Industri kecil memiliki peranan strategis dalam perdagangan nasional hal ini karena proporsi usaha skala kecil mempunyai daya serap tenaga kerja yang sangat besar. Kota Tasikmalaya memiliki banyak sumber daya yang dapat dikembangkan, baik industri bordir, makanan atau kerajinan. Industri Kecil Menengah telah terbukti mampu menghasilkan berbagai komoditas, lokal maupun pasar internasional, tetapi daya saing dari produk yang dihasilkan pengusaha tersebut belum maksimal. Tujuan penelitian ini adalah untuk mengetahui besar pengaruh koordinasi dengan pengembangan industri kecil produk usaha kerajinan tangan dan bordir di Kota Tasikmalaya. Hasil penelitian menunjukkan bahwa pengaruh koordinasi terhadap pengembangan industri kecil produk usaha kerajinan tangan dan bordir sebesar 29,7 % sedangkan 70,3 % disebabkan oleh faktor lain.

Abstract

Keberadaan warganegara asing semakin menigkat seiring dengankebutuhan pasar bebas dan sumber daya manusia yang tidak lagi berbatas(borderless). Terutama sejak banyaknya investasi asing yang masuk di ProvinsiBanten. Jumlah orang asing di Provinsi Banten terdapat 5687 orang, data ini belumtermasuk orang asing yang masuk secara ilegal sebagai imigran ilegal. SetiapPenduduk (termasukWarga Negara Asing) mempunyai hak untuk memperolehDokumen Kependudukan, pelayanan yang sama dalam Pendaftaran Penduduk danPencatatan Sipil, perlindungan atas Data Pribadi, kepastian hukum atas kepemilikandokumen, informasi mengenai data hasil Pendaftaran Penduduk dan Pencatatan Sipilatas dirinya dan/atau keluarganya dan ganti rugi dan pemulihan nama baik sebagaiakibat kesalahan dalam Pendaftaran Penduduk dan Pencatatan Sipil sertapenyalahgunaan. Pemerintah daerah dapat mengambil sebuah kebijakan tersendiriterkait dengan mengoptimalkan keberadaan orang asing di wilayahnya untuk dapatmeningkatkan Pendapatan Aseli Daerah setempat dengan mengenakan retribusikepada warga Negara asing yang bekerja di wilayahnya.

Abstract

Population growth in urban area, especially in a big town always appears the environment problems. One of the cases that often occured is the town garbage problem. In Banjarmasin Town, South Kalimantan Province, town garbage problem is the public issue that needed to be solved by local government, especially in 2007- 2007 period. This research aimed to explore policy implementation of town garbage management at Banjarmasin. To analyze this policy, author use performance concept for government institution, that contained of : policy input, policy output, policy effect and policy outcome. These aspect theoriyically will bring government’s effort into policy goals.This study used qualitative approach with using descritive analysis from data and information that gathered by observation and in-depth interview as primary data. Beside it, also used secondary data that contains of annual report, regulation and other written policy that related to garbage management and town-space policy of banjarmasin Municipality. The informan as source were the policy makers and policy implementor of garbage management and several stake-holders, especially itizen as the beneficiary of policy.Based on 2 yearly programmes, garbage management in Banjarmasin had done well that can be seen from its programme output and outcomes. Cleanliness environment in town also got well compared with its condition before. For these phenomenon, author recommend to carry out dissemination that advocation up to small groups in each sub district and supervizing on-going garbage management policy implementation.

Abstract

Humans as a citizen is a subject at once the object of development in Indonesia. However, at the regional level is not the case, especially in villages far from urban civilization. The presence of women has not been evident in every movement of development in Banten. Thus attracting researchers to conduct more in-depth study on women's participation in politics and development in Banten. The research was conducted using qualitative methods with a view to facilitate researchers in capturing qualitative data in the form of exploration. Results showed that women's participation in politics and development is still lagging behind by men that is caused by two factors: structural factors and cultural factors surrounding the social, cultural and political situation in Banten Province.

Abstract

Information technology era began in developed countries, where there is utilization of digital technology (Digital Electronic Services) has produced a form of government bureaucracy a new mechanism, known by the term Electronic Government (e-Government). With e-Government is expected interactions between the government and its people are too bureaucratic, the mechanism of interaction is much more friendly. In other words the implementation of e-Government is an orientation of new digital technologies in the development of management information systems as a result of the utilization of information technology developments and breakthroughs in order to service to the community faster, easier, cheaper without the limitation of space and time. In principle, the e-government is one way of providing public services more effective, efficient, transparent and accountable in line with the principles contained in the good governance (good governance). In the development and implementation in both developed countries and in developing countries, so far, e-government brings a positive impact on the application of these principles around the concept of good governance and public service. Therefore the application of e-government, which must be accompanied by reforms of public sector management, good corporate governance reform and strengthening of civil society is a thing that can not be put off no longer.

Abstract

The implementation of the decentralization system in Indonesia at this time has influenced the entire order of Indonesian government from central to regional. the implementation of decentralization system of course has a purpose to realize good governance (Good Governance) As one effort to hold effective local government especially to sub-district, Central Government has set a decision about the implementation of service to society through district Permendagri No. 04 Year 2010 about Guidance Implementation of District Integrated Administration (PATEN) Integrated Service Administration Kecamatan (PATEN) is the implementation of public services in the sub-district from the stage of application to the publication of documents in a sub-district PATEN Program is a long-term project launched by the government for the progress of public service in Indonesia especially in the subdistrict.The purpose to know the form of development undertaken by the Bandung Regency Government in an effort to improve the capacity of the kecamatan in the implementation of the Administration Service Program Integrated Sub-District (PATEN) in Kutawaringin Sub-district, Bandung.

