Abstract

Reclamation of ex-mining land is an obligation that must be carried out by every mining business actors, in order to organize, restore, and improve the quality of the environment and ecosystem so that it can function again according to its designation. However, this obligation has not been carried out consistently by manganese mining companies in West Timor. Based on the results of supervision carried out by mining inspectors, no company has carried out reclamation. This study aims to identify factors that influence the implementation of reclamation governance for ex-mining manganese land in West Timor. Case studies were conducted on eigth location of Izin Usaha Pertambangan (IUP) in West Timor, East Nusa Tenggara Province. Data collection was carried out through questionnaires, interviews, and field observations. Furthermore, data analysis used qualitative descriptive methods. The results of the study indicate that the inhibiting factors for achieving successful reclamation of ex-mining land in West Timor are the licensing process, supervision, competence of mining business actors, and community involvement. In this regard, further research is needed to examine the form of reclamation that is in accordance with the conditions of ex-mining manganese land in West Timor.

Abstract

Indonesia, with its tropical climate and high rainfall, especially near the equator, is prone to slope instability influenced by intense rainfall events. Rainfall increases pore water pressure, reduces effective stress, and decreases shear strength, which in turn lowers the safety factor and increases the probability of failure. However, studies on pore pressure changes during rainfall infiltration have not been extensively studied, particularly in Indonesia. This study aims to analyze the effect of rainfall on the stability of a single slope in a waste dump using a numerical method based on a coupled hydro-mechanical approach. Simulations were conducted using transient finite element analysis (TFEA) to evaluate pore water pressure variations. In addition, the limit equilibrium method (LEM) modeling was also carried out to assess changes in slope safety factors. The analysis was performed using Slide2 software under various rainfall and duration scenarios, with a total of 1,568 model combinations over a 24-hour simulation period. The results show that rainfall events reduce the safety factor value by up to 31.54%. The relationship between the safety factor value and rainfall can be expressed by the equation FK = 2,1607 CH-0,05, which shows a strong correlation with an R2 value of 0,9309.

Abstract

The presence of mining companies in regions with natural resource potential is often regarded as a source of economic hope for local communities. However, not all regions are able to optimize these resources to improve community welfare. In fact, some communities primarily experience the negative impacts of mining activities. Compensation funds serve as a corporate initiative for environmental management, particularly for affected communities. This study aims to analyze the factors influencing the amount of compensation provided. Data were collected through questionnaires distributed to affected residents. Using multiple linear regression analysis, the results reveal that income level and number of family dependents significantly influence the compensation value. The Adjusted R² of 0.551 indicates that 55.1% of the variation in compensation is explained by the independent variables, while the remaining 44.9% is attributed to other factors not examined in this study.

Abstract

Abstract

Open-pit mining operations are strongly influenced by slope stability conditions throughout the mining process. Factors that influence slope stability including lithological distribution, slope geometry, surface conditions, and geological structures at both local and regional scales. This study aims to identify potential slope failures associated with the presence of discontinuity planes using a kinematic analysis approach. Geological structural data were collected using the scanline sampling method at three observation locations, yielding a total of 115 joint sets, and laboratory testing was conducted to determine the internal friction angle of the rock mass. Kinematic analysis was performed using Rocscience Dips software to evaluate the geometric relationships among discontinuity orientations, slope orientation, and the internal friction angle. The results indicate that at scanline 1 and scanline 2, potential wedge failures are classified as stable due to the absence of daylighting conditions, whereas at scanline 3, a potential planar failure was identified that kinematically satisfies all instability criteria. The presence of water and vibrations induced by excavation activities may act as triggering factors that reduce slope stability.

Abstract

Bogor Village is one of the Manokwari Regency locations with Sirtu mineral resources. CV. FPM is a company located in Kampung Bogor, Manokwari Regency, which will conduct mining business. The mining business is a capital-intensive business so it requires investment for the business that will be run later. However, the problem that often arises is whether the investment made in the mining business will provide profits to the company or not in the future. Based on these problems, this research aims to conduct an investment analysis to assess the feasibility of the business to be run. This research is applied research, so the methods used to assess the feasibility of this investment are Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PbP). The results show that the business that will be run will produce a positive NPV with a value of Rp. 287,531,171, IRR of 34.13% or profit of 25.13% compared to the Weighted Average Cost of Capital (WACC) value, and a Payback Period of 1.72 years. This explains that the mining business is feasible to run, so from this feasibility, it can be explained that economically existing rock commodity mineral resources can be converted into reserves.

