Abstract

Abstract Kafe Sugriwa Subali, a culinary SME in Kulon Progo, faces significant operational challenges due to its conventional inventory management system. The manual process of recording raw material stock directly impacts business operations, leading to frequent data errors, the risk of record loss, and delays in stock availability information. The most critical impact is the inability to consistently serve its menu, which can decrease customer satisfaction and hinder business growth. The research method employed to solve this problem is the Waterfall system development model. This process was executed through four structured and sequential stages: requirements analysis, system design, implementation using the Laravel framework, and system testing using the black box method to validate all its functionalities. The final result of this research is a functional and validated web-based information system for raw material stock management. Black box testing demonstrated that 100% of the system's functionalities, including the low-stock notification feature, perform successfully. The main contribution of this research is providing a ready-to-use technological solution to improve data accuracy and operational efficiency. These results can be directly utilized by the owner and staff of Kafe Sugriwa Subali and can serve as a reference for similar SMEs facing similar issues.

Abstract

The Jambi City Environment Office is located at Jln. General Basuki Rahmat Kota Baru Number 08, Kota Baru District, Jambi is an implementing element of the Regional Government in the field of environmental compliance, waste management, hazardous and toxic waste, and environmental pollution and damage control is still manual so that it experiences problems such as, documentation of incoming letters and outgoing letters is only in the form of writing in a ledger and document storage is still hardcopy. As a result, it is difficult to find the archives needed for the activity implementation process. Meanwhile, outgoing letters recorded in the agenda book have not been separated based on the category of letters, making it difficult to make reports at the end of the year. System development using the waterfall model, the implementation of this research uses the PHP (Hypertext Preprocessor) Program Language and MySQL DBMS, resulting in the application making it easier for the Environmental Service (DLH) to process mail and inventory management data, and the accuracy of the data is more guaranteed when compared to the old system.

Abstract

The rapid expansion of digital political information has increased university students’ opportunities for civic participation while simultaneously exposing them to misinformation, political bias, manipulative content, and polarization. This study examines the effects of values-based critical media education on students’ political information literacy and civic resilience, including the mediating role of political information literacy. A quantitative explanatory design was employed involving 250 university students selected through purposive sampling based on their engagement with digital political information and participation in citizenship education courses. Data were collected using a five-point Likert-scale questionnaire and analyzed using Partial Least Squares Structural Equation Modeling. The findings demonstrate that values-based critical media education positively strengthens political information literacy and civic resilience. Political information literacy also improves students’ capacity to maintain rational judgment, recognize unreliable political content, and respond responsibly to political differences. Furthermore, political information literacy partially mediates the relationship between critical media education and civic resilience. These findings imply that universities should integrate fact-checking, source verification, algorithmic awareness, political framing analysis, digital ethics, and national values into citizenship education to prepare critical, responsible, and resilient citizens for participation in digital democracy.

Abstract

The increasing reliance on digital information systems has made information security governance a critical requirement for maintaining secure and reliable organizational operations. PT Pertamina Patra Niaga Fuel Terminal Manokwari utilizes the Safety Patrol feature within the E-Mansinam Website to support Health, Safety, Security, and Environment (HSSE) activities, including hazard reporting, safety monitoring, and corrective action management. This study evaluates the information security governance capability of the Safety Patrol feature using the COBIT 2019 framework, focusing on the APO13 (Managed Security) and DSS05 (Managed Security Services) domains. A descriptive quantitative approach was employed through observations, interviews, questionnaires, and documentation. The collected data were analyzed using Capability Assessment, Gap Analysis, and Root Cause Analysis (RCA). The results show that the APO13 domain achieved an average capability level of 4.04, exceeding the organization's target of Level 4, whereas the DSS05 domain achieved an average capability level of 3.93, indicating that several operational security service processes require further improvement. The largest capability gap was identified in DSS05.07 with a gap value of 0.44. Root Cause Analysis revealed that inconsistent security monitoring, incomplete documentation, limited periodic evaluations, and varying levels of personnel awareness were the primary factors contributing to the identified capability gaps. Based on these findings, this study proposes practical recommendations to strengthen information security governance and support the continuous improvement of the Safety Patrol feature, particularly in operational security service management.

