Abstract

Control and evaluation of regional development play an important role in supporting the effectiveness of development planning and decision-making by local governments. However, the implementation of development control in the Balikpapan City Government still faces various obstacles because development data management is carried out through several partially integrated systems, namely the Integrated Performance Evaluation and Accountability Measurement System (REAKSI), the Balikpapan City Budget Realization Reporting Information System (SIPERANGKO), and the Balikpapan One Data Portal. This condition results in repeated data entry, inconsistencies between systems, and the suboptimal use of development evaluation data in the policy-making and regional development planning processes. This policy paper aims to formulate policy recommendations for strengthening the governance of regional development control and evaluation through the integration of development information systems in Balikpapan City. The method used is a qualitative descriptive approach through regulatory review, theoretical review, gap analysis of existing conditions, and policy alternative analysis using the Bardach and Patashnik approach. The results of the study indicate that the most feasible policy alternative is the integration of the REAKSI and SIPERANGKO applications into an Integrated Regional Development Control and Evaluation System, which is expected to improve the integration of development data, reporting efficiency, and the quality of data-based regional development planning.

Abstract

This article discusses the role of information technologies in developing auditory perception and pronunciation skills in children with cochlear implants. Cochlear implantation creates an opportunity for children with severe and profound hearing loss to perceive sound; however, hearing through an implant does not automatically lead to full speech understanding, correct pronunciation, or active verbal communication. Therefore, systematic, individualized, and scientifically grounded rehabilitation is required. The article analyzes the importance of digital tools, multimedia resources, interactive exercises, computer-based auditory training, mobile applications, online platforms, and electronic monitoring in the rehabilitation process. Special attention is given to designing individual lessons aimed at developing auditory attention, sound discrimination, phonemic hearing, speech comprehension, articulation, pronunciation automation, and communicative competence. The article emphasizes that information technologies should not replace the teacher, speech therapist, or surdopedagogue, but should serve as effective pedagogical tools that increase motivation, provide repeated practice, support visual-auditory integration, and help monitor progress. The proposed model can be used in rehabilitation centers, special education institutions, inclusive schools, and home-based intervention programs.

Abstract

The widespread dissemination of hoaxes and unverified information in the digital era has become a serious threat to the character development of students, given the high rate of social media usage among Indonesian youth which has reached hundreds of millions of active users. This study aims to describe and analyze the role of Islamic Religious Education (PAI) teachers in instilling the attitude of tabayyun toward digital information from the perspective of QS. Al-Hujurat verse 6. This research employs a library research method with a qualitative descriptive approach through content analysis of relevant primary and secondary literature sources. The findings indicate that PAI teachers hold a conceptual and strategic role encompassing four key functions: as educators who integrate tabayyun values into the curriculum, mentors who cultivate students' critical awareness, motivators who foster the willingness to verify information, and role models (uswatun hasanah) who directly practice Islamic digital ethics. This study concludes that the value of tabayyun in QS. Al-Hujurat verse 6 is highly relevant as a pedagogical foundation in PAI learning in the digital era, as it integrates spiritual, social, and intellectual dimensions that align with digital literacy principles, enabling its internalization to shape a generation of Muslim youth who are critical, selective, and responsible in their digital media conduct.

Abstract

This article, based on a theoretical analysis of scientific research and international projects conducted by numerous domestic and foreign scientists, reveals the role of information processing in developing cognitive-pragmatic competencies of future teachers. The concept of information and working with various types of information content are explored, along with the issues of protection from negative information influence and ensuring the information-psychological security of individuals. These topics have been examined in both domestic and foreign scientific works, with attention also given to the concept of “cognitive information theory”.

Abstract

This article examines the growing significance of Information and Communication Technologies (ICT) in the development, organization, and dissemination of modern scientific research. ICT has become an essential component of contemporary research practices, enabling scholars to collect, process, store, and analyze data with unprecedented speed and accuracy. The paper highlights how digital tools, online databases, computational methods, and communication platforms have transformed traditional research paradigms by expanding access to scientific information, facilitating international collaboration, and improving research efficiency. Special attention is given to the impact of ICT on methodological innovation, including data-driven research models, simulation technologies, virtual laboratories, and advanced analytical software. The study also addresses challenges associated with ICT integration, such as digital inequality, cybersecurity risks, information overload, and ethical concerns. Overall, the paper emphasizes that ICT not only accelerates scientific progress but also reshapes the epistemological and organizational foundations of research activities. Effective integration of ICT is therefore crucial for ensuring transparency, productivity, and global competitiveness in scientific inquiry.

Abstract

Information security is a vital component in institutional IT operations, especially for Electronic System Operators (ESO). Effective governance is essential to ensure data protection, integrity, and availability. The readiness evaluation of the BKO District Court, conducted using the KAMI Index version 5.0 based on ISO/IEC 27001:2022, assessed seven areas: information security governance, risk management, information security framework, asset and technology management, personal data protection, and supplementary controls involving third parties. The assessment applied five implementation levels and maturity levels I–V. The Court scored 14 in the electronic system category (low dependency) and achieved an overall score of 913 with a “Good” rating. The highest maturity levels were recorded in risk management and the information security framework (Level V), while other areas ranged from Levels III to IV. Overall, the results show that the BKO District Court has a well-developed and consistently implemented information security governance structure, though enhancements in asset management and personal data protection are still required to achieve optimal maturity under SNI ISO/IEC 27001:2022.