Abstract

PT X implements the geotube method to treat mine water from the sump containing total suspended solids (TSS) of approximately ±6500 mg/l. This concentration significantly exceeds the environmental quality standard (EQS), which is set at 100 mg/l. Therefore, the water must undergo a treatment process before it can be safely discharged into the environment. The geotube method was selected to reduce the use of alum, which has previously contributed to the reduced service life of the settling pond. Through this method, Settling Pond 11 is expected to be utilized for a longer operational period. This study employed experimental and observational methods focusing on the use of chemical additives in the sludge separation process prior to entering the geotube. Several aspects considered in this study include land availability, the effectiveness of chemical products, slurry pump discharge, and the volume of sludge processed into the geotube system. The chemical used in this study was the flocculant Kemira Superfloc A1300 HMW. With a land area of 1 hectare, the site is capable of accommodating nine geotube units, with a target sludge pumping capacity of 55,000 m³ within 20 days. Based on the observations, the geotube method has proven to be effective, rapid, and efficient, and demonstrates advantages compared to conventional methods such as pump and haul. However, the installation process requires a longer preparation time of approximately 2–3 weeks and involves higher initial costs. The geotube method is capable of handling a larger volume of sludge, reaching 55,000 m³ within 20 days, whereas the conventional method can only handle approximately 18,000 m³ within the same period. Furthermore, the environmental impact of the geotube method is relatively lower due to the minimal risk of leakage compared to the conventional method, where leakage frequently occurs in mudco. In addition, the solid material produced from the geotube process also has potential for further reuse.

Abstract

Blasting activities in the development of underground openings at the Kucing Liar (KL) Mine, PT Freeport Indonesia, may cause geometric deviations in the form of overbreak and underbreak. Evaluation of blasting performance in November 2024 indicated that, in several headings, geometric deviations exceeded the company’s tolerance limit of 10%, highlighting the need for blasting parameter optimization. This study aims to control overbreak–underbreak through the development of predictive models based on geotechnical and blasting parameters. Multiple Regression Analysis (MRA) was applied to 53 blasting records using Rock Mass Classification (Q-value), Perimeter Powder Factor (PPF), and Confinement Factor (C) as independent variables. The novelty of this study lies in the integration of multivariate regression models derived from operational data with Monte Carlo simulation to provide probabilistic and practical blasting parameter optimization. The regression models were subsequently used in a Monte Carlo simulation with 5,000 iterations. The results indicate that overbreak is significantly influenced by Q-value, PPF, and Confinement Factor (R² = 0.693), whereas underbreak is predominantly controlled by Q-value (R² = 0.470). Monte Carlo simulation reduced the average overbreak to 7.41% and resulted in an average underbreak of 5.37%, both of which are below the company’s tolerance threshold.

Abstract

Indonesia constitutionally adopts a Pancasila-based welfare state that mandates state control over natural resources for the greatest prosperity of the people. However, people’s mining remains largely dominated by informal and illegal activities (pertambangan tanpa izin/PETI), resulting in significant state losses and widespread environmental degradation. National data indicate thousands of PETI locations across Indonesia, while the PT Timah case illustrates how prolonged illegal community mining has contributed to severe environmental damage and estimated state losses exceeding IDR 300 trillion. This study employs a normative juridical method combined with qualitative policy analysis through statutory and conceptual approaches, complemented by a case study of Gorontalo Province. The findings reveal a clear gap between the normative design of people’s mining regulation and its practical implementation. Nationally, 1,216 people’s mining areas (Wilayah Pertambangan Rakyat/WPR) have been designated, yet illegal mining persists. In Gorontalo, despite 63 designated WPR, only one people’s mining permit (Izin Pertambangan Rakyat/IPR) has been issued. The study concludes that people’s mining can support community welfare only through accelerated formalization, strengthened regional capacity, integrated environmental safeguards, and effective central–local coordination in accordance with Article 33 of the 1945 Constitution (Undang-Undang Dasar Negara Republik Indonesia Tahun 1945/UUD 1945).
