional and pedagogical contexts. Accordingly, this research aims to analyze how and under what conditions IT implementation contributes to effective teaching and learning in higher education. The study employs a mixed-methods explanatory design, combining quantitative survey data from lecturers and undergraduate students with qualitative interviews involving academic staff and institutional managers. Quantitative data were analyzed using inferential statistical techniques to identify relationships between IT integration, pedagogical practices, and learning effectiveness, while qualitative data were thematically analyzed to explain underlying mechanisms and contextual factors. The findings reveal that IT implementation significantly enhances learning effectiveness only when it is pedagogically integrated, supported by lecturers’ digital pedagogical competence, and reinforced by coherent institutional support systems. Conversely, technology adoption that is superficial or infrastructure-driven yields limited educational benefits. The study concludes that IT functions as a mediating infrastructure rather than an autonomous driver of educational quality. Its primary contribution lies in advancing a conditional and systemic model of technology-enhanced learning that integrates pedagogical, human, and organizational dimensions, thereby offering theoretically grounded and empirically informed insights for higher education policy, practice, and future research.

Abstract

Information globalization has fundamentally transformed the structure and practice of political communication in contemporary democracies. Rapid, cross-border digital information flows mediated by global media platforms have weakened the capacity of states and political parties to control public narratives. Political communication no longer operates within centralized and hierarchical spaces, but rather within fragmented and competitive digital public spheres. This study aims to analyze how the Golkar Party, as an established political party, conducts political communication in the context of information globalization and the weakening role of the state. This research employs a qualitative approach within a constructivist paradigm using a case study design. Data were collected through in-depth interviews with local Golkar Party elites and document analysis, and analyzed using critical discourse analysis. The findings indicate that Golkar’s political communication functions as a process of mediated meaning negotiation within digital media environments. Political power is no longer derived solely from formal institutional structures, but increasingly depends on media visibility and public trust. The Golkar Party adopts a hybrid political communication strategy by combining organizational structures with adaptive digital communication practices. This study concludes that political communication of established parties in the era of information globalization should be understood as a dynamic and relational arena of mediated power, where political legitimacy is continuously negotiated within digital public spaces.

Abstract

This study aims to develop LINOSIAPPS teaching materials to enhance information literacy of elementary school students based on Pantura local wisdom. The method used is Research and Development with the ADDIE model, including analysis, design, development, implementation, and evaluation. The research subjects were fourth-grade students of SD 1 Kesambi as the experiment and SD 2 Kesambi as the control, each with 22 students. The research instruments included expert validated questionnaires, teacher and student practicality questionnaires, and information literacy tests. The validation results showed that LINOSIAPPS was a very valid media (the average percentage of media expert validity was 90% and material expert 86.6%). The practicality test showed 96.5% student responses and 93.3% teacher responses, a very practical category. The effectiveness test using an independent t-test showed a significant difference (Sig. 0.000 <0.05) between the experimental and control groups, so LINOSIAPPS was effective in improving students' information literacy skills. The advantage of this media lies in the integration of e-module materials, interactive assessments, learning videos, and educational games that highlight the local wisdom of the Pantura area of Kudus, Pati, and Rembang. LINOSIAPPS supports contextual, engaging, and responsive Indonesian language learning to meet students' needs, while fostering local cultural awareness. Thus, LINOSIAPPS has proven valid, practical, and effective as an innovative teaching materials for strengthening information literacy in elementary school students.

Abstract

 Crime rates in rural areas have been increasing in recent years. This surge in criminal activity has fostered a climate of fear and insecurity among rural residents. Several factors contribute to this phenomenon. Many rural areas lack a sufficient number of security personnel, hindering effective deterrence and response to crime. Moreover, community members patrol (ronda), often struggles with ineffectiveness due to a lack of organization and resources. Furthermore, low awareness of basic security measures among rural residents leaves them vulnerable. Village information system also need to consider as one of the factors which might be influence the crime activities in villages. However, economic factors like poverty and unemployment can push individuals towards criminal activity. This study investigates the impact of increasing security personnel on crime rates and crime reporting in Indonesian villages using panel data from the PODES survey and SUSENAS from 2018-2022. The study employs a propensity score matching (PSM) model to examine the relationship between security personnel, crime rates, and crime reporting, considering other factors such as regulations, social assistance and socioeconomic factors. The study found that increasing security personnel has a significant negative impact on crime rates, indicating that a higher number of security personnel leads to a lower crime rate in villages. Additionally, enhancing village information system also has a significant positive impact on crime reporting which finally reduce crime. This research breaks new ground by comprehensively analyzing the interconnected nature of crime and its reporting within rural Indonesian communities. By demonstrating the effectiveness of increased security personnel and village information system will not only reducing crime rates but also encouraging reporting

Abstract

Plastic pollution has become a global environmental issue with serious ecological consequences. Reports from the United Nations Environment Programme indicate that global plastic waste production exceeds 400 million tons annually, with a significant portion originating from packaging waste generated by the Fast-Moving Consumer Goods (FMCG) industry. This study aims to analyze the influence of Environmental Concern (EC), Subjective Norm (SN), and Eco Labels (EL) on Green Purchase Intention (GPI), while also examining the moderating role of Social Media Information (SMI). The research employed a quantitative approach using a survey of 210 consumers selected through purposive sampling. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 3 at a 5% significance level. The results reveal that Environmental Concern, Subjective Norm, Eco Labels, and Social Media Information have a positive and significant effect on Green Purchase Intention. Furthermore, Social Media Information does not moderate the relationship between Environmental Concern and Green Purchase Intention, but it significantly moderates the relationship between Subjective Norm and Green Purchase Intention. These findings provide empirical contributions to the literature on green consumer behavior and offer practical implications for strengthening sustainable marketing strategies and environmental communication in the FMCG sector.

Abstract

This study analyzes the welfare paradox in Rokan Hulu Regency, where abundant natural resources coexist with low community welfare. Using the Lorenz curve and Gini index, spatial mapping was employed to create a socio-demographic map. Primary data were analyzed with the Slovin method and Gini index models. Results show high inequality, with Gini index values of 0.81 (income-based) and 0.84 (expenditure-based). To address this, the government can support oil palm farmers through policies on fertilizer subsidies, worker wage regulation, and standardized palm oil pricing, aiming to improve the economic conditions of the farming community.
