Industri kecil memiliki peranan strategis dalam perdagangan nasional hal ini karena proporsi usaha skala kecil mempunyai daya serap tenaga kerja yang sangat besar. Kota Tasikmalaya memiliki banyak sumber daya yang dapat dikembangkan, baik industri bordir, makanan atau kerajinan. Industri Kecil Menengah telah terbukti mampu menghasilkan berbagai komoditas, lokal maupun pasar internasional, tetapi daya saing dari produk yang dihasilkan pengusaha tersebut belum maksimal. Tujuan penelitian ini adalah untuk mengetahui besar pengaruh koordinasi dengan pengembangan industri kecil produk usaha kerajinan tangan dan bordir di Kota Tasikmalaya. Hasil penelitian menunjukkan bahwa pengaruh koordinasi terhadap pengembangan industri kecil produk usaha kerajinan tangan dan bordir sebesar 29,7 % sedangkan 70,3 % disebabkan oleh faktor lain.

Abstract

This essay simply argues that the idea of the so-called ‘good governance’ should bring the public back in. In other words, it is vital to take into account the interests, needs and wants of all stakeholders related to whatever efforts taken by governments to cope with public issues. For the Indonesian government, in particular, the essay points out a major issue, such as public service delivery, as challenges for the notion good governance, good corporate governance or suchlike to be paid more attention to. To critically measure public service delivery by referring to what, why how, to what extent and in whose opinions the measurement criteria come from is vital as well. The objective of this essay is to contribute to the discourse on how to better see the notion of good governance in Indonesia. This study is questioning to what extent the notion can be put into practice to measure quality of service delivery. This study comes up with the idea of networked governance as a more sophisticated way rather than just keep promoting the notion which may create, to use Frederickson phrase, ‘governance, governance everywhere…substantively the same as already established perspectives in public administration, although in a different language’.

Abstract

In order to perform public service tasks, tasks of the government, and certain development tasks, ASN must have a profession and management of ASN is based on the Merit System. The absence of a clear career path resulted in poor performance of the bureaucracy (PNS) resulted in poor quality of public services, and even lead to the service user must pay the cost of expensive (high cost economy). Career development through career pattern that can either encourage employees to grow and develop in accordance with their competence in a professional manner. In this case, the employee will be motivated to perform well which will give effect to the improvement of agency performance. In addition to the above, the pattern is clear career also provide career security for structural officials at central and local environment. Career pattern used as guidelines or reference for the appointment into office refers to the standard of their competence, so that the process of moving, promotion, transfer or demotion of civil servants do more well ordered. Career path is no longer dependent on the change of leadership the agency. Clear career path in the area will also lead to a more positive political impact, where officials will remain neutral in the event of change of the head region. Related policies should be formulated to PNS career patterns as guidance in career patterns containment procedures PNS selective, fair and competitive.

Abstract

The research regarding revenue analysis and local tax administration in Bogor Regency has purpose to gain more tax revenue obtained by Bogor Regency and to know the implementation of tax administration in managing local tax performed by The Income Service of Bogor Regency. The Local taxes analyzed are Hotel and Restaurant Tax, Entertainment Tax, Advertising Tax, Street Lighting Tax, and Mineral Removal and Processing Tax. Analysis of tax revenue was carried out by : first, analyzing local tax performance. second, to know the implementation of local tax administration is by studying tax administratively namely instituion, employees and activities. Analytical result of local tax performance that consist of Tax Effort, Tax Effectiveness and Tax Efficiency. Tax Effort consist of Tax Elasticity which its value is 0.1% and Tax Ratio that its range value from 0.14% untill 41%. Another peformance local tax is Tax Effectiveness that its range value from 1.01 untill 1.16 and Tax Efficiency that its range value is from 20.36% untill 22.49%. The analytical result of the implemntation of local tax administration is as follows : first, there is no job description at each section and subsection. Second, lack of quantity and quality of employees. It lacks of coordination of education and training that are tax and accounting base. Third, lack of coordination with other institution in collecting data and registration. The writer suggest that the local income service office explore more tax revenue by carrying out local tax intensification by enlarging revenur basis, strengthening levy process, improving supervison, improving administrative effectiveness.

Abstract

This research was conducted with the aim of creating a series of policies to overcome the problems of industrial relations disputes that often occur in Bekasi Regency. Bekasi Regency is a district whose revenue is supported by the existence of the industry. Bekasi Regency is the largest industrial area in Indonesia, this is causing the more complex characteristics of society in Bekasi Regency. With the increasing industrial sector in Bekasi Regency, this has an impact on the high problem of industrial relations disputes in Bekasi regency. This is indicated by the continuous increase of disputes between workers and employers every year in the jurisdiction of industrial relations of Bekasi Regency. This research uses descriptive analysis with qualitative approach, it is intended to be able to arrange a right policy concept to overcome the problems of industrial relations that often occur in Bekasi Regency.