Abstract

Purpose - This study examines the relationship between Information Security Governance (ISG) and Data Protection Effectiveness (DPE), focusing on the serial mediating roles of Security Policy Compliance (SPC) and Cybersecurity Capability (CC). Design/methods/approach – A quantitative explanatory approach was employed using a cross-sectional survey of 300 respondents selected through purposive sampling in Indonesia. Data were collected using a structured questionnaire comprising 33 indicators across four constructs and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4. Findings – The results revealed significant positive relationships between ISG and SPC (β = 0.493, p < 0.001), SPC and CC (β = 0.433, p < 0.001), and CC and DPE (β = 0.404, p < 0.001). The serial indirect relationship between ISG and DPE through SPC and CC was also significant (β = 0.086, p < 0.001). The model explained 45.4% of the variance in DPE. Research implications/limitations – The findings suggest that effective data protection requires coordinated governance, consistent security policy compliance, and organizational cybersecurity capabilities. However, the cross-sectional design, purposive sampling, and reliance on self-reported data limit causal interpretation and generalizability. Originality/value – This study integrates the Information Security Governance and Dynamic Capability perspectives within a Governance–Behavior–Capability–Outcome Framework. It extends existing cybersecurity research by identifying behavioral compliance and organizational capability as sequential mechanisms linking security governance with data protection effectiveness.

Abstract

Purpose – This study examines how the management information system underlying PAKINTA is constituted as an instrument of public policy at a municipal revenue agency, and how a local value repertoire enters its design. Methods – Qualitative documentary policy analysis of a single instrumental case at the Regional Revenue Agency of Makassar City. An identifier-bearing corpus of twenty-six official documents and platform artefacts, retrieved between March and September 2025, was appraised for authenticity, credibility, representativeness, and meaning. Claims carry an evidentiary status: documented, inference, or proposition. Findings – Six patterns emerged. PAKINTA is a policy instrument, not a technical upgrade. Its taxonomy was restructured within the window: ten legacy categories became nine tax types, five folded into one consolidated tax, so the platform was reconfigured to a legislative consolidation, not the source of it. Its dashboard documents a consolidated, daily-refreshed reporting surface; relative gains in speed or visibility remain inferences absent a baseline. The documents specify institutional locus, continuity, supervision, and budget, but no data-quality or security regime. Bugis-Makassar values are inscribed declaratively; protocol and architectural inscription are not evidenced in the corpus, and the inspected entry-point interface displays none of them. Research implications – The study specifies a depth gradient of cultural inscription declarative, protocol, architectural in which each transition relocates discretion and raises the cost of departing from the framing. Originality – The paper defines culturally embedded digital governance with explicit dimensions, scope conditions, and an inter-level mechanism, evidenced from a fully identified documentary corpus.

Abstract

Information is now treated as a strategic asset, yet evidence on how information governance translates into organizational performance remains fragmented across separate research streams. This study aims to integrate that evidence into a single explanatory framework. A systematic literature review guided by PRISMA 2020 was conducted on 50 scholarly records published between 2021 and 2026, and the findings were analyzed through thematic synthesis. The results show that information governance acts mainly as an enabling architecture rather than a direct performance driver. Data and information quality is the principal mechanism linking governance to decision quality. Strategic decision-making capabilities, comprising analytics, business intelligence, artificial intelligence, data literacy, and analytical culture, then convert quality information into efficiency, innovation, resilience, and strategic outcomes. Leadership, culture, information technology infrastructure, environmental dynamism, and organizational resources condition these relationships. The study proposes a sequential and conditional framework expressed in six propositions and a research agenda that prioritizes integrated empirical tests, longitudinal designs, small and medium-sized enterprises, developing economies, and artificial intelligence governance.
