Abstract

The high consumption of sugar, salt, and fat (GGL) in Indonesia contributes to the increasing prevalence of non-communicable diseases or degenerative diseases, so that the fulfillment of consumers' rights to clear information as guaranteed by Article 4 letter c of Law No. 8 of 1999 concerning Consumer Protection has become an urgent issue in the context of labeling of processed ready-to-eat foods. This study examines two problems, namely the implementation of supervision of the obligation to include health risk information based on the Decree of the Minister of Health Number HK.01.07/MENKES/301/2026 and the ideal form of implementation of such supervision through a comparison with the Chilean warning label system. The method used is normative juridical with a statutory and comparative legal approach. The results of the study indicate that the implementation of supervision in Indonesia is not optimal because the KMK does not appoint a specific supervisory agency and does not contain strict sanctions for violations of the inclusion of Nutri-Level. Based on a comparison with the Chilean warning label system regulated in Ley No. 20.606, the ideal form of supervision in Indonesia includes several elements, namely clarity of supervisory institutions, specific tiered administrative sanctions, expansion of coverage to all business actors without differentiating business scale, expansion of coverage to all business actors without differentiating business scale, and protection of vulnerable groups through a ban on the sale and promotion of high GGL products in educational environments.

Abstract

The Official Travel Management Information System (SIMPD) is a digital-based application developed to support the management and monitoring of official travel activities within the Secretariat of the Regional People's Representative Council (DPRD) of East Java Province. This study aims to analyze the role of the SIMPD application in facilitating ease of monitoring official travel within the Secretariat of the DPRD of East Java Province. The research employs a qualitative descriptive approach with data collection conducted through observation, interviews, literature study, and documentation. The conceptual framework used in this study is the policy implementation theory proposed by Edwards III, which reviews four key aspects: communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of SIMPD has generally contributed positively to the management and monitoring of official travel, improving transparency, efficiency, and accountability. However, several challenges remain, including inconsistent socialization, limited human resource capacity, and the need for stronger inter-agency coordination. This study recommends strengthening digital governance infrastructure, increasing the number of trained operators, and enhancing coordination between relevant agencies to optimize SIMPD implementation

Abstract

This study examines the role of the Regional Financial Information System application (SIKSDA) in improving the efficiency of financial recording and reporting in Sidoarjo Regency, East Java. Local governments are increasingly required to manage public funds quickly, accurately, and accountably, yet manual administrative practices remain a source of recording errors and reporting delays. Using a descriptive qualitative approach, data were collected through semi-structured interviews with staff of the Regional Financial and Asset Management Agency (BPKAD), direct observation of the system in use, and analysis of related budget and reporting documents. The findings indicate that SIKSDA shortens the financial recording cycle by automating transaction entry, integrating data across regional work units, and minimising duplication and arithmetic errors that previously occurred in manual bookkeeping. In the reporting dimension, the system accelerates the preparation of accountability reports, enables real-time monitoring of budget realisation, and improves the consistency between planning, execution, and reporting documents, thereby strengthening transparency and accountability. Nevertheless, the efficiency gains are not yet optimal because of limited technically skilled human resources, uneven supporting infrastructure, and the persistence of manual work habits. The study concludes that SIKSDA functions not merely as an administrative tool but as a strategic instrument of good public financial governance. It recommends continuous training, strengthening of technical infrastructure, and bureaucratic reform so that the efficiency potential of the system can be fully realised. The novelty of this study lies in its specific focus on recording and reporting efficiency at the operational level of a single regency, complementing prior research that emphasises transparency and accountability more broadly.

Abstract

This study aims to analyze the effect of internal audit, human resource competence (HR), and information technology-based internal control on the quality of financial reporting at PTPN IV Regional II Medan, with management commitment as a moderating variable. The method used in this study is Structural Equation Modeling (SEM) with a Partial Least Squares (PLS) approach. Data was collected from 50 employees in the accounting and finance department through a questionnaire to measure their perceptions of the variables studied. The results of the study indicate that internal audit and HR competence have a significant impact on the quality of financial reporting, while management commitment and information technology-based internal control do not show a significant direct effect. Furthermore, the moderation test results show that management commitment does not strengthen or weaken the relationship between the independent variables and the quality of financial reporting. This study contributes theoretically to the understanding of the relationship between factors influencing the quality of financial reporting and provides practical recommendations for PTPN IV Regional II to improve the quality of financial reporting through strengthening internal audit and HR competence.

Abstract

This study aims to analyze the influence of Digital Competence and Work Motivation on Employee Performance, with Self-Efficacy as an intervening variable at the Lalat Regency Communication and Information Office. This study uses a quantitative approach with the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method to test the direct and indirect relationship between variables. Primary data was collected through the distribution of questionnaires to employees, then analyzed using internal model testing and mediation tests. The results of the hypothesis test showed that Digital Competency did not have a significant effect directly on Employee Performance (β = −0.044; T = 0.212; P = 0.834), which indicates that improving digital capabilities alone is not enough to improve employee performance. On the other hand, Work Motivation has a positive and significant effect on Employee Performance (β = 1.055; T = 8.008; P = 0.000), which confirms the dominant role of work motivation in encouraging employee performance improvement. Furthermore, Digital Competency had a significant effect on Self-Efficacy (β = 0.719; T = 2,896; P = 0.007), while Work Motivation had no significant effect on Self-Efficacy (β = 0.174; T = 0.684; P = 0.500). However, Self-Efficacy did not have a significant effect on Employee Performance (β = −0.062; T = 0.460; P = 0.649). The results of the indirect influence analysis showed that Self-Efficacy was not able to mediate the relationship between Digital Competence and Employee Performance (β = −0.045; T = 0.345; P = 0.733), as well as the relationship between Work Motivation and Employee Performance (β = −0.011; T = 0.254; P = 0.801). Based on these findings, it can be concluded that Digital Competency is the only variable that has a direct and significant effect on Employee Performance.