Abstract

Good Governance is one of the most importance issue in Indonesia post New Order era. One of the ways to applied it to practical world is use an Information Technology (IT) to make public service better. IT application in government, well known as e government, can support government to make a citizen as a consumer get a faster and sure service. Sragen is one of local governments in Indonesia that applied IT in order to support government’s functions. E Government application made a best impact like:public service that most fast and efficient and good climate in investation. This research use a qualitative method to knowing what is the impact of IT application in Government function.

Abstract

Problems of poverty, unemployment and population conditions such as Fertility, Mortality and Mobility / Population Migration contributes to the occurrence of social conflicts and criminality directly or indirectly. Criminality in the Province of Banten has increased significantly or reached 68 percent during the year 2014 compared to the year 2013. Increase in conventional and transnational criminality in the jurisdiction of Banten Police compared to last year referring data, crime in 2013 as many as 3,569 cases, while in 2014 increased to 5.857 case. of 5,857 cases that occurred in the Banten Police Region, as many as 2191 cases can be resolved. The number decreased compared to 2013, from 3,569 cases, 2,077 cases that can be resolved (Banten Police, 2015). Rapid population growth as a new province, high unemployment rate, education gap and inter-district / city, welfare gaps between districts / municipalities and crime prone areas are the background of this study. Using Ecological Theory of Crime (Meliala, 2011). result of analysis that from variable of Quality of Population which have strong role affecting crime incident is aspect of Population Density, Population Quantity variable is aspect of School Participation Rate of age 19-24 years, Availability of Health Facility and, Percentage of Open Unemployment Rate (TPT). As for the variable Mobility of People who have positively influenced strongly and significantly is the aspect of Migrsi Risen. The two main solutions to overcome this problem are consistent implementation of rules relating to population administration so that all residents, especially migrants, are well-regulated and equitable with development and provide employment in each region, especially villages or other small towns, so that the population density is not concentrated in one or some areas and to anticipate the crime caused by Migration.

Abstract

One of the goals of accountability dalah application of the concept of service where it is a consciousness in order to restore the dignity of people in the region, providing educational opportunities in order to improve the quality of political democracy in the region, improving the efficiency of local public services and public services as well as closer to the community, increased acceleration of development in the region, reducing regional imbalance in development, is also expected that the implementation of the governing how good (good governance) which in the end is for the welfare of society. Formulation of the problem in this study that is how the application of the principles of good governance in Banten Provincial Government Education Department? This research used descriptive survey with quantitative research approaches. Objectives of this research is all education stakeholders in the province of Banten in this case the whole range of educational bureaucracy, all layers of civil society, and all employers who interact with the world of education. Mechanical determination of sample taken is quota sampling technique, the total sample will amount to 90 respondents. The conclusion of this study that the rate of application of the principle of good governance in the Department of Education when viewed on the principle of voice and accountability levels reached 46.75 application included in the category of poor governance.

Abstract

The existence of Inclusive Education in Indonesia is still very foreign to the general public. Thus with Inclusive Education in Serang City is still in a state of minimal attention from the City Government Attack Serang City Office of Education and Culture. The achievement of the objectives of the Banten Governor Regulation no. 74 of 2014 to realize education that values diversity and non-discrimination for all learners well in Serang City, the unavailability of special facilities and infrastructure in inclusive schools in Serang City, and the shortage of Special Supervisor Teachers In inclusive schools in Serang City is the concern why This study was conducted. This research is aimed to know and analyze how the implementation of Guidance of Implementation of Inclusive Education to be done by Education and Culture Office of Serang City. The theory used is the theory of Public Policy Implementation George Edward III in Agustino (2006: 149). This research uses qualitative approach with descriptive method. Data analysis technique used is Miles & Huberman model. The result of this research shows that the implementation done by the Education and Culture Office of Serang City in implementing the Inclusive Education has not been implemented optimally. Due to the proper Implementation to be implemented, it is necessary to do in Bureaucracy structure which will then have an effect on the clear communication between the implementer and the Responsible Resource needed in the implementation of the policy and the disposition of equal distribution of responsibility.

Abstract

The Poor Families Empowerment through Group Approach (Case in North Jakarta and Bekasi. This research aims are: (1) Describe and analyze the influence of group characteristics to the level of Empowerment families in North Jakarta and Bekasi, (2) Describe and analyze the influence of empowerment interventions to the level of Empowerment families in North Jakarta and Bekasi in improving family welfare, and (3) Describe and analyze the influence of the level of empowerment Families to the welfare of poor families in North Jakarta and Bekasi.This research has carried out in North Jakarta and Bekasi from April to August 2009. There are two variables used to exemine the effect on the level of empowerment families through PATH ANALYSIS in this research that group characteristics, and empowerment interventions. This research also to axemine the effect of the level of empowerment families to families welfare. Results from this research show that the level of empowerment families is medium level.. Group characteristic and the intervention has significant influence on the level of empowerment families. The level of empowerment families has significant influence on family welfare. Strategy that can be used to improve family empowerment is by implementing group empowerment program.