Abstract

The mandate of Village Law No.6 of 2014 that Village has an allocation of Village Fund (ADD) at least 10% of balancing funds received by Regency/City in Regional Budget In addition, the village also get the allocation of funds from the state budget, the allocation of the budget is directed to the village determined 10% (Ten percent) from and beyond the On Top Transfers gradually. As a consequence of the receipt of these funds, it is necessary to understand the importance of village administration to the management of village finances in accordance with prevailing laws and regulations with village financial management principles such as participation, accountability, transparency and budget discipline. Tirem Village is one of the villages that get the village funds in 2014 amounting to Eight Hundred Million Rupiah (Rp 800.000.000,00). The crucial problem faced by the village government is how to manage the large village funds effectively, efficiently and accountably. Village financial management is a cycle consisting of planning, budgeting, implementation, administration, reporting and accountability. The research method used descriptive with qualitative approach. The research informants are village apparatus, BPD, community leaders, religious leaders, and the people of Tirem village. The results show that the financial management of village funds is still not optimal. Most of them are used for physical/ infrastructure development such as rehabilitation of village office buildings that are not feasible and the construction of village roads that are still in the form of land. In terms of village financial reports, village apparatuses, especially financial treasurers, have difficulty in making accountability reports and concerns about errors in budget usage. In the oversight function, the use of village funds is monitored and recognized by Village Consultative Bodies and the community. The village apparatus is experiencing difficulties in understanding the rules of taxation so as not to know the expenditure component which contains the elements of tax and procurement activities of goods and services, especially the infrastructure that uses the auction system. Recommendation is running technical guidance activity of financial accountability report preparation that must be done by local government.

Abstract

In public service, a very strong orientation of power during the New Order has made the bureaucracy became increasingly distant from its mission to provide public services. Bureaucracy and its officials more authority than the position itself as a public servant. Negative image of public bureaucracy today is inseparable from the history of the formation factor bureaucracy itself. In addition to that, the culture of the people of Indonesia are more patterned paternalistic make public bureaucracy as a "collection of" family who protect each other. Corruption, collusion, and nepotism is firmly attached to the cirri of the bureaucracy. It makes public bureaucracy into an organization that is difficult to be touched by the people, especially who have no kinship. Negative image of bureaucracy can be eliminated if the government is serious to fix the personnel management of public bureaucracy, empowering communities to supervise the administration and enforcement of strict laws. It is expected to be generated employees of public organizations qualified, competent, clean and free from corruption, collusion and nepotism.

Abstract

This research was done based on service issues and the Route Permit Test KIR that where the level of reliability in the provision of services is still low, the institutions have not implemented a number of security they offer third party services routes and the extension of KIR test and other things. The method used in this research is descriptive method with qualitative approach. The results showed that the services are not reflected transparency. This is evident from the service charge is not yet open to the public. The creation of accountability and compliance with regulations regarding the issuance of a Route Permit and pass book KIR Test. Still not the creation of conditional means that the level of consistency less noticed by the government apparatus. From the other side that the public expects that the fast service, the cost can be reached and a clear time to process it. Conditions such as these cause the public service held by the government is not going well. Participatory still lack the services to encourage community participation in the implementation of public service with the aspirations, needs and expectations of society. Equal rights are still not the creation of the ministry that does not discriminate from the aspects of any particular tribe, race, religion, class, social status, and others. Judging from the number of people who do not get the right trajectory license in service and KIR test of the government. Still not the creation of a balance of rights and obligations of the ministry that considers the aspect of justice between providers and recipients of public services.

Abstract

Implementation of Integrated Population Policy Administration Service (KTP-el). The increasing number of population in the regency of sukabumi encouraged to do a good recording of demographic data for population data is needed in the planning and evaluation of development. analyze the implementation of population policy in an integrated administrative services in providing services to people in the Department of Population and Civil Registration Sukabumi and analyzing the factors supporting and restricting. Type of this research is a descriptive qualitative approach. Administration policy on population intergrated in this study focused on basic services ID CARD which includes: basic policies or regulations adopted, procedure of making ID CARD services, document administration, as well as supporting and restricting factors of policy implementation. The results showed that the policy of centralization management card residents is Poor City Government step forward, especially in the field of public service to spruce up the residency to the administrative system in one centralized place to facilitate Government of sukabumi in accessing and mapping society so that in making policies that others have valid data.

Abstract

East Nusa Tenggara province is an island province composed of 22 districts and cities, there is a large diversity of natural resources scattered in almost all districts and cities. Contribution of the tourism sector in 2016 reached 2 trillion, with tourist arrivals of 90 thousand to 100 thousand visits per year. In May 2016, the tourism sector most visit is the District of Labuan Bajo where there is a Komodo Island as a tourist destination, Coastal Nemberala in Rote Ndao which has been crowned as The Most Popular Surfing Spot in Indonesia and the Sumba Island where there is a Nihi Watu which is a the world's best hotel version of international travel magazine: Travel and Leisure.Precisely dated 17 September 2016, NTT received the Pesona Indonesia 2016 award as the grand champion in tourism from ten categories contested. NTT successfully obtained three gold medals, one silver and one bronze.NTT as the province wich is currently developing Smart City program is expected to expand all the potential of it, especially in the world class tourism sector. This study use a method based on a literature review of theoretical studies related to Local Government Policy in developing the Smart City in the tourism sector.The literature review is expected to find a way or method to solves problems related to the areadevelopment and management of tourism. This will have an impact on local revenues, the region's development, the economy, local communities and the achievement of an increase in the number of tourists visiting NTT as the province who has the best travel Destinations in the world.