Abstract

The rapid development of digital technology has transformed communication patterns, information exchange, and collaborative interaction in educational and community environments. This community service program aims to strengthen information networking literacy through digital collaboration models inspired by practices implemented in the United States. The program employed a qualitative participatory approach involving university students, educators, and community members as participants. The implementation stages included needs analysis, socialization, digital literacy training, mentoring, and evaluation activities. Participants were introduced to various collaborative digital platforms such as Google Workspace, Zoom, Microsoft Teams, and online networking media to improve communication competence, information-sharing skills, and collaborative interaction. The results of the program indicated that participants experienced significant improvement in digital literacy awareness, communication effectiveness, and the ability to utilize digital collaboration tools for academic and professional purposes. In addition, participants demonstrated greater understanding of ethical communication, information verification, and responsible participation in digital environments. The program also strengthened participants’ confidence in engaging with online networking activities and collaborative learning systems. Despite several challenges such as technological inequality and varying levels of digital competence, continuous mentoring and participatory learning approaches contributed positively to the success of the activities. Overall, the implementation of information networking literacy through digital collaboration models provides valuable opportunities for improving community empowerment, educational interaction, and digital participation in the contemporary information era. The experiences and collaborative practices implemented in the United States can serve as important references for developing sustainable digital literacy programs in educational and community service contexts.

Abstract

Rapid urbanization intensifies pressure on city air quality, making costeffective monitoring a governance priority. Existing sensor-placement approaches optimize coverage but often ignore strategic behavior of polluters and budget uncertainty, leading to fragile deployments. We propose a decision model that allocates monitoring funds via a bilinear differential game with fuzzy information between an environmental defender and a polluter. Unlike linear differential games solvable via the Cauchy formula, bilinear dynamics and non-measurable adversary strategies require a novel discreteapproximation method within a positional game scheme. The model captures dynamic financial interactions through membership functions and yields analytical characterizations of the defender's preference set and optimal pure strategies. Computational experiments on realistic scenarios illustrate stable funding regimes and support actionable guidance for urban planners: how much to invest, when, and where to expand monitoring stations to achieve resilient oversight under uncertainty. The framework can be embedded in intelligent decision-support tools for smart-city environmental management.

Abstract

University collaboration plays a critical role in enhancing institutional quality and supporting global sustainability agendas. However, many higher education institutions face challenges in managing Memorandum of Understanding (MoU), Memorandum of Agreement (MoA), and Implementation Agreement (IA) documents, particularly in monitoring implementation and assessing their alignment with sustainability goals. This study introduces a University Collaboration Information System enhanced with IndoBERT-based Natural Language Processing (NLP) to automate sustainability impact assessment. A synthetic corpus of 30 annotated collaboration documents was developed, covering multi-label Sustainable Development Goals (SDG) classification and span-level Named Entity Recognition (NER). Two approaches were evaluated: (1) baseline TF-IDF + Support Vector Machine (SVM) for SDG classification and rule-based NER, and (2) fine-tuned IndoBERT for both tasks. Experimental results show that IndoBERT significantly outperforms the baselines, achieving an average F1-score of 0.93 for SDG classification (+16.3%) and 0.96 for NER (+18.5%). The system integrates these models to generate automated entity extraction, sustainability dashboards, and document monitoring features. This work contributes to the advancement of informatics by demonstrating the effectiveness of Transformer-based NLP in processing institutional documents and by providing an integrated information-system framework that strengthens the role of NLP within the field of computer science.

Abstract

Cloud computing environments face significant security vulnerabilities from Distributed Denial of Service (DDoS) attacks, which can cause system failures and service disruptions. Despite various existing detection methods, challenges remain regarding high computational overhead and suboptimal accuracy due to redundant features in complex datasets. This study aims to identify the optimal feature subset and evaluate its impact on detection performance across multiple machine learning algorithms for multi-class DDoS variants. The research methodology employs a two-stage approach: feature selection using Information Gain (IG) to reduce 47 original features into subsets of 8, 10, 15, and 20, followed by classification using Decision Tree (DT), Random Forest (RF), and Naïve Bayes (NB) on the CICIoT2023 dataset. Experimental results demonstrate that the Decision Tree model with an optimized subset of only 8 features, primarily Inter-Arrival Time (IAT), Header_Length, and Tot_size, achieves a superior accuracy of 99.97%. While Naïve Bayes performs well in binary classification, its accuracy drops significantly to approximately 30% in multiclass settings. This study concludes that IG-based feature selection reduces computational complexity by 30-40% while maintaining high performance across 12 DDoS variants. These findings provide a practical framework for scalable and efficient intrusion detection systems suitable for real-time deployment in resource-constrained IoT-cloud environments.
