Abstract

Learning Indonesian for Foreign Speakers (BIPA), which is increasingly in demand, must of course maintain the achievement of learning objectives. However, in reality, the material learned in class is different from the conditions of the environment. Therefore, this study aims to analyze maritime-based teaching materials in Indonesian language learning for foreign speakers. This study uses a qualitative approach with interview data collection techniques, questionnaire, and document analysis. The research subjects are BIPA documents, BIPA teachers and students in the Riau Islands. Based on the results of the analysis of Indonesian language skills, BIPA students in the Riau Archipelago find it very difficult to master special vocabulary related to maritime which is 45.5%. While the results of document analysis on competency standards for BIPA graduates and the Sahabatku Indonesia textbook published by the Language and Book Development Agency show that the material presented in BIPA learning is only general in nature. As for the maritime-charged material from level 1 to level 7, only 2,2%. Meanwhile, teachers and students said that they only gave direct practice to the field of maritime affairs. The needs of BIPA students for maritime teaching materials also reach a very large percentage of the data resulting from the questionnaire, which is 100%.Keywords: Teaching Materials, Maritime, BIPA

Abstract

Bahasa Indonesia is one of the languages with the most speakers in the world. However, Bahasa Indonesia still needs to be campaigned to become one of the most important languages in the international arena. This is the context of why the BIPA or Indonesian Language for Foreign Speakers program was born. It has been going on for a long time, the BIPA program continues to experience improvements. This article aims to provide some input into improving Indonesian language learning through the BIPA program. Observation, survey, and interview through informal conversations were used in conducting qualitative investigations to describe BIPA learning related to fluency, standard language, learning tool or reference, and literature. These were conducted from around February to early August 2022. This research shows that active class participation and learning consistency of BIPA students have a major impact on the progression speed of Indonesian language mastery. This study also shows that the misuse of Google Translate has caused a negative impact on BIPA students and the urgency of using local folklore materials in BIPA learning in Indonesia.

Out of the 41 countries that run the Indonesian Language Learning Program for Foreign Speakers, in collab with the Language Development and Cultivation Agency under the auspices of the Ministry of Education and Culture of the Republic of Indonesia, Austria is one of them. When the learning went online due to the Covid-19 pandemic, teachers, students, and Indonesian Language for Foreign Speakers class organizers, the Indonesian Embassy in Vienna together with the University of Vienna, faced challenges. Based on this background, this study aims to describe the challenges of Indonesian Language teachers for Austrian when they implement the learning by online. This research uses a qualitative approach with the type of case study research. The writer got the data through interviews and questionnaires to Indonesian Language teachers for Austrian from winter 2020 to winter 2021 and was strengthened by literature studies. As a result, teachers face various challenges such as technical issues with the devices and internet networks, and time gaps between Indonesia and Austria. Online classes are widely open for everyone in Austria, but at the same time amount of students is also rising because some of them preferred to do it face to face, and the difficulty of managing online classes with high heterogeneity. The efforts made by teachers in responding to these challenges include varying learning activities, opening communication spaces with students through various platforms, utilizing various online platforms that are relevant to learning topics, and organizing and inviting guest lecturers for speaking class and cultural topics.

Abstract

In this paper, an analysis of the results of the evaluation of Indonesian language proficiency for foreign speakers is presented. The development of a standardized Indonesian language for foreign speakers (Bahasa Indonesia bagi Penutur Asing -  BIPA) evaluation tool is currently considered very important. Currently, the existing evaluation tools are still made partially depending on the needs of institutions that provide the Indonesian language program for foreign speakers (BIPA). In addition, this need is also driven by the need for foreign speakers to measure their proficiency in Indonesian. Although there is an Indonesian Language Proficiency Test (UKBI) as an evaluation tool in Indonesia, UKBI is considered not in accordance with the needs of measuring the Indonesian language proficiency of foreign speakers because UKBI is still used to measure the Indonesian language skills of native speakers. This has become one of the problems in the field of evaluation of the Indonesian language, especially BIPA. The language evaluation tool used to measure a person’s foreign language proficiency always begins with a listening proficiency test. Listening is considered the gateway to other language proficiency. The solution to this problem is to analyze listening evaluation tools in foreign languages that are used continuously and continuously, such as the Test of English for International Communication (TOIEC), the Japanese-Language Proficiency Test (JLPT), and Diplôme d'études en langue française (DELF), which represents three continents; American, Asian, and European spoken by Indonesian speakers. This study used a descriptive method to solve this research problem. The results of this study describe the profile of the listening proficiency evaluation tool in foreign and Indonesian languages in three ways: 1) speakers (speaker stimulus presenter), 2) content, and 3) audio. Furthermore, the results of this analysis can also be used as the basis for developing the BIPA listening competency evaluation model.

The function of the Indonesian language is as a symbol of national pride, national identity, as a means of communication between citizens, regions and cultures, as well as a means of unifying tribes, cultures, and languages. There are several efforts made by the Indonesian government in internationalizing the Indonesian language, including: developing the Indonesian language both at home and abroad and protecting the Indonesian language through several journals that are recognized by the Indonesian government. BIPA is Indonesian language learning whose subjects are foreign speakers. BIPA is seen more as a learning factor. The author uses qualitative research methods with object observation models. Abstract

This study discusses the preparation of pluricultural-based presentation teaching materials for BIPA students. BIPA students need to master the culture in Indonesia. The Indonesian culture needs to be linked to the culture in the student's home country so that students can adapt to Indonesian culture, especially Indonesian culture which is contrary to the culture in the student's country of origin. The purpose of this research is to compile pluricultural-based presentation teaching materials for BIPA level 4 students. With the ADDIE model development method, the results of this study indicate that pluricultural-based presentation teaching materials for BIPA level 4 students are prepared by taking into account their suitability with SKL and the shortcomings of BIPA learning at State Universities. Surabaya. Pluricultural-based presentation teaching materials for BIPA level 4 students are prepared through a structured process, namely needs analysis, drafts of teaching materials are designed, and teaching materials are prepared. The limitation of this research is that this research was carried out until the stage of developing teaching materials, not yet at the stage of testing teaching materials and evaluating them.
